IMO – Outcome of MSC 88
The Executive summary

Progress in the resolution of issues associated with life boat release


hook systems was slow with diverging views between some member
states, led by the United Kingdom, and primarily Industry. The
chairman’s summing up on this issue was that a solution needs to be
achieved that is right, sustainable and completed in the least possible
time and DE 55 will be tasked to seek a propose solution that will be
presented to MSC 89 for adoption based on four outcomes.
Amendments that are necessary for SOLAS,
Amendments that are necessary to the LSA code,
Guidelines for the assessment of hook mechanisms,
Testing and assessment of new hooks.
IMO – Outcome of MSC 88
Amendments’ to Mandatory instruments.

Chapter V SOLAS, regulation 18, approval, survey and


performance standards of navigation systems and
equipment, voyage data recorder, approval of AIS being
subject to an annual test by an approved surveyor or an
approved testing or service facility.

Regulation 23, pilot transfer arrangements,

Replacement of the whole existing text in regulation 23,


for the application and testing of pilot transfer
arrangements.

Draft MSC circular on the information on prohibiting the


use of asbestos on board ships
IMO – Outcome of MSC 88

LRIT Issues – Transition of the LRIT data centre currently


based in USA to Lisbon, Portugal, will be progressed in
2011,

LRIT data for security forces, (NATO, EUNAVFOR) will be


allowed after suitable application from a member state

Navigation subcommittee all propped amendment to TSS,


routing systems and traffic management services were
approved.

MSC Endorsed the movement of the seasonal winter zone


off South Africa to be extended to a geographical distance
off the coast of 50 nautical miles.
IMO – Outcome of MSC 88

To note the group's discussion relating to "Just Culture" and


invite Member Governments and international organizations to
submit proposals relating to identification of existing IMO
instruments where a "Just Culture" concept could be applied;
and take actions that may require to be taken to further
incorporate a "Just Culture", as appropriate.

Note the ICC document on gathering and preserving evidence will


be sent to MSC 89 and Member governments are invited to
submit commenting papers on this issue.
