In general, All MFxxxxx (LIC PTFs) should be perm applied prior to the upgrade.

* When upgrading to IBM i 7.2 TR1 or later, these PTFs will allow you to not have to stop RAID first.
Ensure additional LIC space has been allocated prior to upgrading to IBM i 7.2. There are two ways that this can be done:
1. Use GO LICPGM and take option 5 to Prepare for Install. On the Prepare for Install menu take the option to Allocate additional space for LIC.
2. Use the QLPALCSP API. For information on the QLPALCSP API, please refer to www.ibm.com/support/knowledgecenter/ssw_ibm_i_72/apis/ql
Note: An IPL is required to actually allocate the additional LIC space. Once the IPL has been completed, Try to allocate the additional LIC space aga

So rule of thumb:
