Walton County Customary Use:
Where do we go from here?
For the first time in history, Florida’s legislative and executive branches have weighed
in on the issue of customary use and how it may, or may not, apply to Florida
beaches. As the legislature passed and the governor signed HB 631, a clear path was
created to determine if the public has the right to recreationally use Florida beaches.
While this legislation voids the current Customary Use Ordinance in Walton County,
as of July 1, 2018, it provides Walton, and all other Florida Counties, a legislatively
approved and endorsed mechanism to advance a Customary Use claim through the
judicial system.
The Walton County Board of County Commissioners has instructed staff to begin the
process laid out in the legislation to substantiate a customary use claim. This will
include the gathering of evidence and a public hearing to determine if such a claim is
supported by substantial evidence and testimony. If so, the next step would be to
present the testimony and evidence to a Judge through the appropriate legal process. If
the Judge agrees with the County, the Customary Use Ordinance will be validated and
take effect. If the Judge disagrees, the ordinance will be null and void.
The following steps are clearly spelled in the legislation in order for the County to
pass and affirm a claim of customary use:
The County would schedule a public hearing to consider evidence and testimony
supporting a finding of customary use of Walton County beaches.
Notice of this meeting must be sent via certified mail to the owner of each parcel of
property subject to customary use consideration and contain all statutory
requirements. Such mailing shall be no later than 30 days prior to the public hearing.
At the public hearing, evidence will be presented and testimony taken supporting or
not supporting the requirements of sustaining a customary use claim. If the Board of
County Commissioners finds that there is sufficient, substantial testimony and
evidence to support such a finding they may adopt a formal notice of intent to affirm
the existence of recreational customary us on Walton County beaches.
Upon the adoption of a notice of intent, the Board of County Commissioners must file
a Complaint for Declaration of Recreational Customary Use with the circuit court in
Walton County within 60 days.
Notice of the filing must be provided by the county to the owner of each parcel of
property subject to the complaint. This notice will provide a 45 day window for the
noticed property owner to intervene in the proceeding if they so choose.
Once the above process is completed it will become the responsibility of the court,
through the appropriate judicial proceedings, to determine whether Walton County’s
evidence meets the required burden of proof and demonstrates that recreational
customary use exists on the parcels of property listed in the formal notice of intent.
While this process may be lengthy and cumbersome, it provides the County with the
opportunity to “have its day in court”, as it presents all evidence and testimony in the
appropriate proceeding, anticipating a favorable ruling which will solidify the public’s
right to use all the beaches of Walton County for recreational purposes.

Former First Lady Barbara Bush Dead at Age 92
Former First Lady Barbara Bush died Tuesday evening at the age of 92.
Martha MacCallum likened her to "a grandmother to the entire country" and a
"matriarch of a huge clan of lovely family members." The wife of former President
George H.W. Bush was in “failing health” over the weekend, according to a family
statement. “Following a recent series of hospitalizations, and after consulting her
family and doctors, Mrs. Bush, now age 92, has decided not to seek additional
medical treatment and will instead focus on comfort care. It will not surprise those
who know her that Barbara Bush has been a rock in the face of her failing health,
worrying not for herself — thanks to her abiding faith — but for others,” the
statement read. Spokesman Jim McGrath did not immediately expound upon
Bush’s health condition over the weekend other than to say she was surrounded by
her family and appreciates the messages and prayers she received. The former
Barbara Pierce was born June 8, 1925 in New York. She married George Herbert
Walker Bush in 1945. They have six children, including former President George
W. Bush, former Florida Gov. Jeb Bush, and author Dorothy Bush Koch.Mrs. Bush
and former First Lady Abigail Adams also hold the rare title of the only first ladies
to be the mother of presidents. She was also the recipient of the Miss America
Women of Achievement award in 1997 for her longtime work in support of literacy
programs. "My dear mother has passed on at age 92. Laura, Barbara, Jenna, and I
are sad, but our souls are settled because we know hers was. Barbara Bush was a
fabulous First Lady and a woman unlike any other who brought levity, love, and
literacy to millions. To us, she was so much more. Mom kept us on our toes and
kept us laughing until the end. I’m a lucky man that Barbara Bush was my

until May 4th, 2018 for Pot 1 Local RESTORE Act Funding that will not be used as

Woman Partially Sucked Out of Jet When Window Breaks
Mid-Flight; Plane Lands Safely in Philadelphia
A Southwest Airlines flight landed safely in Philadelphia Tuesday after the jet violently
depressurized when a piece of an engine flew into and broke a window, a passenger's
father tells NBC10. The father, Todd Baur, said that a female passenger was partially
sucked out of the plane when the window imploded.
“One passenger, a woman, was partially … was drawn out towards the out of the plane …
was pulled back in by other passengers," he said in a phone interview with NBC10.
The Dallas-bound Boeing 737-700 made an emergency landing at Philadelphia
International Airport around 11:30 a.m. Tuesday after taking off from LaGuardia Airport
in New York City. There were 149 people onboard.
"There is a hole in the side of the aircraft, also,"
the aircraft controller relayed to firefighters at
the airport. Passengers shared photos of the
plane's left engine with major damage.
The engine inlet appears to be shredded with
metal bent outward.

One terrified passenger posted a live video to
his Facebook page during the ordeal. The grainy
footage shows a man attempting to secure his
yellow oxygen mask while updating loved ones
following his feed.
"Something is wrong with our plane!

Dallas!!" Facebook user Marty Martinez wrote. He then added, "We are bracing for
landing!!" The woman who apparently was pulled out of the plane is said to have been
rushed to a Philadelphia hospital, Baur said.

CANCELLED! Marvel of Flight on Saturday, April 7, 2018 Due to Weather

DeFuniak Springs Airport officials have cancelled the Marvel of Flight aviation expo
scheduled for Saturday April 7, 2018 due to weather. Officials made the decision early
Saturday morning at 7am. “We deeply regret having to cancel this portion of Marvel of
Flight,” says DeFuniak Springs Airport Director Ryan Adams. “The Saturday portion of our
two-day event brings the entire community together to see the unique vintage and modern
planes flown here by pilots throughout the United States,” he says, “and we really wanted
families and visitors to our community to enjoy this rare, spectacular display.”
The 2018 Marvel of Flight event began on Friday, April 6 with an exhibit of vintage WWII
planes providing media an opportunity to learn about the planes and their operations. Event
leaders also invited area schools to participate in field trips for special class presentations at
each of the planes and aviation exhibits. “We had a very successful day on Friday,” says
Adams. “Not only was the weather great, but hundreds of young people from our schools
were introduced to a part of our nation’s history with discussions and interactions with
skilled pilots of not only the vintage WWII planes but also the Huey helicopter and the team
which supports and promotes the historic helicopter’s operation and story.”
Event organizers are now planning the 2019 Marvel of Flight. More information will be

A three-day weekend spent jumping and dancing on Labor Day 2014 had left her with a neck injury – specifically the
cervical spine – that was possibly an exacerbation of an unrecognized mountain biking injury earlier that year. To make
matters worse, her doctor performed the surgery to fix the injury on the wrong part of her spine.
Now 54, Scheib has lived with constant neck pain and other unusual sensations throughout her body ever since. These
sensations, including electrical shocks down her spine, buzzing, vibrating, burning sensations, ringing in her ears and
sensitivity to normal noises, had gotten so bad, she said, that “I wanted to go to bed and not wake up tomorrow. This life
was so bad, so horrible, that I couldn’t imagine how I was going to live the rest of whatever life I had,” says the
Harrisburg, PA, nurse.
Today, the pain may be worse than it was in 2014, but Scheib is better. She says that’s because she stepped off the well-
trodden path of lifelong prescription painkillers and took the less traveled road of pain management -- a combination of
pharmaceutical and non-pharmaceutical treatments that gave Scheib her life back.
Like Scheib, an estimated 100 million Americans live with long-term pain. Since the 1990s, physicians’ go-to treatment

Walton County Holds Public Forum and Final Strategic
Planning Meeting in DeFuniak Springs
On Thursday, April 6th, District 2 Commissioner Cecilia Jones, in conjunction with Mainstreet DeFuniak
Springs, hosted a Public Forum and Walton County Strategic Planning meeting at the DeFuniak Springs
Community Center.
The meeting began with Commissioner Jones providing an overview of the topics that would be discussed
as part of the public forum and introducing the guest speakers who were on hand.
Following the introductions, Jones welcomed Mr. Jay Evans, Executive Director for Mainstreet DeFuniak
Springs, who provided a PowerPoint presentation to the audience. Evans gave an overview of the program
and provided information to the group on the financial impact that open storefronts have on the City.
He presented information regarding what the group is currently working on and their plans for the
future. Additionally he stressed that while the program looks to accomplish some short term goals, the
group and program are dedicated to building a better DeFuniak Springs to provide for long term growth
and success.
Following the presentation by Evans, County Administrator Larry Jones addressed the group and discuss
some of the big things happening in the County. Jones began by discussion the current progress of the US
Hwy 331 expansion and the tentative completion date of late May 2018. Jones discussed the current
legislation that was recently passed in Tallahassee regarding Customary Use, and how the County is
moving forward with the process to ensure that the public has the right to access and recreational use all of
Walton County’s Beaches.
In closing, Jones discussed the BCCs recent action to put forth a referendum to the public on the possible
institution of a ½ cent sales tax. He discussed that while the BCC cannot lobby either for or against the
possible tax, they felt it was important to put the vote to the public. The tax, if instituted, would provide
and approximate $50 million over 5 years to fund countywide road, bridge and infrastructure projects.
Jones told the group that the County is assembling information regarding what projects would be funded if
the tax is approved, and confirmed that the information would be available to the public prior to any vote.
Following the information from Jones, presentations were made by County Projects and Programs
Manager, Rick Wilson, on the progress that is being made on Broadband in Walton County, Emerald Coast
Technical College Director, Charlie Morse, provide an update on vocational education in Walton County
and Walton County HUD Director, Tom Baker, presented information on affordable and workforce
housing.
Walton County Economic Development Alliance Director, Bill Imfeld, discussed the potential economic
benefit of the expansion and widening of US Hwy 331 and the importance of infrastructure improvement
in regard to sewer and water. Imfeld also discussed the importance of countywide economic development
and the importance of planning for future growth.
The forum concluded with a presentation from Walton County Restore Act Coordinator, Billy Williams,
who gave an update on Walton County’s process in obtaining funding through the Triumph Board as well
as the RESTORE Act.
Following the forum, the Northwest Florida Regional Planning Council (NFRPC) Team, comprised of
Planning Manager Jennifer Laurent, Urban Planner Megan Polk and Public Involvement Coordinator
Annie Walthall, presented a Walton County Strategic Planning overview.
The meeting finished with a public participation interactive survey that obtained information from the
group that will be used to assist in the development of the Strategic Economic Development Plan for
Walton County. While this meeting concludes the Northwest Florida Regional Planning Council’s interac-
tive data collection process, Commissioner Jones will continue to hold public forum meetings in the future.
Additionally, the Walton County Strategic Economic Development Plan Steering Committee held a
meeting on April 9th at the Freeport Community Center located at 16040 Us 331 Business in Freeport.
Though the evidence that opioids work for long-term pain is lacking, Americans get more
prescriptions for them than the citizens of any other country in the world. The prescribing epidemic has
led to a national crisis of opioid misuse, overdose, and death. Now, as policymakers and health care
providers work to stem the tide of addiction and abuse,
patients and some prescribers worry that the changes
will take pain medications out of the hands of people
who truly need them. Drugmakers may have zeroed in
on a target for chronic back pain and osteoarthritis pain.
The FDA recently fast-tracked the drug tanezumab for
approval. Federal regulators had previously halted work
on tanezumab and other drugs like it over concerns
about side effects. The non-opioid blocks the production
of nerve growth factor, a substance that’s needed for
certain types of pain to happen. Several other anti-nerve

Paying attention to ADHD
Attention-deficit/hyperactivity disorder (ADHD) is the name
given to a condition that usually manifests itself in children,
boys more than girls. ADHD behaviors can be different in boys
and girls. Boys may be more hyperactive and girls may tend to
be quietly inattentive. The exact cause of ADHD is not clear,
but research efforts continue. Signs and symptoms of ADHD
may include difficulty paying attention, frequently daydream-
ing, difficulty remaining seated and excessive talking.
ADHD can run in families and studies indicate that genetics
may play a role. Most healthy children are inattentive,
hyperactive or impulsive at one time or another. It is normal for
preschoolers to have short attention spans and be unable to stick
with one activity for long. Even in older children and teenagers,
attention span often depends on the level of interest.
The same is true of hyperactivity. Young children are
naturally energetic and some children just naturally have a
higher activity level than others do. Children who have prob-
lems in school but get along well at home or with friends are
likely struggling with something other than ADHD. The same is
true of children who are hyperactive or inattentive at home, but
whose schoolwork and friendships remain unaffected.
If a parent is concerned that their child shows signs of ADHD,
they should see their family physician to have a medical
evaluation first to check for other possible causes of the child's
difficulties. ADHD doesn't cause other psychological or
developmental problems. However, children with ADHD are
more likely than are other children to also have conditions such
as learning disabilities, anxiety disorders, depression, manic
behavior or a pattern of negative, defiant and hostile behavior
toward authority figures.
In general, a child should not receive a diagnosis of ADHD
unless the core symptoms of ADHD start early in life and create
significant problems at home and at school on an ongoing basis.
There is no specific test for ADHD, but making a diagnosis
should likely include a medical exam to help rule out other
possible causes of symptoms, information gathering on current
medical issues, personal and family medical history, even
school records. To be diagnosed with ADHD, the child must
meet the criteria in the Diagnostic and Statistical Manual of
Mental Disorders published by the American Psychiatric
Association. Standard treatments for ADHD in children include
medications, training and counseling. It may take some time to
determine what works best for the child.

Vaping Is Dangerous, but Many Just Don't Care
One popular product contains about as much nicotine as a pack of
cigarettes.
Justin Olsen doesn’t have any interest in cigarettes.
But the 18-year-old Georgia resident loves vaping. Olsen estimates he vapes every day
and takes about 20 hits an hour. While cigarette smoking rates among teens have
dropped over the last few decades, the use of electronic cigarettes (e-cigarettes) -- also
called vaping -- has risen in this age group. Surveys show that many teens don't know
about the dangers of these products, and a few popular vaping trends could increase the
risks even more.
One of the most popular products among teens -- a flash drive-shaped system called
JUUL -- contains roughly the same amount of nicotine as an entire pack of cigarettes.
In the 2 years since JUUL was introduced, it has captured almost half of the entire
e-cigarette market. And that worries some researchers. "Everything is different about
JUUL -- the shape and design of the product. It's smaller and can be hidden in the
hand. It looks like a high-tech device," says, Maciej Goniewicz, PhD, PharmD, who
has studied e-cigarette safety. "We know that it contains a really high concentration of
nicotine. It's a few times higher than what we see in other e-cigarette products."
In 2017, nearly 30% of high school seniors said they'd used e-cigarettes.
Many kids start vaping even younger. Although laws prohibit kids under age 18 from
buying e-cigarettes, nearly 10% of eighth-graders and 14% of 10th-graders said
they've used these products. Olsen started vaping when he was 17. “I think it was in
the summer of 2017,” he says. “I was at my friend’s house and he had it, and I started
using it. And I thought it was pretty cool. We were passing it around, and I just tried
it.” “I didn’t really like getting buzzed at first -- from the nicotine. But I liked blowing
it out of my mouth and doing tricks. Blowing clouds and stuff,” Olsen says.Teens are
attracted to vaping for a few reasons, says Bonnie Halpern-Felsher, PhD, a Stanford
University pediatrics professor who's studied young people's attitudes toward
e-cigarettes. "One is it's cool to them. It's novel. It's high-tech and it has flavors.
The other thing is they perceive it to be less risky [than cigarette smoking]."
That’s because e-cigarettes are marketed that way, she says. Seven in 10 teens say
they've seen e-cigarette ads -- often in retail stores or online. And the kind of public
health campaign that has warned kids about the risks of tobacco cigarettes doesn't exist
for e-cigarettes. “I’ve heard people like my friend’s mom talk about the risks of vap-
ing, but I’ve been kind of like, ‘Eh, it doesn’t really matter,’ ” Olsen says. “I think that
smoking in general could be a lot worse for you than just vaping.”

What's In an E-Cigarette?
When you light a traditional cigarette and the tobacco burns, it produces toxic
chemicals like carbon monoxide and formaldehyde, which you inhale. An e-cigarette
instead uses a coil to heat a liquid (called e-liquid or e-juice) until it produces an
aerosol vapor. The main chemicals in e-cigarettes -- including propylene glycol and
glycerin -- are technically less toxic than those in tobacco cigarettes. "But if the
product temperature gets too high -- if it's overheated -- then the safe compounds start
to decompose. And they can generate very dangerous compounds like formaldehyde,"
says Goniewicz, an associate professor of oncology at Roswell Park Comprehensive
Cancer Center.
A Rainbow of Flavors
E-juice comes in a variety of flavors that make the vapor taste like everything from
blue raspberry to cinnamon breakfast cereal. In one survey, nearly 82% of young
e-cigarette users said the reason they vape is "because they come in flavors I like."

good, and it relaxes your throat when you inhale it. Raspberry is also pretty good. I use

A history of Decca / London Records by Bob P.
A music industry insider in the 1960’s through the 1980’s, now retired.
The following is during his time at London Records.
An Englishman named Sir Edward Lewis was one of the pioneers in the creation
of "radar". He formed a company called Decca Radar and his equipment dominated
the market for years.
In the process he discovered that he could record sound with better fidelity than
was currently available in the market. Being a classical music fan he formed a
company called Decca Records and began recording classical music with what he
called "Full Frequency Range".
Decca was distributed world wide. However, at the outbreak of WW-II English-
men were encouraged to divest themselves of their foreign holdings and devote
their assets to England. As a good Englishman, Sir Edward did that and sold Decca
Records US. to a guy named Jack Kapp. Kapp had great success during WW-II
with Decca US with artists like Bing Crosby, Dick Haymes, and the Andrews
Sisters etc.
After the war Sir Edward offered to buy the Decca name back but Kapp had such
success with the label and his contracts with his stable of artists would have been
upset, so he declined to sell Sir Edward the Decca name.
In order to release his European Classical properties in the US Sir Edward had to
create a US label...and that's how LONDON Records came to be.
Sir Edward was never interested in the pop product. The success of the Rolling
Stones and Moody Blues in the US meant nothing to him. He was only interested in
the classical product which was why, until his death; no classical pieces were cut
from the catalogue. We carried 3000 classical titles including the collected
speeches of Winston Churchill.
Sir Edward's biggest success was in spending $200,000 to record the first
complete Wagner "Ring" cycle.
(Essentially four very big operas all linked together by the same story.)
Nobody else had it in catalogue for many years and it sold widely to schools and
anybody studying classical music. It was hugely profitable.
In order to retain quality records on the London Label they had to be pressed in
England and that was the cause of some problems. For instance, we were scheduled
to release a Luciano Pavarotti Christmas album. Pavarotti was red hot at the time
and the album would have been a huge success.
The albums were pressed in England and shipped. But the boat developed
transmission problems and never made it out of the North Sea. It went into dry
dock and we lost the selling season and all the albums.
I wanted to have the tapes shipped to the US and repress the album at Sterling
Recordings in Arizona, which was one of the highest quality pressing operations in
the Country, but I was rebuffed.
What I didn't know was that the English government reimbursed Decca 22 cents a
disc for creating work for Englishmen and the company did not want to pass on that
reimbursement. Twenty two cents doesn't sound like much in today's market where
CD's sell for $18.00 but in those days Vinyl sold for $3.98 retail...so 22 cents was a
huge deal.

Billionaire venture capitalist Tim Draper
says his petition to break up California into
three states has garnered enough signatures
for the initiative to be added to the ballot
this November.
Draper lobbied unsuccessfully for similar
ballot initiatives in 2014 and 2016, but this
year he said he was able to amass
approximately 600,000 signatures, well
more than the 365,880 required.
The initiative reportedly will be submitted
to election officials next week.

initiative proposes a central state that
would consist of Los Angeles, Ventura,
Santa Barbara, San Luis Obispo, Monterey
and San Benito counties; a southern state
made up of Orange, Riverside, San Bernar-
dino, San Diego, Imperial, Kern, Kings,
Fresno, Tulare, Inyo, Madera and Mono
counties; and the 40 remaining counties
grouped into a northern state. On "Tucker
Carlson Tonight," Draper said the "CAL 3"
proposal would give citizens better

governments. "I think that these three new
states are going to empower people to
realize what's possible in government,"

He passed out. A rescue crew rushed him to a trauma hospital, where surgeons performed open-heart surgery to save his life.
After the crime, Schittino, now 26, developed post-traumatic stress disorder. The old Sal, an affable young man pursuing a ca-
reer as a psychologist, felt grateful for surviving. He drew solace from family and friends. He returned to work as an assistant in
a mental health hospital.
But a new Sal confounds him. He has cried for long stretches in his bedroom, screamed anxiously in the woods near his home,
and struggled with nightmares and flashbacks of being stabbed brutally. His old self, he says, “cannot comprehend the level, the
magnitude of the trauma that happened.”Many view PTSD as a “wound of war,” afflicting military veterans who have been trau-
matized on the battlefield. But PTSD also strikes civilians traumatized by violent crime, rape, kidnapping, domestic violence,
severe accidents, terrorism, natural disasters, and other events that expose them to serious harm or death. Physical injury isn’t
required; even a threat, like having a gun pressed to one’s body, can prompt PTSD. So can witnessing a terrifying event. For
Schittino, the trauma still catches him off-guard and the narrative is still forming. Recently at work, he checked on a patient in
her room. When she didn’t respond, he looked at her face. To his horror, he realized that she had died. “That incident brought
everything back to the surface,” he says. “It made me think again that I almost died, and I had to deal with the fear from that.
The anxiety got so overwhelming. It was like a thought of mine that I didn’t want to confront.”
The woman’s death prompted new soul-searching. “I always wanted to focus on being grateful,” he says, “for still being able to
do so many things, for so many people around me who love and support me. I didn’t want to give space for questioning, ‘Why
me? Why did it have to happen?’ ”
But being forced to grapple with those painful questions, he says, “was a relief.” Instead of suppressing the sense of unfairness
and the terror of death, he is making his way toward a new self, post-trauma.
“I feel like I still have a lot to work through,” he says. But as a psychology graduate student, he hopes to someday help trauma
survivors and those with PTSD.

if his and former FBI Director James Comey’s roles
had been reversed in the 2016 election, Comey would
have fired him. Christie, who served as U.S. attorney
for New Jersey while Comey ran the FBI, pointed to
comments Comey made in recent interviews and in
his new book that his decision to reopen the Hillary
Clinton email probe just days before voters headed to
the polls was based in part on his belief that Clinton
would be elected president.

information that could potentially affect the election,
and one of the things that influenced me was polling,
he would have fired me. He would have fired me on
the spot," Christie said on ABC's "This Week" on

who worked with him in form and have defended him
on this air and other places over the years to see this
interview and what he was saying."Christie went on to
say that Comey is a good person and a good prosecu-
tor, but the "hubris" he showed with those comments
was "extraordinary."
