Mainland in Combating Crime in

Macau

Introduction
As Macau became a gambling and vacation city, there are many tourists came to
Macau. It improves the economy of Macau but also increase lots of criminal. The
people of Mainland China come to Macau commit a crime become a serious problem
in Macau. Most crimes are held by Chinese. We can see the data below.

We can see there are 735 Mainland China people have crimes related the casino
which is outside the casino and there are 1074 have crimes inside the casino.

In 2016, there are 43,735,397 Mainland China people came to Macau. The number of
Chinese people come to Macau has increase every year. Also there are many illegal
immigrants and overdue stay Chinese people.
Criminal data
Most of the crimes are about the theft, drugs and profiteering. In this year, the
telephone fraud also became a serious problem in Macau. As there are more people
came to Macau, the crimes increase every year. For other criminals, the illegal
prostitution also has a large number.
The process of repatriation
Firstly, the judge will convicted the criminals go to prison or prohibited come to
Macau for how much years. If the criminals didn’t need to go to prison and
prohibited to come to Macau, the police will take the criminal to the customs. The
police will take him pass through the customs and give him to the Chinese customs.
After they have signed a document, the process is over.
For the criminals who have crime in Macau, the Mainland China won’t have any
record. So the criminals didn’t receive any punishment.

Extradition
Extradition is the surrender of an accused or convicted person by one state or
country to another. It means that there are two countries sign the extradition
agreement. The criminals were convicted by one country but he go to another
country. The other country can caught him and send him back to the country and put
him in jail. There is non-extradition in Macau: political prisoner, own nationals,
non-double criminality and death penalty.
In Hong Kong, there is a famous person call Lau Luen Hung. He had involved 20
million bribes Ao Man Long. He have convicted to go to jail for 5 years and 3 months
in Macau. But because Hong Kong and Macau didn’t sign the extradition agreement,
as long as he does not go to Macau and mainland, he can escape from jail.

Improvement
I think Macau and Hong Kong should sign the “Interregional Criminal Justice
Assistance Act” as soon as possible. I think Macau can also combine the criminal
record system between Mainland China and Macau. It can help him to catch the
criminal who is escaping and the criminal can receive the punishment.
