Chief Minister’s Good Governance Associates Programme

The Chief Minister’s Good Governance Associates (CMGGA) is a unique initiative launched by
the Government of Haryana in collaboration with Ashoka University on 31st Jan 2016 with an
objective to improve governance in Haryana with better efficiency, transparency in citizen service
delivery, increased capacity building and structural process redesign. For this aim, 25
outstanding young men and women with significant record of achievement and with strong
promise would be inducted as the ‘Chief Minister’s Good Governance Associates’.

CMGGA harnesses the talent and energies of young leaders trained in the premier institutes of
the country for monitoring and supporting the key initiatives of Chief Minister’s Office, Haryana.

The Associates act as representatives of the Honorable Chief Minister in the districts of Haryana.
They facilitate, monitor and analyze implementation of high-priority flagship schemes, programs
and interventions of the Haryana Government and support the Deputy Commissioners at the
District level in the effective implementation of these programs.

Role of the CM’s Good Governance Associates
The Associates are expected to bring in fresh thinking and inputs at the ground level for local
planning, execution, community interaction and outcome management. They are expected to
enrich the district administration with out-of-the-box thinking.

Every associate strives to:

1. Improve the transparency, efficiency and service delivery across different schemes and
departments by driving implementation of standardization and other recommendations in
the districts of Haryana

2. Support the District Commissioners with a District Project that is ground-breaking in terms
of innovative, depth of implementation or research and take the project to its natural
conclusion of scale-up across the state or publication, as applicable.

3. Bridge the gaps between government, industry and the citizenry by leveraging the best
young talent the country has on offer, even as they get an aspirational opportunity to
learn about and contribute to policy and governance.

The associates have the following functions:

1. Assess the ground situation of the various programs/schemes.

2. Provide overall technical and managerial support for effective implementation of selected
programs/schemes.

3. Assist the Deputy Commissioner in the planning and implementation of critical


government welfare schemes and citizen services.

4. Facilitate coordination and dialogue between various stakeholders of the district for inter-
sectoral convergence and better implementation of schemes and programmes

5. Prepare and share regular progress updates (monthly and weekly) with the Programme
Team and the Chief Minister’s Office.

6. Any other activity as assigned by the Deputy Commissioners and the Chief Minister’s
Office via Programme Team
Duration and Location
The duration of the programme is one year during which the associates will be posted in one of
the 22 districts of Haryana. The Associates will be working at the district headquarters of their
assigned districts, and travel to various locations within the district or at the state headquarters as
and when required for the programme.

Remuneration
On satisfactory completion of their engagement in the district, Associates will be awarded a
completion Certificate. Associates will receive a stipend of ₹50,000 per month, including ₹5,000
for any programme related expenses. Applicable taxes will be deducted at source from this
amount. In addition to the monthly stipend, travel costs will be reimbursed to a maximum of
₹30,000 per month. Accommodation in the assigned district and in Ashoka University during all
training periods will be provided to all associates.

Application & Selection Process

The application for the Chief Minister's Good Governance Associates programme is a completely
online process and there are no paper forms to complete. There is no fee for application.
