UK Foundation Programme F1 / F2 Stand-alone Recruitment
Introduction
The UK Foundation Programme is a two-year work-based training programme intended to equip doctors
with the generic skills and professional capabilities to progress to specialty / general practice training. The
UK Foundation Programme Office are looking to recruit doctors who hold or are eligible for full registration
with the General Medical Council (GMC) to work in recognised F1 and F2 standalone training programmes
as part of the UK Foundation Programme.
Trainees will have the opportunity to gain experience in a series of placements in a variety of specialties /
healthcare settings and will be offered the same educational resource and teaching opportunities as F1
and F2 trainees on 2-year programmes. They will also have access to the Foundation Learning e-Portfolio
(Horus).
Applicants are invited to apply for either F1 or F2 level posts across the four nations of the UK. If applicants
meet the essential criteria of both person specifications, they are welcome to apply to for both F1 and F2.
Applicants appointed to F1 level will be offered an F2 programme subject to satisfactory progression. No
remedial training will be offered if an applicant is unsatisfactory after one year.
Foundation Year 1
Foundation Year 1 (F1) enables medical graduates to begin to take supervised responsibility for patient
care and consolidate the skills that they have learned at medical school.
Foundation Year 2
Foundation Year 2 (F2) doctors remain under clinical supervision (as do all doctors in training) but take on
increasing responsibility for patient care. In particular, they begin to make management decisions as part
of their progress towards independent practice. F2 doctors further develop their core generic skills and
contribute more to the education and training of the wider healthcare workforce e.g. nurses, medical
students and less experienced doctors. At the end of F2 they will have begun to demonstrate clinical
effectiveness, leadership and the decision-making responsibilities that are essential for hospital and
general practice specialty training. Satisfactory completion of F2 will lead to the award of a Foundation
Programme Certificate of Completion (FPCC) which indicates that the foundation doctor is ready to enter
a core, specialty or general practice training programme.

Advert / Applications
Adverts will appear on the Oriel recruitment system (https://www.oriel.nhs.uk) on Monday 29th January
2018. Click on ‘Vacancies’, then select ‘I am applying to Foundation Standalone’. Applications will open
on Oriel from 09:00 (GMT) on Thursday 1st February 2018, closing at 12:00 (GMT) on Wednesday
28th February 2018. Late applications will not be considered under any circumstances.

The Oriel applicant portal is tested for compatibility with Internet Explorer 7+, Chrome, Firefox and Safari.
Applicants are advised to use one of those browsers when using the website and where possible the most
up to date version of that browser.
When completing the employment history section of the application form all previous clinical experience
should be declared; this includes experience both inside and outside of the UK, in both training and service
posts. Applicants should also ensure that they detail any time spent out of work to ensure that there are
no unexplained career gaps.
Please note: Recruitment offices will not be able to make any changes to submitted application forms on
Oriel. Applicants must therefore ensure that they check the content of their application form prior to
submission as there will be no opportunity to correct mistakes at a later date.
Fitness to Practise
If you make a Fitness to Practise declaration on your application form, you must email further details to
fitnesstopractise@foundationprogramme.nhs.uk by 12:00 (GMT) on Wednesday 28th February 2018.
Further details on the nature of the declaration may be requested and should be provided prior to the
deadline for submission of applications. Failure to provide this detail by the closing date may result in the
application being rejected.
Any applicant who has previously resigned or has been removed from foundation training or a one-year
stand-alone programme will be required to declare this on their application form and submit a reapplication
to foundation training form (please see appendix 2).
Applicants are required to provide a statement around the circumstances of their previous release or
resignation from foundation training or a stand-alone F2 programme in support of their application. This
will allow applicants the opportunity to engage with prospective training providers / employers and facilitate
open dialogue to enable support mechanisms to be arranged where appropriate or deemed necessary.

UK and EEA nationals and doctors whose immigration status entitles them to work as a doctor in training
in the UK are eligible to apply for F1 / F2 stand-alone programmes. Evidence of immigration status would
be a biometric residence card, date stamped passport and/or identity card. All of these documents need
to be dated as at or prior to the application closing date.
Other non-UK or non-EEA nationals with limited leave to remain in the UK, whose employment will require
a Tier 2 visa, are subject to the Resident Labour Market Test and would only be considered for appointment
if there were no suitable UK or EEA national (settled status) candidates for the post.

Applicants will be asked to bring their date stamped passport and/or identity card, together with proof of
their immigration status to interview.
Applicants in the following categories will be subject to the Resident Labour Market Test:
• Already on Tier 2 and changing sponsor. Applicants in this category will require Tier 2
sponsorship and will be subject to the RLMT.
• Non-UK or non-EEA national who has limited leave to remain in the UK, who does not fall
into one of the above categories. Applicants in this category will require Tier 2 sponsorship
and will be subject to the RLMT.
• Non-UK or non-EEA national who does not currently hold a UK visa status. Applicants in
this category will require Tier 2 sponsorship and will be subject to the RLMT.
Please note: Where immigration status changes part way through a recruitment round, this could change
an applicant’s right to work status. Any applicants in this position should contact the UK Foundation
Programme Office immediately.
Eligibility Criteria
There are 2 separate person specifications for the F1 and F2 stand-alone programmes. Please review
both person specifications to make a judgment as to whether you meet the criteria for either F1 stand-
alone, F2 stand-alone or both. There will be an initial longlisting process completed, which will consider
whether applicants meet the eligibility criteria outlined in the person specification for the level applied to.
If applicants applied to both the F1 and F2 stand-alone vacancies, a second phase longlisting process will
be completed, which will consider the desirable requirements of the person specification, for example,
experience. Applicants will then be invited to attend either an F1 or F2 interview, as deemed appropriate
by the longlisting panel. There will be no formal shortlisting process.
By allowing applicants to progress to the interview stage, the recruitment office have not accepted or
confirmed that applicants meet the eligibility requirements. Applicants may still be withdrawn from the
recruitment process at any stage, including after interviews have taken place if the evidence pertaining to
an eligibility criterion is found to be unsatisfactory.
F1 doctors / trainees currently enrolled on the UK Foundation Programme are not eligible to apply for F1
stand-alone posts. Applicants who have successfully completed the F2 year and have received a
Foundation Achievement of Competency Document (FACD) / Foundation Programme Certificate of
Competence (FPCC) are not eligible to apply for F1 or F2 stand-alone posts.

Applicant Communications

Applicants are advised to check their e-mail and Oriel accounts regularly throughout the application
process. Applicants will be prompted via e-mail to check their account for information at relevant times
throughout the process. E-mails sent via Oriel are also stored in Oriel accounts. Applicants can amend /
change their email address through ‘Update Contact Details’.
Please note: we strongly advise that applicants DO NOT USE HOTMAIL email accounts as they regularly
block emails from NHS servers. This means that applicants may not receive important messages about
their application. Applicants are advised to regularly check junk mail folders in case any emails are
incorrectly filtered as junk / spam.
Application statuses are live in Oriel. At relevant points throughout the process applicants’ statuses will be
updated, for example, following the process of longlisting and to inform applicants of their interview
outcome. Applicants will need to log in to their Oriel account to respond to any offers received during the
national offers process.
Interviews
Interviews will be held on Wednesday 18th April 2018 and Thursday 19th April 2018. There will be one
face-to-face interview centre in Birmingham (approximate capacity 400) and Skype panels (approximate
capacity 400). Longlisted applicants will be invited to book either a face-to-face or Skype interview date /
time slot via Oriel on a first come first served basis.
Each panel interview will be scheduled for a duration of 20 minutes. Applicants will be asked a series of
questions, including a clinical scenario.
Interview panels will consist of at least 2 people who are familiar with the curriculum and assessments of
the foundation programme. At least one panel member will be a clinician.
Applicants who applied to both F1 and F2 stand-alone vacancies will only be invited to attend one
interview at the level deemed most suitable by the clinician-led longlisting panel (second stage of
the longlisting process).
Applicants will be asked to declare on their application form if they have a disability as set out in the
Equality Act 2010 and whether they wish to be considered under the Guaranteed Interview Scheme.

The UKFPO will ensure, where possible, that reasonable adjustments are made at interview to meet the
needs of applicants with disabilities. Applicants must ensure that they include this on their application form
and enter into an early dialogue with the UKFPO. Failure to provide the requested information and

documentation by the stated deadline will result in adjustments and / or Guaranteed Interview Scheme
status not being met.
Skype Interviews
Applicants selecting Skype interview slots will be required to upload the following documentation via the
‘document upload functionality’ on Oriel: -

Applicants will also be required to show photographic identification at the start of the Skype interview and
move the camera around the room so that the panel can ensure that the applicant is alone. It will be the
applicant’s responsibility for ensuring a robust internet connection and a suitable, quiet location in which
to conduct the interview.
Where applicants are unable to provide photographic identification at the time of the interview or the
connection is insufficient, the interview will be terminated.
Programme Preferencing
Applicants will be invited to preference programmes across the UK through Oriel if they have been deemed
appointable at interview. Applicants will not be required to preference all programmes, however those who
have active programme preferences will be allocated first during the offers matching process.
Applicants will be able to use the drag and drop functionality to preference individual programmes.
Applicants will have the option to rank programmes in their order of preference or to drag and drop
programmes to the ‘not wanted’ column to indicate that they would not accept a post in a particular
programme. Applicants will not be considered for or allocated to programmes listed in the ‘not wanted’
column, even if there are no spaces available in the programmes they have actively chosen to rank.
The preferencing window will open on Friday 25th May 2018 and will close at 12:00 noon (GMT) on
Tuesday 29th May 2018. There will be no further opportunity for applicants to rank programme preferences
or to amend their preferences in Oriel once the deadline for preferencing has been reached.
Applicants who do not preference during this time will be randomly matched to programmes in rank order
secondary to applicants who actively ranked programmes within the window.
All applicants will be ranked in score order and given a unique rank in Oriel. Applicants will be matched to
programme based on a meritocratic algorithm whereby the highest scoring applicant will be matched to
the highest programme preference choice available. The system will attempt to match applicants to their
highest choice programme preference in the first instance and work through the list of preferences in rank
order.
Offers Upgrade
Applicants will have the option to opt in for upgrade offers. Following the initial round of offers, if an
applicant has chosen to opt in for offer upgrades, their offer upgrades to a higher preference should a

higher programme preference become available, i.e. in the event that a higher ranking applicant chooses
to decline their offer during the first round of offers.
Applicants must accept their initial offer if they wish to be considered for upgraded offers.
If an applicant chooses to opt in for offer upgrades, their offer will be upgraded automatically as part of the
matching routine on Oriel. If higher choice preferences become available as applicants decline their initial
offers, applicants who have opted in for upgraded offers will be upgraded with each round of offers.
Applicants do not have the option to accept or decline an upgraded offer. Upgraded offers cannot be
reverted to the initial offer or a previous upgrade as the programmes will have been offered / matched to
other applicants as part of the renewal process.
Applicants can choose to opt out of offer upgrades at any point. For example, if an applicant is allocated
their 10th preference initially, the applicant should accept the offer. In the second round of offers, the
applicant’s offer is upgraded as a slot had become available in their 5th choice. The applicant is happy with
their 5th choice and therefore decides to opt out of any further upgrades.
The UKFPO will run the offers matching routine and release offers / upgrades on each of the specified
dates within the offers timeline.
Offers Process
The initial round of offers will be released to applicants on Wednesday 30th May 2018.
Applicants will be required to accept or decline their offers within 48 hours from the time when offers were
released. For example, if offers are released at 12 noon on Wednesday 30th May, applicants will have until
12 noon on Friday 5th May to either accept or decline, or their offer will automatically expire.
The same process will apply to the second round of offers scheduled for Monday 4th June 2018.
If an applicant declines an offer, no further offers will be made and the applicant will not be offered a
programme for 2018.
If an applicant misses the deadline to either accept or decline their offer, their offer will automatically be
declined, no further offers will be made, and the applicant will not be matched to a programme for 2018.
References
The UKFPO will initiate the process of collecting employment references as part of the necessary pre-
employment checks required under the NHS Employment Check Standards.
Reference requests will be sent via Oriel on Tuesday 12th June 2018. Applicants’ referees will be invited
to submit references online through Oriel and will be given 2 weeks in which to complete the reference(s).
The referencing window will close on Tuesday 26th June 2018, after which time the foundation schools /
employers will need to seek references offline using the offline reference form provided by the UKFPO.
References must be sought and approved in accordance with the national pre-employment check
standards.
Clearing Process
Applicants who were interviewed for F2 that are deemed appointable at F1 who applied to both
vacancies, will receive offers for remaining F1 programmes.
Applicants who were interviewed for F2 that are deemed appointable at F1 who only applied to the F2
vacancy, will be included in the offers matching as part of a second stage of clearing. This will only be
after offers have been made to those who applied to both vacancies.

It is expected that programmes will become available following the initial offers round and applicants who
this applies to will be invited to preference additional programmes, along with any remaining
programmes on Wednesday 20th June 2018.
Applicants who have received an offer as part of the primary offers process will not receive further offers
as part of the clearing process.
There will be no clearing process for F2 stand-alone programmes and applicants who apply for F1 only
will not be able to upgrade to F2.
Applicants will have 48 hours to respond to offers from the time at which the offer was made, for example,
applicants will have until 12 noon on Wednesday 27th June 2018 to respond to offers made at 12 noon on
Monday 25th June 2018. Applicants must either accept or decline their offer, or their offer will expire and
will automatically be declined.
If you are considered unappointable for either the F1 or F2 stand-alone programme, there may be Locum
Appointment for Service (LAS) posts available for you to apply to. LAS posts are temporary posts without
a recognised training component and are not usually assessed for the competencies required to complete
a Foundation Programme. You would have a clinical supervisor, but not an educational supervisor. These
posts are usually advertised by individual employing organisations (hospital trusts) via www.jobs.nhs.uk

As a newly appointed foundation year one doctor, the health service in the UK requires trainees to
undertake a period of shadowing / induction prior to the start of the Foundation Programme to shadow the
F1 doctor they will be taking over from. This period will also include an induction into the NHS and the
designated place of work. This is likely to be the week(s) immediately preceding the start of the
programme. Any applicant appointed through this process to a F1 stand-alone programme, will be
expected to attend the induction / shadowing week.

Appendix 1: Information for Overseas Nationals
Applicants subject to immigration control (including limited leave to remain) will be required to provide evidence
of their immigration status as at the closing date.
Applicants that have limited leave to remain will be considered for the post as long as their immigration category
allows them to take up a training programme and is valid on the closing date of the post to which they are
applying.
The Resident Labour Market Test (RLMT) will be applied if applicants are in an immigration category which
does not allow them to take up a training programme, and they need to “switch” their status to the Tier 2

Applicants exempt from the RLMT will be considered for posts alongside UK/EU/EEA nationals and other
settled workers.
Applicants subject to the RLMT will be considered for posts after UK/EU/EEA nationals and settled workers.
Applicants needing to “switch” their immigration status should check the UK Visas and Immigration website to
see if they may switch within the UK - https://www.gov.uk/tier-2-general. Categories that are not cited in this
link will require a “restricted” Certificate of Sponsorship (RCoS) from the Tier 2 sponsor. Applicants may be
required to return to their home country to make their visa application. Applicants who are unsure of the correct
route to follow should gain immigration advice from an authorised advisor/lawyer as we cannot provide advice
regarding leave applications. Applicants requiring RCoS cannot be guaranteed as they are dependent on the
Home Office monthly allocation panel and there are a limited number of certificates available.
