POSTS OF TRADESMAN/SENIOR TRADESMAN


IN THE MINISTRY FOR THE ENVIRONMENT,
SUSTAINABLE DEVELOPMENT AND CLIMATE CHANGE

Nomenclatures denoting the male gender include also the female gender.

1. The Director Human Resources, on behalf of the Permanent Secretary, Ministry for the
Environment, Sustainable Development and Climate Change invites applications for the following
posts of Tradesman/Senior Tradesman in the Ministry for Sustainable Development, the Environment
and Climate Change.

(i) Tradesman/Senior Tradesman (Welder)


(ii) Tradesman/Senior Tradesman (Carpenter)
(iii) Tradesman/Senior Tradesman (Automechanic)
(iv) Tradesman/Senior Tradesman (Mason)
(v) Tradesman/Senior Tradesman (Electrician)

Terms and Conditions

2.1 This appointment is subject to a probationary period of six (6) months.

2.2 The salary for the post of Tradesman is Salary Scale 16 (which in the year 2018 is €13,156
per annum, rising by annual increments of €263 up to a maximum of €14,734).

2.3 A Tradesman will progress to Scale 15 (€13,970 x €298 - €15,758) on completion of five (5)
years service in the grade, subject to satisfactory performance.

2.4 A Tradesman will be promoted to the grade of Senior Tradesman in Scale 14 (€14,928 x
€316.83 - €16,829) on completion of ten (10) years service in the grade of Tradesman, or five (5)
years if in possession of a Higher Technician Diploma or an appropriate, recognised, comparable or
higher technical qualification, subject to satisfactory performance.

2.5 The Higher Technician Diploma is rated at MQF Level 5. A person in possession of an MQF
Level 4 appropriate qualification followed by two (2) years proven appropriate experience shall be
deemed to satisfy the clause “Higher Technician Diploma or an appropriate, recognised, comparable
or higher technical qualification”, in paragraph 2.4 above.

2.6 The appointee will be entitled to such other benefits and subject to such other conditions and
obligations as may be stipulated in any pertinent agreement between the Government of Malta and
the competent Union.
Duties

3.1 A Tradesman/Senior Tradesman may be assigned to any Department, Division, Directorate or


other site pertaining to the Ministry for the Environment, Sustainable Development and Climate
Change. He/she will be obliged to work in accordance with the best safety practices to identify and
prevent hazards and to ensure the safety of him/herself, workers and members of the public. The
duties may entail work at irregular hours including night hours, weekends, Public Holidays and/or work
on shift basis. Irrespective of his/her area of deployment, a Tradesman/Senior Tradesman, appointed
in terms of this call for applications, may be assigned any other duties by the Permanent Secretary
(MESDC), the respective Director General/Director and/or their representative/s. He/she may also be
assigned any other duties according to the exigencies of the Public Service as directed by the
Principal Permanent Secretary.

3.2 The duties of Tradesman/Senior Tradesman (Welder) include:

(i) Understanding and work from technical diagrams;


(ii) Installing, dismantling, maintaining and welding of equipment;
(iii) Erecting, assembling and fitting parts to, adjusting and repairing of apparatus;
(iv) Welding, fabrication, grinding, painting, as well as oxyacetylene cutting, shaping and
burning and performing all kinds of metal works including repairs;
(v) Working in wrought iron, mild steel, galvanized metal, stainless steel, sheet metal and
making builders’ hardware such as locks, hinges, doors and window trimming;
(vi) Manufacturing metal doors, windows, railing, platforms and storage structures;
(vii) Welding metal, electrically or otherwise;
(viii) Cutting and burning by means of oxyacetylene;
(ix) Being part of a maintenance team, helping out as necessary.

3.3 The duties of Tradesman/Senior Tradesman (Carpenter) include:

(i) Interpreting scaled drawings and work sketches;


(ii) Working at benches and/or machines and/or construction sites;
(iii) Cutting and shaping wood, or wood composite material, as required by hand or by
machines;
(iv) Manufacturing all kinds of furniture (including, though not limited to, desks, cabinets,
racks, shelves, gazebos and landscaping furniture) from all kinds of wood including
fitting of all required ironmongery;
(v) Manufacturing all kinds of joinery (including, though not limited to doors, windows,
door and window frames, partitions, shutters and stairs) from all kinds of wood;
(vi) Executing inlay work and its restoration;
(vii) Applying wood preservative treatment and/or paint systems to new furniture and new
joinery works;
(viii) Dismantling and reassembling existing furniture and joinery for relocation purposes as
well as moving the same furniture and joinery from one place to another;
(ix) Executing maintenance works on furniture, joinery and all related ironmongery as well
as maintenance work on workshop and/or hand held tools;
(x) Restoring all kinds of furniture and all kinds of joinery in all kinds of wood. This may
include the removal of existing paint layers, the application of wood treatment and/or
paint systems, the cleaning and/or consolidation of wooden objects, the repair and/or
part replacement of deteriorated/damaged wooden sections. Restoration works may
also be extended to cover structural wooden elements such as beams and trusses;
(xi) Making use of machinery and equipment in the course of his/her duties.
3.4 The duties of Tradesman/Senior Tradesman (Automechanic) include:

(i) Performing routine servicing and repairs on light and heavy vehicles;
(ii) Re-boring of engines;
(iii) Replacing clutch;
(iv) Repairing and replacement of gearboxes (rear drive and front wheel drive);
(v) Repairing of differentials;
(vi) Changing of suspensions;
(vii) Working on fuel injections and ECU system;
(viii) Working on Assisted Braking System (ABS);
(ix) Working on vehicles with power steering;
(x) Performing all kind of works regarding mechanical faults;
(xi) Keeping service records of vehicles, plant and equipment.

3.5 The duties of Tradesman/Senior Tradesman (Mason) include:

(i) Constructing or demolishing any stone/brick wall, building or any other structure laid
with mortar;
(ii) Interpreting plans and building drawings in accordance with approved building
permits/plans and complying with sanitary regulations in force;
(iii) Working with, directing and being responsible for his/her team;
(iv) Sketching and building arches, alcoves and spiral staircases and being responsible
for the erection and dismantling of wooden frameworks and shuttering;
(v) Supporting existing dangerous structures;
(vi) Working on reinforced concrete.

3.6 The duties of Tradesman/Senior Tradesman (Electrician) include:

(i) Being capable of understanding and working from technical diagrams;


(ii) Installing, dismantling, reassembling, maintaining, testing and repairing electrical
machinery and apparatus;
(iii) Erecting, assembling and fitting parts to, adjust, repair and overhaul electrical
machinery and apparatus;
(iv) Repairing lighting equipment: time switches, ground lighting, flood lighting and
associated accessories and installations, H.V. and L.V. switchgear with relays as well
as power and other transformers;
(v) Making new installations and dismantling existing installations to provide/remove light
and power and install/remove all accessories as required;
(vi) Testing for faulty communications and repairing damaged installations;
(vii) Using a trencher/other equipment to install conduit pipes and other accessories.

Eligibility requirements

4.1 By the closing time and date of this call for applications, applicants must be Public Officers in
the Malta Public Service or Public Officers in the Malta Public Service on loan/detailed with/deployed
with/on attachment to Public Sector organizations, who are confirmed in their current or in a previous
related appointment and:

(i) who are in possession of the Journeyman’s Certificate in the trade applied for after having
successfully completed the course of study under the Extended Skills Training Scheme (ESTS), or a
recognised, appropriate, comparable, or higher qualification; OR

(ii) whose competence in the trade for which they are applying under this call for applications has
been certified by a Trade Testing Board set up under the Employment and Training Services Act.

4.2 In addition to the eligibility requirements stipulated in paragraph 4.1 above, applicants for the
post Senior Tradesman/Tradesman (Electrician) must also be in possession of valid Wireman’s
Licences A and B.
4.3 Public Officers who are already in the grade of Tradesman/Senior Tradesman may apply
provided the trade they are applying for is different to that which they hold by virtue of their current
appointment, and provided that he/she satisfies the eligibility requirements stipulated in paragraphs
4.1 (and 4.2, if applicable). Applicants selected in terms of this paragraph will be transferred to the
place of work where the vacancy is located, carrying their substantive grade and salary.

4.4 Public Officers holding a grade in a particular stream, and who were granted Officer in Scale
status by virtue of a Grievances Unit decision in the same scale as that of a higher grade in that
stream, are eligible to apply for grades open to officers holding such higher grade within the stream
that carries the same scale as that of the Officer in Scale status.

The years of service since the effective date of appointment as Officer in Scale are reckonable for the
purpose of satisfying any requisite years of service stipulated in calls for applications.

Any other eligibility requisites for the post must be met in terms of this call for applications.

4.5 Qualifications at a level higher than that specified above will be accepted for eligibility
purposes, provided they meet any specified subject requirements.

Moreover, candidates who have not yet formally obtained any of the above-mentioned qualifications
will still be considered, provided that they submit evidence that they have been approved for the
award of the qualifications in question, or successfully completed the necessary ECTS/ECVET
credits, or equivalent, taken as part of a recognized MQF level program of study, as required in the
afore-mentioned eligibility criteria or higher, by the closing time and date of the call for applications.

4.6 Applicants must be eligible to take up their due appointment, in terms of 4.1 to 4.5 above, not
only by the closing time and date of this call for applications but also on the date of appointment.

4.7 Prospective applicants should note the requirement to produce MQRIC recognition
statements in respect of their qualifications from MQRIC, or other designated authorities, as
applicable, as per provisions applicable to this call for applications (see link below).

Submission of supporting documentation

5.1 Qualifications and experience claimed must be supported by certificates and/or testimonials,
copies of which should be attached to the application. Scanned copies sent electronically are
acceptable.

5.2 Original certificates and/or testimonials are to be invariably produced for verification at the
interview.

Selection procedure

6.1 Eligible applicants will be assessed by a Selection Board to determine their suitability for the
post. The maximum mark for this selection process is one hundred per cent (100%) and the pass
mark is fifty per cent (50%)

6.2 Due consideration will be given to applicants who, besides the requisites indicated in
paragraphs 4.1 to 4.5, have proven relevant work experience.

detailed curriculum vitae, will be received by the Director Human Resources (Attn: Assistant Director,
Human Resources) in the Ministry for the Environment, Sustainable Development and Climate
Change, 6, Qormi Road, St. Venera SVR 1301 by not later than noon (Central European Time) of
Friday, 27 April 2018. Applications can also be submitted through the Online Government
