INTRODUCTION
1. This User Requirement Document (URD) defines the requirements of the end user in order to ensure the delivery of fit for purpose
infrastructure at the Port Loco Ebola Treatment Unit (ETU), Sierra Leone.
BACKGROUND
2. The Ebola Virus Disease (EVD) continues to spread across West Africa with cases reported in Sierra Leone, Guinea and Liberia. The WHO
has requested international support in addition to the current work by NGOs who are running at full capacity. The UK has the lead for the response in
Sierra Leone, part of which includes the improvement of in-country support for containment and treatment. The ETU will be procured, delivered,
sited, equipped and constructed in country by DfID with Royal Engineer support for design and over sight of construction.
OUTPUT
3. The output is to provide a fit for purpose ETU, to me manned and operated by an NGO.
CONSTRAINTS
5. Due to the urgency placed on the project, commercial decisions on procurement will be made by the Client.
6. All design and construction is to be safe, however, it is accepted that it is not possible to comply with UK construction regulations.
a. The site layout is to be dictated by clinical requirements, in particular the requirement to maintain the correct flow of patients, staff and
equipment to prevent contamination of non-infected personnel or areas.
8. The project is expected to the delivered by a civilian contractor including a locally employed civilian workforce. This will be supplemented with
Republic of Sierra Leone Armed Forces (RSLAF) Military Engineers, to conduct specific tasks.
9. DfID will directly purchase several key items, in particular tents, incinerators and generators. These items will be provided to the contractor for
erection and installation.
JUSTIFICATION
12. This ETU is urgently required to help halt the spread of EBOLA, and thereby avert a global pandemic.
IMPACT STATEMENT
13. Delays to the construction of this facility will have a disproportionate impact on the spread of the disease.
ASSUMPTIONS
14. During the production of this URD, the following assumptions have been made:
a. Based on medical advice, the discharge from the septic tanks in the soakaways will contain an acceptable level of residual chlorine and
will not pose any threat to the environment.
b. The procurement and shipping mechanism will allow the required units to be delivered.
c. In order to pursue the most expedient commercial solution the contract will be put out to tender with incomplete technical information,
being the best that the MDA can provide by 6 Oct 14.
16. The User Requirements for the 100 Bed ETU is at Annex A. The agreed layout for Port Loco ETU is shown at Annex B.
