Visa Application
Chinese Government Scholarship winners should apply for a visa to study in China
to the Chinese embassy or consulate-general with the original documents and
photocopies of the Admission Letter, Visa Application for Study in China
(JW201), Foreigner Physical Examination Form and valid ordinarypassport.
Those who will study in China for more than 6 months must apply for “X1” visa,
and those who will study in China for less than 6 months (including 6 months) can
apply for“X2”visa. Students who come to China with other types of passports,
visas or without the original documents will not be able to register with
institutions, nor will they be able to apply for the residence permit in China.
Visa application cost is at student’s own expense.

Transfer Service
The Transfer Service Station for Chinese Government Scholarship students in
Beijing Language and Culture University will provide a transfer service to new full
scholarship students who have to make a stopover in Beijing to other cities
between August 25th and September 15th, 2014. Detailed services provided during
the stopover are as follows:
1. Pickup service at Beijing Airport. Students are kindly requested to inform the
Transfer Service Office of their arrival date and the flight number one week in
advance.
2. Free accommodation on campus (twin room).
3. One-off settlement subsidy.
4. Necessary medical service during the transfer.
5. A hard-seat or hard-berth train ticket from Beijing to the city where the host
institution is located.

The full scholarship students who arrive in Beijing before or after the transfer

from the host institution directly. Those who fail to register without the prior
consent of the institution will be considered as voluntarily giving up the
scholarship and the scholarship will be automatically terminated.

Health Verification and Residence Permit

Health verification: Scholarship students who are to stay in China for more than 6
months are requested to submit the original documents of their
passport,Admission Letter, Foreigner Physical Examination Form and Blood
Test Report to the local health quarantine office to have their physical examination
reports verified. Scholarship students who do not meet the requirements of the
above authority will be required to re-take the physical examination. Those who
refuse to re-take the physical examination or are diagnosed with diseases that are
not permitted to stay in China according to the Chinese laws and regulations will
be required to leave China.
Residence Permit: Upon their arrival in China, scholarship students must apply
for residence permit to the local police authority before the deadline regulated by
the visa-issuing authority with their passport, Admission Letter, Visa Application
Form for Study in China (JW201), verified health report, andphotograph that
meets the image requirements of the authority.

Application for Change
Scholarship students are not permitted, in general, to change their academic
programs, host universities or the duration of study. Those who need to change for
acceptable reasons are required to apply to CSC via their host universities.

1. How should I apply for the visa to study in China?

International students should apply for “X” visa or “F” visa at the Chinese

division of exit-entry administration of local public security bureau within thirty
days upon arrival in China.

2. What health verification should be presented if I want to go to China?

After arriving in China, international students are required to go to the Health

quarantine bureau to confirm the Physical Examination Record for Foreigner
within prescribed time limit. Students failing to provide Physical Examination
Record for Foreigner must have physical examination at the local Health
Quarantine Bureau. If the student is diagnosed to have any disease the laws
prohibit entry in China, he/she must return to his/her country at his own expense.

1. Can I study in China?

International students from all over the world are warmly welcomed to study in
China. China’s universities offer thousands of programs for foreign students. Non-
degree programs teaching Chinese language and culture are particularly popular,
but it is also possible to earn your degree in China. Most degree programs are
taught in Chinese and therefore require a certain level of language proficiency.
However, an increasing number of English-taught degree programs are available.
So you can make a choice according to your own situation.

2. Can I apply for MA courses if I don’t speak Chinese?

Chinese higher education institutions (HEIs) generally conduct courses in Chinese

language. Applicants with no command of Chinese are generally required to take
Chinese language courses for 1-2 years before their major studies. Applicants who
apply to study science, engineering, agriculture, medicine (western medicine),
economics, management and law are required to take Chinese language courses for
1 year. Applicants who apply to study literature, history, philosophy, and medicine
(traditional Chinese medicine, Chinese herb medicine) are required to take Chinese
language courses for 2 years.
Some of the Chinese HEIs offer postgraduate programs and non-degree courses for
general and senior scholars in English. Students who apply for these programs are
not required to take Chinese language courses.

3. How many kinds of universities are there in China?

There are two types of universities in China: comprehensive university and

professional university. Comprehensive universities have a wide range of
disciplines, with tremendous strength in scientific research; Professional
universities are generally proficient in certain disciplines and activities carried out
by students are full of academic atmosphere.

4. What kind of program can I choose?

China’s universities offer thousands of programs for foreign students. Non-degree

5. When will the university start classes generally？

Degree programs: degree programs begin in September at most Chinese

language program usually opens in September; the short-term courses may have
fixed times or may arrange a time at the request of a group of students. Short-term
summer programs usually start in June, July or August, and last 1-8 weeks.

6. Is it easy for a foreign graduate to find a job in China?

Thanks to the economic growth, the opportunities for foreigners who want to work
in China have increased considerably in the last few years. In 1996, there were
180,000 foreign workers registered in China and the number is rapidly growing.

Teaching English is one of the main job areas for foreigners in China, while there
is also a growing demand for foreign experts in sales, engineering and
management, etc. The current rise of China has made it very clear that people who
can speak Chinese and have first-hand experience of living in China are going to
have a great advantage in terms of employment.

1. Is the cost of living in China too high?

Although prices in China are rising, the cost of living here is still favorable
compared with most developed countries. You will be amazed by how comfortably
you can live and how strong your purchasing power is. Compared to developed
countries, the cost of living and studying in China is relatively low.
Accommodation in Beijing is roughly RMB 2000-3000 yuan per month. An
average meal costs around 30-50 yuan. The subway has a flat rate of 2 yuan and
buses within the city are even cheaper. Smaller cities and those in China’s central
and western regions are particularly inexpensive.

2. How can I deal with the accommodation after arriving in China if I don’t
speak Chinese?
Applications for accommodation should be made to the universities before coming
to China.
There are many kinds of dormitories in universities, and the prices differ from each
other due to the furniture and facilities. International students should apply before
arriving in China. If you want to come with your families, you should consult the
university in advance. Otherwise, you should take care of the accommodation by
yourself.
Students can live off-campus with the permission of the university, but should
register at the local public security office within 24 hours upon arrival.

3. Can I take a part-time job while studying at college?

Tuition fee is generally paid on year basis. According to relevant Chinese laws,
international students studying in China are forbidden to be employed, and work-
study opportunity is relatively small. So self-financed international students should
make the financial preparation before arriving in China.

 Plan for Study in China

As a measure to implement the National Outline for Medium and Long-term

Education Reform and Development (2010-2020), this Plan aims to strengthen the
international exchanges between China and other countries, to advance the
internationalization of education in China, to enhance its attractiveness to
international students, and to further promote the development of Study in China.

1. Objectives

This Plan is to develop China into the country with the largest number of
international students in Asia, to establish a comprehensive system, compatible
with the overall scale and development of education in China, to produce a number
of highly-qualified teachers, to build up a group of higher education institutions
with distinguishing features and a number of high-standard disciplines for Study in
China, and to generate a large number of graduates who both understand China and
contribute to connecting China to the rest of the world.

2. Main Tasks

By the year 2020, the number of international students studying in higher

education institutions, elementary and secondary schools in Mainland China shall
reach 500,000, among which, the number of students enrolled in degree
programmes shall reach 150,000. The Chinese government scholarships shall be
gradually increased in accordance with the needs of national strategy and
development. The composition of international students shall be improved and
more balanced in terms of countries of origin, academic levels and types.

3. Guiding Principles

This Plan takes into consideration of scale, structure, quality and effectiveness, to
promote a comprehensive, cohesive and sustainable development of Study in
China so as to develop the brand name of education in China internationally.

4. Guideline
The guideline of this Plan is to expand the scale, optimize the structure, guarantee
the quality and improve the management.

5. Development Strategies

With reform as the drive and systematic construction as the core, we will promote
reforms in administration system, funding system, school-operation system and
inner-school management system. The responsibilities of governments at all levels
shall be further enhanced, and the input into Study in China shall be increased.
Local planning will be developed at provincial and municipal level and categorized
guidance will be provided by governments. The service mechanism and monitoring
system shall be further improved. Schools, research institutions, other education
institutions and social organizations with required qualifications shall be
encouraged to participate in and provide education to international students in line
with Chinese legislations.

6. Policies and Regulations

Consistent efforts will be made to improve policies, rules and regulations for Study
in China. We will further clarify the rights, obligations and responsibilities for
governments, host education institutions and international students. We will also
ensure that activities related to Study in China are legitimate, scientifically-
developed and properly-organized, create a favorable legal environment and
establish a system and a mechanism that are conducive to the development of
Study in China.

7. Management System

The Ministry of Education of P. R. China shall be in charge of the macro-

administration of Study in China. In light with the principle of localized
management, education departments of provincial governments shall be in charge
of Study in China within their own regions. Host institutions shall be in charge of
the daily administration of and service for international students abiding by
relevant laws, rules and regulations.

8. Operation Mechanism
The education departments of governments at all levels are the competent
authorities for Study in China within the locality. They will cooperate and
coordinate with other departments at the same level in charge of foreign affairs,
public security, finance, human resources and social security, health care and
disease control, each performing its own function. By this means, an administrative
system with reasonable clarification of duties and rights, scientific decision-
making process, smooth implementation and adequate logistic support will be
finally developed for governmental bodies and host education institutions.

9. Promotion

Intensified efforts will be made to promote Study in China. For this purpose, we
will synergize resources at home and abroad and give full play to relevant domestic
institutions, embassies and/or general consulates of P. R. China abroad, overseas
Confucius Institutes and Confucius Classrooms to promote Study in China around
the world. We will also improve the official website of Study in China and the
websites of host education institutions in foreign languages.

10. Recruitment and Admission

Reforms will be taken on the recruitment and admission by adopting an

internationally applied flexible approach which combines material evaluation,
examination and interview. On the basis of improving Foundation Programme
system for international students, a benchmark for international students to enter
undergraduate programmes shall be gradually established. The electronic
registration system to record the status of newly-recruited international students
and the degrees awarded to international students shall be strictly implemented.

11. Training Mode

The training mode for international students will be continuously innovated. Host
Education institutions will be encouraged to explore actively, to launch pilot
projects on a flexible studying duration for academic degree programmes, and to
extend Study in China programmes abroad in various forms. Research on the
feasibility of e-learning and e-training programmes for international students will
be carried out.
12. Course Construction

We will try to build brand names of our courses, optimize course structure and
develop a course system more attractive to international students. We will support
higher education institutions to build their own brand-name programmes delivered
in Chinese and to offer a certain amount of degree programmes in English. We will
provide intensified support to the degree programmes with Chinese characteristics
and internationally comparative advantages, to improve the international
competitiveness and impact of higher education institutions.

13. Teachers Development

The development of teaching cohort for Study in China will be strengthened. As a

part of the personnel development of higher education institutions, teachers’
capacity trainings including teaching in foreign languages shall be further
emphasized and a performance-based assessment system shall be improved, thus
making a number of outstanding teachers with academic excellence, rich
experiences and caring for students the main force for Study in China.

14. Quality Assurance

A quality evaluation system for Study in China will be set up to reinforce the
assessment of the condition, quality, administration and service. We will urge host
education institutions to develop appropriate self-orientation and their own features
in teaching. Furthermore, we will gradually identify a group of exemplary bases
for Study in China.
