Seminar Title: Fundamentals of Safety and Health Management: Implementation of Safety in
Manufacturing Industry
Company Name: EPSON Precision Philippines Inc.
Date: January 31, 2018
Venue: Multimedia Room, CIT Building, Gov. Pablo Borbon Campus II Alangilan, Batangas
City
Speaker: Engr. Adrian Bryan D. Lubang
Objectives:
Identify the factors that lead in accidents and work related illnesses.
Discuss the basic causes of workplace accidents.
Define and differentiate accidents, unsafe acts and unsafe conditions.
Identify and enumerate different situations and practices that constitute unsafe acts and
unsafe conditions.
Know the practical safety strategies and risk control measures.
Program and Highlights of Activities:
Occupational safety and health (OSH) is a multidisciplinary field concerned with the
safety, health, and welfare of people at work. The goals of occupational safety and health
programs include fostering a safe and healthy work environment. OSH may also protect co-
workers, family members, employers, customers, and many others who might be affected by the
workplace environment.
Occupational safety deals with all aspects of physical, mental and social health and safety
in a workplace. It is the umbrella for company’s efforts to prevent injuries and hazards in all
work environments.
Every industry presents various kinds of safety hazards to its employees. The spectrum of
possible occupational safety risks ranges from severe and immediate physical dangers to milder
hazards. Wherein hazards are unsafe practices or conditions that if not controlled, may result into
the occurrence of an accident or an incident. There are different types of hazards such as
chemical, health, electrical, psychological, physical, biological, ergonomic and mechanical
hazards that can cause an accident or incident. Incident is an undesired event, which under
slightly different circumstances could have resulted to harm to people, damage to property or
loss to process. On the other hand, accident is usually the result of a contact with a source of
energy above the threshold limit of the body or structure. Accidents such as struck against
structure, struck by falling or flying objects, caught in, on or between objects, over-exertion, etc.
are some types of accidents. There are certain reasons for accidental accidents; inattention, poor
judgment, haste, working improper planned, disobedience to rules, taking risks or chances, etc.
According to Layman's versions, lines such as "Oras na nya", "malas nya lang", "Kasama sa
trabaho", are not the real causes, but only excuses. The immediate causes of work accidents are
unsafe acts and unsafe conditions. Unsafe acts are human actions that depart from a standard or
written job procedure or common practice safety rules and regulation while unsafe conditions are
the physical or chemical property of a material or the environment which could result in injury to
a person, damage to property or other forms of losses.
Mr. Lubang enumerates the humane aspects; sorrow due to loss, hardships and
inconveniences, physical pain and discomfort and lastly, psychological problems. He also tackles
about engineering control where these are methods that are built to the design of a plant,
equipment or process to minimize the hazard. These maintains the systems, test the equipment,
monitor exposure levels and undertake health surveillance. There are some equipment or the
personal protective equipment that need to be availed and used such as special clothing, eye
protection, hearing protection and respiratory protection that can help reduced and prevent
accidents in the manufacturing areas. Those equipment must be suitable for hazard, suitable for
the users, and must be used only by trained people.
To generalize, 98% of the accidents are preventable and only 2% are not preventable.
And 88% of these are due to unsafe acts and 10% are unsafe conditions. To be able to prevent
these accidents and incidents, certain things must be done accordingly and safely. Preventing an
accident before it occurs is called safety. It is also a condition or state of being free from harm,
injury or loss.
