Minutes of the Meeting of Hon'ble Minister (RTH & S) with

Cement
Manufacturers, Cement Manufacturers Association (CMA) and National Highway
Builders Federation (NHBF) held on 18th February, 2015 at 5:00 PM.
Initiating the discussions, Secretary (RT&H) welcomed the participants (List of
participants is enclosed at Annex - I.) impressed upon the cement manufacturers to take
pro-active interest in providing requisite information to make this endeavour of the
Government a story of success. The cement manufacturers agreed to provide the
requisite information but expressed their reservations in respect of freezing of list of
cement manufacturers to only to those who have registered / shown willingness to
participate in this scheme, the flexibility of increasing/decreasing the rates, the extent of
demand from the Government side etc.
Hon'ble Minister (RTH & S) mentioned that this is the first innovative and
significant effort of the Government to not only bring down the cost of inputs for the
infrastructure projects but also to create a win-win situation for all the stakeholders - the
Government, cement manufacturers the contractors and the public. Therefore, there is a
need to have a long term perspective with clarity on all aspects related to this
collaborative approach which will expand to cover all segments of infrastructure sectors
of the Central/State Governments. Therefore, it is in the interest of all cement
manufacturers to avail of this opportunity and at the most competitive prices. He
mentioned that the Ministry has already informed the willing cement manufacturers of
this scheme for indicating their committed quantity for a period of 3 years and also the
opportunity to revisit the prices earlier quoted by them.
After deliberations, it was decided that;
1. The cement manufacturers are to provide their willingness of the quantity quoted
by them from the existing one year to three years. This extension is not
mandatory and any manufacturer, if not inclined for the same may indicate in
writing.
11. The registered cement manufacturers can avail the opportunity to revisit the
price quoted to indicate further decrease of their already quoted rates. They may
also increase the quantities if they are willing to do so at the quoted rates.
111. New cement manufacturer will be allowed to enter into the system other than
those who participated in this tender (36 in number), only in case the existing
registered manufacturers are unable to meet the demand projected through the
Portal by the User agencies.
IV. To resolve any issues connected with the scheme, a Committee under the
chairmanship of Secretary (RTH) with members from other stakeholders viz.
user agencies, cement manufacturers may be constituted to look into the same
including that of rates/quantities/timely supply etc.
v. All cement manufacturers have to submit their consent for extension of validity
of rates and uploading the details of offered quantities of cement on the Web
Portal within zs" February, 2015.
VI. In case the existing registered manufacturers are not able to honour the demand
from off-takers within 15 days, then the Ministry may allow new entrants to
meet the requirement.
vu. The Portal will be user friendly and all the commitments made by the cement
manufacturers and the demand from the registered user agencies will be visible
to all, to maintain complete transparency of the system.
