SUBJECT: Group Recovery Homes, Follow-Up

As you know there are three (3) Group Recovery Homes in the Village of
Milford. Occupants are in advanced stages of recovery from "life
altering" addictions, which can include anything from alcohol and/or
prescriptions drugs to any kind of illicit narcotic.

These homes are located at:

• 325 Caroline
• 434 Peters Road
• 222 Clinton

The Police Department conducted an audit of the number of Calls For


Service (CFS) at the three homes belonging to Milford Counseling. We
started at January 1, 2016 and concluded with December 31, 2018.

Caroline:
There were three (3) dispatched CFS at this location for the outlined dates.

1. Assist to other law enforcement agency - Officers asked to check


for a vehicle that was involved in a hit-and-run accident in
Birmingham.
2. Operation Night Hawk - Officer went with probation officer to
check on a resident who is also on probation. Surprise, routine visit.
3. Assist Fire Department on subject with chest pain

There were four (4) additional contacts with subjects who showed their
address to be the Caroline address however the contacts took place at
different locations in the community. A DWLS arrest, medical emergency,
warrant arrest and an attempt suicide. Again, contacts were at a
different location.

Clinton Street:
There were six (6) dispatched CFS at this location for the outlined dates.

1. Peace Officer complaint where 911 was accidentally dialed no


problems found
2. Peace Officer complaint cancelled before arrival.
3. Vehicle lock out
4. Operation Night Hawk
5. Assist Fire Department on medical - female with headache
6. Assist Fire Department on medical - male showing signs of withdraw
being combative and less than positive toward officers on scene.

Peters Road:
No dispatched CFS at this residence.

There may or may not be other responses to the addresses listed that were
cancelled prior to arrival or medicals where FD advised PD not needed.
However, there were no other calls that had significant direct contact
with Milford Police Officers.

Using the last two (2) full year's data, these residences do not cause an
undue burden to the Milford Police Department.

SUBJECT: Group Recovery Homes, Village of Milford

As you know there are three (3) Group Recovery Homes in the Village of
Milford. Occupants are in advanced stages of recovery from "life
altering" addictions, which can include anything from alcohol and/or
prescriptions drugs to any kind of illicit narcotic.

These homes are located at:

• 325 Caroline
• 434 Peters Road
• 222 Clinton

All these houses are owned and operated by a single company which is
Milford Counseling located on Water Street just off Main. These homes are
regulated by the State of Michigan and are regularly inspected along
with documentation needing to be filed with the state. I had a meeting
with the owner, Rhett Reader, to discuss these homes and his business
model.

None of the residents pay rent specifically to live in the homes, but are in
out-patient treatment programs they attend at Milford Counseling. In most
cases the cost recovery comes from insurance plans or additional private
funding. No programing takes place inside the homes, however each
resident must qualify and be approved to live there during their treatment
duration. In order to be approved to live there each resident must have
displayed a strong desire to overcome their addiction and already be far

into the recovery process. Some residents may be there a few months and
others up to a year as each is judged on a case by case basis. In short,
this is close to being the last step in their formal process. Although,
everyone understands recovery is a life-long challenge.

The concept of these scenarios is to have the residents be put into a


"family" culture. There can be as many as twelve residents in each home
at a time. Each has chores and responsibilities within the home and they
attend meetings and treatment at the counseling office most times
together. Meals are served at specific times and if they are missed, the
resident is responsible for obtaining their own food elsewhere. There are
two managers who oversee all three of the homes and Mr. Reader visits
each house several times during the day.

The residents are allowed to seek employment and a large number do


have vehicles at their disposal. Several have secured employment in
Milford for the most part at different restaurants and bars.

According to the ownership, removal standards from these homes are


very low and expectations are very high. Drug and Alcohol screening is
an important element of their daily treatment.

Residents are encouraged to get out into the community and the owner
has strong long-term ties to Milford. He states he has received great
support from numerous Milford businesses and organizations. Part of his
business model is to keep these homes out of the public eye/scrutiny. This
not only helps the stigma attached to the person but also protects the
privacy of the resident. Any and all complaints, received from neighbors,
are taken seriously and looked at objectively by Milford Counseling.

From a Policing perspective, none of these homes have been a significant


drain on our resources. There have been a few medical emergencies and
some complaints about increased traffic on Caroline. One medical on
Clinton was a subject who was having some sort of psychotic episode
and that person was less than cordial to the officer that arrived to assist.
Ultimately that was handled and the person was transported without
incident. Some other minor issues, but nothing that does not happen at
other private homes.

Again, these facilities are state regulated and inspected. At this time, they
have not been a drain on Police resources and I cannot see any type of
activity/crime pattern as a result of them being in Milford.
