Benefits / Facilities Available To Workmen Staff in Syndicate Bank

Since their inception, both AIBEA & SBEU have been struggling hard to achieve various Facilities /
Welfare Schemes for the benefit of the employees. At present all the bank employees including
employees of our own bank are enjoying numerous benefits. It is quite impossible for us to mention all
of them. Hence only those Facilities / Schemes regarding leaves, loans and allowances etc. which are in
vogue in our bank at present and need special clarification for the knowledge of general members in
routine have been mentioned. These are as under:--

A. LEAVE MATTERS:- Cir.249/07/BC (Booklet) & updated as per Cir. No.260/2015 of 10th BPS.

1. Casual Leave:- Form - OF194 is to be used.

As per Clause No.13.22 of Bipartite Settlement & HO Cir. No.23/79/BC/4 dt.22/01/1979, an


employee shall be entitled up to a maximum of 12 CL in each calendar year.

It can be availed up to 4 days at a time. It is reiterated that holidays and weekly offs prefixing /
suffixing or falling within the period of CL will not be treated as part of CL as per 10 th BPS. It
means an employee may avail leaves more than 6 days at a time if there are bank Holidays
prior or after the period of CLs.

CL cannot be availed in combination with any other leave.

CLs not availed are converted into Unavailed Casual Leave (UCL). After converting into UCL,
these leaves will be granted on production of medical certificate on full pay. However, as per
10th BPS UCL may also be availed without production of medical certificate for 4 days at a
time or two days at a time, twice a year.

Probationary employees shall get CL on pro rata basis during first year of service at the rate
of one day for each completed month or part thereof.

As per HO Cir. No.23/79/BC/4 dt.22/01/1979 and Clarification Letter issued No. 8306 / ROJ /
P&D / OSB / 13 dt.19/03/2013 by RO, Jaipur:-

Temporary Attenders & PT Sweepers working against clear vacancies are also eligible for
CL at the rate of one day for each calendar month and Wages for intervening Sundays &
Holidays during the period of temporary employment. &

Temporary Attenders & PT Sweepers working against leave vacancies shall also get Wages
for intervening Sundays & Holidays during the period of temporary employment.

2. Special Leaves to Differently abled Employees:- These employees are eligible to avail two
types of such leaves as per HO Cir. No.064/2016/BC/PD/15/IRD dt.11/02/2016. These are as
under –
a. 10 Days in a Calendar Year to Participate in Conference / Workshop / Seminars /
Training for Disability and Development related programmes organized by some specified
National / State level agencies. &
b. 4 Days in a Calendar Year to Participate for Specific Requirement relating to
Disability the official.

3. Privilege Leave:- Form - OF1868 is to be used.


PL should be applied not less than 15 days before the proposed date of commencement of the
leaves as per 10th BPS.

PL is credited to Award employees account on anniversary day i.e. date of joining the bank
irrespective of whether his increment is postponed.

Calculation of PL credit = All leaves except CL are subtracted from 365 or 366 & divided by
11 = PL to be credited for next year. 1 day PL will be credited against fraction.

If sick leave is availed on full pay, actual no. of absent days is taken into account while
calculating PL.

PL encashment debit will not be taken for calculation.

PL can be availed on sickness ground also.

Maximum PL accumulation is 270 days at any time as per 10th BPS. On retirement or death -
PL will be accrued till the date of retirement or death. However encashment of PL shall be
restricted up to a maximum of 240 days.

PL encashment will be with gross salary & allowances of permanent nature.

As per Clarification Cir. No.2480/0089/PD:IRD(W)/F.299 dt.05/08/2015 issued by HO to


all the ROs – Special Allowance (7.75% of BP + Stagnation Pay with DA on both) which has
been incorporated in the 10th BPS is also to be reckoned at the time of PL Encashment on
LFC / Retirement.

On retirement Maximum 240 days PL is encashable - TAX FREE portion is restricted to


Rs.3.00 Lacs under Sec.10 (10aa) of IT Act.

On resignation (not retirement OR VRS), 50% of accumulated PL is encashable - maximum


120 days.

On Compulsory Retirement of officer / workmen who are compulsorily retired on or after


30/04/2015, now PL is encashable up to 240 days as per HO Cir. No.219/2015/BC/PD/26/IRD
dt.05/06/2015.

Leave encashment to legal heirs is not taxable.

PL may be availed on four occasions in a calendar year. However in exceptional circumstances


it may be sanctioned on more than four occasions.

PL should be applied not less than 15 days before the proposed date of commencement of such
leave.

For prime ministers national relief Fund, One day PL can be encashed in a year.

4. Sick Leave:- Form - OF 1868 is to be used.

Up to 24 years of service @ 30 days ½ pay per year with maximum of 540 Days of ½ pay is
admissible. After 24 years of service 30 days ½ Pay for every completed year is granted as Sick
Leave - Maximum of 90 days ½ pay. Both the SL can be converted into full pay by debiting
double the period of absence.

It may be availed at prorata basis during the first year of the service as per BPS dt.17/09/1984
and as per HO Clarification Cir. No.HO/PD/PAD/AS/NP/CIR/1892 dt.30/10/2008 issued by
AGM (P) to all the ROs etc.
CL not availed are converted into Unavailed Casual Leave (UCL). After converting into UCL,
these leaves will be granted on production of medical certificate on full pay. However, as per
10th BPS UCL may also be availed without production of medical certificate for 4 days at a
time or two days at a time, twice a year.

5. Special Sick Leave (10th BPS):- It may be granted w.e.f.01/06/2015 up to 30 days once during
entire period of service for donation of kidney / organ.

6. Extra Ordinary Leave (10th BPS):- In exceptional circumstances, EOL on LOP may be
sanctioned not exceeding 3 months on any one occasion and up to 24 months during entire
period of service.

7. Maternity Leave:- Ref Clause 31 of 10th BPS.

It shall be on substantive pay, shall be granted to a female employee for a period not exceeding
6 months on any one occasion and 12 months during the entire period of her service.

Within the overall period of 12 months, leave may also be granted in case of miscarriage /
abortion/MTP.

Within the overall period of 12 months, leave may also be granted in case of hysterectomy up
to a maximum of 60 days.

Leave may also be granted once during service to a childless female employee for legally
adopting a child who is below one year of age, for a maximum period of six months, subject to
the following terms and conditions:-

a. Leave will be granted for adoption of only one child.


b. The adoption of a child should be through a proper legal process and the employee
should produce the adoption-deed to the bank for sanctioning such leave.
c. The permanent part-time employees are also eligible for grant of leave for adoption of
a child.
d. The leave shall also be available to biological mother in cases where the child is born
through surrogacy.
e. The leave shall be availed within overall entitlement of 12 months during the entire
period of service.

8. Paternity Leave:- Ref Clause 32 of 10th BPS.

Male employees with less than two surviving children shall be eligible for 15 days leaves
during his wife’s confinement. This leave may be combined with any other leave except CL.
The leave may be availed up to 15 days before or up to 6 months from the date of delivery of
the child.

As per Clarification Cir. No.2480/0089/PD:IRD(W)/F.299 dt.05/08/2015 issued by HO to all


the ROs – These leaves may be granted to the employee even if delivery took place before
1/06/2015 provided, however leaves are availed within 6 months from the date of delivery.

9. Sabbatical Leaves to Women Employees:- As per HO Cir. No.288/2013/BC/PD/50/IRD


dt.26/10/2013, these will be granted for 3 months to 2 years.

10. Other Leaves:- Please refer HO Cir. No.249/2007/BC/PD/52/PAD/9.11.2007 for other type of
leaves such as Special leaves for Family Welfare / Blood Donation / Home Guard Duty /
Mountaineering Expedition / Injuries Sustained On Duty / Sport Activities / Election Duty.

B. LFC /LFC Encashment – 10th BPS and CIR 249/2007/BC:-

1. For Clerks:-

Eligible Class of travel - II AC for the journey by mail / express train.


By Steamer – I Class Cabin

Eligible Distance - 2 Year Block – 2000 KMs – One way


4 Year Block – 4000 KMs – One way

2. For Attenders / Sub Staff on Full Scale:-

Eligible Class of travel - III AC for the journey by mail / express train.
By Steamer – II Class Cabin

Eligible Distance - 2 Year Block – 2500 KMs – One way


4 Year Block – 5000 KMs – One way

4. General Matters:-

Application for encashment LTC/LFC, Form OF1910 A is to be used.

LFC Encashment is 100% of train fare of eligibility class from 01/06/2015.

LFC Encashment is allowed without any leave from 01/06/2015.

As per Clarification Cir. No.2480/0089/PD:IRD(W)/F.299 dt.05/08/2015 issued by HO to all the


ROs – Clause 19 (iv) of 9th BPS provided that an employee encashing the facility of LFC shall
proceed on leave for a minimum of one day whereas Clause 19 (iv) of 10 th BPS does not have
this provision. Hence w.e.f.01/06/215, employees may be allowed the facility of encashing of
LFC without the requirement of availing leave for this purpose.

Now Railways charge two types of Train Fare. 1. Peak Season Fare from April to July & from
Sept. to Jan. & 2. Lean Season Fare in Feb. March & Aug. Hence employees are entitled to get
the LFC Encashment according to the fares applicable in the month of encashment as per
Clarification Cir. No.6337 dt.03/12/2012 issued by IBA to Banks.

If actual journey is performed add reservation charges.

Travel by Premium Train is not eligible for reimbursement as per HO Cir. No. 251 / 2015 / BC /
PD / 29 / IRD dt.19/06/2015.

Normal fare, instead of concessional fare levied by Indian Railway for the entitled class shall be
taken into consideration for the physically handicapped employees and the family members who
are physically handicapped, senior citizens or students as per HO Clarification Letter No.
HO/PD/PAD/AS/0087/LTC/244 dt.21/03/2007.

Road travel is Rs 6 per km per person for LFC, if actual journey performed by road. For travel
by own car permission of the Bank is required. It is subject to overall eligible class fare Limit.

As per 9th BPS w.e.f.01.05.2010 Rajdhani / Shatabdi fare will not be reimbursed even on actual
travel, but reimbursement will be to the extent of Mail/Express fares. Eligibility is only by
ordinary Mail/Express trains.

Family/dependents for purpose of medical & LFC means: Spouse, Wholly dependent unmarried
children including step children& legally adopted children, Wholly dependent parents, Wholly
dependent physically & mentally challenged brothers & sisters with 40% or more disability,
Widowed daughters and dependent divorced / separated daughters, Sisters including unmarried /
divorced / abandoned or separated from husband / widowed sisters.

For dependents income must not exceed Rs 10,000 pm.

Married Female Employee can include Natural / Legal parents OR In laws but not both, provided
they are Wholly dependent on her.

Normal encashment of PL is once in four years for 30 days or 15 days once in two years with
LFC / LFC encashment.

LFC encashment is fully taxable.

LFC encashment facility can be availed by a clerk or sub-staff every 2 years if the block opted by
them is of two year period.

Officers / employees are not permitted to undertake journey under LTC / LFC involving
Travelling / Visiting Countries / Centres outside India in future as per per HO Cir.
No.143/2014/BC/PD/31/IRD dt.28/04/2014.

For the purpose of medical reimbursement scheme, for all employees, any two of the
dependent parents / parents – in – laws shall be covered.

C. Allowances / Reimbursements etc. For Performance of Routine Duties:-


1. Clerical Staff –

a. Main Cashier’s Allowance – One clerk in each branch (including a single clerk branch) by
suitable rotation of the branches will get this allowance as per HO Cir. No.
59/2010/BC/PD/20/IRD dt.26/02/2010 w.e.f.01/03/2010. At present it is Rs.1,280/- P.M.
with DA, HRA & EPF as per 10th BPS.

b. Joint Custodian Allowance – As per HO Cir. No. 1038 / 0089 / PD : IRD / (O) / F.158 /
WR/ACC-6 dt.31/05/2007 w.e.f.01/06/2007 issued to all the ROs, in the absence of any
second officer in the branch Joint Custodian Keys will also be kept by the clerk performing
cash duties and he shall be paid this Special Allowance. It means if these keys are required
to be kept by the clerical staff then these keys will also be kept by the Main Cashier only.
At present it is Rs.1,280/- P.M. with DA, HRA & EPF as per 10th BPS.

2. Attenders –

a. Rotation Allowance – At present it is paid @ Rs.560/- P.M. along with DA, HRA & EPF
w.e.f.01/11/2012 as per HO Cir. No.260/2015/BC/PD/30/IRD dt.26/06/2015 and it is paid
in the ratio of 1:3 or part thereof as per HO Cir. No.184/2005/BC dt.04/10/2005.

i. At Stationery Pools – As per HO Clarification Letter No. 1291 / 0089 / PD:IRD


(W)/ALC.9/F.272 dt.26/12/2011 issued to all the ROs, Stationery Pools will be treated
as separate units for this purpose w.e.f.01/01/2012.

ii. Branches Working in Double Shifts – As per HO Clarification Letter No. 404 /
0089/PD:IRD(W)/ALC.9 dt.25/04/2012 issued to all the ROs, both the shifts will be
treated as separate units and it will be paid to attenders working in respective shifts
w.e.f.01/04/2012.

3. P/T Sweepers & Scavengers –

Scavenging / Sanitation Charges – These charges will be paid to P/T Sweepers if he is


willing to work sanitation work otherwise to any person who is engaged for these duties on job
basis as per HO Clarification Letter Nos. (1) 125 / 0089 / PD : IRD (W) / PAP.1 / F.257 dt.
03/02/2011 (2) 362 / 0089 / PD:IRD (W) / PAP.1 / F.257 dt. 16/04/2012 issued to all the ROs
etc. & (3) RO, Jaipur Letter No.016/ROJ/PS/PTS/12 dt.17/05/2012 issued to all the branches of
Jaipur Region. As per HO Cir. No.250/2015/BC/PD/28/IRD dt.19/06/2015, present monthly
rates are as under—

dt.31/03/2015 issued by HO/PD/IRD, these employees are entitled to get various allowances
etc. w.e.f.01/04/2015 as under:-

etc. w.e.f.01/06/2017 as under:-

Reimbursement of Telephone / Mobile Expenses – It is paid Rs.100/- per month from


01/09/2013 as per HO Cir. No.266/2013/BC/PD/46/IRD dt.03/10/2013.

b. Sub – Staff –

i. Reimbursement of Telephone / Mobile Expenses – It is paid Rs.75/- per month


from 01/04/2014 as per HO Cir. No.116/2014/BC/PD/27/IRD dt.01/04/2014.

ii. Uniforms & Stitching Charges – In terms of provision of BPS all the permanent sub
– staff including P/T employees working not less than 6 hours per week are eligible to
get uniforms. The latest detailed information about the periodicity of getting them, cost
of material & stitching charges are available in HO Cir. No. 032 / 2010 / CYC / 0089 /
HO : PD : IRD dt.08/04/2010, 055 / 2006 / BC / IRD dt.24/03/2006 & 414 / 2015 / BC
/ PD / 51 / IRD dt.29/09/2015 w.e.f.01/10/2015.

Terry Khadi / Cotton Dress: Three sets of Terry Khadi will be supplied once in two
years.

Woolen Dress: One set of woolen dress once in 3 years is permitted.

One additional set of Terry Khadi will be supplied every 18 months in lieu of woolen
uniform.

Pair of Shoes will be supplied in two years to Watchmen / Armed Guards / Drivers.
Cost of shoes once in two years will be reimbursed.

8. All Categories of Workmen including Probationers:- (Only Special Points / Matters)

a. Eligibility of Travelling Class –

i. Local Duties & Training etc. – Non – Sub staff are eligible for first class fare or actual
expenses whichever is less and Sub – Staff are eligible for cheapest mode as per HO
Cir. No.191/2007/BC/PD/39/IRD dt.18/08/2007.

ii. Out Station Duties & Training etc. – All workmen are eligible as per their eligibility
for LFC under BPs as per HO Cir. No.191/2007/BC/PD/39/IRD dt.18/08/2007. It has
been further clarified by HO to our Central Office vide their Letter
No.108/0089/PD:IRD(W)/F.208/OSC.7 dt.27/01/2011.

b. Halting Allowance – (10th BPS)

i. Present rates are as under-

ii. If employee returns to place of work within office hours, then half of HA is payable, if
returns after office hours, then full HA is payable without OT wages.

iii. If during training lodging & boarding is provided by Bank then 25% of eligible Halting
Allowance is payable towards out of pocket expenses.

iv. Halting is payable if employee is required to travel beyond municipal limits and more
than 5 Kms from work place, as per Clause III G (b) of second BPS dt.8.11.73.

v. It is payable at the rate applicable to the place of destination for entire journey as per
HO Clarification Letter No. HO/PD/PAD/AS/RJ/TE/08 dt.30/01/2007 issued to
Udaipur branch.

c. Reimbursement of Petrol / Conveyance Expenses –

i. For Confirmed Workmen - Monthly rates effective from 01/04/2017 as per HO


Cir.No.96/2017/BC/PD/21/IRD dt.02/03/2017 are as under:-

ii. For Non - Confirmed Workmen – Since monthly rates have been bifurcated between
confirmed and non – confirmed workmen as per HO Cir.No.96/2017/BC/PD/21/IRD
dt.02/03/2017 and limits applicable to non – confirmed workmen has not been changed,
hence limits applicable to them are same as per HO Cir. No. 227/2013/BC/PD/40/IRD
dt.07/09/2013 are as under:-

Note: As per HO Cir. No.508/2017/BC/HRD/91/IRD dt.12/12/2017 it has been clarified


as under:-

‘Expenses incurred and debited to the General Charges. A/C under TE rules for day to
day performance of official duties do not form part of the conveyance expenses.’

Hence no workman may be denied for reimbursement of the conveyance expenses for
routine duties under TE rules in the name of the reimbursement of Petrol Expenses as per
HO Cir.No.96/2017/BC/PD/21/IRD dt.02/03/2017 & 227/2013/BC/PD/40/IRD
dt.07/09/2013.

d. Reimbursement of News Paper Cost – Cost of one news paper only will be reimbursed
under one option which can be exercised once w.e.f.01/01/2010 as per HO Cir. No.
030/2010/BC/PD/08/IRD dt.29/01/2010. Details are as under:-

It is payable to probationary employees also as per HO Clarification Letter


No.826/0089/PD:IRD(W)/F.208/F.257 dt.24/08/2010 issued to our Central Office.

Once Employee opts for declaration then option cannot be changed till transfer of the
employee.

e. Reimbursement of Lunch Expenses – This scheme is in vogue since 1 st June, 2003. At


present this ceiling is Rs.350/- per month as per HO Cir. No.062/2011/ BC/PD/12/SWD
dt.28/02/2011 for all the categories of employees including Probationers & P / T
Employees as per HO Cir. No. 241/2007/BC/PD/50/SWD dt.30.10.2007. Employee on
leave for full calendar month is not eligible for lunch expenses, for that month. No carry
forward is allowed and to be claimed in next month only unless on leave for full month.

f. Reimbursement of Out of Pocket Expenses –

i. It is payable only when a workman is required to perform outdoor duties within the city
place when timings of such assignment coincides with or extends beyond lunch hours
of the employee concerned as per HO Cir. No.126/2007/BC dt.05/06/2007. These rates
have been revised w.e.f.1/11/2010 as per HO Cir.No.288/2010/BC/PD/64/IRD
dt.04/11/2010 as under:-

ii. As per HO Cir.No.003/2016/BC/PD/02/IRD dt.01/01/2016 Reimbursement of Out of


Pocket expenses has been enhanced w.e.f.01/01/2016 for those employees who are
required to travel in Currency Chest Van / Vehicle to Branches / Offices within City /
Urban Agglomeration for Cash Remittance / Collection purpose and return to the
respective Currency Chest on completion of the assignment as under:-

u/s 80C of IT Act and even 65% of total premium is refundable at the time of retirement or
to nominee in case of death. At present monthly premium is Rs.400/- & Rs.200/- for
Clerks & Subordinate staff respectively to cover their Life Insurance for Rs.4 lacs & Rs.2
lacs respectively. HO has issued a Cir. No.237/2011/BC/PD/52/SWD dt.26/08/2011 for
remittance, claim, lapse and new membership regarding the scheme.
One more option to opt this scheme till 21/09/2013 was given as per HO Cir.
No.39/2013/CYC/HO/SWD/ dt.06/09/2013.

l. Writing Off of the Liabilities of Employees Dying in Harness –

At present its maximum ceiling is Rs.3 lacs as per HO Cir. No.062/2011/BC/PD/12/SWD


dt.28/02/2011 & Cir. No.127/99/BC/PD/40/SWD dt.19/07/1999. Please note that balance
outstanding under Temp.EPF Withdrawal is not written off.

It has been decided to include the loans availed under SyndNivas & SyndVahan applicable
to general public also within overall ceiling as per HO Cir. No.113/2014/BC/PD/25/SWD
dt.28/03/2014 w.e.f.01/04/2014.

It has been decided to include the dues under Syndicate Bank Global Credit Card for the
purpose of writing off of liabilities of the deceased employees in addition to other
specified loans within the overall limit as per HO Cir. No.160/2016/BC/PD/29/SWD
dt.21/04/2016 w.e.f.01/04/2016.

m. Mementos on Superannuation – Monetary Ceiling is Rs.10,000/- for non – subordinate


staff and Rs.7,500/- for subordinate staff as per HO Cir. No.113/2014/BC/PD/25/SWD
dt.28/03/2014 w.e.f.01/04/2014.

n. Silver Jubilee Award – Rs.5,000/- will be paid to honour the employee who completes 25
years of service. For more details please refer HO Cir. No.152/08/BC & 219/98//BC/PD.
For Ex – servicemen Employee – It will be awarded only when such employees complete
an unblemished minimum service of 10 years in the bank and total of 25 years of service
including defence service as per HO Cir. No.062/2011/BC/PD/12/SWD dt.28/02/2011.

Note – Rs.20/- per employee for small function to honour the said staff may be incurred as
per HO Cir. No.34/2012/CYC/0012/HO/SWD dt.22/05/2012.

o. Eye Check up Expenses and Cost of Spectacles – All the employees having a service of
3 years as per HO Cir. No.062/2011/BC/PD/12/SWD dt.28/02/2011 are eligible under this
scheme subject to a maximum limit of Rs. 2,000/- as one time measure as per HO Cir. No.
113 / 2014 / BC / PD / 25 / SWD dt.28/03/2014.

p. Annual Medical Aid as per 10th BPS: (Tax Free) - For all Award Staff Rs.2,200/-. It can
be accumulated for 3 years. For first year full amount will be reimbursed irrespective of
date of Joining.

q. Annual Health Check up – All the employees above the age of 45 years and spouse of
employee along with employee are eligible as per HO Cir.No.039/2009/BC/PD/02/SWD
dt.07/02/2009 under the above scheme with the monetary ceiling of Rs.2,500/- for
workman as per HO Cir. No.113/2014/BC/PD/25/SWD dt.28/03/2014 w.e.f.01/04/2014.
They may undergo any test of their choice within the overall limit as per HO Cir.
No.062/2011/BC/PD/12/SWD dt.28/02/2011.

r. Free Education Benefit Scheme – Now it is available for all the employees irrespective
of their date of joining as per HO Cir. No.201/2005/BC/SWD dt.31/10/2005. It is
reimbursed for first two children only and now it has been extended up to degree level (up
to a maximum of 4 years) from the academic year 2010-2011 as per HO Cir.
No.062/2011/BC/PD/12/SWD dt.28/02/2011. For details please refer HO Cir.
No.39/2011/CYC/HO/SWD/F.4 dt.03/08/2011. Presently it is Rs.2,400/- up to XII
Standard.

Now as per HO Cir. No.113/2014/BC/PD/25/SWD dt.28/03/2014 it is payable Rs.2,400/-


instead of Rs.1,500/- for degree level per child per year from Academic Year 2013 – 14 i.e.
Financial Year 2014 - 15.

s. Reimbursement of Extra – Hospitalization Expenses –

i. As per HO Cir. No.152/03/BC in case of major ailments like Cancer, Heart – Diseases
and Transplantation of Organs like Kidney & Liver and Treatment in connection with
Major Accidents, the bank is reimbursing the difference between the Total Expenses
incurred and the Reimbursement sanctioned as per entitlement as per service conditions
/ settlements, subject to maximum ceiling of Rs.50,000/- for Self & Rs.37,500/- for
Dependants out of the Welfare – Fund.

ii. As per HO Cir. No.308/2008/BC/PD/58/SWD dt.18/12/2008 reimbursement of Extra –


Hospitalization Expenses will be made for complicated & expensive medical treatment
like Heart Surgery, Kidney Transplant, Liver Transplant and Major Accidents (Over &
above Point a). Now Stem / Plasma cell treatment and major accidents shall also be
covered under the above scheme as per HO Cir. No.004/2010/BC/PD/02/SWD
dt.06/01/2010.

t. Employee Personal Accident Risk Cover – This scheme provides for Monetary –
Compensation in case of death / injuries sustained due to accidents as per HO Cir.
No.309/2008/BC/PD/SWD.

i. At present the ceiling is as under:-

Concession in Locker Rent – A concession of 25% for single locker will be given as per HO

Since locker rent was also reduced as per HO Cir. No.054/2014/BC/CAD/03 dt.10/02/2014
w.e.f. 01/01/2014 for general public, hence actual locker rent payable by Staff & Retired Staff
should be calculated @ 75% of the rates mentioned in this circular.

10. Physically Handicapped Employees:-

a. Financial Aid for purchase of Equipments / Prosthesis - The scheme was introduced in
the year 2006. At present it is available as per HO Cir. No.004/2010/BC/PD/02/SWD
dt.06/01/2010.

issued to ROs Blind & Orthopedically Handicapped employees are eligible to receive
Rs.400/- P.M. instead of Rs.200/- P.M. at all places, in addition to the regular Transport
Allowance being paid to all award staff, w.e.f.18/02/2009 in accordance with the guidelines
No.3/5/2007/SCT [B] dt.18/02/2009 issued by Ministry of Finance, Department of
Financial Services (Welfare), Govt. of India to IBA & Banks.

Now Deaf & Dumb Handicapped Employees are also to be paid such allowance
w.e.f.11/04/2014 in accordance with the guidelines No.3/5/2007/SCT [B] dt.11/04/2014 &
3/5/2007 – Welfare dt.20/05/2014 issued by Ministry of Finance, Department of Financial
Services (Welfare), Govt. of India to IBA & Banks.

E. Loans and Advances:-

1. Festival Advance –

a. It may be granted for celebrating any National / Local festival irrespective of any caste /
creed / religion. It may be granted even for New Year Day, Independence Day or Republic
Day etc. It is not necessary that holiday is declared under N I Act for the concerned festival.

b. One month’s emoluments excluding HRA as per HO Cir. No. 82 / 2011 / BC / PD / 17 / IRD
dt.30/03/2011.

c. Following important points as per Manual of Instructions, Page No.99 must be taken into
consideration:-
i. To be released ordinarily one week before the concerned festival.
ii. Once in a calendar year.
iii. In next year only after clearing the previous advance.
iv. Only one advance may be outstanding at a time.
v. Deduction of installment will be in 10 months from next month salary.

Note:- Above provisions are also applicable for officers except Point (d) because their
repayment is made in 12 installments.

2. Demand Loan & Two Wheeler Loans are also available to workmen employees after one
year’s service as per HO Cir. No.016/2017/BC/RBD/02 dt.11/01/2017 under public scheme i.e.
Syndsaral & Syndvahan. However rate of interest will be One year MCLR + 0.50%.

3. Demand Loan & Clean Overdraft – Please refer HO Cir. No.454/2015/BC/PD/59/SWD


dt.06/11/2015.

All the confirmed employees who have not completed 5 years service are eligible to avail only
for DL at the rate of one month’s gross salary for each completed year of service.

All the confirmed employees who have completed 5 years service are eligible to avail either of
the enhanced DL / ODC at the rate of one and half month’s gross salary for each completed year
of service.

In case of ex – servicemen their previous service in the ratio of 4 : 1 can be clubbed to the actual
service in the bank for reckoning the eligibility.

Maximum Quantum is 5 Lac for Clerks & 2.5 Lac for Sub – Staff or 15 months’ gross salary
whichever is less.

Rate of Interest is Base Rate.

Now DL / ODC may be availed for any genuine needs and not for speculative activities.

ODC limit is valid for 2 years and renewed thereafter and should be closed on retirement. DL
should be repaid in 60 months or till the date of superannuation. Fresh DL will be given only
after 12 of repayment in the earlier loan.

Cut Back – 60% As per HO Cir. No.454/2015/BC/PD/59/SWD dt.06/11/2015

Loans availed under Synd Vahan Scheme can be converted into Staff Vehicle Loan Scheme as
per eligibility as per HO Cir. No.95/2017/BC/PD/20/SWD dt.02/03/2017.

It’s amount is 95% of on road cost or Rs.80,000/- for two wheeler & Rs.6,00,000/- for four
wheeler whichever is less. An employee may avail both loans but within maximum limit of
Rs.6,00,000/- as per HO Cir. No.452/2015/BC/PD/57/SWD dt.05/11/2015.

Rate of interest is 8% (Funded) as per HO Cir. No.95/2017/BC/PD/20/SWD dt.02/03/2017.

Maximum repayment period for two – wheeler is 84 months in the ratio of 5:1 i.e. 70
installments for Principal & 14 installments for Interest. If the remaining service is less than 84
months then installments will be fixed in the above ratio.

Maximum repayment period for four – wheeler is 200 months out of them 120 installments
for Principal & 80 installments for Interest. At the time of retirement of Non – Pension Optees,
loan is to be closed or may be converted into SyndVahan and at the time of retirement of Pension
Optees, loan may be continued beyond superannuation up to 70 years of age or 200 installments
whichever is less as per HO Cir. No. 415/2016/BC/PD/61/SWD dt.21/10/2016.

Superannuated Employees / Spouse of Deceased Superannuated Employees as per HO Cir.
No.062 / 2011 / BC /PD/12 / SWD dt.28/02/2011 and to Spouse of Employees Dying In
Harness as per HO Cir. No.237/2012/BC/PD/36/SWD dt.13/08/2012.

2. The facility of reimbursement of medical expenses of Rs.3,000/- p.a. (for financial year) will
be extended to all pre 01/01/1986 superannuated employees / spouse of deceased pre
01/01/1986 superannuated employees as per HO Cir. No.062/2011/BC/PD/12/SWD
dt.28/02/2011.

3. Reimbursement of medical insurance premium to superannuated employees and spouses of the


deceased superannuated employees / employees dying in harness is provided as per HO Cir.
No.095/2010/CYC/SWD/MEDICLAIM/2011-2012 dt.02/12/2010.

We advise to go for syndarogya instead of above as premium is very much less of syndarogya
as compared to Group mediclaim insurance.

I. Dependents of Employees Dying In Harness:-


1. Funeral Expenses –

A sum of Rs.15,000/- was payable immediately as per HO Cir. No.237/2012/BC/PD/36/SWD


dt.13/08/2012 and now it has been increased to Rs.20,000/- as per HO Cir.
No.160/2016/BC/PD/29/SWD dt.21/04/2016 w.e.f.01/04/2016.

2. Scheme for Reimbursement of Educational Expenses – In order to mitigate the hardship of


the families of deceased employees in the matter of pursuing higher education, Bank has
formulated a scheme for reimbursement of Tuition Fee to the children of deceased employees.
The reimbursement is restricted to first two children up to the graduation level including
Medical / Engineering Course and who have secured Admission on Merit. The revised
monetary ceiling as per HO Cir. No.004/2010/BC/PD/02/SWD dt.06/01/2010 is as under:-

No.113/2014/BC/PD/25/ SWD dt.28/03/2014 from Academic Year 2013 – 14 during F. Y.
2014 - 15.

3. Death Relief Fund – At present family members get Rs.2,05,000/- app. in case of death of an
employee who is member of PIWS wherein he/she contributes Rs.10/- as officer, Rs.8/- as
clerk, Rs.6/- as Sub Staff. For more details please refer HO Cir. No.109/200/BC.

J. Physically Handicapped Dependents of the Employees:–

Medical equipments will be provided up to a maximum cost of Rs.5,000/- per dependent as one
time measure as per HO Cir. No.062/2011/BC/PD/12/SWD dt.28/02/2011.

K. Compassionate Appointments and / or Payment of Ex – Gratia to the Dependents of


Employees Dying While in Service Employees or Retiring on Medical Grounds before the Age
of 55:- Please refer HO Cir. No.142/2015/BC/PD/18/HRDD dt.08/04/2015. It is applicable
w.e.f.05/08/2014.

L. Compensation / Concessions / Compassionate Appointment to the Family of Bank


Employees / Others Who Are Killed In Bank Robberies, Terrorist Incidents etc.:-

As per HO Circular No.338/2012/BC/PD/48/HRDD dt.03/12/2012, Government of India has issued


revised guidelines vide Letter No. F.No.6/4/2012-IR dt.03/07/2012 and these guidelines would
come into force with effect from 08/09/2012 in our Bank.

Some Main Points are as under –

1. Financial compensation is Rs. 20 Lacs for Officers, Rs. 10 Lacs for Workmen & Rs. 3
Lacs for Person other than Employee.
2. Bank will look after Educational expenses for children up to and inclusive of
graduation.
3. Immediate employment to one member.
4. If none is able for immediate employment, then it will be kept in abeyance.
5. If employment is not taken up, then last drawn pay & allowances will be paid till one of
the children reaches at 21 years of age or till the date of normal retirement of deceased
employee, whichever is earlier.
6. HL may be transferred to the family member if employment is taken irrespective of his
eligibility. If employment is not taken then interest may be waived and only principal
will be recovered from the compensation / other dues Payable.
7. Cash reward not exceeding Rs. 2 Lacs in addition to the financial compensation, may
be given to employees / customers / members of public who actively resist bank
robberies / terrorists attacks.
8. Employees may be given out of turn promotion.
9. Employees who are not eligible for promotion may be allowed 3 advance increments in
existing grade on permanent basis.
10. Total hospitalization expenses shall be borne by the bank.

M. Ex-servicemen –

1. Re – fixation of Pay -

i. As per HO / IRD Clarification sent issued to all the ROs vide their Letter No.
PD/HRDD/PAY/EX SER/3270 dt.15/02/2013, Pay in Pay Band, Grade pay & MSP would
be considered to re – fix the pay of those ex – servicemen who retired on or after
01/01/2006 and re – employment in our bank after 01/01/2006.
ii. As per Clarification Cir. No.2480/0089/PD:IRD(W)/F.299 dt.05/08/2015 issued by HO to
all the ROs – Special Allowance (7.75% of BP + Stagnation Pay with DA on both) which
has been incorporated in the 10th BPS is not to be considered for re – fixation of pay for
those ex – servicemen who join the bank on or after 01/11/2012. It means after re – fixation
of pay as above, this Spl Allow would be applied.
iii. As per RPBEU Circular dt.18/03/2013 containing AIBEA Circular which states that
according to IBA Circular No.PD/76/589/527 dt.07/03/1983, Ex – servicemen who are
graduates before joining the banks may be given increments for graduation under clause 5.2,
part II (A) of the BPS dt.19/10/1966. However, if they had been given some benefit for
graduation which was reflected in the pay drawn in the armed services, the fitment in bank’s
scale has to be done after withdrawing such additional benefit and thereafter two additional
increments for graduation must be given.

2. Family Pension – The Ministry of Finance, GOI vide their communication dt.08/05/2013 has
clarified that the family of the deceased ex – servicemen will be eligible to get both the
pensions w.e.f.24/09/2012.

N. Overtime Wages Calculation: Clause no. 14.14 of FIRST BPS

1. For Clerks –

i. B.P.+PQP+STAG+SPL.PAY+DA+FPP with DA+ New Spl Allow as per 10th BPS = TOTAL
ii. Now divide TOTAL by 150= 100 % rate for one hour.
iii. For week days – 1.First half an hour @ 100 %, 2.Next one hour @170% & 3.Remaining
Hours @ 200%.
iv. For Sundays / Bank Holidays: Full @200 %

2. For Sub Staff (CL 14.12 excludes P/T Workmen, Sweepers, Gardeners from OT)

i. B.P.+STAG.+SPLPAY (ROTATION etc.)+D.A.+FPP with DA+ New Spl Allow as per 10 th


BPS = TOTAL
ii. Now divide TOTAL by 150 hrs =100% rate for one hour.
iii. For week days – 1.First one hour @150% & 2.Remaining hours @200%.
iv. For Sundays / Bank Holidays: Full @200%

O. NEW PENSION SCHEME – It is applicable to all the employees who joined the bank on or after
01/04/2010 as per HO CIR. No.086/2012/BC/PD/17/SWD dt.20/03/2012.

P. PENSION – Staff Welfare Department (SWD) at H.O. Phone: 0820-2571181 Extn.204.

1. Average of last 10 months*: (*loss of pay/strike days during last 10 months will not affect
Pension in normal course as equal period before that date shall be taken into calculation so as
to arrive at a total of 10 months. Refer Page No.24 of above circular.
2. Formula – (BP+PQP+STAG+FPP+ SPL PAY) X (No. of Active Service Years + 5* Years
Maximum) / 66 (2 X 33)
3. *MAX 5 YEARS OR remaining service, whichever is less.
4. Total service period should not exceed 33.
5. Six months & above is considered as full year.
6. The above formula gives basic pension = B.P
7. 1/3rd of B.P. is commuted portion = C.P.
8. Now CP X 12 X Age Factor = Commuted Value of Pension. This is tax free.
9. Table of factors for Commutation is as under:-

10. Net Pension = BP – CP + DA on BP (at prevailing rate on full BP before commutation).


11. DA changes in February & August every year.
12. Pension is taxable as Salary only.
13. Family pensioners have to submit Non-Marriage / re-marriage certificate in addition to Life
certificate.
14. Family pension – up to last pay 7090---30% minimum 1779 plus DA, 7090 TO 14180 - 20%
minimum 2186 plus DA, For 14181 onwards 15% - minimum 2841 maximum 5930 plus DA.
First 7 years or 65 age of expired employee, it will be paid at double rate subject to employee
has put more than 7 years of service.
15. Family pension for whole life shall be payable to mentally / physically crippled / disabled child
subject to some conditions. Refer Page 26 of above HO Circular.
16. Pension is calculated as per the average of last 10 months pay. When in case the last 10 months
is spread over to two BPS, then in such case the pay for period under earlier BPS shall be old
pay plus D.A. amount (24.66percentage merged for pay purpose), and for further period under
new B.P.S the new corresponding Pay shall be applicable. Dearness Allowance on pension will
be as per new B.P.S.
17. If date of birth is 1st of the month, then the person will retire on the last date of previous month.
And for others retirement will be last day of the month of birth.
18. According to the clarification of Clause 15 (A) of X – BPS dt.25/05/2015 given by IBA vide
their Cir. No. CIR/HR&IR/KU/G2/2016-17/547 dt.24/06/2016, with effect from 01/11/2012,
for the purpose of calculating the amount of Pension in respect of Permanent P/T Employees in
Scale Wages who are covered by the Pension Scheme, their actual service is to reckoned for
qualifying service and not prorate. The actual service / qualifying service shall be calculated
from the date of recruitment / appointment as Permanent P/T Employee in Scale Wages or from
01/09/1078 whichever is later.

Q. GRATUITY:-

1. Under Gratuity Act –

a. Minimum 5 years continuous service, exception death / disablement.


b. Maximum 10 Lac - (TAX FREE)
c. CALCULATION FORMULA: (BP+PQP+SP+ Stag Pay+DA+BP Portion of FPP+DA on
FPP) X No of years of service (More than six months to be taken as full year) X 15/26.
d. On our follow up during June 2012 Joint Meeting, HO has issued a Clarification Letter
No. 184 / 0012 / HO / SWD / GTY / CYC / 2012 dt. 07/06/2012 to all the ROs that this
DA on FPP will be reckoned for computing gratuity. It is effective from 01/11/199 as per
HO Letter No.799/0089/PD:IRD(W)/F.208 dt.02/08/2012 issued to our Central Office. It
is also payable to all the retired staff who retired after 01/01/1999 as per HO Letter
No.897/0089/PD:IRD(W)/F.208 dt.01/09/2012 and instructions have been issued to all the
ROs to submit ‘Revised Gratuity Sanction Notes’ even where ex-employees have not
preferred any claim. Hence all the Retired Employees who retired after 01/01/1999 and
before 30/06/2012 are advised to re- present their case. Difference in gratuity comes to
app Rs33.23 & Rs16.615 per year of service rendered, in respect of clerk & sub-staff
respectively, subject to overall ceiling.
e. Gratuity can be forfeited for termination due to riotous or disorderly conduct, violence or
moral turpitude.

2. As per Bipartite -

a. Upto 30 years’ service: (All Pay ranking for PF) X (No. of years service)
b. For 6 months and above full year service will be counted
c. Max.15 Pay.
d. From 30 years onward additional half PAY X No. of years service exceeding 30 years.
e. Pay for workmen = Average of last preceding 12 months.
f. Gratuity cannot be forfeited even in case of dismissals. If there is any loss to the Bank on
account of misconduct, the loss can be recovered from the gratuity payable.

3. Actual Amount of Gratuity – Gratuity will be paid under Act or BPS whichever is more.

4. Gratuity payable under BPS & Leave Encashment is exempted only to the extent of preceeding
10 months average value only as per Income Tax Act. If the average value is less than 10 lacs /
3 lacs respectively, exemption is available only to the extent of such value, though it may be
less than 10 lacs / 3 lacs.

R. Additional Gratuity to employees dying in harness:- Bank pays the difference between the
normal gratuity & the gratuity that would have become payable to the employee under BPS/ACT,
had the employee survived till superannuation. This is paid out of Staff welfare fund.

S. Miscellaneous Information:-
1. All the staff members including Pigmy Agents are advised to take ‘Syndsuraksha’ – Group
Term Life Insurance Cover for Syndicate Bank A/C Holders.
2. As per HO Cir. No.153/98/BC, Additional 1% interest is payable on deposit of staff who retires
on superannuation or VRS and Spouse of deceased staff but not on compulsory retired and
resigned employee.
3. For guidelines to pay / not to pay additional 1% interest on NRO / NRE and FCNR (B)
deposits of staff / eligible ex – staff please refer HO Cir. No.216/2012/BC/P&D/57
dt.28/07/2012 & 252/2012/BC/P&D/75 dt.03/09/2012.
4. Benefits of additional interest to staff / retired staff is available only if he has an a/c singly or
jointly with family member where staff / retired staff is the Principal A/C Holder as per HO
Cir. No.215/2014/BC/P&D/56 dt.11/07/2014.
5. Payment of additional interest of 1% to the spouse of the deceased staff is in vogue in our bank
as per guidelines in Manual of Instructions, Vol. VII, Para 7.2.26(C) which has been again
clarified in HO Cir. No.215/2014/BC/P&D/56 dt.11/07/2014.
6. Photo Identity Card to all the retired employees will be provided as per HO Cir. No.63/10/BC.

7. For Nomination / Modification in Nomination in EPF / Gratuity please refer HO. Cir.
No.003/2000/BC.
8. Payment of Officiating Allowance will be made as per HO Cir. No.113/2003/BC.
9. For Cash Remittance please refer HO Cir. No.172/2012/BC/CAD/15 dt.16/06/2012.
10. DD/MT/TT/TC etc. of 50,000/- & above cannot be issued under cash transaction as per HO
Cir. No.180/2011/BC/CAD/16 dt.01/07/2011 & 234/2011/BC/P&D/88 dt.25/O8/2011.
11. FPP is not payable to employees who joined the Bank on or after 01.11.1993.
12. Automatic Promotion from Sub staff to Clerical cadre on account of Graduation is applicable
as per HO Cir. No.381/86/BC/HRDD/30/MPRDS dt.19/11/1986.
13. For Guarantee / Co obligation by employee for credit facility for their close relatives, please
refer HO Cir. No.203/2007/BC/PD/41/SWD dt.04/09/2007.
14. For Employees wish to avail loans & advances from outside sources, please refer HO Cir. No.
203/2007/BC.
15. Premature renewal of domestic term deposit modification - 0.5% penalty to be charged
w.e.f.01.08.2011 as per HO Cir. No.206/2011/BC/P&D/69 dt.29/07/2011.
16. For Senior Citizen, Additional Interest rate is not available for tenure of less than 1 year as per
HO Cir. No.Cir.207/2011/BC/P&D/70 dt.30/07/2011.

deceased joint deposit holder. It is also reiterated that such premature withdrawal would not
attract any penal charge.
30. As per HO Cir. No.245/2013/BC/P&D/75 dt.18/09/2013, charges for SMS alerts are not to be levied on
accounts of Staff, Retired Staff & NRE.
31. For BANK’S COMPENSATION POLICY to customers on account of some mistakes etc., please

32. ‘Special Allowance’ which has been introduced as per Clause No.9 of 10 th BPS is not to be reckoned
for Superannuation Benefits viz. Pension including contribution to NPS, PF & Gratuity.
