Man alleged to pose as officer, steal pot

A San Mateo man accused of posing as a
police officer and taking marijuana, $1,500
in cash and a handgun from the home of a
Redwood City man after he warned him of a

when the Tesla automobile he was driving
veered off a road, crashed through a fence
and plunged into a pond, authorities said
Monday.

and found the man’s body inside.
The driver was identified as Keith Leung,
34, of Danville, said Sgt. Ray Kelly,

home would be raided later that day and
directed him to give him all the marijuana he
had and he would keep it for the victim. Pita
allegedly told the victim he knew the man’s
cousin and wanted to help him out because
he’s a good guy, according to prosecutors.
Believing Pita, the victim allegedly gave
him a half pound of marijuana, $1,500 in
cash and a 9 mm Beretta handgun he pur-
chased for $1,200 off the street. Four days
later, when Pita didn’t return with the items,
the victim called police, who reviewed sur-
veillance footage of his home and asked
officers to be on the lookout for a man of
Pita’s description and a Honda Civic with a
cracked windshield, according to prosecu-
tors.
Later that day, Pita was arrested during a
traffic stop and found with a loaded ammuni-

Sheriff’s office.
Kelly said it was too soon to know if the
vehicle’s semi-autonomous Autopilot mode
was engaged when the crash occurred or
whether the driver may have been speeding
or intoxicated.

end was destroyed, its hood crumpled and

The crash occurred near the cities of San
Ramon and Danville on Sunday evening,
Jacowitz said. A property owner contacted

He pleaded not guilty to his charges

liminary hearing. Pita is in custody on

PAHOA, Hawaii — White plumes of acid
and extremely fine shards of glass billowed
into the sky over Hawaii as molten rock from
Kilauea volcano poured into the ocean, creat-
ing yet another hazard from an eruption that
began more than two weeks ago: A toxic
steam cloud.
Authorities on Sunday warned the public to
stay away from the cloud that formed by a
chemical reaction when lava touched seawa-
ter.
Further upslope, lava continued gushing
out of large cracks in the ground in residential
neighborhoods in a rural part of the Big
Island. The molten rock made rivers that
bisected forests and farms as it meandered
toward the coast.
The rate of sulfur dioxide gas shooting from
the ground fissures tripled, leading Hawaii
County to repeat warnings about air quality.
At the volcano’s summit, two explosive erup-
tions unleashed clouds of ash. Winds carried
much of it toward the southwest.

Island’s southern coast. It was just offshore
and running parallel to the coast, said U.S.
Geological Survey scientist Wendy Stovall.
Scientists said the acid in the plume was
about as corrosive as diluted battery acid. The
glass was in the form of fine glass shards.

U.S. files plea deal in deadly
airport shooting in Florida

FORT LAUDERDALE, Fla. — Federal
prosecutors filed court documents Monday
in which an Alaska man agreed to plead
guilty to a Florida airport shooting rampage
that killed five people in exchange for a life
prison sentence.
The agreement says that Esteban
Santiago, 28, will plead guilty to 11 of the
22 counts against him in the attack that also
left six wounded. Prosecutors reached a deal
with Santiago’s defense lawyers not to seek
the death penalty in exchange for the guilty
plea. Instead, Santiago would serve a life
prison sentence plus 120 years, according
to the documents, and will waive his right to
appeal the sentence.
The deal is expected to be finalized
Wednesday in Miami federal court before
U.S. District Judge Beth Bloom.
The mentally troubled Santiago, of
Anchorage, Alaska, acknowledged in the
document that he flew on a one-way ticket

would never develop a nuclear weapon. A new pact should
require that Iran stop enrichment of uranium, which was
allowed within strict limitations under the previous deal.
Iran would also have to walk away from core pillars of its
foreign policy, including its involvement in Syria, Yemen,
Lebanon and Afghanistan, he said.
“This list may seem long to some, but it is simply a
reflection of the massive scope of Iranian malign behav-
ior,” Pompeo said. “America did not create this need for
changed behavior. Iran did.”

Divided Supreme Court sides with businesses over workers

can prohibit their workers from band-
ing together in disputes over pay and
conditions in the workplace, a deci-
sion that affects an estimated 25 mil-
lion non-unionized employees.

Can the ‘dealmaker’ president deliver on North Korea?

WASHINGTON — Weeks before his
planned North Korea summit, President
Donald Trump is staring down a dealmaker’s
worst nightmare: overpromising and under-
delivering.
As the Singapore meeting with North
Korean leader Kim Jong Un draws near, the
president and his allies are growing increas-
ingly anxious about how he can score a win
on the world stage. While Trump has not
suggested he wants to back out, he has
struggled to define his objectives for the
historic sit-down and last week he drew
fresh criticism from his foreign foil.
“I think that Trump imagined he would go
into this meeting and be able to have a his-
toric breakthrough with a deal, but it’s clear
he’s starting to realize it won’t be as easy as
he imagined,” said Jean Lee, director of the
North Korea program at the Woodrow
Wilson Center and a former Associated
Press bureau chief in Pyongyang.
Trump, who has pitched himself as the
ultimate negotiator, has focused on ambi-
tious deals as president but has struggled
with the fine print. He just hit the pause but-

in the trade conflict between the United
States and China has lightened tensions,
halted the immediate threat of U.S. tariffs
on China’s goods and cheered stock mar-
kets. The long-run picture may not be so
sunny.
The outcome of last weekend’s talks upset
supporters of Donald Trump’s American
First policies, left key differences
untouched and kept alive the risk of a
destructive trade war between the world’s
two biggest economies.
A vague statement the two countries
released said next to nothing about the issue
at the heart of the dispute between
Washington and Beijing: The hardball tac-
tics China uses to challenge U.S. techno-
logical supremacy. Those tactics include
outright cyber theft of trade secrets and
demands that American companies hand
over some of their technology in exchange
for access to the Chinese market.
“They failed to drill down on the biggest
frictions facing U.S. businesses and on
those where we are most able to move the
Chinese,” said Mary Lovely, a Syracuse
University economist who specializes in
trade.
In exchange for the United States agree-
ing to hold off on tariffs on up to $150 bil-
lion in Chinese goods, Beijing did agree to
“substantially reduce” America’s huge trade
deficit with China. But Beijing made no
specific commitment.
Treasury Secretary Steven Mnuchin’s dec-
laration that the American tariffs would be
suspended contributed to a sense of relief in
global markets that the two countries had
stepped back from the brink.
The celebration could prove premature.
“We are not out of the danger zone yet,”
said Nick Marro, a China analyst with the
Economist Intelligence Unit. “There is still
a high risk of a trade war, even if the time-
line to getting there has been extended.”
Beijing refused to knuckle under to a U.S.
demand to slash the U.S. trade gap by a spe-
cific amount: $200 billion, a figure seen by
most economists as wildly unrealistic any-
way. The U.S. ran a deficit with China in
goods and services last year of $337 bil-
lion.

Speaking up
Editor,
In response to the anti-development
voices, I must speak up.
I have a vision for a San Mateo that
builds on its compact, livable and walkable
backbone. I am not a developer and I do
not have outside interests.
I have lived in San Mateo since 1996 and
have run my own clinic, the Laurelwood
Veterinary Clinic, in this town since 2002.
I have lived downtown in the Ryan Tower
apartments for over 10 years and have seen
my rent double in the last four years.
Once you live on the sixth floor of a
well-built, centrally located high rise, you
will never want to live anywhere else. I
have views to die for and a well insulated
building that requires little heat and no air
conditioning to be comfortable. I am safe,
unlike people I know who have died in vio-
lent home invasions. I have an elevator so
I don’t have to use stairs unless I want to. I
don’t hear my neighbors unless my window
is open. The library is a few doors down
and practically anything I want is a five-
minute walk downtown, including the train
to take me to the city.
However, come August, I have to find
somewhere else to live because I can’t
afford it anymore.

Democrats in the state government
Editor,
Getting residents to pay for the same
thing twice has become a curiously perva-
sive practice of San Mateo county politi-
cians. Six June ballot initiatives — all
heartily supported by the Democratic party
— add annual assessments to further under-
write local school systems. Funding for
schools is intended to be covered by prop-
erty taxes, and would be if it were not for
the application of a funding formula that
reallocates property tax revenues to other
districts.
Our politicians blame Sacramento for
this reallocation of our tax dollars.
Interesting. How did the formula get incor-
porated into state law and practice?
Through an assembly controlled by
Democrats, a Senate controlled by
Democrats and a governor’s office/execu-
tive staff comprised almost entirely of
Democrats.
These measures will likely pass because
they have been placed on the June ballot,
when overall voter turnout is low and spe-
cial interest turnout is high. (Curiously,
this ballot gerrymandering is acceptable
when used to sneak through tax initiatives,
but it is frowned upon when it comes to
filling local council seats).
But we should ask ourselves: “Rather
than asking us to pay for the same school
system twice, why don’t our elected repre-
sentatives focus on restoring integrity to
the use of our property taxes?”

Superintendent of Schools must have a big
picture vision, successful leadership expe-
rience and deep knowledge of how County
Offices of Education operate to thrive in the
role. Dr. Gary Waddell has all those qualifi-
cations.

has earned the support of rank-and-file staff
across the organization due to his steady
leadership as Deputy Superintendent.

current CEO of an education non-profit, I

101 Managed Lanes
Project must be protected
Editor,
In response to Supervisor David
Canepa’s recent op-ed and his suggestion
that the 101 Managed Lanes Project creates
an equity issue, recent Metropolitan
Transportation Commission data suggest
people of all socioeconomic strata are opt-
ing to use express lanes, not merely the
wealthy. The critics miss the point that the
Highway 101 Corridor is an economic
engine, not just for the Bay Area, but for
the entire state. Recent funding allocations
for the Highway 101 Corridor, including
$233 Million from Senate Bill 1’s
Congested Corridor program, as well as
Caltrain electrification funding, and
SamTrans Express Bus service support,
underscore our region’s importance to the
state’s overall economy. Combined, these
three projects represent an investment of
nearly $433 million by the state to
improve mobility in multiple modes.
Funding of this magnitude is rare, unlikely
to be repeated in the foreseeable future and
opens the door to leveraging private sector
contributions. San Mateo County is
responsible for a fraction of the total
costs, while reaping significant benefits. I
have been working on and advocating for
congestion relief for the Highway 101
Corridor for several years, convening a
working group, encouraging public and
private partnerships, authoring AB 1889
which ensured Caltrain electrification fund-
ing was legally protected and co-authoring
SB 1, last year’s landmark statewide trans-
portation package, funded by an incremen-
tal increase in the gas tax and other fees.
The complexity of large scale infrastructure
projects cannot be overstated. When align-
ment occurs and funding materializes that
can make a vision a reality, we move for-
ward. San Mateo County has too much at
stake to undermine our collective efforts to
keep the County moving.

Winning is a choice
“W inning is a choice we make long
before the game begins.”
That is the faithful belief that my older
brother and head coach of the Hillsdale
Knights has championed throughout his
coaching career.
You may be surprised to learn that the
Hillsdale Knights — one of the many talent-
ed high school baseball teams of San Mateo
— made history this year by achieving a
season-high record of 18 wins and 8 losses
during the regular season and clinching a
division record of 10 wins and 4 losses.
2018 marks one of the single best seasons
on record since the baseball program’s
inception. Six of Hillsdale’s 15 players
received All-
League awards for
their outstanding
league perform-
ances. Beyond an
experienced
coaching staff
and talented play-
ers, many have
attributed the
team’s phenome-
nal success to the
head coach,
James Madison,
who I am blessed Jonathan Madison
to call my older
brother. However, few have had the benefit
of knowing James the way I have over the
years.
James coached me through some of life’s
most critical lessons throughout my child-
hood and adult life, many of which were
learned through the trial and error process in
the game of baseball. At a very young age, I
quickly learned how to compete, win and
lose — and most of the time, it was not by
choice. You see, James consistently and
effortlessly beat me in baseball.
We were often considered troublemakers in
our small neighborhood in Pacifica — not
because we caused any real harm, but because
we frequently played baseball long after
dark, startling our sleeping neighbors with
competitive chants and broken windows.
I am frequently reminded of the nights my
father was forced to stop us from playing
after dark as my cries of defeat would wake
others in our neighborhood. I learned with
maturity that my brother’s relentless com-
petitiveness with which he beat me in base-
ball was much more reflective of his commit-
ment to the game, rather than any desire to
beat his younger brother.
As my high school baseball coach, he
would often suggest that winning is a choice
we make long before each game. Sometimes,
my teammates would appear doubtful of his
statement. Perhaps I was the only teammate
who could fully understand what he meant.
My brother and coach instilled in me that
failure was not an option, and that success
was mandatory. This went for every chal-
lenge that I faced and it rings true to me
today. Whether it was a knockdown in judo,
a bad grade on a test, or yes, even a loss in
baseball, he insisted continually to leave
nothing on the field — that mental prepara-
tion and confidence are crucial components
to victory. With maturity, I have found great
success in applying this approach to virtual-
ly every aspect of my life — law school, the
bar exam, representing clients, and ministry,
among other things. I have certainly
encountered my fair share of failures in life.
Nevertheless, I truly believe that mental
preparation and confidence enables us to find
resilience in temporary moments of defeat.
My brother’s track record as a coach speaks
to his fearless mind-set. The Hillsdale
Knights were not the first team he led to his-
toric victories. In Wisconsin, James led
Western Tech Community College to a record
of 19 wins and 16 losses within one year as
head coach, while the team was previously in
a slump of 8 wins and 34 losses.
While the student athletes under his
instruction see the older, wiser coach he is
today, I will always remember the journey it
took for him to become that coach. I look
forward to seeing my older brother lead
Hillsdale to another history-making season
next year.

U.S.-China trade progress sends stocks higher

technology companies led stocks
to solid gains Monday after the
U.S. and China appeared to make
significant progress in trade
talks. That helped ease concerns
among investors that the world’s
two biggest economies might be
headed for a trade war.
After another round of talks, the
two countries agreed not to place
tariffs on goods imported from the
other. The Chinese government
said it will buy more U.S. goods,
including energy and agricultural
products, while Treasury Secretary
Steven Mnuchin said the U. S.
postponed its proposal to put tar-
iffs on up to $150 billion in
goods from China. The two sides
gave no indication of how much
progress they had made toward
ending their dispute entirely and
both said hostilities could
increase again.
Mark Hackett, chief of invest-
ment research at Nationwide
Investment Management, said
investors overreacted to the pos-
sibility of a trade war and they
may be slowly learning to take a
more patient approach with state-
ments by the Trump administra-
tion and other nations, which is a
good thing, Hackett says, because
future administrations may borrow
from Trump’s aggressive style.

train engine division to the railroad equip-
ment maker Wabtec in deal worth about $11
billion as GE CEO John Flannery continues
to break off parts of the conglomerate.
Wabtec CEO Raymond Betler will lead the
combined company and its chairman, Albert
Neupaver, will be executive chairman.
Under the deal announced Monday and
approved by the boards of both companies,
General Electric Co. will get $2.9 billion in
cash. The deal is expected to close early
next year.
GE plans to split-off the company after it
closes the deal, essentially giving Wabtec
shareholders ownership, with 49.9 percent
of the new company. GE shareholders will
hold a 40.2 percent stake and GE will own

Consumer Reports raises concerns

over Tesla Model 3 braking system

DETROIT — Long emergency stopping
distances, difficult-to-use controls and a
harsh ride stopped Tesla’s Model 3 electric
car from getting a recommended buy rating
from Consumer Reports.
While the magazine said the car has exhil-
arating acceleration and handling, testers
were troubled by its 152-foot average stop-
ping distance from 60 miles per hour in
emergency braking tests. The magazine said
the distance was worse than any modern car
it has tested, and is about 7 feet longer than
a Ford F-150, a full-size pickup truck that
weighs about twice as much as a Model 3.
Tesla said in a statement that its own tests
found 60-to-zero braking distances averag-
ing 133 feet. It says stopping distances are
affected by road surface, weather, tire tem-
perature, brake conditioning and other fac-
tors. It also says it continually does soft-
ware updates to improve factors such as
stopping distance.
The Model 3 is Tesla’s first attempt to
appeal to mass-market buyers. The car that
starts at $35,000 but can run as high as
$78,000 has been plagued by production
delays.
Consumer Reports said it tested the car at
its track on pavement monitored for consis-
tent surface friction, using industry standard
test procedures. The car was tested with the
same 18-inch Michelin tires that were used
in Tesla’s test, the magazine said.
On the first Consumer Reports test, the
Model 3 stopped in about 130 feet, similar
to Tesla’s findings, according to the maga-
zine. But testers could not repeat that dis-
tance even after letting the brakes cool
overnight, it said.

Cinderella seasons need unlikely
heroes. San Mateo softball’s No. 9
hitter Julia Cerreta certainly fits
the bill.
The Lady Bearcats have enjoyed
quite the Cinderella run this sea-
son. In moving up the Peninsula
Athletic League Bay Division, the
’Cats proved they belonged by
taking third place and surging into
the Central Coast Section
Division I playoffs in the process.
Drawing a No. 11 seed, San
Mateo wasn’t expected to make
much noise in the program’s fourth
all-time CCS appearance. But with
a pair of wins last week — 5-2 over
No. 6 Santa Teresa, and 9-8 over
No. 14 Presentation — the Bearcats
advanced to the CCS semifinals for
the first time in program history.
“We’re really trying to prove
we’re supposed to be up in this
league and that nobody should
underestimate us,” Cerreta said.
Cerreta has earned Daily Journal
Athlete of the Week honors for her
pivotal home run in San Mateo’s
comeback win Saturday over
Presentation. With the Bearcats
trailing 6-0 in the bottom of the
fifth, Cerreta stepped to the plate
with two runners on. Then, facing
a 1-2 count, she squared one up and
rode it out over the left-field fence
for a three-run homer, giving San
Mateo its first runs of the game.
It was a monumental homer for
Cerreta, who in 108 previous varsi-
ty at-bats had never hit a home run.

time to track down lineups for the game
and just gives me a sense of calm.
Anything later than that and I feel
rushed and discombobulated.
So, as I was heading out the door

As I said goodbye to my wife in the bed-
room and headed down the hall, our year-
and-a-half old dog, Beau, had a sneezing
fit, accompanied by a bloody nose.

I’ve seen this
before and knew it
was going to cost
a pretty penny at
the vet. I was
about 95 percent
sure he had a fox-
tail up one of his
nostrils. He had a
similar experience
last year but, after
that initial sneez-
ing fit, he seemed fine. As we debated on
whether to take him to the vet, I left it up
to my wife. After all, I had work to do.
So I jumped in my car and headed for
the freeway, I was nearing the onramp
when I decided to make a U-turn and head
back to the house. Loaded up the dog and
headed to the vet.
It was a good decision because as soon
as we walked into the vet office, Beau
started the sneezing fit again. The vet
techs confirmed my suspicions and they
took him in back. The good news was, I
got to drop him off and pick him up later.
Back to the freeway and now my race
against the clock.
I was surprised the traffic on the San
Mateo-Hayward Bridge was as light as it
was, given the Maker Faire was happen-
ing this past weekend at the San Mateo

Goodell details NFL’s stance on sports gambling

NFL commissioner Roger Goodell says
Congress should enact uniform standards
for any states that plan to legislate sports
betting.
Goodell detailed the league’s position in a
statement Monday that reiterated the NFL’s
stance that legalized sports gambling in the
United States should be governed by federal
law rather than state law. The Supreme Court
ruled last week to strike down a 1992 law
that barred most state-authorized sports
gambling.
In suggesting four core
principles that should be
maintained for any form
of legalized sports bet-
ting, Goodell stressed
that leagues can “protect
our content and intellec-
tual property from those
who attempt to steal or

guidelines must provide
substantial consumer protections; ensure
fans will have access to official, reliable
league data; and that law enforcement will
have the resources, monitoring and enforce-
ment tools necessary “to protect our fans
and penalize bad actors here at home and
abroad.”
After emphasizing the importance of pro-
tecting the integrity of his sport, Goodell
noted the NFL has been planning for the
potential of legalized sports gambling in
states other than Nevada.
“(We) are prepared to address these
changes in a thoughtful and comprehensive
way, including substantial education and
compliance trainings for our clubs, players,
employees and partners,” he said. “These
efforts include supporting common sense
legislation that protects our players, coach-
es and fans and maintains public confidence
in our games.”
The NFL has long opposed any forms of
gambling on its games, though it has
approved the move of the Oakland Raiders
to Las Vegas in 2020, and has strong ties to
fantasy football, which is not tied to the
Supreme Court decision.

travel ball career with the Foster City Flash
Elite, she had never hit a regulation homer.
“I can’t remember the last time I hit it
over the fence physically,” Cerreta said. “It
was surprising.”
It came as such a surprise, Cerreta was the
last one on the diamond at Los Gatos High
School to realize she had gone yard.
Knowing San Mateo had a lot of ground to
make up on the scoreboard, she went tearing
out of the batter’s box. It wasn’t until she
was halfway to second base she noticed her
teammates flooding out of the dugout to
meet her at home plate.
“I didn’t know it was a home run,” Cerreta
said. “I was sprinting around and everyone
was saying slow down. It was really excit-
ing.”

It was a tough inning to stomach for the
Bearcats. But nobody said living the
Cinderella story was easy.
“It’s really hard, especially in softball,
when you’re out in the field and you’re like,
‘are we going to be able to come back from
this?’” Cerreta said. “But I knew we could do
it.”

bronze medals from the CIF State Swim and
Dive Championships Saturday in Clovis.
He opened the boys’ 200 medley relay and,
along with Alec Cullen, Riley Scanlan and
Daniel Gilmartin, notched a time of
1:32.32, breaking their own school record
set the previous week at the CCS finals.
Then in the 100 fly, he took third in 47.61,
falling just shy of his school record from
the previous week of 47.59.

ior season on a hot streak that culminated in
a 3-for-7 performance in CCS, with two
RBIs and two runs scored. She had only one
hit in the CCS opener against Westmont,
but it was a two-run knock that helped the
Tigers to a 6-3 win. In a 7-3 season-ending
loss to Santa Catalina Saturday, she went 2
for 3 with a run scored.

the CCS Division II quarterfinals, the senior
pitcher did everything to keep his team in it.
He threw a complete game, allowing only
three runs while scattering eight hits. He
also drove in the Panthers’ first-inning run
with an infield hit, plating Savaun Brown,
new relief pitcher issued a four-pitch walk to
Monet Scheller to start the comeback rally.
Kylie Galea followed with a single then
Kendall Richards reached on an error to load
the bases. Then, after an RBI walk to
Charlotte Velasquez, Cerreta stepped to the
plate again.
“We had the momentum,” Jepsen said. “I
preach this to my girls, sports are all about
momentum. At any point if you don’t like
what’s going on, you press the reset button
and go the other way … and that’s exactly
what happened.”
This time Cerreta hit an infield grounder,
but again it resulted in a Presentation error,
scoring Galea from third. Cerreta was credit-
ed with her fourth RBI of the day. More
importantly, with the score 8-6 and the
bases still loaded, the sophomore repre-
sented the go-ahead run.
And after back-to-back RBI groundouts by
Walker and Borges to tie it 8-8, Cerreta
scored what proved to be the game-winner. It
was San Mateo’s leading hitter, Giuliana
Selvitella, who put the ball into play, lash-
ing a liner to the outfield. The ball was
playable for the Presentation outfield, but

with something of a gem against Santa
Teresa, pitching through a pair of Bearcats
errors to allow just two runs (none earned)
on four hits while striking out eight.
Against Presentation, though, the road
was a little rockier to the tune of eight runs
(five earned) on 13 hits. Still, Hager came
through in the clutch, pitching through
back-to-back two-out singles in the sev-
enth to induce a grounder to Borges at short-
stop to end it.
It took a nice charging play and sharp
throw on the run from Borges to get the
final out, a fitting ending to a grand chapter
in San Mateo’s Cinderella run.
“[Borges] just made the play and it was
great feeling,” Cerreta said. “I don’t know if
I’ve ever screamed that loud before.”

A roller coaster of blowouts Cavs draw even

SAN FRANCISCO — One thing is clear
through three games of the power-packed
Western Conference finals between a
Golden State team that has won two of the
past three championships and a Houston
team that had a league-best 65 wins.
If either team is off its game, a blowout
could ensue.
The Rockets found themselves on the
wrong end of that equation in a 126-85
defeat in Game 3 that was the most lopsided
loss in their postseason history and the
biggest win ever for the Warriors, who took
a 2-1 series lead.
Now the big question heading into Game
4 on Tuesday night is which team has the
edge if both are clicking.
“I kind of expected that yesterday, that it
would be that type of game,” Rockets coach
Mike D’Antoni said. “We didn’t bring our
best game. But I’m hoping for the best. I
hope we play great and them bad. Never
know.”
In a possible bit of gamesmanship,
D’Antoni said the pressure in Game 4 is
squarely on Golden State’s shoulders despite
the fact Houston trails in the series. He hopes
that helps his players stay loose and play
with an extra “giddy-up” in their step.
“We should always have a swagger,” star
guard James Harden said. “But even more
importantly, tomorrow. They’ve got to try
to take a 3-1 lead going on the road. Tie this
thing up going back to our crib.”
Warriors coach Steve Kerr said he wel-
comes the pressure, knowing his team has
shown a tendency to lose focus when there’s
not as much on the line. That may have con-
tributed to Golden State coming out flat in a
127-105 loss in Game 2 after winning the
series opener by 13 points.

why there have been so many lopsided games
this postseason. There has been only one
Western Conference playoff game this month
decided by fewer than eight points and there
hasn’t been a single playoff game in either
conference decided by single digits since May

“The 3-pointer’s such a huge part of the
game now that it could easily go from six to
16 or 17 in a matter of seconds in the game,”
Durant said. “So I wouldn’t say ... the games
aren’t good. It’s just the fact that the style of
play causes teams to pull away a little faster.”
The Warriors might have to take the court in
Game 4 without a key contributor. Forward
Andre Iguodala is doubtful with a sore left
knee. If Iguodala can’t go, the Warriors will be
down a key defender against Harden and a play-
maker on offense, forcing Kerr to make anoth-
er adjustment after the move to put Iguodala in
the starting lineup provided a spark in the sec-
ond round against New Orleans.
One factor in Golden State’s favor is that
Stephen Curry might have found his outside
shot in the second half Sunday. After mak-
ing just 3 of 20 3-pointers in the first 10
quarters of the series, Curry hit 4 of 5 from
when Ariza shoved Green as they traded words.
“I thought it was unfair but we’ll take it up
with the league,” Kerr said after Monday’s
practice. “He committed a hard foul but he
held Ariza up and didn’t allow him to get
hurt, and then Ariza shoved him. It didn’t
seem like a double-technical to me, so we’ll
take it up with the league and we’ll see what
happens.”

enough on both ends and lacked the focus
needed to beat a Warriors team that is nearly
unstoppable when at its best this time of
year. But the Rockets have the confidence
built in a stellar regular season and first two
rounds to believe they have the tools to pull
it off.
“Just go out there and do it,” Harden said.
“It’s pretty simple. Not try to overcomplicate
things. Just go out there and do what we do.

French Open organizers won’t give Serena Williams a seeding

PARIS — Serena Williams’ return to Grand
Slam tennis from maternity leave just got
even tougher.
French Open organizers announced on
Monday they will not give Williams a seeding.
“This year again, tournament officials will
establish the list and ranking of the women’s
seeds based on the WTA ranking,” the French
Tennis Federation said in a statement to The
Associated Press. “Consequently, (the seeds)
will reflect this week’s world ranking.”
Williams, a three-time French Open cham-
pion, is expected to play in her first major
since giving birth to her daughter in
September.
While Williams can enter Roland Garros
under the WTA’s protected or “special” rank-
ing rule, it’s up to Grand Slam organizers to
give her a seed.
While she was No. 1 when she left the tour
to give birth, Williams is currently ranked
No. 453.
Without a seeding, the 23-time Grand Slam
champion risks facing highly ranked players
in the early rounds.

Draft picks Parker, Nelson signed
ALAMEDA — The Raiders have signed
third-round T Brandon Parker and fourth-
round CB Nick Nelson to rookie contracts.
Only third-round defensive end Arden Key is
unsigned of the Raiders’ nine draft picks.
Parker was selected 65th overall after play-
ing four seasons at North Carolina A&T. He
started all 48 games of his career at left tack-
le and was a three-time FCS All-American.
Nelson was drafted 110th overall. He played
two seasons at Hawaii before playing his
final college season at Wisconsin. Nelson led
the nation and set a school record with 21
passes defensed last season for the Badgers.

Allegedly abused Olympian sues USA Swimming

SEATTLE — Olympic swimmer Ariana
Kukors Smith sued USA Swimming on
Monday, alleging the sport’s national gov-
erning body knew her former coach sexually
abused her as a minor and failed to protect her
while shielding him.
Kukors Smith alleges Sean Hutchison, who
began coaching her at a swim club near
Seattle, groomed her for sexual abuse when
she was 13, started touching and kissing her
when she was 16, and engaged in sexual
activity with her when she was 17.
“It’s normal to give birth. It’s normal to
have protected ranking. ... It’s more than ten-
nis,” top-ranked Simona Halep said. “So the
people will decide what seed she will get. But
in my opinion it’s good to protect the ranking
when someone is giving birth.”
Williams returned to the tour briefly in
March after a 14-month absence. She was not
seeded at tournaments in Indian Wells and
Miami, and compiled two wins and two loss-
es.
Williams has recounted the difficulties she
faced in childbirth, and a pulmonary
embolism made it hard for her to breathe
shortly after her daughter was born. But after a
period of training, coach Patrick Mouratoglou
last week told the WTA tour website, “Serena
will play the French Open to win it.”
Current rules covering maternity leave and
injuries allow a protected or “special” ranking
to be utilized for entry into tournaments but
not for seeding purposes regardless of the rea-
son for a player’s absence.
However, this past year the WTA adjusted
the rule so that absences for maternity leave
are treated the same as those for injury and ill-
ness by providing all players a two-year win-
dow to begin using a special ranking, plus an

ney, Brad Meryhew, said he had no com-
ment on the lawsuit.
The case marked another scandal for USA
Swimming and for the sports world, which
has faced accusations that coaches and oth-
ers, including former USA Gymnastics sports
doctor Larry Nassar, exploited their posi-
tions to sexually abuse athletes in their care.
The U.S. governing body of swimming
said it first learned of the underage abuse alle-
gations when Kukors Smith, the 2009 world
champion in the 200-meter individual med-
ley who placed fifth in that event at the 2012
Games, posted her essay in February.
“As expressed earlier this year, we respect

“Historically, WTA players have not been
supportive of the use of special rankings for
seeding purposes,” the WTA said in a state-
ment to The AP. “The rule is currently under
further review as part of our 2019 rules

portive of those players returning from mater-
nity leave to the tour.”
Fourth-ranked Elina Svitolina, who retained
her Italian Open title on Sunday, was also sup-
portive of seeding Williams.
“If you’re like finished or you stopped
because you’re going to have a child and
you will be in top eight, I think you should
have this kind of thing, to have protected
seeding,” Svitolina said. “She was No. 1 so
she deserves seeding.”
William has won the French Open more
than any current player, and last year’s cham-
pion, Jelena Ostapenko, is looking forward to
her return.
“She’s someone who the tour was miss-
ing, because she’s a great champion, ”
Ostapenko said. “She was my idol since I
was growing up.”
Ariana Kukors’ bravery in stepping forward
and sharing her story,” USA Swimming said
in a statement Monday. “We have been in reg-
ular contact with her legal team over the last
several months and will continue to work
with them and Ariana through this process.”
The lawsuit says top USA Swimming offi-
cials were well aware in 2005 that Hutchison
was in an inappropriate relationship with
Kukors Smith, who was then 16. The lawsuit
alleges officials did not report it to authori-
ties and didn’t protect her.
Top officials at the organization, according
to the lawsuit, also manipulated a background
screening system to shield coaches, includ-
ing Hutchison, from a negative background
check.
They “secretly agreed that Hutchison
should be specifically protected from the
background check process due to the fact that
pervasive rumors of his inappropriate sexual-
ly motivated behavior towards minors such
as the plaintiff would inevitably surface
through contacts with prior employers,” the
lawsuit said.
Kukors Smith said “organizations like USA
Swimming have long been in a position to
deter, detect and discipline sexual abuse and
have done little or nothing to do such in an
effort to protect their public image. By doing
nothing, it enabled Sean Hutchison to abuse
me for a decade.”

Capitals force Game 7 in East Conference final

WASHINGTON — Facing elimination at
home, the Washington Capitals looked deter-
mined to hit everything that moved in Game
6 of the Eastern Conference final.
The goal was to finish checks on Tampa
Bay Lightning players as much as possible,
though at one point Devante Smith-Pelly
decked Dan Girardi and took teammate Jay
Beagle down with him.
“I apologized to him,” Smith-Pelly said. “I
said sorry. He didn’t seem to care.”
Sorry, not sorry.
The Capitals made no apologies for taking
the body and grinding out a physical 3-0 vic-
tory Monday night that tied the playoff series
and set up a deciding Game 7. T.J. Oshie had a
goal on the power play and into an empty net,
Smith-Pelly scored a back-breaker and Braden
Holtby stopped all 24 shots, but it was the
bruising style that kept the Capitals alive and
could still pay more dividends.
“You’ve got to wear them down,” Smith-
Pelly said. “Every game, if guys are going to
be playing 25, 30 minutes, it’s tough when
you’re getting hit every single shift. We’ve
been on the body all game and all series. If it
shows up in Game 7 where guys are starting to
get tired, then it was all worth it.”
Game 7 is Wednesday night at Tampa Bay.
The winner faces the Vegas Golden Knights,
who are in the Stanley Cup Final in their first
season.

edge is the size and physical play.”
That edge was noticeable in Game 6 when
Washington fired up an already-raucous crowd

and we should have matched it and we didn’t,”
winger Ryan Callahan said. “They played like
their lives were on the line, and we played
like we had another chance and that’s unfortu-
nate, but we’ve got to change the script now
in Game 7.”
Tampa Bay had no answer for the physical-
ity with a hit disparity coach Jon Cooper
chalked up as, “Somebody was engaged and
somebody wasn’t.” The Lightning also
couldn’t solve Holtby, who was at his best on
a handful of deflection attempts to record his
first shutout of these playoffs.
“I was just trying to stay in the moment,
focus on one puck at a time,” Holtby said. “I
try and stay the same level through the
game.”
The Lightning missed a chance to close out
an opponent for the first time in these play-
offs. They eliminated New Jersey and Boston
in five games apiece but are now on the brink
themselves.
The Capitals improved to 10-2 in the
Ovechkin/Nicklas Backstrom era when fac-
ing elimination any time before Game 7.
They’re 3-7 in Game 7 over that time but will
obviously take their chances after grinding
their way back to 3-3 in the series.

The Celtics hung around in the second half and pulled
within 100-93 on Marcus Smart’s basket with 4:29 left. But
Thompson got free for a dunk, and after a miss by Boston,
James recovered after making his seventh turnover by mak-
ing a steal and layup.
Moments later, James drilled a 3-pointer from the left
wing to finally put away the young Celtics, who will now
feel the immense pressure of trying to hold off the three-

cerns raised by residents frustrated that
their repeated reports of the unruly party
yielded no intervention from police, who
were limited in their power to enter the

Following the incident, police officials
said they could not shut the event down
because they could not reach the property
owner and the occupants would not allow
officers to enter the house. They could not
force entry because there was no visible
sign of illegal activity, and action could
only be taken after shots rang out.
The proposed policy would extend to
offer parking restrictions, limitations on
the amount of renters, property mainte-
nance requirements and prohibitions on
commercial events hosted at the properties
fall of 2014. Though Richard had moved in
with her parents in Hayward to care for her
mother, she moved back to her hometown
of East Palo Alto after her mother’s death
and worked as a bakery sales cashier clerk at
Safeway. But she soon found herself living
out of her car and having trouble control-
ling feelings of anger that could crop up at a
moment’s notice, whether it was because
another driver cut her off on the road or hear-
ing someone say the word “Mom.”
Richard said she took to drinking alcohol
almost every day of the week and said she
felt like she was going to lose her mind.
Even though she had long believed mental
health resources weren’t designed for people
like her, Richard finally decided to explore
them when her own situation felt unsustain-
able.
“Then I start saying, ‘You know what? …
which could result in additional nuisances,
among other efforts.
While beefing up the city’s regulations,
the proposal stops far short of the calls
from some frustrated residents for banning
all online home rentals in Millbrae.
Papan said the measured approach is
borne from an interest among officials to
enhance their ability to monitor the indus-
try while also observing the property
rights of responsible hosts.
“We have to be able to protect the rights
of these homeowners who I think have a
right to, given the cost of living in our
region, access additional revenue, ” she
said. “As long as they are not negatively
impacting their neighbors and we are able
to assure public safety overall, I don’t see
that as a problem.”
Papan’s perspective recognizes the con-
cerns raised at a previous discussion of the
issue by Millbrae residents who hosted
short-term rentals and were willing to
adhere to enhanced regulations, but
opposed bans on the industry.

dining halls and stay sober for more than a
year.
Isabel Pimentel, a case manager with the
Mental Health Association, said a commit-
ment to managing what can be severe men-
tal illnesses was among the most important
criteria officials considered when selecting
the 15 soon-to-be-residents of Waverly
Place. She said more than 100 people
throughout the county matched with the
property initially, but an intensive, multi-
step process verifying those considered for
a spot have been homeless for more than a
year, qualify for financial assistance with
rent and pass criminal background and ten-

For the company’s part, Airbnb said it is
committed to working with Millbrae offi-
cials in an effort to draft a set of regulations
best designed to meet the needs of the local

“Home sharing is very important for
many Millbrae residents who use their earn-
ings from Airbnb to supplement their
income and get by in an ever more expen-
sive city, ” said Airbnb spokeswoman
Jasmine Mora in an email. “We want to
continue working with the city of Millbrae
to ensure there are fair rules that help locals
share their home while protecting neigh-
borhood quality of life.”
Meanwhile, Papan said she believes offi-
cials will ultimately approve a policy
designed to address Airbnb, and the variety
of other websites offering similar services.
“We are going for a global approach to all
the companies out there,” she said.

the move will come with many new experi-
ences, she’s determined to keep her life on
the upward trajectory it’s taken since she
started focusing on her mental and physical
health.
“If it’s something I really want to do, I’ma
go do it,” she said. “You only live once.”

Congo Ebola vaccinations begin with health workers

KINSHASA, Congo — Congo
began an Ebola vaccination cam-
paign Monday in a northwest
provincial capital in a major effort
to stem an outbreak that already
has spread from rural towns into a
city of more than 1 million people.
The vaccination drive started a
day after the health ministry
announced that a nurse had died
from Ebola in Bikoro. The rural
northwestern town is where the
outbreak announced in early May
began. The death toll now stands at
27.
There are 49 hemorrhagic fever
cases: 22 confirmed as Ebola, 21
probable and six suspected, accord-
ing to Health Minister Oly Ilunga.
“We have established surveil-
lance mechanisms and are follow-
ing all cases and contacts,” he said.
“The response is well-organized
because we have also put in surveil-
lance measures at the entry and exit
points of Mbandaka.”
In a hopeful sign, two patients
who were confirmed as positive for
Ebola have recovered and are
returning to their homes, where
they will be monitored, Ilunga
said. They have left the hospital
“with a medical certificate attesting
that they’ve recovered and can no
longer transmit the disease because
they have developed antibodies
against Ebola,” he said.
The virus, however, remains
longer in semen in many cases and
therefore can be transmitted
through sexual contact for some
months after recovery.
Congo’s health delegation,
including the health minister and
representatives of the World Health
Organization and the United
Nations, have arrived in
Mbandaka, the northwestern city
of 1.2 million where Ebola cases
have been identified, to launch the
vaccination campaign Monday.

“I’m glad I have received the vac-
cine against Ebola,” he said. “I ask
the others (contacts and nursing
staff) to get vaccinated to protect
themselves. Everyone must adhere
to this vaccination campaign with
the goal of protection.”
Guillaume Ngoie Mwamba, direc-
tor of the Expanded Program on
Immunization, was the first
Congolese to receive the vaccine
in Mbandaka.
“This is to give a message of
safety and assurance to all of the
population exposed to the epidem-
ic,” he said.
Two dozen vaccinators, includ-
ing Congolese and Guineans who
administered the vaccine in their
country during the 2014-2016 out-
break, are in Mbandaka to start
injecting the 540 doses that have
arrived, the health minister said.
It will take five days to vaccinate
about 100 registered patients,
including 73 health care staff, who
have had contact with patients and
their relatives in the Wangata and
Bolenge health zones of
Mbandaka, he said.
The vaccination campaign will
then move to the other two affected
areas, the Bikoro and Iboko health
zones.
More than 7,500 doses are avail-
able in Congo, WHO said Monday,
adding that an additional 8,000

The vaccine, provided by U.S.
company Merck, is still in the test
stages, but it was effective toward
the end of the Ebola epidemic that
killed more than 11,300 people in
Guinea, Sierra Leone and Liberia
from 2014 to 2016. A major chal-

cold in this vast, impoverished,
tropical country where infrastruc-
ture is poor.
Congo President Joseph Kabila
and his Cabinet agreed Saturday to
increase funds for the Ebola emer-
gency to more than $4 million.
The Cabinet also endorsed the deci-
sion to provide free health care in
the affected areas and to provide
special care to all Ebola victims
and their relatives.
The U.S. Agency for
International Development has
said that it has provided an initial
$1 million to combat the Ebola

The spread of Ebola from a rural
area to Mbandaka has raised alarm
since the virus can spread more
quickly in urban areas. The fever it
causes can lead to severe internal
bleeding that is often fatal.
“It’s concerning that we now
have cases of Ebola in an urban
center, but we’re much better placed
to deal with this outbreak than we
were in 2014,” WHO’s director-
general, Tedros Adhanom
Ghebreysus, said at the U.N. health
agency’s annual meeting in Geneva
on Monday. “I am pleased to say
that vaccination is starting as we
speak today.”
Tedros said he is “proud of the
way the whole organization has
responded to this outbreak, at head-
quarters, the regional office and the
country office.”
This is Congo’s ninth Ebola out-
break since 1976, when the disease
was first identified. The virus is
initially transmitted to people
from wild animals, including bats
and monkeys. It is spread via con-
tact with the bodily fluids of those
infected.
While Congo has contained sev-
eral Ebola outbreaks in the past, all
of them were based in remote rural
areas. The virus has twice made it to
Kinshasa, Congo’s capital of 10
million people, but was effectively
contained.
There is no specific treatment for
Ebola. Symptoms include fever,
vomiting, diarrhea, muscle pain
and at times internal and external
bleeding. The virus can be fatal in
up to 90 percent of cases, depend-
ing on the strain.

gious studies professor Marianne
Delaporte who is president of the
school’s SEIU chapter.
Delaporte said the board’s decision
confirms the fears and frustrations
shared by faculty members.
“To overcome the challenges facing
our university, the administration and
the trustees must be willing to listen
and collaborate with the faculty,” she
said in a prepared statement. “By mov-
ing forward with program cuts and fac-
ulty layoffs without listening to the
faculty’s concerns, the administration
has demonstrated its disregard for the
quality of the academic programs
offered at NDNU.”
A school official declined to identify
the rest of the staff members whose
positions were eliminated, citing con-
fidentiality restrictions, but a union
representative said they work in the
philosophy, theater arts, French and
musical performance fields.
The programmatic cuts mirror a sim-
ilar decision which caused faculty
uproar two years ago, when officials
trimmed majors in philosophy or the-
ater arts and master’s degrees in
English, musical performance and sys-
tems management and more from the
course menu.
Regarding cutbacks, officials claim
they are necessary to address budget
limitations invited by a shrinking

To all heirs, beneficiaries, creditors, con-
tingent creditors, and persons who may
otherwise be interested in the will or es-
tate, or both, of Maria Guadalupe Nava.
A Petition for Probate has been filed by
Esperanza Rivera-Nava in the Superior
Court of California, County of San Mateo.
The Petition for Probate requests that
Esperanza Rivera-Nava be appointed as
personal representative to administer the
estate of the decedent.
The petition requests authority to admin-
ister the estate under the Independent
Administration of Estates Act. (This au-
thority will allow the personal representa-
tive to take many actions without obtain-
ing court approval. Before taking certain
very important actions, however, the per-
sonal representative will be required to
give notice to interested persons unless
they have waived notice or consented to
the proposed action.) The independent
administration authority will be granted
unless an interested person files an ob-
jection to the petition and shows good
cause why the court should not grant the
authority.

North Beach Pizza - That’s Italian

orth Beach Pizza San Mateo
at downtown’s busy intersection
of B Street and Third Avenue
arguably serves some of the best
pizza and traditional Italian fare
on the Peninsula. Also conveniently
located a block from the Cinemark
Theatre.
A charming family trattoria with an
inviting ambiance, friendly service and
aromatic fresh sauces greeting guests even
before they step over its threshold, this is
an authentic find. But not to longtime
regulars.
Since 1994 Adriano Ferreira has dished
up house classics such as chicken
parmigiana and prized pizzas. His brother
Renato Gouveia took over on the first of
2018, determined to keep improving and
innovating on the family legacy.
Renato is no stranger to the pizza world.
Since 14, he’s been learning and earning
his chops in chains, steadily rising from
managing local fronts to regional
management, including opening pizza
places in faraway China and SoCal.
What’s the secret? “Handspun dough,
prepared the day before, that’s allowed to
rest and rise overnight,” Renato explains.
“We have thick, thin and extra thin crusts.”
He’s jazzed that on rare occasions when
leftovers are brought home, reheating pies
in the oven hold up like fresh ones.
Moreover, people are excited creating their
own pizzas, and seeing how they’re made
through the open kitchen.
It takes a dedicated team to continue
raising the bar. Chef Guilhermo Sandoval
has been masterminding the kitchen 15
years. So has service manager Cleuma
Guilhem in graciously attending to
customers.
Not surprising, catering is catching on
given customer raves. In Silicon Valley, it
means attracting software companies
drawn to spectacular pizza. Customers are
delighted his team always arrives on time,
setting up a fabulous feast.
Living a Dream
“I’m living my dream, happy to own my
place, finally,” Renato enthuses. Just 30,
this foodie balances family life with wife
Bruna and three daughters, Isabella (10),
Kayla (5) and Charlotte (6 months). For
fun, he kicks off at soccer games.
Renato’s driven to excel for two reasons.
“Offering customers the freshest, tastiest

pizza and pasta means making them
happy, which makes me happy. If I don’t
keep improving my business, someone
else will,” he says wryly.
Regulars know chicken parmigiana is
prepared from scratch, and don’t mind
waiting. People also love chicken marsala
steeped in a rich mushroom wine sauce
with red onions. Chicken piccata with
capers is luscious in a white wine lemony
sauce.
Appetizers
Customers love their traditional Italian
appetizers. The ever popular fried calamari
is lightly battered and served with
marinara or tartar sauce, along with fresh
lemon wedges. Breaded chicken breast
strips are delish; so are buffalo wings.
Pizza with Pizzazz
Indisputably, the pièce de résistance are
North Beach Pizza’s award-winning
handcrafted pies. The top three pizzas are
Barbary Coast, Cable Car and North
Beach, each with its own signature
sauce—BBQ, ranch-style and traditional
red.
Barbary Coast is redolent in a tangy
sweet-savory BBQ sauce with moist
chicken and “the perfect amount of red
onion,” says a customer. Cable Car pizza
has a ranch-style dressing with chicken,
bacon, tomatoes and green onions. North
Beach, studded with pepperoni, green
pepper, sausage, olives, mushrooms and
red onion, zings with the traditional red
sauce.
Ceaselessly Innovating
Always innovating, Renato’s take on
dessert pizzas are getting very popular,
too. “Once people try them, they come
