The Chairman announced a visit by the Department of Housing and Urban Development
on February 24, 1967.

Possible transfer of the economic analysis function of OEP to the proposed new

1. Mr. Bourassa was on leave until July 16 but would be in the local area after
July 8.
2. Due to the pressure of events, the Intelligence Briefing by Mr. Collins had
been cancelled.
3. SFD has the DASA Catalog and agencies can be assured of space if they meet
the following requirements: Grade GS-13 or above and TS clearance.
4. The Justice Department has informed SFD that they have set up a CP to
monitor all racial disturbances--it is termed "Summer Project."
Mr. McEldowne y (OOD/OCD) asked for an explanation of STAFCOM functions and the
Ch~.irman explained its operation. Mr. McEldowney also asked about signatures of
those authorized to release messages during an emergency. The Chairman stated
that a sigpature card should be made out for those who would be here in an emergency
and authorized to re lease messages . All FAR's should keep their signature cards for
message release as current as possible .
Or. Zigler expressed the appreciation of the Public Health Service for the excellent
briefing and tour they received during their visit June 28.
Mr. Moore announced that the Emergency Broadcasting System Test will be changed
to the first Thursday in July because of the holiday; it will then revert to the first
Monday.

Mr. Davis suggested that NATO coordinators be notified of the CUBIC MILE
Exercise.
Dr. Zigler suggested that Col. Boyles present a program for the FAR's on
Viet Nam, using his color slides. Col. Boyles agreed to .prepare such a
program in the future.
Mr. Handy announced that Dr. Waldo Duberstein of CIA had conducted a
brie£Gtg on Viet Nam in Region V headqu~rters and suggested that an ·
~mpt be made to get Dr. Duberstein to brief the FAR 1 s at a future
eeting. Mr. Handy also suggested that the OEP News Letter be distributed
the FAR's. {Note: this has been taken care of; distribution will be made
at FAR Meeting.} Mr. Handy raised the problem of the alerting procedures.
A discussion ensued and representatives of USAlCA and SFD will discuss

eting regarding ICS clearance requirements be clarified. After some

Meeting Minutes which contained a reference to high level participation in
exercises. A general discussion about the pertinent references followed,

·There was a discussion durir:g the briefing and a follow-up discussion after the
concluding critique.
·T he Chai rman announced that Mr. Morrissey would retire December 15 and would be
introducing his replacement in the near future. There will be a farewell party for
Mr. Morrissey o~ the eve of his retirement.
Attending:
The Chairman announced that the State Department will visit for a briefing and tour
on Thursday, December 14 .
Mr. Oliver asked about the new gate being constructed at the Area A entrance .
Col. Boyles gave an explanation of its need and use.
Mr. Davis a sked about a copy of General Taylor's speech at the Executive Reserve
Conference being made available to the FARS. The Chairman stated that SFD was in
the process of getting the speech and the FARS would be notified when it was available.
Mr. Morrissey announced his imminent retirement and thanked the members for the
cooperation given him over the years. He introduced Mr. Alexander F. Muir as his
replacement. Mr. Muir has previous experience here.
Mr. Jack Olvis stated he would retire on December 29 and extended an invitation to
all members to visit him in Florida .
