1.0 SCOPE
1.1 This Procedure covers the procurement aspects of all contracts under which
CONTRACTOR is to procure materials and equipment for SAUDI ARAMCO.
1.2 This Procedure sets forth CONTRACTOR Quality Assurance (QA) and Quality
Control (QC) requirements for the procurement of material and equipment
required for the construction of offshore platforms and pipelines.
DESCRIPTION
1.3 If CONTRACTOR's responsibility includes both the procurement and the

construction of offshore facilities, both Part I and Part II of this Procedure shall
apply.
1.4 If CONTRACTOR's responsibility is limited to the fabrication and/or installation of

offshore facilities, only Part II of this Procedure shall apply.

3.6 In cases where equipment is to be shipped from the plant directly to the work site,
QC shall be performed at the vendor's plant.

(*) 3.7 CONTRACTOR may subcontract with qualified persons or agencies to provide
QC services. Use of a subcontractor should be highlighted in bid documentation.
Upon Contract award, and prior to notice to proceed, CONTRACTOR shall submit
to SAUDI ARAMCO the name, location and qualification of each inspector to be
used in procurement inspection. SAUDI ARAMCO reserves the right to disqualify
any inspector(s) or inspection agency(ies).
If the inspector(s) has been certified by the "self certification" method such as the

copy of the actual test utilized and certification must be provided as part of the
qualification back-up documentation for each inspector.
3.8 CONTRACTOR shall require all subcontractors to conform to this Procedure

subvendors, subcontractors, and manufacturers meet SAUDI ARAMCO
standards and specifications as defined in Section 2.0, herein.

3.9 Failure of a vendor, subvendor, subcontractor or manufacturer to deliver materials

or equipment which meet the specifications and standards shall not relieve
CONTRACTOR of responsibility to meet such specifications and standards.

4.0 QA/QC PLAN AND PROCEDURES

4.1 QA/QC Procurement Plan
(*) 10 4.1.1 Within thirty calendar days of the effective date of the Contract,
CONTRACTOR shall submit to SAUDI ARAMCO, a QA and QC Plan
for procurement. The plan when received and approved by SAUDI
ARAMCO, shall be used by CONTRACTOR in his procurement
activities.

4.1.3 Where appropriate, CONTRACTOR shall combine its QA and QC Plan
for Procurement with its QA and QC Plan for Construction (fabrication

4.1.4 CONTRACTOR shall participate in a coordination meeting while

CONTRACTOR's Plan is under SAUDI ARAMCO review for the
purpose of establishing a complete understanding by CONTRACTOR of
SAUDI ARAMCO QA and QC requirements.
4.1.5 SAUDI ARAMCO shall have the right to initiate pre-inspection meetings
for the purpose of establishing the QA and QC Plan's application to

or vendor shall initiate such a meeting when any QC matter requires
coordination or instruction before manufacturing begins.
4.2 Procurement Procedures
4.2.1 When requesting bids and placing orders with vendors or

manufacturers, CONTRACTOR shall use procurement practices in
conformity with SAUDI ARAMCO's system of standards and

as a minimum, all applicable SAUDI ARAMCO documents listed in
Section 2.0, herein.

5.0 MANPOWER REQUIREMENTS

5.1 CONTRACTOR shall designate one qualified person as his Inspection Supervisor
for procurement.
5.2 SAUDI ARAMCO will designate one or more QA Coordinators to the project to
monitor CONTRACTOR's QC performance during the procurement phase of the
Project, and to assist CONTRACTOR by recommending and interpreting
applicable SAUDI ARAMCO standards, specifications, codes and other
requirements.

This team will function under the guidelines set forth in SAEP-1150, and will have final
acceptance authority for materials and equipment procured by CONTRACTOR.
6.0 INSPECTION REQUIREMENTS

6.1 CONTRACTOR shall test and inspect all materials and equipment coming under
his area of responsibility.
6.2 Inspection of SAUDI ARAMCO material and equipment shall be in accordance

3.0 GENERAL REQUIREMENTS AND RESPONSIBILITIES

3.1 During the course of construction of offshore platforms and pipelines,
CONTRACTOR shall provide QA and QC as necessary to assure himself and
SAUDI ARAMCO that applicable codes, specifications and standards (including
those incorporated in Contract Drawings) are met.

If the inspector(s) has been certified by the "self certification" method such as the
American Society of Non-Destructive Testing Recommended Practice SNT-CP-

189, a copy of the actual test utilized and certification must be provided as part of
the qualification back-up documentation for each NDE technique.
3.5 Waiver of SAUDI ARAMCO standards or specifications during construction of the

facilities requires prior written SAUDI ARAMCO approval.
(*) 3.6 CONTRACTOR shall submit to SAUDI ARAMCO, in writing, his requests for
waivers at least 4 weeks prior to the date of inspection, testing, or examination
during the fabrication/construction phase for any requirement which is the subject

3.7 CONTRACTOR shall monitor the construction work area, the shops, storage
facilities, and offices to assure that all equipment and tools are maintained in good
operating condition, all materials are safeguarded and under proper control, all
consumables are within their shelf life time limits, all craft personnel have their
applicable certifications, and all other similar such items. Such monitoring shall
commence at least three days prior to start of work and shall be continued as long
as work is being conducted.

4.0 QA/QC PLAN AND PROCEDURES

4.1 Within thirty calendar days of the effective date of the Contract, CONTRACTOR

and approved by SAUDI ARAMCO the said plan shall be followed by
CONTRACTOR in the construction of the offshore facilities.
4.2 CONTRACTOR's QA and QC Plan for Construction shall be prepared for the
scope of work to be performed by CONTRACTOR, and shall cover all activities for
the duration of Contract. As a minimum, the plan shall cover the following:

meeting as part of SAUDI ARAMCO's review of CONTRACTOR's plan.

guidelines set forth in SAEP-1150 and will have final acceptance authority on
CONTRACTOR's work.

more than twelve hours per shift unless unusual circumstances arise.

6.0 INSPECTION REQUIREMENTS

6.1 The CONTRACTOR shall verify the correctness and completeness of all
10 documentation that pertains to material, as received into CONTRACTOR’S
custody. The CONTRACTOR shall verify that materials, as delivered, conform
with the requirements of relevant documentation in all respects. Saudi Aramco will
furnish Mill Certificates for Saudi Aramco supplied materials.
10 6.2 Where Mill Certificates are not available for Saudi Aramco Free Issue Material the
CONTRACTOR will at Saudi Aramco cost coordinate and execute the required

(*) 6.3 In cases where there is no applicable standard inspection and/or test procedures
for an item of material or equipment, CONTRACTOR's QC Supervisor shall submit

minimum of thirty calendar days in advance of any inspection or testing of said
material and/or equipment.
6.4 In the event that SAUDI ARAMCO inspection requirements as defined in Section

in writing a proposed inspection and/or test procedure. This procedure may be

6.7 Inspection records and films shall be stored in a clean dry area by CONTRACTOR
for a period of one year after completion and acceptance of the work. Records and
films after that period can be disposed of.
7.0 INSPECTION RECORD BOOKS

7.1 General
Inspection Record Books shall be prepared, in accordance with SAEP-122, by
