Pisay says Never Again:

Statement Against Extrajudicial Killings

Kian Loyd Delos Santos, a Grade 11 student at the Our Lady of Lourdes College, was
killed on August 16 in an anti-illegal drugs operation in Caloocan City. Police claim that
Kian fired at them with a pistol, prompting them to shoot him in self-defense, and that
they later found two packets of shabu on his person as well as the gun which they
allege Kian used on them.1, 2

However, CCTV footage, multiple witnesses, and the family of the slain student
contradict the statements made by the officers. Eye-witnesses testify that Kian was
given a handgun and forced to run, before being summarily executed while pleading for
his life. Kian was 17 years old, the same age as some of our PSHS students--like them
and other students even before, his chief worry would normally be getting by in school.
On that fateful evening, his killers were unmoved when he begged them, “Tama na po,
may test pa ako bukas (Enough, sir, I still have a test tomorrow).”3 Autopsy reports
show that Kian died from three gunshot wounds: two shots while he was on the ground,
facedown,4 and a “treacherous” third shot.5

Malacañang says Kian’s case was “happily isolated.”6 However, Kian’s death comes at
the heel of the deaths of at least 29 other minors 7 among what may be as many as
13,000 8 Filipinos killed since the start of the Duterte administration’s “War on Drugs” --
whose first six months resulted in over 7,000 fatal casualties during police drug
operations and over 4,000 slaughtered in vigilante-style killings.9 Kian’s death is merely
the latest and most alarming indication that indiscriminate brutality has become the
norm in Duterte’s War--a war wherein police would repeatedly claim, over the bullet-
riddled corpse of some poor folk, that they had to shoot in self-defense. And it is also
Kian’s death, while no more heinous than any of the thousands of prior incidences of
extrajudicial killings, that now has catalyzed the frustration of a public weary of this
Administration’s violence and abuse.

Enough is enough.

If we as a people do not speak up and act, we shall allow a contagion far worse than
Marcos and his Martial Law to infect our society and our future as a nation.

We will never forget the pain and sacrifice of the victims of State-sponsored atrocities
orchestrated during the Marcos fascist dictatorship. We shall always remember the
bravery and patriotism of our own Pisay scholars who rose up against the tyranny of the
Marcos Regime, ten of whom are enshrined at the Bantayog ng Mga Bayani.10 And it is
in never forgetting our lost generation of leaders, it is in remembering our valiant fallen,
that we are roused to resist.

They said No then, and we say No now.

Pisay says Never Again, a community of concerned members from the Philippine
Science High School System, strongly condemns and opposes this wanton disregard
for due process, and this use of excessive violence promoted by the State to allegedly
end criminality attributed to drug abuse especially among the poor.

We hold President Duterte seriously accountable for his irresponsible statements that
have emboldened vigilantism and the disregard for human rights and due process. 11 We
call on President Duterte to put an end to these senseless killings and to this war waged
on the poor and defenseless, and to let the rule of law prevail once more. We demand
justice for fellow Filipinos denied of due process, and accountability from those who
perpetuate this abuse of power.

We strongly oppose the resurgence of a de facto fascist authoritarian government, its


calculated erosion of the integrity of our democratic institutions, and its grave violation of
the fundamental human rights that are enshrined in our Constitution.

Never Forget: Never Again.

Pisay says Never Again is an informal alliance of concerned alumni, students, faculty, staff, and parents
of the Philippine Science High School system.

The alliance was formed to unite against the burial of the dictator Ferdinand Marcos at the Libingan ng
mga Bayani, and the Marcos family’s attempts to return to power.

We now actively oppose any resurgence of fascist authoritarianism.
