MANOA NEIGHBORHOOD IN CRISIS OVER HISTORIC 1919 STRAUB


MANSION ILLEGALLY CONVERTED INTO MONSTER HOME

WHO: Manoa residents gather to protest an investor’s illegal conversion of this


single-family home and the resulting crime and other horrific impacts on this
formerly peaceful neighborhood

WHERE: Gilmartin/Turetsky residence at 3282 Paty Drive, Honolulu. Next door to the
former Dr. Straub (of Straub Clinic) home

The home at 3308/3284 Paty Drive, purchased in the Fall of 2016 by Grant Guangren
Shen, who converted it into a six-unit apartment house with no building permits or
zoning variances. The owner introduced himself to neighbors saying he was “honored to
live here,” though he does not.

Department of Planning and Permitting was notified of the illegal apartments, and a
citation for excessive kitchens was issued on March 13, 2017. The owner removed or hid
many of the oven ranges, technically bringing him into compliance. The owner is
currently under investigation for un-permitted construction and numerous zoning
violations. He also owns a 24-bedroom Waianae property, among others.

One tenant, currently under investigation by the Regulated Industries Complaint Office,
is operating a used/junked automobile dealership on the premises and surrounding streets.
His vehicles are towed and/or fraudulent plates removed by the police on a regular basis.
At any given time, 6-14 of his vehicles are parked on the property and surrounding
streets, including a derelict boat and numerous industrial trailers.
Today there are 12-20 people living in the house. They have eleven cars, three dogs and a
used automobile dealership with an additional dozen-plus vehicles on a property (zoned
as a single family dwelling) that has housed one family since 1919.

The police are on the property frequently for violent threats made by tenants, altercations,
late-night noise, parking issues and theft.

Neighbors are working with HPD, DPP, Regulated Industries Complaint Office (RICO),
Malama Manoa, the Manoa Neighborhood Board and the Outdoor Circle on this
situation. The property has been under investigation for well over a year and not only has
there been no enforcement, the problems are increasing. The noise, crowding, parking,
garbage and crime issues resulting from this illegal monster house have reached crisis
proportions.

Allowing these monster home developers to proceed unchecked emboldens them and
threatens the very fiber of our beautiful city. Residents simply want the property owner to
obey the law and the agencies involved to do their jobs-- enforce the existing regulations
against these illegal activities and restore peace to our neighborhood.

Manoa Neighborhood Board Chair Dale Kobayashi comments that, "Increasing numbers
of Manoa Valley residents have been talking to me about illegal rentals operating in our
neighborhood. It's a particularly troublesome issue given the limited parking and already
strained infrastructure in Manoa. There's a definite sense that current regulations
governing existing residential rentals are difficult to enforce."
