Call for Papers

The Asian Association for Public Administration (AAPA) proudly invites you to join
our 2nd international conference, which will be held in Jakarta on February 7-9,
2011. The conference theme is "Enhancing Public Trust in Changing Asian
Societies".

Background
Global economic and political conditions are facing enormous change recently. The
world's constellation has shifted, with a few Asian countries playing more
important roles, as indicated by the growth of China, the emerging giant India, and
the resilience of Indonesia, following the success of Korea and Japan since 1990s.
However, no single Asian country can relax in this situation, because of political
instability in many Asian countries.

Consequently, public administration in every country plays an important role in


enhancing public trust. Innovations have been made to improve the lives of citizens.
Good governance has become fashionable in many countries. However, few
countries succeeded in implementing it. Administrative reform, which is an
important aspect of good governance, has to be adjusted to each country's context.

Meanwhile, the wave of decentralization which begun in 1980s has not stopped.
Central government in many Asian countries have handed over their authority to
local governments to improve governance or to encourage local democracy. Many
countries have succeeded, but many have failed too. The bureaucracies in some
countries have become corrupt institutions.

Conference Theme and Sub-Themes

The aim of the conference is to discuss the recent trends in public administration
and possible future scenarios in the emerging Asian countries.

This conference invites you to send your papers within these two sub-themes:

2. Local Governance and Public Trust

a. Decentralization Policy
b. Fiscal Imbalance and Disparities
c. Local Democracy and Political Cooptation over Bureaucracy

Abstract Submission
Please send your abstract (not more than 250 words) to aapa2011@ilmu-
administrasi.ui.ac.id. The submission of abstract is end at October 12, 2010.
Accepted abstracts will be announced at October 22, 2010. Full paper of accepted
abstract should be submitted not later than December 28, 2010.

Conference Venue
The conference will be held at the University of Indonesia, Jakarta.

Conference Registration Fee

The registration fee for the conference is 450,000Rupiah. Please transfer to FISIP
Universitas Indonesia, BNI KCU UI, Acc. No.1273000295 (SWIFT Code:
BNINIDJA). Please give explanation "AAPA Conference Registration" and write
your name. The payment is expected to received by conference local organizers
before 7 January 2011.

Participants as Discussants
Local organizer will also open the chance to faculty members, postgraduate
students, and lecturers to join the discussion without submitting papers. The
number will be restricted to 30 persons. Type a simple paragraph (not more than
100 words) on which theme interest you like and why, along with your name,
contact information as well as institute affiliation, and send to aapa2011@ilmu-
administrasi.ui.ac.id with subject "Discussant Submission". Organizers will contact
selected candidates. Please note that discussants would not have registration fee
waiver.
