Lavado is a Health Specialist in the Social Sector Division, Central and West Asia
Department. She is currently processing a project on maternal and child health in Tajikistan. She is also
conducting sector assessments for Khyber Pakhtunkwha, Pakistan and Armenia. Prior to joining ADB, she
was a Health Economist at the World Bank, working as a Task Team Leader and team member for several
health projects and analytical products in Armenia, Tajikistan, Kyrgyz Republic, Uzbekistan, Georgia,
Kazakhstan, Belarus, Bulgaria, and Russia. She was also a Senior Fellow at the Institute for Health Metrics
and Evaluation and was in-charge of the research team that estimated expenditures by diseases and meta-
analysis of household surveys and national health accounts. She obtained her BA in Ateneo de Manila
University, PhD in Hitotsubashi University and her post-doctoral degree at the University of Washington.
