Local Housing Assistance Plan/LHAP (FY2018-19, FY2019-20, and FY2020-21) (End) VARIANCE PERMIT — CHINESE LANTERNS / WINDMARK BEACH Upon recommendation by County Administrator Hammond, Commissioner McDaniel motioned to grant the Sheriff's Office a variance permit to allow the Blue Sky Kids to release Chinese lanterns at WindMark Beach. Commissioner Rich seconded the motion. Chairman Quinn called for public comment. There being no public comment, the motion passed unanimously. AGREEMENT — EGLIN AIR FORCE BASE / BEACH ACCESS CAPE SAN BLAS After discussion by County Administrator Hammond, Commissioner McCroan motioned to approve the Chairman to sign the Right-of-Entry Agreements with the Department of the Air Force regarding Eglin Air Force Base beach access on Cape San Blas. Commissioner Rogers seconded the motion. Chairman Quinn called for public comment. There being no public comment, the motion passed unanimously. LETTER TO CITY OF PORT ST. JOE - COMMUNITY REDEVELOPMENT AGENCY Upon request by County Administrator Hammond, Commissioner Rich motioned to approve a letter to the City of Port St. Joe regarding the C.RA. (Community Redevelopment Agency). Commissioner McDaniel seconded the motion. After inquiry by Chairman Quinn, County Attorney Novak provided a timeline of the redevelopment project; stating that it will be up to the City and County Officials to make an analysis of whether the project accomplished its goal. After discussion, Chairman Quinn called for public comment. There being no public comment, the motion passed unanimously. TRIUMPH UPDATE Chairman Quinn discussed his concerns with the newspaper article regarding Triumph funding and projects; asking staff to respond to questions raised in regards to the Triumph application. Chairman Quinn requested that the County's representative on the Triumph Board, Jason Shoaf appear before the Board at the next regular meeting. County Administrator Hammond reported that Gulf County has $15 million reserves and $63 million total, at a minimum; noting that Gulf County's minimum amount of money is safe. County Administrator Hammond stated that staff worked two (2) years on this (dry dock) project and the official application was submitted last night. Upon inquiry by Chairman Quinn, County Administrator Hammond stated that all elected bodies (County, City of Port St. Joe, City of Wewahitchka, and Gulf County School Board) supported the one project for this first year. Chairman Quinn noted his support of other applications deemed good for Gulf County. Commissioner McCroan discussed the multi-purpose use of the road (old Mill site); stating that Gulf County needs jobs. Discussion followed by members of the Board regarding the (dry dock) project. County Administrator Hammond provided a history of the County's efforts to create jobs and the creation of Triumph. Upon inquiry by Commissioner McCroan, County Administrator Hammond stated that the dry dock will be joint ownership between Gulf County and The Port Authority. He reported that staff will invite the County's representative to the Triumph Board meeting which is scheduled June 12, suggesting each Board member contact the Triumph Board members to encourage them to look favorable on our application. GROUND BREAKING CEREMONY ~ DRY DOCK PROJECT County Administrator Hammond announced that the ground breaking ceremony for the Dry Dock project will be held June 4" at 10:00 a.m., E.T. at the old Mill site, in conjunction with Eastern Shipbuilding INTER-LOCAL AGREEMENT — BAY COUNTY / E.M.S. TRANSPORT County Attorney Novak discussed a recent policy adopted by Bay County (Commission) regarding (E.M.S.) transport for residents; reporting that this new policy will have a 7 negative effect on what Gulf County can provide to the residents of Mexico Beach and change how the County will be reimbursed. He stated that Bay County is proposing an interlocal agreement; reporting once drafted the Chairman will sign it. County Attorney Novak stated that any cost above and beyond what is not reimbursed through Medicare, Indigent Care, on their transports from Mexico Beach, Bay County will pay the difference. After discussion, Commissioner McDaniel motioned to authorize the Chairman to sign an interlocal agreement with Bay County regarding the E.M.S. transport of residents of Mexico Beach. Commissioner Rogers seconded the motion. Chairman Quinn called for public comment. There being no public comment, the motion passed unanimously. SUPPLEMENTAL AGREEMENT — MRD ASSOCIATES / ST. JOSEPH PENINSULA BEACH RENOURISHMENT PROJECT E.D.C. Director Yeager requested the Board's approval for a supplemental agreement with MRD Associates on the St. Joseph Peninsula Beach Renourishment Project, to be paid from the 4" penny (tourist development tax-beach renourishment). Michael Dombrowski, of MRD Associates appeared before the Board to discuss the supplemental agreement; reporting that the work is anticipated to commence in August, 2018. Commissioner McCroan motioned to approve the agreement (with MRD Associates) Commissioner Rich seconded the motion. Commissioner McCroan requested a payment schedule moving forward regarding this project to help staff. Chairman Quinn called for Public comment. There being no public comment, the motion passed unanimously. AGREEMENT ~ MANSON CONSTRUCTION COMPANY / ST. JOSEPH PENINSULA BEACH RENOURISHMENT PROJECT Upon request by E.D.C. Director Yeager, Commissioner Rogers motioned to approve the Chairman to sign the necessary documents with Manson Construction Company for the St. Joseph Peninsula Beach Renourishment Project (Bid #17 18-13), contingent upon staff review. Commissioner McDaniel seconded the motion. Chairman Quinn called for public comment. There being no public comment, the motion passed unanimously. EXTEND AGREEMENT — LANGTON CONSULTING / RESTORE ACT GRANT CONSULTANT SERVICES E.D.C. Director Yeager reported that the agreement with Langton Consulting for grant work (Bid #1617-05) will expire in June, 2018; stating County Administrator Hammond will be extending this contract for another year. CONSORTIUM UPDATE E.D.C. Director Yeager reported that the State Expenditure Plan was approved by the twenty-three (23) Counties and it will be submitted to the Governor and the Council for review and approval. He stated that once approval is received, then the Counties will start their projects. E.D.C. Director Yeager reported that Gulf County appropriated $1.8 million to the City of Port St. Joe for the Beacon Hill septic to sewer phase, $1.8 milion to the City of Port St. Joe for sewer upgrades within the City, $1.8 million to the City of Wewahitchka for septic to sewer projects, and another project listed is an erosion control project on Cape San Blas. E.D.C. Director Yeager reported that Pot Ill monies will come over a period of twelve (12) years in phases for these projects. County Attorney Novak stated that the County was notified that the Fish and Wildlife Commission (FWC) had submitted a report to their Natural Resource Committee recommending that 47 (forty-seven) acres/100 units be removed from the CBRA unit of P30. He reported that a House Bill will be introduced to the House floor; looking to be passed before Memorial Day, and hopeful the other 900 acres will be removed by the end of session at the end of the year. OIL DRILLING ALONG APALACHICOLA RIVER Rebecca Jetton, representative of the Apalachicola Riverkeeper Board of Directors appeared before the Board to discuss the concerns of oil drilling along the Apalachicola River ; reporting that the Florida Department of Environmental Protection issued a permit for an exploratory oil well near Kinard above the Apalachicola River in Calhoun County. She requested that the Board consider amending the County's Comprehensive Plan and Land Development Regulations (LDRs) to prohibit oil drilling in the wetlands and in the one hundred year floodplain along the Apalachicola River and to prohibit the disposal of toxic chemicals, brines, solid waste leachate and other industrial wastes utilizing shallow or deep injection wells. TRIUMPH FUNDING Christy McElroy, of Port St. Joe appeared before the Board to continue discussions regarding RESTORE and Triumph; discussing her concerns regarding the applications submitted on education. She reported that the School Board is interested in submitting ‘some applications; requesting to review the application submitted on the culinary school. Backaround The vision for the One-Stop Delivery System isto align a wide range of publidy and privately funded education, employment, and job training programs while also providing high-quality customer service to ob seekers, workers, and businesses. One-stop centers (currently branded as American Job Centers) continue to be’a valued ‘community resource, known both locally and nationally as an important source of assistance for those looking for Work or workers, and thase looking for opportunities to grow their careers. This agreement is inlended to coordinate resources and to prevent duplication and ensure the effective and efficient delivery of workforce services in the counlies represented by CCG. The goal of Vocational Rehabiltation (VR) is to assist an individual in achieving or maintaining an employment outcome that is consistent with his/her unique strengths, resources, Priorities, concems, abilities, capabilties, interests and informed choice. Ticket to Work is a Social Security Administration program availabe to Floridians. Gost/ Resource Sharing Costs ofthe infrastructure of CareerSource Gui Coasts comprehensive Job Center will be funded in ‘accordance with the requirements of the Workforce Innovation and Opportunity Act; federal cost principles and all other applicable legal requirements. As a Direct Linkage partner, Divsion of Blind Services will pay its share of infrastructure costs as outlined in the Infrastructure Funding Agreement. Ifanissue arises involving this MOU, both parties will make every effort to reach a resolution in a timely and ficient manner. For Partners that advance funds to the local area, CareerSource will only send a copy of the updated budget. ‘5. Upon receipt of the invoice and adjusted budget, each Partner will review both documents ‘and will submit payment to CareerSource no later than fifteen (15) days following receipt. Payment of the invoice signifies agreement with the costs in the adjusted budget. For Partners that advance funds to the local area, CareerSource may draw down funds for ‘quarterly payments upon approval via email ofthe reconciled budget. 6. Partners will communicate any disputes with costs in the invoice or the adjusted budget to CareerSource in writing. CareerSource will review the disputed cost Items and respond accordingly to the Partner within ten (10) days of receipt of notice of the disputed costs. When necessary, CareerSource will revise the invoice and the adjusted budget upon resolution of the dispute. Vill. STEPS UTILIZED TO REACH CONSENSUS ‘The Partners and CareerSource conferred regarding the involvement of each partner at the CareerSource Centers. The appropriate allocation bases were discussed and those bases included in this IFA were agreed upon as the most appropriate. To determine the extent to which Limited English Proficiency (LEP) services are required and in which languages, the law requires the analysis of four factors: ited English 1. The number or proportion of LEP persons eligible to be served or likely to be encountered by the County's programs, services or activities. Using the 2010 census data, the Gulf County BOCC (15 thousand pop.) has determined that LEP individuals speaking English less than very well represent approximately 2% of the community. Of the 2%, LEP individuals speaking Spanish make up 0.7%, LEP individuals speaking Asian or Pacific Islands make up 0.2% and LEP individuals speaking other Indo- European languages make up 0.1%. The County realizes that such statistical data can be outdated or inaccurate. Therefore, the County contacted local entities to determine the estimated proportion of LEP citizens served by those entities. ‘The Florida Department of 348 Transportation, LEP Guidance references that 351 [approximately 2% of Gulf’s population} Spanish speaking residents are located in Gulf County. Given this information, the County reasons that a relatively small portion of its service population are LEP speakers of Spanish or other languages. 2. The frequency with which LEP individuals come in contact with these programs, services or activities. ‘The County has not received any requests for translation or interpretation of its programs, services or activities into Spanish or any other language. 3. The nature and importance of the program, service, or activity to people's lives. All of the County’s programs are important; however, those related to safety as well as transportation is of critical importance to its public, as access to health care, emergency services, employment, and other essentials would be difficult or impossible with reliable ‘transportation systems. In that spirit, the County must ensure that all segments of the population, including LEP persons, have been involved or have had the opportunity to be involved in the planning processes to be consistent with its nondiscrimination goals. 4. The resources available to the County and the likely costs of the LEP services. In August of 2010 Gulf County contracted with OPTIMAL phone interpreters (OPI) to provide multiple language services for the county residents and visitors. When needed, the County can request assistance from this organization who then in turn offers competent language services at a minimal cost. The analysis of these factors suggests that extensive LEP services are not required at this time. Nevertheless, the County believes that occasional Spanish language assistance may be necessary for meaningful access by members of the public. To date the service has not been utilized. The analysis of these factors suggests the LEP services are not required at this time. At a minimum, the County commits to: + Maintain a list of employees who competently speak the LEP language (s) and who are willing to provide translation and/or interpretation services. © Distribute this list to staff that regularly has contact with the public. * Provide public notification in the LEP language of the availability of language assistance, free of charge. The County understands that its community profile can change causing the four factor analysis to be reviewed. As such, the County will periodically examine its LEP Plan to ensure that it remains reflective of the community's needs.
