Company Information Stirling and Clackmannanshire’s City Region Deal is a once in a life
time opportunity to secure inclusive economic growth for the region.
The Inclusive Growth Commission says that GVA is not enough, it is
important for us to understand how the benefits of the City Region
Deal are distributed across different geographic areas and social or
income groups.

We need to develop and support the implementation of an Inclusive


Growth Framework for the area, ensuring that our City Region Deal
vision secures place-wide commitment to fairness and social value
in all City Deal procurement and commissioning, service-delivery,
employment, and beyond.

Business and Third Sector organisations would like to be given more


scope to drive local economic development and regeneration. In
particular many businesses and Third Sector organisations indicate
that the benefits of future growth which are shared and sustainable,
would be a worthwhile development - enabling civil society and
community groups, alongside public and private sector partners, to
shape, oversee and jointly deliver inclusive growth locally.
Moreover, this is a key priority for the Scottish Government.
Project Description Working within the Economic Development & Regeneration
Department, the main responsibilities of the intern will include:

1. Creating a model that will allow us to measure inclusive growth

2. Collaborate with key partners – Government, Business and Third


Sector, to design the model, incorporating learning from elsewhere

3. Creating a performance framework which aligns with the Stirling


City Region Deal.

The strategic intent of the City Region Deal in terms of inclusive


growth will focus on achieving a positive City Deal negotiation
outcome in line with the following targets outlined in the City Deal
strategic case:
 reducing the health inequalities gap between the most
advantaged and disadvantaged;
 reducing the attainment gap between the most advantaged and
disadvantaged children;
 growing the number of apprenticeships and internships through
targeted schools and work programmes;
 ensuring growth is sustainable for the City and its rural and
disadvantaged areas.

The requirement to create a new model for inclusive growth and a


framework for measurement is a new one. Therefore, it is
important that it is recognised by key stakeholders, such as the
Scottish Government that it has validity. We need someone who
can work in a team approach with external organisations, is able to
come up with options and solutions to issues and can have an
analytical assessment of how the new model will be a measurement
tool.
Additional Skills It would be good to have an understanding of how economic
growth can benefit disadvantaged groups and address the
challenges faced by many. A strong ability to write in a compelling
way, to demonstrate the value of the project is important, as is
good communications skills to present new ideas to colleagues and
elected members of the Council.
