(3) Director (Personnel) in the Central Headquarter will be the Appointing Authority in respect of all Group “B’ (Non-Gazetted) / Group ‘C’ posts of General Central Service of GSI in Central Headquarter. (4) Director-cum-Head of Office of the Regional Headquarter will be the Appointing Authority in respect of all Group “B' (Non-Gazetted) / Group *C° posts of General Central Service of GSI in Regional Office, in the Specialized Wings viz, RSAS, M&CSD, and GSIT! and in the State Units under the Region. (5) The competent authority will assign the work attached io the post of ADG (P&A) to any ADG, in addition till regular incumbent assume the charge of ADG (P&A). Note: An order imposing a major penalty passed by an authority subordinate to the appointing authority contravenes the provision of the mules. As suck major penalties in respect of employees [who were in past appointed by DDG in charge of the Regions/RSAS/M&CSD/GSITI or by the DDG (P&A) in the CHQ)}, cannot be imposed by Director-cum-Head of Office or by Director (Personnel).
