China Africa Development Fund Representative Office Launched

The Launching Ceremony of the Representative Office of China Africa Development Fund
(CADF) in Ethiopia was held in Addis Ababa on March 30th, 2010,. Mr. Wei Hongtian, Charge d'
affairs of the Chinese Embassy in Ethiopia, Mr. Chi Jianxin, CEO of the CADF, H.E. Mr. Sufian
Ahmed, Ethiopian Minister of Finance and Economic Development, and H.E. Mr. Girma Birru,
Ethiopian Minister of Trade and Industry, attended the Launching Ceremony and delivered
speeches. Over 200 Chinese and foreign guests, including five ministers from the ministries of
Finance and Economic Development, Trade and Industry, Agriculture, Transport and
Communication, Mines and Energy and Ambassador Haile-Kiros of Ethiopia to China, diplomats
from the Chinese Embassy and representatives of Chinese companies were present at the event.

Mr. Wei Hongtian, the Chinese Charge d' affairs, says that China and Ethiopia enjoy traditional
friendship. The recent years, in particular, have witnessed rapid development and fruitful
achievements of cooperation in various fields between the two countries. The setting up of the
CAD Fund was one of the eight measures announced by President Hu Jintao at the Beijing
Summit of the Forum on China-Africa Cooperation (FOCAC) in 2006. Since its establishment in
2007, the CAD Fund has been operating well, and Ethiopia has seen the largest numbers of
investment projects and biggest volume of investment from the Fund, which has already
committed 4 projects in the country. Chinese Premier Wen Jiabao announced the "Eight New
Measures" for further promoting cooperation between China and Africa at the Fourth Ministerial
Conference of FOCAC held in Sham El Sheikh of Egypt in last November, which were dedicated
to further promoting the development of China-Africa and China-Ethiopia friendly cooperation. The
opening of the representative office of the CAD Fund not only shows the confidence of the Fund
in Ethiopia, but also the Chinese Government's commitment and concrete follow-up step in
implementing the "Eight New Measures", which will greatly advance economic and trade
cooperation between the two countries.

In their opening remarks, Minister Sufian Ahmed of Finance and Economic Development and
Ambassador Haile-Kiros spoke highly of China-Ethiopia relations, and expressed gratitude to
China for its long-term support to Ethiopia's economic development. Girma Birru, Minister of
Trade and Industry, read a congratulatory message from Prime Minister Meles Zenawi, who
expressed his congratulations to the establishment of the Fund, saying that the founding of the
China-Africa Development Fund was an important step in furthering the cooperation between
China and Africa. He continued to say that it was a great pleasure that CADF was now opening a
Representative Office here in Addis Ababa and articulated his confidence in the Representative
Office's commitment in seeking developing and strengthening contacts and communication with
Ethiopian and East African governments and enterprises and pushing trade and investment for
mutual benefit.
