it was noted that all necessary prerequisites have been submitted in
grder for NRCS to sign the project agreement on the construction of
recreation facilities at cabin Lake Recreation Park.
Sugg, discussed Supplemental Watershed agreenent No. 5 for Limestone
Greek Watershed and noted that 3.6 remaining miles of channel work along
with 5 fishing access areas are being deleted due to not being apie to
get a Corps of Engineers 404 permit for this type work. Following
discussion Mercer made and Willians seconded motion to sign agrecrent.
Motion carried unanimously.
Sugg informed group of meeting with county commissioners concerning DEM
water quality report of cabin Lake, and that report doesn’t indieegen =
major problen at this point, but it does indicate it could be a peosiem
Af corrective measures are hot taken. He noted that DIM representative
Dave Adkins told commissioners that high readings could possibly have
resulted from a flock of geese or ducks on pond just prior to eimplos
being taken, and that at least 5 samplings need to be taken fora! good
Feading. Sugg also pointed out that only 2 out of 34 readings taken
over 8 Period of sampling trips showed fecal choloform presence, “He
noted that Board followed procedure to eliminate potential probieas 293
years ago by contacting Murphy Farms on potential problens; meeting #ich
Wendel1 wurphy on locating of new operations; and contacting Dall to
monitor water quality as soon as lake completed.

Discussed request from Commissioners Fussell, Walker, and Powers on
obtaining information trom US Army Corps of inginesrs on any assistance
available to clean out Northeast River, Goshen Swamp, and crecke in
Duplin County. Following discussion willians nade and Sullivan seconded
notion to send letter requesting information to COB. Motion carriad
unanimously.
Following discussion of the proposed project, "Managenent Practices to
Reduce Nonpoint Source Pollution on a Watershed Basis" being proposed to.
USDA-CSRS, ‘and it being noted that NRCS will provide a half-tine waste
Banagenent spezialist for the wetland component and the full-time
technician for the precision tarming component as outlined in the
proposal, Willians nade and Mercer seconded motion to write a letter to
br. Frank Hunenik at NCSU endorsing the proposed project. Motion
carried.
‘Tippett gave an update on the progress being made with the NC Ag Cost
Share Program noting that landowners are installing remaining practices
under the 1993 Program Year and those that have not have released funds
to rollover to the 95 Program. Lanier and Kennedy are working os
contracts to encumber approximately $15-20,000 in addition to'the
reallocation of $38,391. ‘The main practice being planned is Lagcon
upgrades to hep with the December 31, 1997, 0200 deadline.
Tippett informed the Board that information was mailed out on Resource
Conservation Workshop to the four high school vo-ag teachers, but no,
Fesponse has been received to date. Following discussion on’ finding @
good, qualified applicant, Mercer nade and Sullivan seconded motion te
still submit application information if an interested person is located.

Aaslestad reported on Goshen Hydrologic Unit and Herrings Marsh Run
Projects indiceting that status about saxe as previous month with sork
focusing on nutrient management plans and updating aninal waste
managenent plane.
Sugg informed croup that Russell Tucker, County Manager, met with rim
and three techricians, Lanier, Kennedy, and Houston, concerning thelr
gutside enployzent In’ agrinent Services. He notea that Tucker basically
gave then until the end of the year to nake a decision to divest
Ehenselves of Agriment services or quit county employment. Sugg ncted
that he was bringing this up to keep board informed, but not asking ror
any action at this time. Pickett noted that if they want to keep these
business, they must keep it separate, even though every tine they Get
one person to do things right, they are putting us ahead in the program.
Following discussion on letter from Don Abernathy concerning
budget/progran cuts, Williams made and Mercer seconded motion for letter
to be prepared to répresentatives requesting support of the conservation
Programs." Motion carried.
