The Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA) is the center of
excellence for agriculture of the Southeast Asian Ministers of Education Organization (SEAMEO), an international

Getting things done
On behalf of the SEARCA Governing Board, I would like to congratulate SEARCA for its
numerous feats this fiscal year. The GB knows the hard work that the SEARCA management
and staff members have put in to meet the targets not only of the year in review, but also of
the Eighth Five-Year Plan (FYP) as a whole.
Indeed, in spite of the new challenges that the region faces, SEARCA has continued to
be persistent in the pursuit of its mission and goals of agricultural and rural development
for poverty reduction and food security in Southeast Asia. While marked gains have been
made in terms of institutional capacity-building, agriculture and related sectors to which
belong the majority of poor Southeast Asians still need to be enriched, particularly in the
aspects of agricultural productivity and competitiveness. SEARCA’s work, particularly with
Cambodia, Lao PDR, Myanmar, Timor Leste, and Vietnam underscores the Center’s role
and intention to be an important catalyst for capacity-building. Through SEARCA’s work,
more opportunities have been opened up to these countries in a time of a globalizing Asia.
The accomplishments that SEARCA has chalked up in FY 2008/2009 show that even in the
midst of a financial crisis, things can get done. Working with partners is key. When efforts
are joined together, more can be achieved.
We are confident that the Ninth FYP (2009/2010 – 2013/2014) places the Center on an
even more solid ground for which to carry out its future endeavors.

MESSAGE FROM THE DIRECTOR
Being steadfast
Fiscal Year 2008/2009 was a milestone year for the Center as it saw the completion of
SEARCA’s Eighth Five-Year Plan (FYP) and the preparation of the next FYP. The year was met
with various challenges, including sharp price increases in rice and fuel, increasing climate
change manifestations and risks that beset Southeast Asia, and the lingering adverse effects
of the the global financial crisis. SEARCA has, however, remained steadfast in its mission of
building institutional capacities in agricultural and rural development in Southeast Asia.
This fiscal year was a good harvest for SEARCA as it witnessed the beginning of several
new activities. SEARCA, together with the National Academy of Science and Technology,
Philippines and the Dioscoro L. Umali Foundation, conferred the first Dioscoro L. Umali
Achievement Award in Agricultural Development.
SEARCA also enhanced its training programs with a new course dubbed as Leadership
Excellence in Academe Program for Southeast Asia
Apart from its new roster of scholars, SEARCA co-organized with its longtime partner, the
German Academic Exchange Service (DAAD), and other local partners, an International
Conference cum Homecoming of SEARCA Alumni gathering 109 participants composed of
alumni, scientists, academicians and researchers from nine Southeast Asian countries.
A new offering was also initiated, the Re-entry Program for Graduate Scholars to enable
them to implement follow-up activities and projects on a problem addressing a specific
concern that will utilize their newly acquired expertise.
Before the Eighth FYP concluded, SEARCA already consulted with its partners in crafting its
Ninth FYP while taking into account the new and emerging development issues that abound.
I am certain that this new plan lays a strong foundation for SEARCA’s next five years, helping
it cement its role as a leading enabler in the science and practice of agricultural and rural
development in Southeast Asia. I would like to extend my heartfelt thanks to all the staff,
development partners, liaison agencies, the Governing Board, and the Philippine Government
that hosts us, for their support to SEARCA during my two terms as Director. May you continue
to give your relentless support to SEARCA in the coming years.

Summary
The period July 2008 to June 2009 is the final year of SEARCA’s Eighth Five-Year Plan (FYP). A major
influence in this Plan’s framework was the conviction that the global community’s efforts in fighting
poverty must focus on agricultural and rural development (ARD) – the most populous sector in Southeast
Asia. That is, ARD is not an end in itself; rather, efforts toward it must be grounded on the bigger context
of poverty reduction and food security.

In this Plan, SEARCA clearly indicated poverty reduction and food security as the goals of its core
programs, namely: graduate scholarship and short-term training, research and development, and
knowledge management. Agricultural Competitiveness and Natural Resource Management are the
channels by which SEARCA intended to contribute to the attainment of these goals.

The focus on agricultural competitiveness essentially meant working for the improvement of areas that
have significant bearing on agricultural and rural growth, particularly: (a) quality of human capital, (b)
access to productive resources and technology, (c) economic and institutional constraints, and (d) rural
support services/systems. The natural resource management theme was to tackle such concerns as:
(a) sustainable land use and water management, addressing watershed management, integrated water
resources management, and soil conservation/land use management, and (b) biodiversity conservation,
covering resource profiling and assessment, resource management and planning, and environmental
valuation and modeling.

ith the completion of the Eighth FYP, the following have been the accomplishments and progress by
SEARCA:
Graduate Scholarship Program
This Program, started in 1969, aims to train potential leaders and trailblazers in ARD by providing scholarships leading
to master’s and doctoral degrees. The past five years saw the enhancement and strengthening of the Program’s
recruitment procedure, expanding the reach of the call for application as well as using the World Wide Web to make
the application easier and more accessible to potential applicants. These enhancements have resulted in an increase
in the pool of candidates. The other enrichments to the program in the past five years include the establishment of the
PhD Research Program and Re-entry Program for Graduate Scholars; and the reinvigoration of the Academic Bridging
Program, sandwich degree arrangements between the SEARCA scholars’ host universities and leading universities in
the developed countries such as Canada and France; and the SEARCA Professorial Chairs Program. The GS Program
also carries out SEARCA’s role as secretariat of the Southeast Asian University Consortium for Graduate Education
in Agriculture and Natural Resources. In FY 2008/2009, the following were this Program’s accomplishments:
• Awarded 22 graduate scholarship grants (12 full scholarships, 10 PhD research only) and saw the completion of
25 scholars (20 full, 5 PhD research). At the end of FY 2008/2009, SEARCA had 120 ongoing graduate scholars
(105 full, 15 PhD research). This brings to 1,274 the total number of scholarships awarded by SEARCA (1,250
full, 24 PhD research). SEARCA now counts a cumulative total of 1,064 completed graduate study grants; of
these, 1,056 are full grants (448 PhD, 608 master’s) and 8 are PhD research grants.
• Awarded Academic Bridging scholarships to five Timorese. Two have started their studies at the University of
the Philippines Los Baños (UPLB).
• Organized an International Conference cum Homecoming of SEARCA Alumni on 27-28 November 2008 at
SEARCA as one of the major activities in celebration of SEARCA’s 42 anniversary and as one of the Center’s

contributions to the centennial celebration of the University of the Philippines (UP), where many SEARCA alumni
pursued their graduate studies. The conference’s theme was Developing Tomorrow’s Leaders: Responding to
the Challenges of Globalization.
The German Academic Exchange Service (DAAD) has been SEARCA’s long-time partner in the above-mentioned
capacity-building endeavors.
• Awarded nine professorial chair grants, bringing to 274 the total number of such grants provided by SEARCA.
In the case of UP, SEARCA has increased the grant amount to make it equal to the UP Diliman Centennial
Professorial Chair, using similar stringent criteria in the awardees’ selection. This is to ensure that the award
becomes very honorific.

• Coordinated and monitored the implementation of 2 student exchanges, 1 faculty exchange, and 12 thesis
grants under the University Consortium; and organized, together with the University of Queensland, the 21st
University Consortium Executive Board Meeting on 2-3 December 2008 in Brisbane, Australia.
Research and Development Program
SEARCA’s Eighth FYP directed the Center’s R&D Program to spearhead ARD initiatives toward articulating policy
directions and institutional reforms to address the challenges of poverty, food insecurity, and natural resource
management.
A key modality that SEARCA has adopted in the past five years is the conduct of international conferences, workshops,
roundtables, and similar scientific meetings that bring together experts and scholars, eliciting from them cutting-
edge thinking on various ARD concerns. These activities enable the Center to contribute to mainstream development
discussion.
In FY 2008/2009, the R&D Program organized and conducted seven international/regional workshops and roundtable
discussions on fisheries, weather-based risk management, biofuels development, agribusiness, global financial
crisis, and sustainability science. These topics were discussed in the context of the climate change, food security,
and rural poverty. These events had at least 190 participants from Australia, Cambodia, Indonesia, Korea, Lao PDR,
Malaysia, Myanmar, Philippines, Singapore, USA, and Vietnam.
In addition, SEARCA conducted six research projects titled: (1) Effects of Biofuels on Agricultural Development,
Food Security, Poverty and the Environment in the Philippines; (2) Productivity Growth in Philippine Agriculture; (3)
Exploratory Study on the Selected Philippine Agricultural Commodity Import Statistics vis-à-vis Export Statistics
of the Exporting Countries; (4) Methodologies to Compute Geographic (Spatial) Price Index for the Poor; (5)
Sources of Price Integration within and among Markets of Major Aquaculture Species in the Philippines; and (6)
Characterization of Farm Holdings in the Philippines. Major partners for some of these projects are the International
Fund for Agricultural Development and two agencies of the Philippine Department of Agriculture -- Philippine Rice
Research Institute and Bureau of Agricultural Research.
The Center also continued to work on two book writing projects. One is titled Causes of Poverty: Myths, Facts and
Policies (A Philippine Study) and the other is Dynamics of Rural Development and Poverty Reduction in the Philippines
(formerly Anatomy of Rural Stagnation). Both books are expected to be completed in 2010. Further, research, writing,
and preparation for publication of four new volumes for the Southeast Asia Agriculture and Development Primer
Series were started. These are for Brunei Darussalam, Cambodia, Lao PDR, and Timor Leste; these four volumes
would complete the 11-country Primer series.
Seed Fund for Research and Training (SFRT). This competitive grant (maximum of US$15,000 per grant) was launched
in 2006 to provide assistance to selected promising Southeast Asian researchers whose desire to contribute to the

 region’s development through ARD research and knowledge dissemination initiatives may be hindered by lack of
funds. In FY 2008/2009, SEARCA selected eight proposals -- 1 each from Cambodia, Indonesia, Malaysia, Myanmar,
Vietnam, and 3 from the Philippines – to receive the funding grant. The topics were on agricultural economics,
agricultural engineering, agricultural extension, chemistry, food industries and biotechnology, plant genetic resources
conservation and management, resource economics, and watershed and environmental management. So far, 33
grants have been awarded.
In FY 2008/2009, two in-country seminars were organized – one each in Lao PDR and Vietnam – to disseminate the
findings of research carried out under the SFRT.
SEARCA Travel Grants. The SEARCA Travel Grant, established effective FY 2006/2007, is another strategy that the
Center adopted to help build the capacities of Southeast Asians in ARD. This grant provides limited funding support
to qualified Southeast Asians to present papers in scientific conferences, especially international ones. So far, 33
Southeast Asian researchers have benefited from this grant program; 9 of these were given in FY 2008/2009.
Knowledge Management
Short-term Training and Other Learning Events
Short-term training, a service begun in 1971, is SEARCA’s fast lane to capacity-building of the ARD sector in SEAMEO
member countries. In carrying out the Eighth FYP, a major reprogramming of the Short-term Training Program had
to be done so that it would be directly supportive of the Center’s two new thrusts: agricultural competitiveness and
natural resource management. It also meant a reorientation of strategies, catering the Program more to participants
who can influence the rural, agriculture, and environment sectors in Southeast Asia. Moreover, the Program was
realigned to current thinking in capacity development that emphasizes adaptive, experiential learning using mixed
modalities and platforms. Accomplishments in FY 2008/2009 include the following:
• Developed and refined six learning programs/initiatives for capacity-building, including a five-year program
for upgrading the governance expertise of the Philippine Department of Agriculture’s professional staff and
executives.
• Launched two online learning support platforms for its environmental economics/natural resource management
and higher education management courses.
• Conducted as well as co-organized nine learning events on agricultural biotechnology, agricultural production
risk management, biosafety, environmental economics, higher education management, impact assessment
vis-à-vis biofuels development, online learning, proposal writing, and rapid bioassay of pesticide residues.
These had 173 participants from Cambodia, India, Indonesia, Iran, Lao PDR, Malaysia, Myanmar, Nepal, New
Caledonia, Philippines, Sri Lanka, Thailand, Taiwan, and Vietnam.
• Co-organized the Asia/Pacific Regional Consultation on IFAD’s Rural Poverty Report (RPR) 2009, which had
36 participants from 12 countries. The RPR is IFAD’s flagship publication for policymakers and key rural
development actors on key challenges and lessons for overcoming rural poverty today.
• Continued to conduct the Agriculture and Development Seminar Series (ADSS), which provides a vibrant forum
for exchanging scientific knowledge and insights. The series had 59 seminars, three of which were webcast.

Publications and Websites
Information dissemination of agricultural research findings is SEARCA’s third co-equal objective. During the
implementation of the Eighth FYP, four new kinds of publications were begun: a journal, a primer series, a discussion
paper series and a policy brief series. Moreover, with its long history in digital information management, the Center
recognized the opportunities brought by new information and communication technologies in furthering its impact.
As such, the past five years have seen significant efforts given to exploiting and optimizing the use of the SEARCA
website as a knowledge management tool for agriculture and rural development. The following were achieved in FY
2008/2009:
• Produced 22 publications: 3 books, 3 journal issues, 2 monographs, 1 proceedings, 10 policy briefs, and 3
discussion papers. Moreover, at least 45 news articles were released to magazines, newspapers, and online.
• Managed 15 websites. The SEARCA website (www.searca.org) had a 94-percent growth in number of visitors
(from 71,124 in FY 2007/2008 to 137,737 in FY 2008/2009). The number of page views also increased by about
35 percent (from 317,520 in FY 2007/08 to 427,642 in FY 2008/2009).
• Launched the Knowledge Center on Climate Change: Adaptations in Agriculture and Natural Resource
Management (KC3, www.climatechange.searca.org), which promotes efficient knowledge sharing and
databases on knowledge solutions, climate change experts, R&D initiatives, and relevant learning events and
fellowships/grants.
• Continued to operate the Biotechnology Information Center (BIC), a collaborative project with the International
Service for the Acquisition of Agri-biotech Applications. Accomplishments in FY 2008/2009 include: (1) co-
organization/sponsorship of 20 agri-biotechnology seminars, workshops, and conferences; (2) conduct of
learning events, including five study visits to confined trials of biotech papaya and eggplant, biotech facilities,
and commercial plantings (with participants from Bangladesh, China, Egypt, India, Indonesia, Kenya, Malaysia,
Pakistan, Peru, Thailand, and Vietnam); (3) conduct of two media workshops, resulting in more than 30 news
and photo releases published at local and national dailies, and online news sources; (4) hosting of the Annual
Meeting of Biotechnology Information Centers of the ISAAA’s Global Knowledge Center on Crop Biotechnology
(covering Bangladesh, China, Egypt, India, Indonesia, Kenya, Malaysia, Pakistan, Thailand, and Vietnam);
(5) co-organization of the Jose Burgos Award for Biotech Journalism, which recognizes efforts of Philippine
journalists in communicating accurate biotech information.
Moreover, the BIC website visitors reached 77,754 (2% higher than in FY 2007/2008). Also 533 webpages
were added; 71 issues of the weekly e-news service were released, and 4,988 members were added to the BIC
e-group, which now totals 26,607 subscribers.
Fellows Program
In the past five years, SEARCA expanded its professional staff by establishing the Adjunct Fellows Program, Visiting
Research Fellows Program, and Senior Fellows Program. As of 30 June 2009, SEARCA had appointed four adjunct
fellows, six visiting research fellows, and five senior fellows.

 Dioscoro L. Umali
Achievement Award in Agricultural Development

The Dioscoro L. Umali Achievement Award in Agricultural Development was launched on 27 November 2007 to

promote agriculture by recognizing exemplary individuals who have advanced agricultural development in Southeast
Asia. The award is a collaboration among SEARCA, National Academy of Science and Technology, Philippines (NAST,

Philippines), and Dioscoro L. Umali Foundation (DLUF). It is expected to be given annually and comes with a cash
prize of US$10,000 and a plaque.

2008/2009
The first Umali Award was conferred on 27 November 2008 on Dr. Vo-Tong Xuan of Vietnam. Dr. Xuan has been
a scientist, educator, extension worker, administrator, and international servant in rural development, agricultural
diversification, and food policies for almost three decades. His dedicated and committed service toward the promotion
of diversified and sustainable agriculture, particularly in rice production, through his scientific publications, extension,
teaching and inputs to national policies has directly and indirectly impacted the lives of millions of people, especially
those in developing countries dependent on agriculture, particularly Vietnam.

Linkages and Partnerships
Linkages and networks are very valuable to the success of SEARCA’s ARD endeavors. SEARCA maintains its strong
ties with existing networks and continuously establishes new partnerships through regular and special activities. In
FY 2008/2009, SEARCA partnered with at least 56 organizations; 22 formal agreements were forged. Foremost of
these agreements was the one with the Government of the Philippines, which renewed its funding commitment to
SEARCA for another five years (FY 2009/2010-FY 2013/2014).

at reducing poverty and ensuring food security.

Future Outlook

With the expected completion of the Eighth FYP, SEARCA conducted a series of activities to formulate its Ninth
FYP. These included strategic planning workshops, key informant survey, and close consultations with the Center’s
stakeholders. The draft Plan was endorsed by the SEARCA Governing Board to the SEAMEO High Officials, which
in turn submitted it to the SEAMEO Council (SEAMEC), which finally approved it during the 44th SEAMEO Council
Conference on 5-8 April 2009 in Phuket, Thailand.

The Ninth FYP essentially continues the work that SEARCA started in its Eighth Plan, and builds on its accomplishments
in the past five years. Titled Enabling Institutions for Agricultural and Rural Development in a Globalizing Southeast
Asia, the Ninth Plan reasserts the agriculture and rural development agenda in efforts to reduce poverty and ensure
food security. It reaffirms SEARCA’s resolve to be the “lead enabler in the science and practice of agriculture and rural
development in Southeast Asia” and its commitment to building the capacities of Southeast Asian institutions working
toward ARD. The priority themes remain to be agricultural competitiveness and natural resource management.

he Plan identified three delivery vehicles by which SEARCA was to address its development goals, which are: graduate scholarship
and short-term training, research and development, and knowledge management (Fig. 1). These three vehicles correspond to the
three primary objectives for SEARCA’s existence, which are:

1. To provide participating countries with high-quality graduate education and training in agriculture.
2. To promote, undertake, and coordinate research programs related to the development needs and problems in agriculture of the
region.
3. To disseminate the findings of agricultural research and experimentation.

FY 2008/2009. It is divided into the following key result areas of
SEAMEO: (1) improvement of program excellence and relevance; (2)
enhanced quality and efficiency of management (including financial
viability); and (3) strengthened and increased linkages (including
wider clientele base). SEARCA’s future outlook completes the
report.

SEARCA’s substantive initiatives and activities are carried out through its core programs on Graduate
Scholarship, Research and Development, Short-term Training, and Knowledge Management.

Graduate Scholarship
Program
T
he first of SEARCA’s three-point
mandate is to provide participating
countries with high-quality graduate
education and training in agriculture. The first
major program established to carry out this
mandate was the Graduate Study Program,
which started in school year 1968/1969.
The program provides scholarships to highly
qualified Southeast Asian nationals who will
pursue their graduate studies (MS and PhD) in
agriculture and related sciences. The intention
is to develop agriculture professionals who
will assume leadership roles in their respective
countries and help influence the directions
for Southeast Asian agriculture and rural
development.
To complement the Graduate Study Program,
SEARCA in its early years began other
initiatives such as the Professorial Chairs
Program and the Visiting Scientists Program.
In 1989, the Center launched the Southeast
Asian University Consortium for Graduate
Education in Agriculture and Natural
Resources. This University Consortium (UC)
was a collaborative activity initially with seven
universities (5 in Southeast Asia, 1 in Australia,
and 1 in Canada). It facilitates activities such
as student and faculty exchanges, research
fellows, professorial chairs, and thesis grants.
Later on, SEARCA implemented an Academic
Bridging Program to address the special needs
of Cambodia, Lao PDR, Myanmar, Vietnam,
and recently Timor Leste by enabling selected
nationals to undergo a preparatory program to
increase their chances of pursuing graduate
studies.
In 2006, SEARCA began to offer PhD Research
Scholarships, which provide financial support
to a limited number of qualified PhD students
who are undertaking research studies relevant

GRADUATE SCHOLARSHIPS
(FULL GRANTS AND
PHD GRANTS)
In FY 2008/2009, SEARCA awarded 22 new
graduate scholarship grants; of these, 12
were full scholarships (3 PhD, 9 master’s)
and 10 were PhD research scholarships.
This brings to 1,274 the cumulative total
number of scholarships (1,250 full, 24 PhD
research) awarded by SEARCA to Southeast
Asians since 1969. The new scholars are
from Cambodia (3), Indonesia (5), Myanmar
(1), Philippines (11), Thailand (1), and Timor
Leste (1) (Annexes 1-3).
On the other hand, 25 SEARCA scholars
completed their graduate programs: 20
were full grantees (8 PhD, 12 master’s) and
5 were PhD research grantees. They are
from Cambodia (1), Indonesia (4), Lao PDR
(5), Malaysia (1), Myanmar (1), Philippines
(7), Thailand (4), and Vietnam (2). With
their completion, SEARCA now counts
a cumulative total of 1,064 completed
graduate study grants; of these, 1,056 are
full grants (448 PhD, 608 master’s) and 8
are PhD research grants.
Twenty of the 25 new graduate alumni
finished their studies at the University of
the Philippines Los Baños (UPLB); the
others graduated from Universitas Gadjah
Mada (UGM) in Indonesia (2), Universiti
Putra Malaysia (UPM) in Malaysia (1),
Central Luzon State University (CLSU) in
the Philippines (1), and Kasetsart University
(KU) in Thailand (1).
At the end of FY 2008/2009, SEARCA had
120 ongoing graduate scholars (105 full,
15 PhD research) (Annex 2). Three of the
ongoing scholars -- Ms. Ngo Thi Thanh Truc,
Mr. Ho Viet The of Vietnam and Ms. Thanda
Tin of Myanmar – are also affiliate scholars
of the International Rice Research Institute
(IRRI). The IRRI Affiliate Scholarship enables
the SEARCA scholars to conduct their
thesis research under the supervision of
an IRRI scientist. It also gives the scholars
access to designated computers, office and
laboratory facilities, and the IRRI Library and
Documentation Center.
The German Academic Exchange Service
(DAAD) is one of SEARCA’s longest running
partners in this program.
Academic Bridging Program
Among the goals of the National Development
Plan of the Government of Timor Leste are: (1)
to improve the people’s education status and
(2) to contribute to the improvement of the
economic, social, and cultural well being of
individuals and communities in the country.
It has been noted, however, that only a few
students from Timor Leste are able to obtain
admission to Graduate Schools outside
the country due to technical and language
deficiencies. To help Timor Leste address
the situation, SEARCA, in collaboration with
UPLB, designed an “Academic Bridging
Program for Timor Leste.” This special
program is intended to serve as a preparatory
program for Timorese applicants for possible
admission to a master’s program at UPLB. In
support of this program, the UPLB Graduate
School has offered a one-semester, non-
degree program specially designed to suit
the academic background and specialization
of each qualified Timorese candidate.
SEARCA has obtained DAAD’s support for
this assistance program. DAAD committed
to provide through SEARCA academic
bridging scholarships for five Timorese.
Two scholars have started attending classes
at UPLB in June 2009. The three other
scholarship grantees deferred their study
programs to the second semester of school
year 2009/2010 (Annex 4).
Professorial Chairs Program
SEARCA awarded nine professorial chairs to
members of the UP faculty in FY 2008/2009
(Annex 5). This brings to 274 the total number
of SEARCA professorial chair grants from
1974, when the program was started, to 30
June 2009. About 40 percent of these (111
grants) were given through the University
Consortium from 1994 to 2004. In 2005,
SEARCA expanded the provision of the
grants from UPLB to the whole UP System to
cover all its autonomous campuses, among
them UP Diliman, UP Manila, UP Visayas,
UP Mindanao, and UP Open University.
Moreover, to make the SEARCA professorial
chair grants to the UP System quite honorific,
SEARCA has increased the grant amount to
make it equal to the UP Diliman Centennial
Professorial Chair, using similar stringent
criteria in the awardees’ selection.

The University Consortium (UC) is presently
composed of nine universities in eight
countries, namely:

SEARCA, through its Graduate Scholarship
Department, has been serving as the UC
secretariat since the consortium was
started in 1989. As UC secretariat, SEARCA
coordinated the following activities in FY
2008/2009:
• 21st UC Executive Board Meeting held at
University of Queensland, Australia on 2-3
December 2008. During this meeting, the
UC Executive Board set the consortium’s
priority themes in the next two years as
follows: (a) food security and biosafety
and (b) biofuel and global warming,
climate change, and competition between
food and biofuels.
• The UC Board also decided to: a) identify
potential institutions, foundations, and
individuals with existing networks who
may be approached for funding; b) come
up with a marketing plan for the UC (to
emphasize the value-adding features and
track record of the UC) and market the UC;
and c) make proposals for projects and
generate funds for the UC.
• Completion of the UC thesis grantees
(Annex 6).

by the UC and SEARCA.
- Dr. Marina Natural (professor of plant
pathology), UPLB to KU. She went to
KU on 11-16 November 2008 to visit
the research site of her advisee, Ms.
Phikun Nuancharat, a UPLB graduate
student who was doing her research at
KU. While in KU, Dr. Natural delivered a
lecture on “Management of moko and
bugtok diseases of banana (Ralstonia
solancearum race 2)”. Dr. Natural’s
program was funded by the UC.

at SEARCA, Los Baños, Laguna, Philippines.
The conference was one of the highlights
of SEARCA’s 42 nd
anniversary celebration
and was held back-to-back with the
SEARCA graduate alumni homecoming. It
had a total of 109 participants composed
of alumni, scientists, academicians, and
researchers from Cambodia, Indonesia, Lao
PDR, Malaysia, Myanmar, the Philippines,
Thailand, Timor Leste, and Vietnam.
The conference discussed issues and
concerns confronting higher education
institutions in responding to the challenges
of fast-changing technological, social, and
political environments. It also provided a
forum for discussing the ASEAN context of
future leaders. Mrs. Hannelore Bossmann,
Head of Section, South and South East Asia
Section of DAAD, delivered a presentation on
DAAD’s policy in Southeast Asia. Dr. Arsenio
M. Balisacan, SEARCA Director, presented
the Center’s Ninth Five-Year Plan, whose
theme is “Enabling Institutions for Agricultural
and Rural Development in a Globalizing
Southeast Asia.” Moreover, the results of
the “Impact Study of SEARCA’s Graduate
Fellowship Program” were presented by
the external evaluator, Dr. Alex B. Brillantes,
Dean and Professor of the National College
of Public Administration and Governance,
University of the Philippines Diliman.

during the conference. The sub-themes

Development, 4) Lessons and Challenges in
Public-Private Partnerships for Agriculture
and Rural Development, and 5) Managing
Agricultural Development in a Globalizing
Southeast Asia.
It was co-sponsored by DAAD; Department of
Agriculture-Bureau of Agricultural Research
(DA-BAR), Philippines; SEARCA Fellows
Association of the Philippines (SFAP); and
Commission on Higher Education (CHED),
Philippines.
National Taiwan University’s 2009
Summer Program on Biodiversity
Recognizing SEARCA’s institutionalized
mechanism for recruitment of scholars, the
National Taiwan University (NTU) requested
the Center’s assistance in screening and
selecting scholars for NTU’s Summer
Program on Biodiversity, Agriculture, and
Culture held on 11 June-14 July 2009 in
Taiwan. Out of six applicants, SEARCA
nominated three (two Filipinos and one
Cambodian) to NTU, which granted
them scholarships. One Filipino and
one Cambodian were awarded full NTU
scholarship; the other Filipino was given a
partial scholarship by NTU and counterpart
support by SEARCA. The grantees are:
Mr. Chao Lay of the National Committee
for Disaster Management, Cambodia; Dr.
Fe Simbulan, a PhD student (veterinary
medicine) at UPLB; and Mr. Rodel Cabintoy,
an Agricultural Technologist of the Province
of Palawan, Philippines.
Research and
Development
W
hile Southeast Asia’s economic
condition as a whole has
improved over the
decades, the region continues to be home to
millions of small-hold farming communities
whose livelihoods and way of life are challenged
by the globalizing world. Many of these rural
inhabitants are trapped in poverty, and are
hard-pressed to find ways of getting out of
their indigence. The recent crises – rice, fuel,
global economic meltdown – as well as the
increasing manifestations and negative effects
of climate change exacerbate the situation of
these small-hold farming communities. They
are SEARCA’s raison d’etre.
SEARCA, through its Research
Development (R&D) Program, continues in
its objectives to: (1) conduct and coordinate
appropriate and relevant research
promote agricultural competitiveness and
sound natural resource management; (2)
take the lead on emerging agricultural and
rural development (ARD) issues; and (3)
spearhead ARD initiatives toward articulating
policy directions and institutional reforms.
The intention is to address the challenges of
poverty, food insecurity, and natural resource
management.

Strategy (SEARCA, 26-27 May 2009)
Climate change, manifested through extreme
variability of water conditions, poses high
risk to agricultural production and negative
impacts on the rural poor, among others.
Agri-insurance is one strategy of managing
risks by distributing these risks among
stakeholders. The regional workshop
discussed and evaluated the climate
change-related risks and their impacts on
agricultural production, rural income, and
poverty in the most vulnerable Southeast
Asian countries. Examples of recent local
and national initiatives, strategies and
experiences for managing climate risks in
agricultural production were presented, and
the roles of technologies, institutions, and
policies were highlighted. The workshop
also explored opportunities for a regional
collaborative research and use of weather-
based insurance products for sustainable
agricultural production and poverty
alleviation.
Technical Workshop on Biofuels
Development (Bagan, Myanmar, 9-30
September 2009)
From SEARCA’s policy roundtables toward
policy planning and strategic perspectives
and how countries can collaborate emerged

biofuels roundtable, with focus on formulating
a supporting framework plus associated

Sixth Policy Roundtable on Building
Capacities for Agricultural Competitiveness
of Transition Countries in Southeast Asia
(Halong, Vietnam, 16-17 April 2009)
Themed “Agribusiness: Challenges and
Opportunities for Growth toward Food
Security and Poverty Reduction in Transition
Southeast Asia,” the roundtable examined
the increasingly important role being
played by agribusiness and agro-industry
in socioeconomic development. It aimed to
have a common understanding of the state
of agribusiness in Cambodia, Lao PDR,
Myanmar, and Vietnam, including challenges
and opportunities for growth; share and
learn from experiences on agribusiness
development from more developed
economies; understand the impacts of
the current global economic crisis on
agribusiness in transition economies; and
appreciate the requisites for an enabling
environment for agribusiness, particularly in
the light of the economic crisis. It also aimed
to develop a plan for priority capacity-building
programs on agribusiness development,
including a timetable and modality for
mobilizing resources for the activity; and
explore possible partnerships between and
among SEARCA, CLMV governments, and
organizations, private and otherwise, from
East Asian countries to actively collaborate
in the capacity-building of these transition
countries. The participants highlighted
the need for capacity-building on macro-
level agricultural competitiveness through
awareness forums and study tours for
policymakers and policy advisers, which
would highlight lessons from successes
of neighboring countries, economic policy
analysis including supply chain, and micro-
level competitiveness focusing on hands-on
training in addressing specific bottleneck
and priority segments in the supply chain
common to the CLMV countries; and
provision of an enabling environment for
enhancing the connections between small
and medium rural enterprises and large
urban-based enterprises.
Seventh Policy Roundtable on Building
Capacities for Agricultural Competitiveness
of Transition Countries in Southeast Asia
(Vientiane, Lao PDR, 26-27 June 2009)
With “Global Financial Crisis: Impacts,
Challenges, and Responses toward
Strengthening Agriculture and Food Security
in Transition Southeast Asia” as theme, the
roundtable looked at the potentially negative
effects of the financial crisis on agriculture
and food security. The activity assessed the
impacts of the current global financial crisis
on agriculture and food security in transition
economies. It also intended to learn from
country experiences on coping with the
challenges and mining opportunities in
agriculture and food brought about by the
crisis and to appreciate the requisites for an
enabling environment to weather the crisis.
As with the past Policy Roundtables, this
one also aimed to develop an action plan
of implementation toward strengthening
agriculture in the midst of the global financial
crisis and explored possible partnerships
between and among SEARCA, CLMV
governments, Korea FAO Association, and
other organizations to actively collaborate
in capacity-building activities in these
countries. In the face of their common
experiences as well as unique agriculture
economies and responses in coping with the

Third Roundtable on Sustainability Science
(Cebu City, Philippines, 28-29 March 2009)
The need to embrace and assert a science
perspective and approach to sustainability
is the context within which the Third
Sustainability Science Roundtable was
organized. This roundtable discussion also
aimed to continue with the partnership
that SEARCA initiated with University of
Hawaii Manoa in 2006 in efforts to advance
sustainability science. Discussed were the
coming publication resulting from the First
International Conference in Sustainability
Science, which defines sustainability
science as the organization of research to
inform environmental and natural resource
management, starting with a specific policy
or resource management question and
developing a management model and data
requirements to answer the question. Also
discussed were the next conference and
other activities that the various institutions
in attendance could undertake to further the
science.
Fisheries and Climate Change in Southeast
Asia: A Regional Forum on Initiatives,
Information Exchange and Research
Cooperation (SEARCA, 20 March 2009)
Organized back-to-back with the Regional
Workshop on Climate Change and Food
Security, the forum conducted a preliminary
assessment of the impacts of climate change
on fisheries in the countries represented,
identified research gaps, and came up with
recommendations for action plans.

Second Vietnam SFRT Seminar Program (Ho
Chi Minh, Vietnam, 14 April 2009)
The seminar, titled Empirical Studies for
Agriculture in Vietnam from SFRT Grants
in 2006-2008, informed the public of the
SFRT-funded projects undertaken in the
country and their results. It also served
as a venue to promote the submission of
more proposals to the SFRT Program. The
SFRT grantees who presented their research
results came from UEH (1), Thai Nguyen
University of Agriculture and Forestry (1),
and Cantho University (3). The seminar was
organized in collaboration with the Faculty of
Economics, University of Economics in Ho
Chi Minh City.
First Lao PDR SFRT Seminar Program
(Nabong, Lao PDR, 25 June 2009)
The first seminar on Empirical Studies for
Agriculture in Lao PDR from SFRT Grants in
2006-2008 was conducted, in collaboration
with the National University of Laos (NUOL).
Two SFRT grantees, both from NUOL,

 presented their research results at the main
campus of the University. The seminar also
aimed to disseminate the information to the
public so that other interested parties in the
country can undertake needed follow-up
studies.
Productivity Growth in Philippine
Agriculture Project Workshops
Cluster workshops were conducted during
which the study teams presented their
preliminary results and fine-tuned the studies
for the project’s Final Workshop. During the
Final Workshop, study leaders presented
their results and findings to the other study
teams. They also discussed the publications
to be produced from the research studies
and the upcoming Dissemination Workshop
(see next section for more on the PGPA
Project).
R&D PROJECTS
The following were the R&D projects done in
FY 2008/2009 (Annex 8):
Exploratory Study on the Selected
Philippine Agricultural Commodity Import
Statistics vis-à-vis Export Statistics of the
Exporting Countries
Using the compiled Philippine import data
and the exports of the exporting countries
from COMTRADE database for the years
2000 to 2005, this study aimed to determine
the extent of the differences on the
quantity and value of selected agricultural
commodities (rice, corn, onions, garlic,
chicken, apples, oranges and frozen meat
of bovine animals). Completed in June 2009,
results of the study showed a considerable

statistics. The discrepancy may reflect both
legitimate conceptual differences between
Philippine imports and exports statistics of
the exporting countries as well as errors in
reporting.
Methodologies to Compute Geographic
(Spatial) Price Index for the Poor
The study, completed in May 2009, aimed to
develop a methodology in the computation
of spatial price indices to compare poverty
profiles across space and over time.
Eradication of poverty is a millennium goal
for every country. One useful indicator in
evaluating and monitoring the incidence
and severity of poverty relative to neighbors
is the measure of the purchasing power
of the poor’s income. This can partly be
done by computing a spatial price index or
geographic price index (GPI) for this group
that is different from the present series of
the Consumer Price Index (CPI) compiled by
the National Statistics Office (NSO) of the
Philippines.
While the World Bank publishes poverty data
deflated by consumption Purchasing Power
Parity (PPP), which amounts to using generic
cost of living indices that are constructed
from average prices, such practice does
not distinguish that the price relatives faced
by the poor differ systematically from the
average price relatives embodied in the cost
of living index used to deflate the expenditures
of all income groups, the purchasing power
of the poor, and hence, the poor’s real level of
consumption could be wrongly assessed. A
better way would be to compute PPP for the
poor based on what they buy and weights
derived from their expenditure pattern rather
than that of the entire population. Such data
for sub-groups of population however are
not readily available and hence need to be
developed. This study attempted to provide
a platform for such an undertaking.
Sources of Price Integration within and
among Markets of Major Aquaculture
Species in the Philippines
This study expanded the coverage of a
previous research titled Price Dynamics
and Market Integration of Major Aquaculture
Species in the Philippines conducted in
February-June 2008 by establishing the
reasons for the speed of price adjustment
between markets. Using regression analysis
to determine the factors likely to influence
the dynamics in the long-term trends of fish
prices, the suggested explanatory factors
were distance between markets, availability
of land or water transport routes which
facilitate the flow of products, and status
of infrastructure developments in the area,
among others. The study also looked at the
presence of market integration of the various
fish species in relation to the development of
infrastructures in the vicinity of the relevant
markets. Furthermore, the study took the co-
integration analysis further by investigating
the effect of seasonality in the price series.
Seasonality can be an important factor in
explaining the price co-integration found
in key markets, i.e., market prices have
shown long term relationships not because
of infrastructures that enhance marketing
links in the area, but because seasonality
in aquaculture production dictates the
movements in the respective prices.
Productivity Growth in Philippine Agriculture
The Productivity Growth in Philippine
Agriculture (PGPA) project, launched in
2007 by SEARCA in partnership with the
Philippine Rice Research Institute (PhilRice)
and Department of Agriculture-Bureau of
Agricultural Research (DA-BAR), is a three-
year major research project that aims to
identify and explain the nature, sources, and
causes of productivity growth of agriculture
in the country. In FY 2008/2009, the project
had conducted cluster workshops and
a final workshop where individual study
teams presented their results, findings,
and recommendations. The final workshop
also served as a venue for discussing the
final activities of the project, including a
Dissemination Workshop and publications
(e.g., monographs, journal articles, and
book). Moreover, the project organized a
seminar on productivity analysis at SEARCA
in March 2009 by Dr. Jean-Paul Chavas,
professor at the Department of Agricultural
and Applied Economics of University of
Wisconsin-Madison. Further, SEARCA
initiated a collaboration with the Philippine
Institute for Development Studies (PIDS) to
launch a study titled Outlook for Philippine
Agriculture: Scenarios and Options for
Productivity Growth, which would serve as
the project’s synthesis study.
Characterization of Farm Holdings in the
Philippines
Since 1960, the National Statistics Office has
been conducting every 10 years the Philippine
Census of Agriculture (CA). The CA gathers
basic structural data on the characteristics
of agricultural farmholdings such as the
physical area, tenure status, main use of the
land, crops planted, type of irrigation used,
farm equipment/machines used, as well
as the demographic characteristics of the
agricultural operators and their household
members, among others. The survey results
published and disseminated by NSO were,

 however, limited to descriptive statistics.
Thus, this research study attempts to provide
a more detailed analysis of CA 2002 and CA
1991, primarily to determine if there is any
improvement in the agriculture sector either
as a result of policy change, technological
improvement, shift in demands, or any other
factors for three selected regions.
Effects of Biofuels on Agricultural
Development, Food Security, Poverty and
the Environment in the Philippines
This two-year study, started in February
2009, is a collaboration between SEARCA
and the International Fund for Agricultural
Development (IFAD). It aims to rigorously
assess the effects of promoting biofuels
on the Philippine economy and contribute
to the formulation of appropriate policies
on biofuels development. Its target groups
in the country are local and national
policymakers, leaders from agricultural
and biofuels industries, poor farmers that
produce livestock commodities, and poor
consumers, especially those in urban areas.
In addition to the above R&D projects,
SEARCA also conducted three book writing
projects, as follows:
Causes of Poverty
Started in 2007, this book writing project
aims to publish an updated and expanded
version of Causes of Poverty: Myths, Facts
and Policies (A Philippine Study). The
original book, published in 1999 by the UP
Press, looked at the issue of poverty in the
Philippines in the 1990s in light of policy
reforms occurring at the time, structural
changes and economic fluctuations,

developments in world trade and finance, and
research findings on the nature and causes
of poverty. Significant poverty research and
policy developments, both global and local,
have taken place since then. Moreover, richer
data have become available in recent years,
providing an opportunity for deepening the
understanding of the nature and causes of
poverty in the Philippines. Hence, the revised
book is expected to become a more effective
resource for the design of poverty-reducing
policies and programs in the Philippines;
one that is highly relevant for contemporary
development policy. It is a collaborative
project between SEARCA and UP Diliman,
particularly its School of Economics. It is
also part of SEARCA’s contribution to the
celebration of the UP Centennial.
SEARCA organized a Conference
Imperatives for Poverty Reduction amidst
and beyond the Global Economic Crisis on
31 March 2009 in Quezon City, Philippines.
Done in partnership with the University of
the Philippines School of Economics, the
conference was a final critiquing process
in the publication of the book, which is
expected to roll off the press in 2010.
Dynamics of Rural Development and
Poverty Reduction in the Philippines
The project, formerly titled Anatomy of
Rural Stagnation, intends to examine the
causes of rural stagnation in the Philippines.
It will describe how the evolution of the
on macroeconomy, government policies, and
institutions has affected the Philippine rural
sector from the 1960s to the present. It will
analyze the channels by which the poor
performance of the agriculture sector has
induced rural stagnation, through misguided
policies and weak institutional frameworks,
against the backdrop of changing political
regimes.
Southeast Asia Agriculture and
Development Primer (SAADP) Series
Designed to be a brief but comprehensive
reference material on Southeast Asian
agriculture, the SAADP Series, started in
2004, presents the state of agriculture in
each country of SEAMEO. It discusses the
country’s institutions, structures, policies,
and other areas affecting the agriculture
sector’s performance in the recent past.
So far, seven volumes have been released,
featuring Indonesia, Malaysia, Myanmar,
the Philippines (with a revised edition),
Singapore, Thailand, and Vietnam.
The volumes on Lao PDR, Cambodia, Brunei
Darussalam, and Timor Leste are in various
stages of preparation.
SEED FUND FOR RESEARCH AND
TRAINING (SFRT) PROGRAM
This competitive grant was launched in 2006
to provide assistance to selected promising
Southeast Asian researchers whose desire
to contribute to the region’s development
through ARD research and knowledge
dissemination initiatives may be hindered
by lack of funds. This situation serves as
a barrier to translating promising research
and training into scientific outputs that
could be applied to promote development.
Moreover, the SFRT is intended to encourage
the implementation of projects with strong
potential to generating long-term funding
support. Each SFRT grant can be up to
US$15,000.
As of 30 June 2009, 33 grants have
been awarded. These include the eight
new grants given in FY 2008/2009. The
winning proposals were from Cambodia (1),
Indonesia (1), Malaysia (1), Myanmar (1),
Vietnam (1), and the Philippines (3). The
grants were awarded at the 42nd Anniversary
celebration of the Center on 27 November
2008 (Annex 9).
To help disseminate the outputs of the SFRT
projects, grantees’ seminars are organized.
Two such seminars were conducted in FY
2008/2009: one in Ho Chi Minh City, Vietnam
on 14 April 2009, in cooperation with the
University of Economics, and another in
Vientiane, Lao PDR on 25 June 2009, in
collaboration with the National University of
Lao PDR.
RE-ENTRY PROGRAM FOR
GRADUATE SCHOLARS
The Re-entry Program is a new initiative
started in FY 2008/2009. It provides some
funds to newly completed SEARCA graduate
scholars to enable them to implement follow-
up activities and projects that may serve
as starting point for a national or regional
study or research on a problem addressing
a specific concern that will utilize their newly
acquired expertise or in partnership with
other SEARCA graduate alumni. The first
grantees are Mr. Keopheth Phoumphon of the
National University of Laos, who completed
his MS in environmental science from UPLB
during the year and Dr. Marissa Parao of
Benguet State University, who finished her
PhD in silviculture and forest influences,
also from UPLB in FY 2007/2008.

Short-term Training
and Other Learning
Events
S
hort-term training, a service begun
in 1971, is SEARCA’s fast lane to
capacity-building of the ARD sector
in SEAMEO member countries. In carrying
out the Eighth FYP, a major reprogramming
of the Short-term Training Program had to be
done so that it would be directly supportive
of the Center’s two new thrusts: agricultural
competitiveness and natural resource
management. It also meant a reorientation
of strategies, catering the program more
to participants who can influence the rural,
agriculture, and environment sectors in
Southeast Asia. Moreover, the program was
realigned to current thinking in capacity
development that emphasizes adaptive,
experiential learning using mixed modalities
and platforms.
In FY 2008/2009, the Center, in collaboration
with partners, continued to develop high-quality
learning programs for offering either on fee
basis or collaborative schemes. It developed
and refined six learning programs/initiatives
for capacity-building of SEAMEO nationals
along their country needs and SEARCA’s focal
thrusts. These are: (1) Impact Assessment
and Biofuels Development: An Appreciation
Workshop for Media Practitioners; (2)
Umbrella Capacity Development Program
on Strategic Management and Policy for
Agriculture Professionals and Executives;
(3) Study Tour on Agricultural Biotechnology
for SEAMEO Member Countries; (4) Training
Workshop on the Implementation of Food
Control Programs in Southeast Asia; (5)
Research Management Course for Executives;
and (6) Training in Water, Food, and the
Changing Environment. These activities are
intended to address contemporary learning
needs for better decision-making as well as
research and development in agriculture and
rural development in Southeast Asia.

Biosafety Study Tour for Policymakers
in Selected SEAMEO Member Countries

The study tour aimed to enhance the
conceptual and practical knowledge of
the participants in planning, crafting,
and implementing biosafety rules and
regulations, in accordance with
Cartagena Protocol on Biosafety. It was
conducted with the help of the Rural
for Development Administration of South Korea.
It had nine participants from Cambodia,
Laos, Myanmar, and Vietnam.
Orientation on Online Learning Management
for Facilitators (SEARCA; 25-29 August
2008)
The orientation aimed to equip SEARCA staff
and subject matter experts from partner
organizations with practical technical
knowhow on online learning management
in order to be able to provide online learning
support to SEARCA training alumni and
prospective training participants. It had 22
participants from SEARCA and UPLB.
International Training Course on Responding
to Changing Climate: Knowledge-based
Strategies in Managing Risks in Agricultural
the Production (SEARCA; 8-12 September
2008)
The training course aimed to equip
government planners and technical staff
involved in agriculture and rural development,
in natural resource management, and in
disaster and risk management at the local,
national, and regional levels with proactive
approaches in managing risks in agricultural
production due to natural calamities. It had
14 participants from the Philippines and
Vietnam.
Understanding Impact Assessment: the
Biofuels Challenge (A Workshop for Media
Practitioners) (SEARCA; 26-27 March 2009)
The workshop reviewed basics on impact
assessment and data interpretation, then
allowed 18 media practitioners from the
Philippines to apply impact assessment
literacy to evaluating options in biofuels
development. It also provided the framework
for building awareness and understanding on
the emerging biofuels industry, technologies
to be developed and managed, policy and
regulatory issues, and socioeconomic
development challenges.
Fifth Executive Forum on NRM:
Environmental Economics for Decision-
making (SEARCA; 30 March-3 April 2009)
The forum enhanced decision-makers’
and mid-level environment and resource
managers’/ executives’ understanding
of recent trends and debates on global
and regional resource and environmental
problems such as climate change,
biodiversity, and transboundary problems
from an economics perspective. It also
refreshed their knowledge and appreciation
of environmental and resource valuation
(EVR) with emphasis on contingent valuation
method (CVM). It had 22 participants from
seven Southeast Asian countries.
Leadership Excellence in Academe Program
for Southeast Asia (LEAP SEA) (SEARCA;
20-22 May 2009)
The program provides a platform for
exchange of ideas, experiences, and
perhaps even resources among education
executives for the improvement of the level
of quality of institutions of higher education
in agriculture in SEAMEO member countries.
This first offering had 14 participants from
five Southeast Asian countries.
Agricultural Biotechnology Training
Workshop (Taipei City, Taiwan; 1-10
September 2008)
The training workshop aimed to strengthen
the capacity of 26 researchers from
Southeast Asia and Taiwan in conducting
biotechnology research and development
towards a stronger agricultural biotechnology
industry in Southeast Asia. It included lectures
and laboratory exercises on recombinant
DNA techniques, transformation, protein
expression systems, serological detection,
molecular detection techniques, and
genome analysis, plus study visits to biotech
industries. It was conducted in partnership
with National Taiwan University.
Proposal Writing Workshop (Phnom Penh,
Cambodia; 27 April-1 May 2009)
A collaborative activity with the International
Foundation for Science (IFS), the workshop
provided 22 young and promising
researchers (under 40 years) from Cambodia,
Lao PDR, and Vietnam an opportunity to
reflect upon key issues in scientific proposal
writing, research design, methodology
(qualitative vs. quantitative), literature
review, statistical analysis, questionnaire
design, and research project management.
This was toward equipping them to submit
winning proposals for support under the IFS
competitive research grants program.
Training Course on Rapid Bioassay of
Pesticide Residues (RBPR) on Fruits and
Vegetables for Market Inspection and Farm

objective. During the implementation of the
Eighth FYP, four new kinds of publications
were begun: a journal, a primer series, a
discussion paper series and a policy brief
series. Moreover, with its long history in
digital information management, the Center
recognized the opportunities brought by new
information and communication technologies
in furthering its impact. As such, the past
five years have seen significant efforts given
to exploiting and optimizing the use of the

knowledge of RBPR as a rapid testing/
screening tool for pesticide residues in fruits
and vegetables. Its 26 participants from 13
countries (seven from Southeast Asia) had
intensive lectures and hands-on experience
of the RBPR technique, then on-site visits
to rapid bioassay stations for technical
orientation. The course was co-organized
by the Food and Fertilizer Technology Center
for the Asian and Pacific Region, Asia-
Pacific Association of Agricultural Research
Institutions, and Taiwan Agricultural
Research Institute Council of Agriculture.
Moreover, SEARCA was tapped by
the International Fund for Agricultural
Development (IFAD) to organize the Asia/
Pacific Regional Consultation on IFAD
Rural Poverty Report (RPR) 2009 (Pasay
City, Philippines; 22-24 July 2008). The
consultation aimed to build a broad
constituency for the IFAD RPR 2009 and
to ensure that it would reflect current and
new challenges from the standpoint of
the rural poor. The RPR is IFAD’s flagship
publication for policymakers and key rural
development actors on key challenges and
lessons for overcoming rural poverty today.
The consultation had 36 participants from
12 countries, five of which are Southeast
Asian.
Altogether, these 10 activities had 208
participants, the large majority of whom
come from SEAMEO member countries.
Agriculture and Development Seminar
Series (ADSS)
In August 2003, SEARCA launched the
Agriculture and Development Seminar
Series (ADSS) as a support strategy in the
Center’s vision to be a leader in the science
and practice of agriculture. ADSS was
conceived to be a one-hour public seminar
held weekly to promote ideas generation and
scientific exchange, particularly in identifying
problems and concerns in specific sectors
of agriculture as well as their implications
for agricultural and rural development. Since
2003, SEARCA has been successful in its
efforts to organize the ADSS, week in and
week out.
In FY 2008/2009, 59 ADSS seminars were
conducted, three of which were webcast
(Annex 11). The presenters include Mr.
Rodrigo U. Fuentes, Executive Director of
ASEAN Centre for Biodiversity; Dr. Harold
J. McArthur, Jr. Director of Research
Relations, University of Hawaii at Manoa,
USA; Dr. Dennis P. Garrity, Director-General,
World Agroforestry Centre; Dr. Mahar
Mangahas, President and CEO of the Social
Weather Stations, Philippines; Dr. Segfredo
R. Serrano, Undersecretary for Policy
and Planning, Department of Agriculture,
Philippines; Prof. Dr. KH Didin Hafidudin,
Chair of the National Zakat Committee,
Indonesia; and Dr. Zhang Shiqui, Director
and Professor, Institute of Environment and
Economy, Peking University, China.
In FY 2008/2009, 22 publications were
produced. These are composed of 3 books on
fisheries, agrifood markets, and environmental
resource management; 3 issues of the Asian
Journal of Agriculture and Development
(AJAD); 2 monographs, 1 conference
proceedings, 10 policy briefs, and 3 discussion
papers (Annex 12a). The new books were
launched on 29 May 2009 at Powerbooks, a
well-patronized commercial bookstore and
top-ranking book distributor in Makati City,
Philippines, with which SEARCA signed a
distribution agreement.
AJAD continues to be in demand. Registered
in the Research Papers in Economics (RePEc),
a decentralized database of working papers,
journal articles and software components from
68 countries, AJAD had 4,708 abstract views
and 901 file downloads in FY 2008/2009.
To facilitate submissions to AJAD, SEARCA
developed an Open Publishing System (OPS),
which was pre-tested during the year under
review. Through the OPS, authors, reviewers,
and editors may access online anytime,
anywhere their submitted manuscripts and
see its stage of publication.
Moreover, at least 45 news articles were
contributed to magazines, newspapers, and
the web.
WEBSITES
Using Internet-enabled technologies,
SEARCA actively implements knowledge
sharing activities to increase its network
and audience reach. On 29 May 2009, it
launched a Knowledge Center on Climate
Change Adaptations in Agriculture and
Natural Resource Management (www.
climatechange.searca.org). Referred also
as KC3, this knowledge center underscores
SEARCA’s commitment to lead in tackling
the most urgent and relevant NRM and food
security concerns in the region. It promotes
efficient knowledge sharing and databases
on knowledge solutions, climate change
experts, R&D initiatives, and relevant
learning events and fellowships/grants.
Information Dissemination
SEARCA presently maintains 15 websites
(Annex 12a). The SEARCA website (www.
searca.org) had a 94-percent growth in
number of visitors (from 71,124 in FY
2007/2008 to 137,737 in FY 2008/2009).
The number of page views also increased
by about 35 percent (from 317,520 in FY
2007/08 to 427,642 in FY 2008/2009). The
Graduate Scholarship page remains to be
the most visited, followed by Conferences,
e-Library, AJAD, Biodiversity Research
Program, News, ADSS, Short-term Training,
About SEARCA, Research and Development,
and others (grants, jobs, facilities, etc.).
BIOTECHNOLOGY INFORMATION
CENTER (BIC)
On its eighth year of operation, SEARCA
BIC continues to grow in sharing knowledge
and delivering biotechnology information.
Through information sharing and

 collaborative initiatives, it aims to contribute
to development of better public perception,
understanding, and informed decision-
making relevant to agri-biotechnology. The
International Service for the Acquisition of
Agri-biotech Applications (ISAAA) remains
to be SEARCA’s partner in implementing the
BIC. The progress in FY 2008/2009 of this
information center is provided below.
Learning Events
Five study visits to confined trials of biotech
papaya and eggplant, and to other biotech
facilities and commercial plantings were
conducted. Participants were policymakers,
media, scientists, communicators, and
decision-makers from Bangladesh, China,
Egypt, India, Indonesia, Kenya, Malaysia,
Pakistan, Thailand, and Vietnam. BIC also
coordinated visits by high-level APEC
officials from Vietnam and Peru to these
confined trial sites and biotech facilities.
Also, three national training courses on
biotechnology, biosafety, risk assessment,
and social marketing and technical writing
were conducted as part of capacity
enhancement activities for scientists and
researchers.
With the mass media being a key stakeholder
in the dissemination of science-based
information on biotechnology, two media
workshops were conducted. One was
meant to impart current information on the
annual global adoption of biotech crops and
farmers’ first-hand experience in biotech
corn planting. The other focused on media
practitioners in the Visayas region (central
Philippines) as an appreciation course in
response to the ongoing virus-resistant
sweet potato project being implemented
by the Visayas State University and UPLB.
These workshops were attended by 30
print and broadcast media practitioners and
resulted in more than 30 news and photo
releases published at local and national
dailies, as well as online news sources.

Other learning events were conducted for
specific collaborators of ongoing public
sector biotech research and development
initiatives. They focused on ongoing crop
biotech projects in the Philippines that are
in confined trials, namely: PRSV-R papaya,
Bt eggplant projects, and the new virus-
resistant sweet potato project, which is
currently in the laboratory stage.
Conference and Other Scientific Meetings
SEARCA co-organized or co-sponsored 20
agri-biotechnology seminars, workshops,
and conferences in collaboration with local
and international partners. These include
national events like the Annual Scientific
Meeting of the National Academy of Science
and Technology, the National Biotechnology
Week and the Jose Burgos Jr. Biotechnology
Journalism Award. Altogether, these
activities had more than 2,600 attendees
from academe, government R&D institutions,
and nongovernment organizations.
In collaboration with ISAAA, Philippine
Biosafety Systems (PBS), and Agricultural
Biotechnology Support Project (ABSP
II) of the US Agency for International
Development, SEARCA spearheaded the
development of working concept notes for
two regional conferences. These are the
International Conference on Knowledge
Management in Agricultural Biotechnology:
The Asian Experience and the Regional
Training-Workshop on Risk Assessment of
Biotech Crops. Both conferences will be
implemented in FY 2009/2010.
Likewise, SEARCA through BIC hosted the
Annual Meeting of Biotechnology Information
Centers of the ISAAA’s Global Knowledge
Center on Crop Biotechnology. The event
held in March 2009 convened 16 country
node representatives from the BICs of
Bangladesh, China, Egypt, India, Indonesia,
Kenya, Malaysia, Pakistan, Thailand, and
Vietnam.
Communication and Media Activities
To develop more relevant biotechnology
communication materials and reach more
people, news articles, videos, and other
communication materials on biotechnology
information were translated into local
Philippine languages (i.e., Tagalog, Ilocano,
Bicolano, and Cebuano).
The BIC staff co-authored and contributed
five articles to the ISAAA Brief No. 40:
Communicating Biotechnology: Stories
from Stakeholders. Moreover, SEARCA BIC
distributed 32,319 publications published by
SEARCA, ISAAA, and other partners.
On e-based information strategies, BIC
added 533 webpages to its website (www.
bic.searca.org). It came out with 71 issues
of its weekly e-news service, which posted
266 media articles covering biotechnology
and related concerns; and added 4,988
members to its e-group, which now totals
26,607 subscribers. During the period
covered, visitors to the BIC website reached
77,754, which is 2 percent higher than
the number of web visitors in 2007/2008.
Moreover,
SEARCA BIC coordinated a tele-radio and
two radio interviews featuring scientists,
technology brokers, and farmer-leaders.
In its monitoring of the trend and direction
of biotech reports in the Philippines, the
SEARCA BIC found that Philippine media
coverage of biotechnology is positive with
308 (67%) articles signifying a positive
stance out of 462 articles gathered in FY
2008/2009. SEARCA has contributed
significantly to having and maintaining a
positive environment for biotechnology
in the country through its provision of
biotechnology backgrounders and updates
to media partners in print newspapers,
websites, e-news services and other online
news wires, and by actively reaching out to
different stakeholders through seminars and
workshops.
In FY 2008/2009, SEARCA BIC prepared 15
press releases and three photo releases,
which were published in the SEARCA website,
national dailies, on-line news wires, and
e-newsletters such as ISAAA’s Crop Biotech
Update (www.isaaa.org/kc), Check Biotech
Green (www.checkbiotech.org), SeedQuest
(www.seadquest.com), AgBioWorld (www.
agbioworld.org), and Truth About Trade and
Technology (www.truthabouttrade.org).
To recognize the efforts of Philippine
journalists in communicating accurate
information on biotechnology, the Center
co-organizes the Jose Burgos Award for
Biotech Journalism. In FY 2008/2009, the
co-organizers of this award honored Ms.
Sonny P. Tababa, outgoing BIC Network
Administrator, with a special citation for her
contributions in biotechnology education
and advocacy in the Philippines.
Fellows Programs
SENIOR FELLOWS PROGRAM
SEARCA started the Senior Fellows Program
in FY 2007/2008. Two renowned experts
were initially appointed: Dr. Edilberto C.
de Jesus, former Secretary of Education
of the Philippines and former Director of
the SEAMEO Secretariat, and Dr. Percy
E. Sajise, former Director of Bioversity
International Regional Office for Asia,
Pacific and Oceania and former Director
of SEARCA. In FY 2008/2009, three more
internationally respected professionals
were enlisted in the program. They are:
Dr. Donato Antiporta, formerly of UN Food
and Agriculture Organization (FAO); Dr.
Doris Capistrano, formerly of the Center
for International Forestry Research, Bogor,
Indonesia and External Advisory Group on
Forest Strategy Implementation, World Bank,
and Dr. Geronimo Collado, an internationally
respected consultant in management and
agricultural/ institutional development
(Annex 14).
The SEARCA Senior Fellows are expected
to provide gratis advice to the Center in its
conceptualization of programs and projects
as well as help in establishing linkages with
potential donors and partners.
SEARCA VISITING RESEARCH
FELLOWS PROGRAM
Three Visiting Research Fellows (VRFs) were
appointed in FY 2008/2009: Dr. Jerry Olsson
of the School of Business Economics and
Law, Goteborg University, Sweden; Dr. Maria
Estella Varua of the School of Economics
and Finance, University of Western Sydney,
Australia; and Dr. Nicomedes D. Briones of

PROGRAM
This program intends to contribute to the
pursuit of excellence and thrusts of the
University of the Philippines (UP), SEARCA’s
host institution, by opening opportunities
to the university’s researchers in order to
help nurture and advance their research
capabilities as well as expand their research
horizons. It is expected also to lead to
a stronger relationship between UP and
SEARCA. In FY 2008/2009, SEARCA had

Travel Grants
The SEARCA Travel Grants Program, begun in
FY 2006/2007, provides travel assistance to
enable qualified agriculture and agriculture-

scientific forums. This promotes knowledge
exchange and dissemination. Nine travel
grants were given in FY 2008/2009, bringing
to 33 the number of Southeast Asians who
have benefited from the program (Annex
15).
Dioscoro L. Umali
Achievement Award
in Agricultural
Development
The Dioscoro L. Umali Achievement Award in
Agricultural Development was launched on
27 November 2007 to promote agriculture
by recognizing exemplary individuals who
have advanced agricultural development in
Southeast Asia. The award is a collaboration
among SEARCA, National Academy of
Science and Technology, Philippines
(NAST, Philippines), and Dioscoro L. Umali
Foundation (DLUF). It is expected to be given
annually and comes with a cash prize of
US$10,000 and a plaque.
The first Umali Award was conferred on 27
November 2008 on the occasion of SEARCA’s
42nd Anniversary on Dr. Vo-Tong Xuan of
Vietnam. Dr. Xuan has been a scientist,
educator, extension worker, administrator,
and international servant in rural
development, agricultural diversification,
and food policies for almost three decades.
His dedicated and committed service toward
the promotion of diversified and sustainable
agriculture, particularly in rice production,
through his scientific publications,
extension, teaching and inputs to national
policies has directly and indirectly impacted
the lives of millions of people, especially
those in developing countries dependent on
agriculture, particularly Vietnam.
As a requisite of the award, Dr. Xuan gave
a lecture after the conferment of his award.
His lecture, which was published later as a
monograph, is titled A Path to Agricultural
Development.

 STRATEGIC AND OPERATIONAL PLANNING AND
MONITORING
The planning activities in FY 2008/2009, the final year of the Eighth
FYP, were designed to finalize the formulation of SEARCA’s Ninth
FYP, which is from July 2009 to June 2014. The draft Ninth FYP was
presented to the SEARCA Governing Board (GB) on its 54 and 55 th
(special) meetings held in Halong, Vietnam on 20-22 August 2008
and Makati City, Philippines on 21-23 October 2008, respectively.
After the GB’s approval, the Plan was presented to the SEAMEO High
Officials, which endorsed it to the SEAMEO Council. The Council
approved the Plan during the 44th SEAMEO Council Conference held
on 5-8 April 2009 in Phuket, Thailand. On the same occasion, the
Memorandum of Agreement between the Philippine Government and
SEAMEO for the Funding of SEARCA for FYs 2009/2010-2013/2014
was signed. Signatories of the agreement were H.E. Dr. Jesli A. Lapus,
Secretary of Education of the Philippines, and Dato Dr. Ahamad bin
Sipon, Director of the SEAMEO Secretariat.
As in previous years, the Center-wide operational planning process
was followed. The various departments/units’ operational plans
were monitored and reviewed; and an annual operational planning
session was conducted.
STAFFING AND MANAGEMENT
SEARCA has 61 authorized regular positions. As of 30 June 2009,
56 of these were filled. In addition, the Center engaged 32 contracted
staff members and 61 consultants. It also appointed three new Senior
Fellows, three Visiting Research Fellows, and one Adjunct Fellow.

The Center recognizes the need to continually upgrade the knowledge
and know-how of its staff members. Hence, it implements a Staff
Development Program, which provides opportunities to the staff
to undergo both formal and nonformal education, including staff
exchange activities with SEAMEO centers in other countries.
In FY 2008/2009, 51 staff members attended various knowledge and
skills-enhancing activities, six of which were international activities

(Annex 16). These activities also included three in-house seminars
– on business and report writing, basic photography, and road use
and ethics. Moreover, understanding the importance of a cohesive
set of self-driven individuals in order to strengthen and revitalize the
Center’s operations, Management invests resources to build esprit
de corps among the staff through various activities. These included

a host of socio-cultural and sports activities. The highlight of such
activities in FY 2008/2009 was the Elevating the Professional
SEARCA Team workshop held in Boracay, Aklan, Philippines on 26
February-1 March 2009. A SEARCA Family Day was also conducted
in May 2009.

during its 42 anniversary on 27 November 2008 (Annex 17).

and updated to support the Center’s strategic direction. These
included guidelines on staff appointments, honorarium payment,
staff appraisal, and organizational structure.
FINANCIAL SOURCES AND MANAGEMENT
The past five years have seen SEARCA’s Management giving priority
to stabilizing the Center’s financial status and to putting in place
the right mix of investment instruments to ensure its sustained
financial viability. As a consequence, SEARCA was able to secure the
continued financial support from its host government, the Philippines,
and to internally generate a good level of revenues largely from fund
investments, as well as from rentals, publications sales, and other
services.
Further, with the waning of direct financial contributions from
international development agencies, SEARCA was able to evolve
new modes of collaboration for its programs and activities, resulting
in lower actual financial outlay by the Center. In various instances,
the Center was able to engage a number of partners by requesting
them to provide direct funding for some participants and resource
persons of activities such as conferences, workshops, training
courses, and executive forums as well as by providing counterpart
funding for accommodation and meals, activity venues, and other
logical arrangements, among others.
Management also strictly monitors the use of funds by the various
departments and units of the Center. At the middle of each year,
unused budgets and savings are recalled and reallocated to new
activities.

 To provide the staff with an efficient computing environment, SEARCA
has continued to implement its computer replacement program. In
FY 2008/2009, 26 new desktop/notebook computers and other IT
peripherals and software were installed. As has been the practice, a
semi-annual hardware preventive maintenance and software audits
were conducted to ensure the Center’s compliance to software
copyright. As of 30 June 2009, the Center’s IT facilities consisted of
7 servers, 126 desktop computers, 49 notebook computers, and 88
printers/scanners.
SEARCA continued to improve its Intranet as a tool for sharing and
disseminating relevant information among the Center’s staff. The
SEARCA Intranet system now contains up-to-date information on
the Center’s current projects, financial information, and events. It
also hosts a file document depot of the Center’s important forms and
memorandums.
INTERNAL AUDIT
PHYSICAL FACILITIES
SEARCA maintains a three-floor office building, a 101-room
dormitory/hotel, a 16-room guesthouse, 22 houses, and 34
apartment units. To provide a more efficient and comfortable working
and meeting environment and to attract more users of the Center’s
facilities, SEARCA has been investing on their maintenance repairs
and renovations. Funds generated from the use of such facilities are
used to support the Center’s core programs.
The Center likewise acquired and updated some of its vehicles and
improved/repaired its utility consumption by installing a new air-
conditioning system to address energy consumption and losses.

Partnerships and collaborations are at the core of SEARCA’s strategic and operational strategies. The work
of capacity-building for agricultural and rural development toward poverty reduction and food security in
Southeast Asia is simply gargantuan for any one entity to do it alone.

Philippine institutions such as the Commission on Higher Education
(CHED); DA-Bureau of Agricultural Research; and Association of
Colleges of Agriculture in the Philippines (ACAP).
Efforts were increased to gain more partners for this Program. This
included submission of project proposals to various organizations,
including the Ministry of Education in Timor Leste, DAAD, SupAgro
Montpellier, UNESCO through the SEAMEO Secretariat, International
Foundation for Science (Sweden), Beahrs Environmental Leadership
Program, Ministry of National Education (MONE) of Indonesia, CHED,
and Southern Luzon Polytechnic University, Philippines.
Additional partners beside those already mentioned, particularly
for the R&D Department, include the East-West Center, National
Statistical Office (Philippines), Ministry of Agriculture and Irrigation
(Myanmar), National University of Laos, Philippine Rice Research
Institute, University of Economics (Vietnam), and University of
Hawaii at Manoa (USA).

 Future
Outlook
As Southeast Asia approaches the second decade of the 21st century, the region faces multiple challenges
of rural poverty and food insecurity, rising energy and food prices, growth of agro-fuels production,
biosafety and biotechnology, and the emergence of new value chains and the increasing integration of
traditional ones. These new concerns are framed by globalization and global policy shifts on one hand, and
dwindling natural resources, biodiversity management, and changing climate on the other. The economic
crisis that has swept across the globe starting in the late 2008 exacerbates the situation of developing
countries with fragile economies.

A
gainst this backdrop, SEARCA, through its Ninth Five-Year
Plan whose implementation starts July 2009, reaffirms its
resolve to be the lead enabler in the science and practice
of agriculture and rural development in Southeast Asia. The Center
commits to building the capacities of Southeast Asian institutions
working toward agricultural and rural development through
Graduate Scholarship, Research and Development, and Knowledge
Management, with focus on agricultural competitiveness and natural
resource management.
The Ninth FYP essentially continues the work that SEARCA started
in its Eighth Plan, and builds on its accomplishments in the past
five years. With the theme Enabling Institutions for Agricultural and
Rural Development in a Globalizing Southeast Asia, the Ninth Plan
reasserts the agriculture and rural development agenda in efforts to
reduce poverty and ensure food security.
In this regard, SEARCA’s Graduate Scholarship Program will
continue to develop a strong cadre of agriculture professionals in the
region through more MS and PhD scholarships and grants. Mindful
of funding constraints brought about by the global economic crisis,
the Program shall continue to enhance its linkages with funding
agencies, increase the opportunities for new collaborations and

projects through submission of project proposals, strive for increased
efficiency in scholarship administration and fund management, and
search for innovative ways and approaches to generate more funds
for the scholarships.
The Research and Development Program will conduct and support
cutting-edge research that demonstrates the important link
between rational natural resource management and agricultural
competitiveness and poverty reduction and food security. The
Center will further lead initiatives in agricultural and rural development
toward articulating policy directions and providing inputs to policy
and regulatory framework development.
There is also an impetus for greater regionalization of the Center’s
R&D activities. SEARCA looks to developing projects that are multi-
country in relevance, participation, and scope. It also intends to
continue to invite Visiting Fellows from the region, or even beyond,
who have worked or continue to work on issues that affect the
region. SFRT and assistance in the development of re-entry plans
of new graduate alumni can help promote regionalization by virtue
of the types of research and the geographical space they cover.
Cambodia, Lao PDR, Myanmar, and Vietnam continue to be priority
areas. The Center will likewise work with partners from the other
SEAMEO member countries to help build capacities in support of
development within Southeast Asia.
The coming years will also see R&D results translated into more
policy recommendations and directions. Completed research would
be revisited for policy issues that could affect agriculture in the
SEAMEO member countries. Forums will continue to be convened
to discuss current issues affecting poverty alleviation and food
security. All these can form part of decision-support mechanisms
that can feed into the development of policies or modification of
existing ones.
The Knowledge Management Program will promote a learning
culture, knowledge use, and knowledge creation among decision-
makers, leaders, scholars, researchers, and key actors in agriculture
and rural development through learning forums, training, seminars,
virtual knowledge centers, a semi-annual journal, and other
publications and electronic materials to be made available online.
Improving SEARCA’s performance in delivering relevant learning
events with regional and international character relies on its ability
to engage partners in addressing shared concerns and missions
in capacity building for Southeast Asia. The Short-term Training
Program would therefore continue to capitalize on resource and
partnership generation in the years ahead.

The KM Program will develop and mainstream offerings on
climate change adaptation and on risk assessment in agricultural
biotechnology and bio-innovations. This is while maintaining
elbowroom to offer learning initiatives that respond to emerging
issues and challenges and attendant capacity-building needs in the
region’s agriculture and rural development.
SEARCA will actively work for synergy among its three mission
areas (i.e., Graduate Scholarship, R&D, and KM) by developing
highly relevant flagship and special programs that further enhance
its impact on creating an enabling environment for sustained rural
poverty reduction and food security in Southeast Asia.
Building on its accomplishments in the last five years toward
organizational credibility and viability, SEARCA will adopt a
