1. PURPOSE

This Market Emergency Response Plan is developed and issued to manage unplanned
events and emergencies in an appropriate manner so as to ensure potential impact due to
any emergency that may arise during operations and maintenance of Balanga City Public
Market on an ALARP level.
This Market Emergency Response Plan shall be read in conjunction with the overall DRRM
and Local Emergency Response Plan on which are the framework so as to act in case of an
Emergency concerning market Facilities and any other external emergency situations.
This particular market Emergency Response Plan to resolve the emergency events that may
arise at the Balanga City Market Place Site outlining responsibilities and appropriate actions
aiming to protect the people, asset and environment, to limit the consequences of and
recover from an emergency should it occur.
Furthermore, this document is issued taking into account and complying with the existing
regulatory Instructions from BFP, DILG and PDRMO, Balanga City DRRMO, DOLE OSH
Standards, International Standards, National Law Applicable Regulations from the Republic
of the Philippines and Market Place Procedures and Standards.

NOTE. This revision shall be updated and completed when activities start and the specific emergency teams and necessary
resources are assigned to the site so as to include names, phone numbers, plot plan muster points established, etc.

2. SCOPE

This document covers all possible emergency situations due to MARKET MANAGEMENT
AND STALL OWNERS ETC. activities that may occur in the BALANGA CITY MARKET
where STALLS AND OTHER TYPE OF activities are to be performed. It applies to all
workers, management personnel, third parties or visitors entering the site.
Any emergency situation arisen because of the existing plant in operation shall be subject to
the COMPANY Emergency Response Plan; with CONTRACTOR collaboration and
coordination should the CONTRACTOR´S site be affected in any manner.
This plan is applicable to all activities to be performed by CONTRACTOR and any of its
SUBCONTRACTORS on Site as part of the Construction and Pre-Commissioning phases of
the Petrokemya ABS Project and activities to be performed inside SABTANK/KFIP facilities
within CONTRACTOR´S Scope of Work.

This Market Emergency Response Plan shall be reviewed, updated and distributed to all
concerned parties on a periodic basis and whenever any change, modification, new
instructions or new requirements occur (such as changes of muster points, emergency
response team members, etc).

5.1 MARKET EMERGENCY RESPONSE PLAN OBJECTIVE

The main objective of this procedure is to ensure an emergency is dealt with in an efficient
and effective manner by means of:
- Ensuring that everyone is able to respond should any emergency situation take
place.
- Minimizing the risk posed to personnel, environment and equipment.
- Mitigation of environmental impacts of an emergency.

- Restoring the site and its activities to a normal state as soon as possible after
the emergency.

5.2.1 Emergency Management Group (EMG)

The Emergency Management Group (EMG) is comprised of key managers and technical
specialists on the market area They are overall responsible, and control all emergency

incident related activities. The type and scope of the emergency incident will determine the
members that will be activated for duty.
Market Manager is the Emergency Director
Stalls Association Manager shall facilitate the development of this team on all stall owners
The Emergency Director has the responsibility, command and control of all aspects related to
the incident.
The EMG members should be senior site managers that have the authority to:
- Determine the short and long term effects of the emergency.
- Order the evacuation or shut down of the facility.
- Allocate resources to the Emergency Response Team.
- Coordinate with appropriate govt. management.
- Interface with outside organizations and the media.
- Determine if the Emergency Operations Center (EOC) should be activated.
- Support personnel (documentation, communications, media relations,
government relations).

5.2.2 Area Management Team

CONTRACTOR Construction Superintendents from each area will initially assemble near
their area’s evacuation assembly area and:
- Make sure of the health and safety status of the personnel from their work area.
- Act as a focal point between the evacuees and the emergency response teams
and evacuation teams.
- Gather information at the assembly area and the status of the headcount and
the state of the area or facility, and forward that to the Emergency Operation
Center or EMG, using runners, cell phone, or band radio provided to each team.
- Provide emergency teams with information concerning their specific area, such
as the location of victims, critical equipment or documents.
- Monitor the status of any personnel from their building that may have stayed
behind to operate or shut down critical equipment.
- Maintain order in the assembly areas.
5.2.3 Evacuation Teams

Their primary function is to assist the egress of people from the work areas, and perform a
head count of them, once evacuated. Below is a description of individual roles and
responsibilities of key personnel associated with these teams.

Area Wardens
There shall be one area warden and a designated back up for each defined work area. HSE
Superintendents could be assigned as area wardens.
Pre-Event Responsibilities:
- Being familiar with the Site Emergency Response Plan.
- Knowing which area he is responsible for.
- Knowing the location of all exit routes and fire fighting equipment in the
assigned area.
- Knowing how to notify HSE and security of an emergency.
- Ensure that all aisles, walkways and stairs are free from obstructions.
- Ensures all extinguishers have been checked to verify that they are ready for
use and report any defect to safety and area supervision.
- Assuring there are enough members, and alternates, to complete the duties
assigned to the Evacuation Team. Delegating assignments or responsibilities to
each team member.
- Delegating Area Warden Responsibilities to alternate team members during an
extended absence.
- Attend training meetings and practice drills.
- Ensuring that each team member has the proper emergency equipment, that it
is operating properly, and that it is being protected from pilferage.
Responsibilities following an order to Evacuate:
- Direct the orderly evacuation of the area when; the evacuation alarm sounds; as
directed by Emergency Marshall, or by higher authority; or in his judgment if an
evacuation of his area is called for.
- Assemble the Area Evacuation Team quickly at a predetermined location when
there is a signal for an evacuation, to determine the resources available to
support the evacuation. Recruit qualified appropriate volunteers if necessary.
- Ensure evacuations are conducted calmly but quickly.
- The Area Warden shall report any damage, or problems encountered in the
evacuation, to the Area Management Team.
- The location of seriously injured people must be reported to the professional
rescuers.

Exit Monitors

One Exit Monitor is required at each stairway exit on every level of structures. Foremen shall
be assigned as exit monitors.

Pre-Event Responsibilities
- Be familiar with the plan, and their roles within the plan.
- Ensure that clean and safe stairway exits are maintained on the designated
level.
- Attend training meetings and practice drills.
Responsibilities following an order to Evacuate:
- Confirm that the stairway or structure level is safe for an evacuation by checking
for heat, smoke, blocked passages, unusable ground level exit, structural
integrity, etc.
- Communicate with exit monitors on lower levels. If the exit is not safe, people
must be directed to the nearest safe exit.
- Direct evacuees to the appropriate exit and to assembly areas.
- Keep evacuees moving calmly but steadily.
- Direct evacuees to remain to the right side of the stairwell as they evacuate.
Emergency personnel may be using the stairs.
- Direct evacuees to merge in an orderly fashion with evacuees from levels above
as they enter the stairwell/ structure level.
- Direct evacuees to the specific assembly area.
- Obtain assistance for people that cannot use the steps without help.
- If necessary, place the Do Not Enter signs on the entrance points, once the
team has declared the level secured.

Assembly Area Coordinators

Supervisors are typically assigned as area assembly leads and assist in accounting for
personnel:
Pre-Event Responsibilities
- Work with the management team in the area to develop and maintain an
evacuation kit that will support the accounting of evacuated personnel, and the
gathering of event intelligence, in the assembly area.
- Attend training meetings and practice drills.
Responsibilities following an order to Evacuate
- Go immediately to the assembly area assigned to the area.
- Take roll call. Account for all employees, visitors, etc. that were known to be in
the area.
- Visitors or people from other areas may be released after they have checked in
and only if it is safe to do so.

- Personnel from your area may be released from the assembly area after they
have checked in with you.
- During inclement weather, employees must first check in before going to their
vehicles.
- Report any information provided by employees and roll call results to the area
wardens, or the area management team.

5.2.4 Emergency Response Team

An Emergency Response Team shall be designated, assigned and properly trained so as to


ensure any emergency situation will be dealt with in the most effective manner.
This ERT will be commanded by the Emergency Marshall (only one person shall assume the
role of marshal and will normally be CONTRACTOR HSE Manager) and it shall include
members of CONTRACTOR and all SUBCONTRACTORS’ organizations.
CONTRACTOR Site Manager, together with CONTRACTOR HSE Manager and
SUBCONTRACTORS representatives will designate the Emergency Response Team
members and made them known to the entire workforce during toolbox talks or specific
meetings.
Whenever any emergency occurs, CONTRACTOR HSE Manager and the HSE Manager of
the respective Subcontractor will be automatically the Emergency Marshall and his Deputy.
CONTRACTOR Site Manager will be the Field Commander to provide instructions and
directions for major emergency scenarios. In his absence, the most senior person in the
organization will assume his responsibilities. He is responsible for adopting adequate
measures and issuing the order for evacuation in accordance with this Site Emergency
Response Plan.
CONTRACTOR Site Management and Subcontractors’ Site Management shall maintain
continuous contact during an emergency situation and until the emergency is absolutely
controlled and the all clear signal is given to ensure adequate coordination and handling of
the emergency.
The Emergency Response Team will be trained in fire fighting equipment and the proper use
thereof and fire fighting techniques, first aid and CPR and rescue techniques.
They will also receive training in emergency situations pertaining to the project status and the
proper handling thereof.
The ERT will immediately respond to all emergencies and assist in dealing with the situation
without putting their own lives at risk as described above.

5.2.5 CONTRACTOR Site Manager

As Emergency Director his main responsibilities regarding this Site Emergency Response
Plan shall be:
- To be in charge of the communication with COMPANY as required.

- To support and ensure correct implementation and follow up of the procedure at


site area.
- Ensure the site organization is always prepared to handle an emergency.
- Ensure all necessary means and resources for emergency communications are
provided, available and in good working condition.
- Support the Site HSE Manager on the performance of his duties as Emergency
Marshall.

5.2.6 CONTRACTOR Construction Manager

His main responsibilities regarding this Site Emergency Response Plan shall be:
- To be in charge of the communication with COMPANY as required. Construction
Manager shall be in communication with the Emergency Management Team. In
any case, Construction Manager shall be informed exclusively by field
personnel belonging to CONTRACTOR organization and, in order to avoid
crossed information especially in the early stages of the emergency.
- To assist Site Manager to all possible actions in order to ensure effective
coordination between all involved parties.
- To facilitate all drill performance as required.

5.2.7 CONTRACTOR Site HSE Manager

He shall be designated as Emergency Marshall and therefore, his main responsibilities are
the following:
- To command the emergency response and coordinate every action in an
effective manner.
- To evaluate the level and nature of the emergency situation and proceed with
the basic steps and/or instructions in conjunction with the instructions from the
Site Manager.
- To ensure and maintain instructions for:
 Head counting in assembly points.
 Alarm testing.
 Test of communication means.
 Evacuation of personnel.
 Resources call outs (COMPANY Emergency Response Team).
- To coordinate with the Emergency Evacuation team and ensure evacuation of
workers to the Emergency Assembly Area whenever necessary.
- Assuring that there is an Area Warden for each defined work area.
- Provide materials documenting evacuation procedures to Area Wardens.

- Ensure that the Evacuation Teams and Emergency Response Team understand
their responsibilities in various emergency situations.
- Implement a system of notification when Area Wardens are leaving and
returning on business, sick leave, vacation, transfer, or termination.
- To ensure emergency response resources are available, maintained and in
good working condition.
- To ensure the provision of orientation and training to all personnel and to ensure
SUBCONTRACTOR trains his workforce.
- To maintain and update this Plan as necessary.
- To conduct frequent inspections on site, related to the Site Emergency
Response Plan and direct appropriate corrective actions.
- To ensure this Site Emergency Response Plan is cascaded down to
SUBCONTRACTORS, vendors and visitors.
- To organize, schedule, plan and arrange periodic drills and issue effectiveness
reports.
- To audit and monitor this Plan implementation.
- Conduct or arrange sessions to disseminate relevant information related to the
emergency and lessons learned so as to avoid reoccurrence.

5.2.8 SUBCONTRACTOR HSE Manager / Officer

His main responsibilities are to:


- Ensure the implementation and adherence of this Site Emergency Response
Plan, report violations and/or non-compliance issues to CONTRACTOR HSE
Manager and his Site Manager for immediate corrective actions.
- Assist SUBCONTRACTOR Site Manager in the general supervision of HSE
matters.
- Audit and monitor of due implementation of the Site Emergency Response Plan.
- Conduct frequent inspections on site, with CONTRACTOR Site HSE Manager
related to the Site Emergency Response Plan and direct appropriate corrective
actions.
- Ensure adequate resources have been assigned evacuation duties and provide
the necessary training for them to perform duties in the event of evacuation.
- Ensure adequate resources have been assigned for “first-response” fire fighting.
- Provide orientation to all team members of the requirements of this Plan.
- Organize, coordinate and directly participate in the Site Emergency Response
Plan training activities on site.

- Lead and coordinate the site Emergency Response Team regarding its area
and its workers; organize training and collaborate in any emergency drill mock
activities.

5.2.9 Employees

All workers’ duties may be summarized as follows:


- Know, understand and comply with the Site Emergency Response Plan.
- Report any emergency situation they might encounter.
- Contact and inform their immediate Supervisor whenever unsure of the
instructions for Site Emergency Response Plan tasks given to them.
- Follow instructions of any supervisor, security staff or emergency team member
within the Site Emergency Response Plan.
- Do not hinder any emergency/incident activity, taking care of fellows until help
arrives on the place.
In addition to this site organization for ensuring a correct emergency evacuation,
CONTRACTOR will establish necessary arrangements and provisions to be able to quickly
call out labour outside normal working hours to perform any task needed to cope with an
unplanned event happened in the site when no work is being performed.
Furthermore, in the event that an emergency could potentially impact the off-site areas
COMPANY Site Emergency Response Team may be called upon and will take the lead of the
response management in line with the COMPANY Site Emergency Response Plan. In such a
case, CONTRACTOR Emergency Response Team will support COMPANY as required and
provide all necessary help, resources and action.

5.3 EMERGENCY SCENARIOS

This plan addresses how to proceed and how CONTRACTOR shall deal with any of the
following unplanned events in case they take place:
- Fire and/or explosion on site
- Accident on site (medical evacuation)
- Chemical spills and/or unplanned releases
- Traffic accidents
- Damage to production facility infrastructures (referred to neighbouring operating
plant)
- Neighbour operating plant emergency
- Security threat

The following sections described actions to be taken in case of different type of emergency
scenarios. Response shall be assumed by the Emergency Response Team assigned.

5.3.1 Fire on site

Whenever a fire is seen by a worker, management team, visitor or any other people, the
following shall be done:
- The witness shall report to his immediate Supervisor or closest emergency
team member about the fire. Supervisor will activate this Site Emergency
Response Plan.
- Supervisor shall immediately notify CONTRACTOR Site Manager and HSE
Manager who will raise the local “stop work alarm” with manual megaphone or
any other available mean on the zone and The Emergency Response Team
specific conformed for fire fighting situations shall mobilize to the location so as
to fight the fire using the equipment available at the scene.
- COMPANY shall be immediately notified by CONTRACTOR Site Manager of
such event
- All work permits in that area are cancelled and become invalid.
- The Emergency Evacuation Team shall be informed and evacuate everybody
working in the nearest vicinity to safe area if necessary.
- First witness may try to deal with the fire by fighting and containing it if properly
trained and it’s safe to do so using immediate resources (using the fire
extinguisher present on the area). Do not attempt to extinguish gas fires.
ALWAYS REMEMBER YOUR OWN SAFETY COMES FIRST.
- Evacuation of the zone and use of additional emergency response resources
will be evaluated and used as deemed necessary (equipment and personnel).
- Monitoring of affected area looking for residual potential fires prior to ensuring
all fire threats have disappeared.
- Complete suffocation of the fire.
- Depending on the Emergency Marshal assessment, if the fire rises or seems to
potentially become uncontrollable, the fire brigade and corresponding local
authorities shall be called off for further actions.
- Once the fire has been completely extinguished and the all clear signal has
been given, all personnel at the muster points may return to the site to work
safely.
Once the work and activities have been restored, a report shall be issued as per section 5.10
and disseminate information for avoiding re-occurrence.

5.3.2 Accidents on site (medical emergency)

On seeing an accident happen or a person unconscious or lying on the ground injured,


assess the situation and proceed according with the following steps:
- Raise the alarm immediately by informing your supervisor or closest emergency
team member.
- CONTRACTOR shall be notified just after the medical services so that they can
secure the area in order to avoid evidence from being modified or destroyed.
- Do not approach or touch the injured person without considering the presence
of toxic gases or harmful chemical or electrical power cables nearby.
- Do not attempt to move injured person unless they are exposed to increased
danger by keeping them in the affected area (possible neck or back injury).
- Remove the injured person from any immediate danger whilst maintaining your
own safety.
- Make every effort to make the injured person safe and comfortable until medical
help arrives at the scene.
- Administer first aid if you are trained to do so.
- After assessing the situation, medical personnel will evaluate the severity and
decide if the patient requires to be evacuated to Hospital or not. An ambulance
with driver shall be foreseen for this transportation.
- In the event of multiple injuries, COMPANY shall be immediately informed and
emergency shall be executed under the direction of the senior medical
personnel present.
Once the event is under control and/or finished, report the emergency as per section 5.10 of
this Site Emergency Response Plan.

5.3.3 Chemical spills and / or unplanned releases

Any spill or release, both of hazardous and/or non hazardous material shall be immediately
reported and controlled by following these steps in order to minimize environmental impact:
- The witness shall report the spill or release to his CONTRACTOR Supervisor or
closest emergency team member who shall activate this Site Emergency
Response Plan if necessary.
- Isolate the source as soon as possible and contain affected area immediately.
Remember the chemical should be dealt with appropriately as recommended in
MSDS.
- Emergency evacuation team shall be informed to evacuate everybody working
in the nearest vicinity to safe area if required, who shall be directed to the
assembly area.
- Stop all hot work and cancel all work permits in that area.

- In dealing with the spill or release use proper PPE as required.


- Use only non-sparking tools and equipment for dealing with the emergency if it’s
flammable environment.
- Do not touch damaged containers or spilled material without proper PPE.
- Monitor the area of impact looking for residual concentrations of spilled and/or
released substance, for any biological response to the event and for any
physical response such as degradation of any kind.
- Remediate and/or rehabilitate the affected area.
- All minor spills shall be immediately treated (absorbent material such as
sepiolite or similar material), collected and the incident reported to
CONTRACTOR who shall monitor the impact searching for the spill or release
further effects.
Once the work and activities have been restored, CONTRACTOR shall issue a report as per
section 5.10 and disseminate information for avoiding re-occurrence.

5.3.4 Traffic accident

All traffic incidents occurred in the site shall be reported.


- Witness or involved driver shall inform its Supervisor or nearby ERT member
immediately.
- Impact shall be promptly assessed for further action.
- If there is an injured person, proceed as per section 5.3.2 of this Plan.
- If there is a fire or potential explosion, proceed as per section 5.3.1.
- In case the accident involved a spill or release, proceed as per section 5.3.3.
- If the area or road has to remain closed and not available for any reason, inform
security personnel, first aid and/or medical services and Site Manager for
adequate traffic management. Post signs to warn of the situation.
- Monitor for additional impacts or effect prior to considering the emergency
finished.
- Remediate and rehabilitate the affected area by cleaning all residual bits or
products.
- Investigate the incident for root causes and report issuance.
Issue a report as per section 5.10 and disseminate information for avoiding re-occurrence
and enforcing traffic safety awareness.

5.3.5 Damage to existing plant

In the event that an onsite emergency affects COMPANY Plant this shall be immediately
notified for them to activate the COMPANY Emergency Response Plan. CONTRACTOR and
its personnel shall then be available and collaborate in anything as required.
The contact number list shall include key emergency management personnel from other
CONTRACTOR´S sites. The way to proceed if this occurred shall be further clarified during
the first site CONTRACTOR´s coordination meetings.
Once the event is under control and/or finished, report the emergency as per section 5.10 of
this Emergency Response Plan.

5.3.6 Neighbour Operating Plant Emergency

In the event an emergency arises in the neighbouring plant that may affect CONTRACTOR´S
site area, COMPANY shall command this emergency situation and CONTRACTOR and its
SUBCONTRACTORS’ personnel will follow all instructions given at every moment, providing
any kind of help as required.
In case an evacuation is needed, section 5.7 of this Site Emergency Response Plan shall be
followed unless otherwise indicated.
Once the work and activities have been restored, CONTRACTOR shall issue a report as per
section 5.10 and disseminate information for avoiding re-occurrence.

5.3.7 Security threat

In case a security breach is identified or an external emergency threat occurs, the


emergency shall be managed as follows:
- Witness shall inform immediately to its supervisor and/or closest Emergency
Team member.
- Situation has to be analyzed and assessed to decide how to react.
- A security ERT may be called upon if deemed necessary.
- Should a theft have occurred, a thorough investigation shall be carried out by
Site HSE Manager, Site Manager and involved SUBCONTRACTORS to find out
the causes, means and corrective measures to prevent it from happening again.
- The Police shall be informed and all help and collaboration to their investigation
shall be provided.
- In case an external threat of explosive or terrorist act is acknowledged,
COMPANY shall be promptly informed of this issue and instructions established
in the COMPANY Emergency Response Plan will be followed.
Once the emergency is over, CONTRACTOR shall issue a report including only non-
confidential information (due to the kind of emergency and threat) and disseminate
information amongst the workforce.

5.4 COMMUNICATION DURING AN EMERGENCY

Anyone who identifies witnesses or is the first person to see an emergency scenario shall
proceed to immediately report it to its supervisor or closest Emergency Team member
personally or by using the established means (radio channel or mobile phone numbers).

Emergency event communication


In reporting the emergency event, be as precise as possible and make sure you provide, at
least, the following information in a clear and understandable way:
- Your name and location.
- Exact location of the emergency scenario.
- Kind of emergency being reported.
- Whether or not there are people injured or affected.
- Number of people injured or affected.
- Kind of assistance required.
- Your contact details.
The responsible person for receiving the message shall acknowledge receipt and confirm
understanding of the emergency message before hanging up the phone or finishing radio
communication.
REMEMBER:
- Give assistance only if it is safe to do so.
- Only attempt to deal with the emergency if you are properly trained to do so.
- If you are not involved in the emergency, stay out of the area and wait for
instructions.

Emergency response instructions

Emergency Response Team and, in particular, Emergency Marshall shall ensure that, during
the emergency, instructions are clearly understood and are complied with so as not to pose
additional risks during the course of the emergency situation management.
- Keep your communications simple.
- One message at a time, simply and directly stated, is more likely to be heard
and understood.
- Use specific language to explain what you mean so that you leave no room for
misinterpretation.

5.5 ACTIONS TO BE TAKEN “IN CASE OF AN EMERGENCY”

General Actions
Upon receiving notification of the emergency, the designed Emergency Marshal (HSE
Manager) together with the Site Manager, shall:
- Constitute the emergency response team.
- Establish no radio communications shall be used except for emergency
Response purposes.
In order to ensure the appropriate actions are taken and the emergency dealt with in the best
possible way, ERT shall try to find out, as soon as possible just after the emergency has
been called out, the following information:
- Potential effects that may happen due to the incident.
- Other potential hazards in the vicinity.
- Other involved personnel.
- Size of the spill or leakage.
- Extent of damage to vehicles, tanks, containers of dangerous goods involved in
incident.
- Nature of the terrain and accessibility to the incident site for help to arrive ASAP.
- Weather or other environmental conditions i.e.: wind direction, sand storm,
extreme heat.
- Additional useful information.
If evacuation is necessary proceed as per Section 5.7 of this document.

5.6 EMERGENCY RESOURCES

The success of emergency response action relies upon having available all necessary
human and material resources. Human resources are those described in section 5.2 Roles &
Responsibilities. Material necessary resources will be therefore put in place and provided by
CONTRACTOR and its SUBCONTRACTORS, as well as maintained and inspected as
required.
Emergency Response equipment shall be maintained in a ready for use condition at all times
in accordance with PK SHEM 11.03: “Testing & Maintenance of Emergency Response
Equipment”.

5.6.1 Emergency Operations Center (EOC)

The Emergency Operations Center (EOC) serves as a centralized management center for
emergency operations. The Emergency Management Group when necessary assembles in
the EOC.
EOCs should be located in areas of the project facility that provide the EMG the space,
reference materials, activity logs, communications resources and other tools required to
perform their tasks. Location of EOC shall be clearly established in Section 5.11 of this
Document.
Some EOC resources that could be utilized:
- Communications equipment
- A copy of the Site Emergency Response Plan , COMPANY Emergency
Response Plan and other applicable Standards and Regulations.
- Overall plot plan with muster points, emergency evacuation groups, activities.
- Aps, status boards
- List of EMG, ERT and Emergency Evacuation Team personnel and their duties
- List of personnel on site
- Technical information and data for advising responders
- Site security system information

5.6.2 Fire fighting

During construction activities, no fixed fire fighting system will be running and so resources
shall be placing fire extinguishers wherever a potential fire may start.
Fire extinguishers suitable for the various classes of fire shall be used during construction
works. Fire extinguishers shall be placed at:
- At least one permanently mounted extinguisher shall be provided in each
building, near a door, and additional extinguishers mounted as required to have
one within 30 meters of any point inside the building.
- In open storage yards
- Extinguishers shall be located in the proximity of fuel or flammable materials
storage areas.
- In Workshops
- In each temporary electrical panel
- On each item of mobile industrial equipment having a diesel or gasoline engine.
- A fire extinguisher shall be placed in the proximity of non-mobile industrial
equipment having a diesel or gasoline engine
- Portable or permanently mounted extinguishers should be available throughout
the Site within 15 m of any on-going work involving welding, burning or the use
of an open flame.
These extinguishers shall be located, maintained and inspected as per applicable Saudi
Arabian standards. Color coding monthly inspections shall be performed and used fire
extinguishers shall be replaced by new ones.
Posters and signs warning of fire potential risk, hot works areas and fuel storing areas shall
be posted and installed wherever required. Additionally, awareness campaigns will be
promoted and carried out on a continuous basis.

5.6.3 Medical attention

A medical clinic with sufficient human and material resources will be provided on Site in order
to attend all possible medical events which doesn´t require a hospital. An ambulance fully
equipped and driver will be onsite during all times when works are being performed.

5.6.4 Spill kits

Chemical spills will be dealt with by appropriate personnel using the specific spill kits located
in different stations at site areas as deemed necessary. Specific chemicals storing areas
shall be fitted with necessary spill kits. All these areas and kits shall be properly identified
and signalized and will be maintained and inspected on a regular basis to ensure
effectiveness of the kit at any time

5.7 EVACUATION PROCEDURE

In the event of an emergency requiring evacuation, notification will be given by speaker,


megaphone or a “stop work alarm” and, from that moment on, the following instructions shall
be followed:
- All work will be stopped at once. All permits will be cancelled.
- The Emergency Management Group will assemble and take their positions in
the Emergency Operations Center for communication and coordination
purposes, if required.
- The Evacuation Teams will respond immediately and facilitate clearing people
out of the hazardous/dangerous area.
- Telephone lines will be used only by those authorized to use them for the
purpose of dealing with the emergency.
- All personnel shall proceed to pre-designated assembly areas. Once clear of
the area “Do not go back for any reason”.
- Upon receiving instructions to assemble, all employees will secure their work
area and walk in a calm, orderly manner to the assembly area. Wind direction
indicated by windsocks must be observed and movement should be across
wind.
- All construction equipment shall be shut down and vehicles and engines turned
off:
 All motorized equipment, welding equipment, and burning equipment
will be shut down.
 All gas, diesel, propane, electrical, open flame and other powered
equipment will be shut down immediately. All work permits will
become void.
 All electrically powered tools will be disconnected from their power
source.
- Employees assigned to motorized equipment/vehicles will park on the side of
the roads clear of fire-protection devices if any. No vehicles other than
emergency vehicles will be driven on the site in an emergency condition.
- Any non-alerted worker shall be notified of the situation and of how to proceed.
- Assist in evacuation if requested to do so.
- Ensure that your visitor/customers follow the evacuation procedures.

- The Emergency Response Team will immediately respond to the emergency


and attempt to control the danger situation without putting their lives at risk and
help facilitate in the evacuation of employees and help with the injured.
- The Area Management Team will immediately be informed of the nature of the
emergency situation and in turn inform the Emergency Marshall. The
Emergency Marshall will evaluate the situation and summons additional
emergency services should that be necessary.
- Roll call will be taken and all men will be accounted for (see section 5.7.2)
- Wait for instructions from the Emergency Marshall.
- Follow instructions, if further evacuation is required.
- Nobody will return to work until the ALL CLEAR sign is heard and you are given
notification that it is safe to do so.

5.7.1 Emergency Assembly Areas and Emergency Evacuation routes

Emergency Assembly Areas (muster points) shall be established based on the COMPANY
Emergency Response Plan and Site information.
Assembly areas shall be signalled on Site.
Assembly areas and Emergency Evacuation routes shall be clearly shown in site plot plans;
posting of this plot plans on Site boards and at Temporary facilities general meetings rooms
such as canteens, meeting rooms, etc. shall be provided.

5.7.2 Head Counting

To guarantee that every person is evacuated during the emergency situation, the
Management must ensure that all personnel registered as being in the area are accounted
for. That means not only workers or supervisors but also visitors, delivery personnel,
vendors, etc.
Assembly Area Coordinator (construction supervisors together with SUBCONTRACTOR
Supervisors) will wait for their employees in the assembly areas. Assembly Area
Coordinators will ensure all employees working in remote areas and in confined spaces have
been alerted and have proceeded to the assembly area. Assembly Area Coordinators will
take head count of their employees.
SUBCONTRACTORS will be responsible for the accounting of all their personnel and that of
their Vendors and Suppliers. Their report has to be collected by a SUBCONTRACTOR
Assembly area Coordinator to be nominated for each SUBCONTRACTOR and who will pass
all input figures to the SUBCONTRACTOR HSE Manager for revision against security
system data.

CONTRACTOR shall be responsible for its own personnel and will also review figures
against the existing security system data.
Visitors shall be a responsibility of their hostesses.
In the event that a missing person is identified through the head count process at the
assembly areas, the concerned supervisor shall undertake the following steps:
- Identify the missing person.
- Identify the missing person work group team leader.
- Ascertain the activity of the missing person.
- Determine the location of the missing person immediately prior to the
emergency evacuation requirement.
- Notify Emergency Marshall and Area Management Team who shall inform
COMPANY when clear determination of the location and condition of the
missing person is made.
No attempt will be made to locate missing employees until: (1) a search is authorized by the
Site Manager, and (2) it is determined that a search and rescue party can be reasonably
protected during such a search.

5.7.3 Post Emergency Evacuation

All personnel shall stay in the Emergency Assembly Area and must observe the following:
- Smoking is prohibited in the Emergency Assembly Area.
- Follow instructions or advice from the Emergency Marshall or any emergency
team member.
- Stay alert and pay attention to the instructions from the Emergency Marshall or
emergency team member.
- Wear PPEs at all times (including evacuation masks as requested).
- Observe silence at all times.
- Stay calm.
Only the Emergency Director or designee is allowed to communicate to other parties outside
the project inquiring about the emergency situation.

5.7.4 Emergency Controlled

Once the ERT has made sure the emergency is completely over and there is no risk, the
Emergency Marshal shall state the end of the situation and the all clear sound or signal shall
be given.
When the “all clear” signal is given the emergency will be considered controlled and therefore
the site area safe to resume interrupted activities. Only then workers will be allowed to go

back to the work areas or the offices and to continue with the work that was being performed
at the moment when the alarm sound.
In order to ensure normal activity starts in safe working conditions, the following issues must
be observed:
- Walk calmly back to the work areas or offices.
- Inspect any equipment or work area that may have been altered prior to re-
commencing works.
- Take into account new work permits may be required to be issued.
- Pay attention and stay alert: new instructions may be given.
Employees and contractors shall not place themselves at risk of injury when conducting an
investigation or while working at the occurrence site during a recovery operation and shall
take necessary precautions to stay safe every moment.

5.8 TRAINING

All workers and management involved in the PROJECT will be made aware of this Plan by
means of appropriate training sessions organized and promoted by CONTRACTOR as part
of the site HSE Training Program. Visitors, Vendors and Suppliers shall also be made aware
of the basics of this Site Emergency Response Plan so that they are able to react properly
should an emergency happen while they are in the site.
CONTRACTOR shall ensure that appropriate emergency training is carried out for all phases
of the PROJECT. The main steps to be followed in case an emergency arises shall be
included in the HSE Induction training session for new employees, specific courses and
refreshing sessions as deemed necessary. ERT members will undertake an additional
specific training course. In line with this, specialized sessions will be organized for fire
fighters and first aiders. Periodic drills shall be conducted to determine the effectiveness of
the training and alertness of the employees on site.
CONTRACTOR shall also acquaint all employees with COMPANY Emergency Response
Plan, the existence of other SUBCONTRACTOR´s for the Petrokemya ABS Project and
coordination with them and any relevant local existing arrangements for dealing with all
emergency situations. A copy of main emergency response instructions shall be posted in
different locations across the site where they shall be clearly visible (i.e. site offices, canteen
facilities, changing rooms).
All workers shall be properly trained and, therefore, in case of emergency they will be
expected to be able to do the following:
- If you are the first person to identify and emergency situation, raise the alarm by
reporting the emergency.
- Do not panic. Keep calm.
- Deal with the emergency if it is safe to do so.
- Remember your safety comes first.

- Proceed to evacuate the area following the Emergency Evacuation Team


instructions when necessary.
- Where the assembly areas are located and when to use which.
- Who are the designed workers that compose the ERT.
- Never ignore an emergency alarm.

5.9 DRILLS

Regular drills shall be conducted to verify the effectiveness of the Site Emergency Response
Plan , the alertness of ERT, Emergency evacuation team and workers and to train personnel
to execute emergency procedures. At least an annual Emergency Evacuation Drill shall be
performed.
These scheduled drills may be global or partial, related to any of the different scenarios (local
fire, accident, spill, partial evacuation, etc) so that all potential emergencies are mocked in
order to identify possible breaches. A detailed analysis of drill results and findings will lead to
identifying preventive and corrective measures to avoid real emergency situations’ effects.
There shall be written reports of these drills carried out by CONTRACTOR’s site rescue
teams and findings will be discussed and solved during HSE Meetings.
The lessons learned during any emergency or drill will be informed to the employees and
procedures adjusted accordingly if necessary.

5.10 EMERGENCY REPORT

Any incident leading to an emergency response action of any kind shall be reported and
summarized in a formal Emergency Incident Report which shall provide as much information
as necessary to ensure full understanding of what happened. This report is the result of an
investigation carried out to find and identify the root causes of the emergency so as to
implement preventive and corrective measures and to solve existing deviations or breaches
to avoid reoccurrence.
As a minimum, the report will include the following information:
- Emergency event detailed description (date, time, exact location, detailed
description of what happened, witnesses, involved personnel, consequences
and impacts).
- Detailed summary of management of response and corrective measures
implemented.
- Root cause(s) that led to the unplanned event.
- Established steps and measures implemented to avoid reoccurrence.
- Improvement opportunities identified to be implemented.
- Lessons Learned and plan to make acknowledge of them to all employees
