I would like to inform you that our organization ‘Women & Child Welfare Society, Cuttack,
Odisha, India’ is a community based voluntary organization working for the most vulnerable
and marginalized communities in Odisha. The organization is run by a dedicated team of
trained and experienced professionals and community volunteers. The focus of our
programme and activities is on awareness, sustainable livelihood, training, women
empowerment, youth development and capacity building. Though the organization has the
experience of running a number of welfare projects funded by various agencies, most of its
programmes are run directly with community support. The organization has launched many
awareness campaigns on community health, hygiene, gender, adolescent problems,
education, climate change, biodiversity conservation, road safety education and awareness,
environment education and awareness etc..

We are submitting herewith a project proposal on “Sustainable livelihood Linked with


Biodiversity Conservation for Tribal Women in Mayurbhanj District of Odisha.”We have

‘Women & Child Welfare Society’ has a team of trained and experienced
professionals which includes scientist, environment experts, community
organizers, social scientists etc. Besides, the organization has a board of
Advisors, which consists of eminent scientists, experts and trained professionals.
The organization takes their advice and professional assistance from time to time
on project basis.
The organization has on its panel a number of trained and experienced
Instructors and Marketing consultants whose services will be engaged as and
when needed on the voluntary basis. Its field staff will execute the project as per
the specific guidelines issued by the funding agency. Appropriate training will
also be given to the staff from time to time to as per the requirement.

The organization has been actively involved in the rural development work
for the last several years. It has formed people’s committees in various villages.
These committees help in organizing various programs and activities from time
to time. The organization believes in the strength of community participation. It

consideration, the organization will involve local community right from decision-
making process to actual implementation of the project.

The organization has its office running in project area. It has been running
several community based programmes in the field of environment protection,
climate change, biodiversity conservation, rural development, petroleum
conservation, kishan mela, youth development and community health. The
organization, besides its project staff has a team of dedicated community
volunteers from the project area, which provide vital assistance in holding various
community based programmes and activities. The organization has developed a
very good rapport with local community as well as local administration
Its office is well furnished and has all the basic equipments such as training
hall with all equipments like: tables, chairs, LCD Projector, computer, printers,
slide projector, sound system, white board and the internet connectivity. The
organization has a well-maintained library, where information is classified and
documented in the form of research papers, documents and journals.

i) Current objectives and major activities undertaken by the NGO. (No More
than 100 words).
‘Women & Child Welfare Society’ is a community based organization working
in rural areas of Odisha state basically in Cuttack, Mayurbhanj, Jajpur,
Kendrapada, Khordha district. The organization holds awareness camps on
organic farming for small farmers, in which vital information about the benefits of
organic farming is given to them. They are made aware of the importance of
organic farming for better agricultural production with minimum expenses. A
large number of farmers coming from surrounding villages take part in these
programmes. During the programme, training is also given in the techniques and
use of organic manures. The farmers learn about why the use of chemical
fertilizers is harming the fertility of their land. The use of chemical fertilizers in
agriculture is also very harmful for our health as it badly affects our immunity
system. The participants also discuss various issues related to environment
protection and biodiversity conservation.
During the training programme, the farmers are given demonstration on how
to produce organic manure and use it effectively in their fields. All the farmers
participating in these training programmes take very keen interest in learning
about new agricultural techniques and are very eager to adopt organic farming.
The farmers also discuss how to develop forward linkages for successful
marketing of their organic produce. The organization is also helping them
develop small nurseries based on organic manures and insecticides, which
provides free seedlings to small farmers and encourages them to adopt organic
farming.

Major Current Objectives of the Organization:


 To protect environment through training, research and creating awareness
through seminars, workshops, awareness campaigns and eco-clubs, and use
of environmentally sound and appropriate technologies, Biodegradation of
wastes, renewable energy, biodiversity, climate change, wildlife protection etc.
 To provide free training to small and poor farmers on Gobar Gas, Vermi-
Compost, Solar Energy, Medicinal Plants etc. for the development of rural and
tribal community.
 To promote Indian system of medicines such as Ayurveda, Siddha, Unani,
Homeopathy, Yoga & Naturopathy, through conducting training and holding
health melas, health camps, growing and distributing of medicinal plants and
encouraging people to cultivate these medicinal plants in their kitchen
gardens.
 To undertake and run welfare and development projects for women, children,
rural youths, poor peasants, disables, tribal people and other marginalized
and deprived social groups in the field of education, health, environment,
income generation activities for weaker sections, promotion of science and
technology, rural development, promotion of Indian art &culture, tribal welfare,
application of non-conventional energy resources, consumer awareness, road
safety, drug abuse prevention, integrated development, income generation
activities through self-help groups.
 To provide training in road safety aimed at reducing the risk involved in road
accidents. Provide emergency relief to victims of road accidents and create
community awareness about traffic rules and first-aid training.

5. PROPOSAL SECTIONS
SECTION A

I. PROJECT PROPOSAL OUTLINE


The project is about conservation of local biodiversity through promotion of
organic farming and providing sustainable livelihood to tribal Community of
Kaptipada Block in Mayurbhanj district of Odisha. Mayurbhanj is a land- locked
district with a total geographical area of 10,418 Sq.Km. and is situated in the
Northern boundary of the state with district Head quarters at Baripada. The district
lies between 21*16' and 22*34' North latitude and 85*40' and 87*11' East
longitudes. The district is bounded in the North East by Midnapore district of West
Benagal, Singbhum district of Jharkhand in the North West, Balasore district in the
South East and by Keonjhar district in the South West.
The tribes constitute 57.67% of the total population of this district. Though
the population of Mayurbhanj is only 6% of the State's total population, the tribal
population shares a 15.42% of the state's total S.T population. The tribals are
popularly known as Adivasis. Chief among them being "BHUMIJA" and
"KOLHAS". They live scattered throughout the district. Their concentration is more
in Kaptipada, Khunta, Bijatala, Jamda, Tiring and Thakurmunda blocks which
varies from 70% to 80% of the total population of the respective blocks.
There are different tribal groups found in the district and they differ in their
skills, aptitudes, habits, culture and custom. So the socio-economic panorama of
the tribals of the district is extremely complex. Though they are socially,
educationally and economically backward they have their own distinctiveness.
They are almost dependent on settled cultivation bearing a segment of tribal
community, who draw their sustenance from hunting, collecting minor forest
produce and others being landless are engaged as labourers in mines and small
industries etc. Almost all families living in this area are poor and live just hand to
mouth. They struggle very hard for survival. Their daily earnings are very low and
hardly enough to sustain the family.
Land and forest are central to the survival of most of the population. The
forests have seriously depleted over the last 50 year. The reasons why agriculture
has failed to sustain the people of the area many- fragmentation of landholdings
decrease in soil fertility and lack of modern irrigation methods. Thus there is a
need to initiate a project intervention for livelihood promotion of local women
through cultivation of medicinal plants & herbs with organic farming to conserve
biodiversity of local area.

1.1. Project Summary


The objective of the project is to provide the local community sustainable
livelihood options through biodiversity conservation. Under the project, local
tribal community will be encouraged to raise medicinal plant and indigenous
herbs by setting up nurseries trough organic farming. This will be achieved by
imparting training, conducting exposure visits and providing technical knowhow
and supervision. The project will cover 10 villages of Kaptipada Block in
Mayurbhanj district of Odisha. For this project, 25 women from each village will
be identified as core beneficiaries.
The project is also aimed at creating awareness among local community
about biodiversity conservation with the help of its own community resources. To
achieve this target, the capacity of local panchayats will be strengthened and
community participation in development processes will be encouraged.
‘Women & Child Welfare Society’ has been in active consultation with local
tribal community involving traditional community leaders and members of local
panchayats. This has led to the identification of community’s felt needs. Within
the consultation has evolved the action plan for future intervention. The
organization as a facilitator has been helping the community to form a
conceptual framework of the project. The community has crystallized its basic
needs, which centre on building livelihood alternative sources without harming
biodiversity of its living space. The community has also shown its eagerness and
willingness to be an active partner in the execution of the project and provide its
full support. After getting the final sanction for the project, the second phase of
consultation will be held with community wherein all the components of
proposed intervention will be discussed and finalized.

1.2. Project Objectives and Expected Results


Project Objectives:
 To provide sustainable livelihood options to tribal women through biodiversity
conservation.
 Raise medicinal plants and indigenous herbs by setting up nurseries through
organic farming, and making people aware about the sustainable use of
natural resources.
 Popularizing Vermi-compost as a vital resource for organic farming in the
area.
 Help local community develop marketing linkages, value addition and
marketing of the local fruits and forest produce collected and cultivated by
tribal women’s Self Help Groups.
 Social mobilization and institution building, formation of Self Help Groups of
local tribal women farmers.
 Generate local knowledge and involvement of communities in planning,
implementing and monitoring of projects; and Encourage sustainability and
demonstrate people’s participation, democracy, flexibility, partnership and
transparency in their approach during implementation of activities in projects.
 Foster public awareness on issues related to environment and biodiversity
conservation.

Expected Outcomes:
 The project will lead to the cultivation of a good quantity of medicinal plants
and indigenous herbs, off season vegetables, fruits and grains by women
farmers without using chemical fertilizers and pesticides.
 The best techniques and practices of organic farming will be disseminated to
other nearby areas.
 Enhanced consumer awareness on the use organically produced food and
indigenous medicines.
 Increase in the savings of local farmers due to the use of low cost of vermi-
compost compared to expensive chemical fertilizers and pesticides, and
better marketing linkages.
 Community more willing and prepared to participate in development
processes and take active responsibility in securing biodiversity.

1.3. Description of Project Activities


 Awareness campaign on conservation of bio-diversity with the involvement of
Forest Protection Groups, Panchayat representatives, women SHGs etc.
 Training programme to women SHG members on harvesting of Medicinal
Plants and indigenous herbs through organic Farming.
 Formation of Women’s Self Help Groups to build alternative sustainable
livelihoods
 Networking among forest protecting groups for effective management of
greater area of forest and its biodiversity.
 To organize fairs and exhibitions for the promotion and marketing of
organically produced foods and organic manure
 Training & demonstration of best techniques of organic farming to local
farmers.
 Popularize and create a market for vermin-composts, bio-pesticides and
organic produce among the consumers and traders.
 Buyers-Sellers meetings to help local farmers to have better price for their
organic product and have better access to quality testing and certification
facilities for their produce.

1.5. Plan to Ensure Community Participation


The organization will implement this program through mobilization of
community support and resources. It has built vary good rapport with the
villagers through house visits, group discussions, mass meetings, cultural
programs etc. It is hoped that not only the community will help in its various
activities, but even after the completion of the project, it will maintain and sustain
the project activities. The organization and village committee will jointly monitor
the implementation of the project.

1.6. Knowledge Management and Gender Mainstreaming


‘Women & Child Welfare Society’ has framed a gender policy, which among
other things, advocates women's empowerment through increasing their access,
ownership and control over productive assets, skills and resources and
increasing their presence and participation in institutions and processes at all
decision-making levels.

1.7. Communication of Results and Replication


The positive experience derived from project implementation will be shared
with other people, communities and groups working on similar issues with social
commitment so that the deprived and marginalized communities could benefit
and become a part of the overall development process. The project has been so
conceived and planned that it can be easily replicated with other communities in
other areas with required modifications in approach and strategies.

II. MILESTONE ANALYSIS
2.0. Risks to Successful Implementation
‘Women & Child Welfare Society’ does not see any perceptible risks or
threats in the way of successful implementation of the project or in achieving its
objectives. And if all there arise any of the unforeseen impediment, it will be
resolved by its crisis management team of experts and professionals.

2.1. Monitoring, Evaluation Plan and Indicators


A comprehensive and objective evaluation of each phase of the programme
will be done to obtain valuable feedback and to help the programme attain its
objectives at all levels. To attain the above objectives, the evaluation will be split
into two parts-Mid-term Evaluation and final evaluation. The Mid-term Evaluation
will be undertaken after the programme has completed nearly half of its planned
duration. Its purpose would be to identify the shortcomings and bottlenecks and
suggest corrective measures. It would essentially be a process evaluation. The
Final Evaluation of the project will be carried out at the end of the programme
and it will be more or less an impact evaluation.

2.3. Sustainability of Results Achieved
The project is based on enabling tribal community to use and build its own
resources to meet future challenges related to biodiversity conservation. The
proposed initiative with initial support is only to facilitate a process which will
trigger awareness, build capacities and will help the community develop a self-
driven mechanism to sustainable development. The project is based on capacity
building of local community, and building and strengthening community efforts to
put its resources on optimum level. Thus once the community comes to realize
the importance of protecting its biodiversity, and its links with overall wellbeing, it
will take care of its future needs on its own without requiring any outside
financial support on regular basis.

IV. GEF SGP Project indicators


 The project will influence around a vast area of indigenous and community
conserved land.
 Local community will be better skilled to take care of community biodiversity
resources collectively.
 The project will provide a better food security to the targeted beneficiaries, who
are deprived and marginalized.
 It will also improve significant ecosystems with improved conservation status
 The project intervention will lead in the increase in purchasing power by reduced
spending, increased income, and/or other means of livelihood.
 Around 500 tribal women will be benefited from this project directly. Besides
around 5000 local people will actively participate in awareness activities on
biodiversity conservation.
 Self Help Groups in each selected villages will be formed and strengthened
 50 thousand local community people will be directly supported


