Sub: Design, manufacture, testing, supply and delivery of 4.0 Km of 132 KV XLPE
Copper cable, 1.0 Km of 33 KV XLPE Copper cable, 26 nos. 132 KV and 08 nos.
33 KV Cable termination kit with connectors under BRGF, Phase-III, Part-II,
(N-1) Compliance.
1. Proposal for procurement of 132 KV & 33 KV XLPE Copper cable along with associated
termination kits with connectors has been made under BRGF, Phase-III, Part-II, (N-1)
Compliance scheme for completion of augmentation and minor construction works
under the same scheme.

2. After obtaining administrative approval of competent authority, NIT NO.

70/PR/BSPTCL/2015 was invited for procurement of the aforesaid equipments. Copy
placed at (Annexure-I )

3. The tender was published in the following newspapers:-

I) Economic Times–Delhi.
II) Business standard –All

4. The tender was extended twice in the manner as below to facilitate wider participation:-
i) Initial date of opening Part-I : 05.09.2015
ii) 1ST extension : 24.09.2015
iii) 2nd extension : 13.10.2015

5. After two extensions, the flowing four no. of bidders participated and submitted their
offers:
(i) M/S KEC International Ltd., Kolkata
(ii) M/S Cable Corporation of India Ltd., Mumbai
(iii) M/S Universal Cables Ltd., Kolkata
(iv) M/S KEI Industries Ltd., New Delhi
6. Part-I (Tech. & Commercial) was opened on 17.10.2015 at 15:00 Hrs. Comparative
statement of Part-I (Tech. & Commercial) was prepared and vetted by A.O (Tender).
Copy enclosed at (Annexure-II).

7. The technical part of aforesaid bids were examined by Tender Evaluation Committee,
(TEC) of BSPTCL and all the participating four firms were found technically qualified.
Report of Technical Committee is enclosed at (Annexure III).
8. Price Part (Part-II) of all four qualified bidders was opened on 01.12.2013.
9. Statement of Price Particulars (Part-II) duly vetted by A.O (Tender) is enclosed at
(Annexure-IV).

10. As per vetted statement of price part, price quoted by M/s Universal Cables Ltd.,
Kolkata for supply of 132 KV & 33 KV XLPE Copper Cable and associated termination kits
with connectors comes the lowest. The total landed price for complete supply comes
to Rs. 5,96,46,167.50 (i.e Rupees five crores ninetysix lacs fortysix thousand one
hundred sixtyseven and paise fifty only) inclusive of Sales tax, Excise duty and freight
but exclusive of Entry tax . Total cost with Entry tax comes to Rs. 6,44,17,860.90 (i.e.
Rupees six crores fortyfour lacs seventeen thousand eight hundred sixty and paise
ninety only) including Entry tax (@8%).

11. Reasonability of rate was assessed on the basis of total estimated cost. The rate
quoted by M/S Universal Cables Ltd. in the instant tender was found 0.062 % lower.

12. File was then sent to Finance for obtaining financial concurrence. Finance concurred
the proposal stating that concurrence may be accorded from upcoming to be
sanctioned fund from the State Govt. under cost overrun. Extract note of Finance is
enclosed at (Annexure V).

13. In the light of facts stated above, the entire matter is placed before SPC of MD,
BSPTCL for according approval to place an order on M/S Universal Cables Ltd., Kolkata
for procurement of the following equipments at total landed cost as detailed below:
