Post Description:
The incumbent is head of the CJ8 Contracts Cell, directs and manages Purchasing and Contracting
(P&C) actions for RS HQ, serves as RSHQ Theatre Head of Contracts (THoC).

Principle Duties:
Responsible for the timely, fair and transparent acquisition of goods and services in support of the RS
Mission, following the NATO Financial Regulations, AGO Directives , and its subordinate rules and
regulations, under the supervision of the Theatre Financial Controller.
Coordinates all budget and financial aspects of contracts with the Budget and Finance & Accounting
Sections.
Coordinates Theatre-wide procurement issues (including Morale and Welfare procurement issues)
with JFCBS reach-back staff.
Contacts suppliers and manufacturers in order to remain up-to-date with commercial business
for NATO and multi-national contracts.
Prepares invitations to bid for in-theatre contracts.
Coordinates HQ RS construction and maintenance projects with civilian firms and NATO and
governmental agencies.
Where practicable, conducts market surveys and inspects quality prior to procurements.
Originates and creates new procedures in order to improve and refine in-theatre administration
and processes within the Contracting Section.
Supports, directs and assists in all procurement matters.
Compiles an Acquisition Management Plan in coordination with JFCBS.
Compiles and submits monthly, quarterly, trimester and annual contracting reports.
Implements and oversees NSIP Project contract implementation.
Ensures compliance with the NATO Financial Regulations and adherence to the principles of
propriety, accountability and transparency.
Manages the tax forms related to tax free purchases.

Additional Duties:
The employee may be required to perform a similar range of duties elsewhere within the organisation
at the same grade without there being any change to the contract

Essential Qualifications:

Professional/Experience
Minimum of 3 years of contracting experience and 2 years in a supervisory position.
Detailed knowledge of NATO/National Contracting procedures and an awareness of contract law.
Able to provide leadership and direction, in accordance with extant NATO regulations, Theatre
Contracting personnel.
Competent user of common financial, accounting, and contracting software packages.

Education/Training
Advanced Academic Degree (Postgrad.) in Contract Management & Procurement, Business
Administration or Law with 3 years specific experience in purchasing and contracting;
OR,
An academic Bachelors’ degree in Contract Management & Procurement, Business Administration or
Law with 5 years specific experience in purchasing and contracting;

OR,
Higher Secondary education and completed advanced vocational training leading to a professional
qualification or professional accreditation with 10 years post related experience.

Language
English: Good level of written and spoken language skills.
NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted
mainly in English.

Desirable Qualifications:

Professional/Experience
3 years or more in a Supervisory Contracting position.
Thorough knowledge of relevant NATO Regulations and Procedures combined with
resourcefulness and good business practices.
Competent user of common NATO ADP software packages (FinS).

Education/Training
Academic Masters Degree in Contract Management & Procurement, Business Administration or
management.

Personal Attributes
Courtesy, tact, flexibility, mental alertness, negotiating skills, and customer service skills when
interacting with customers, contractors and governmental agencies.
A profound sense of integrity.
Must be prepared to work extended working hours and perform TDY missions.
Able to adapt to non-routine mission requirements.
Works in close coordination with the Executive Officer CJ8, Chief CJ ENG, Budget Cell Head, Fiscal &
Accounting Cell Head and Disbursing Specialist
Regular professional contacts with others inside and/or outside immediate organisation on functional
matters.
Solicits/gives information and provides advice/guidance.
The work involves the analysis and research of a complete task with recommendations affecting the
plans and management of the organizational element.

Supervisory Duties:
There are first-line reporting responsibilities for the following numbers of staff: 1 x OR-7; 2 x OF-2; 1 x
LCH-7; 2 x LCH-5.

Professional Contacts
Regular professional contacts with others inside and/or outside immediate organisation on functional
matters.
Solicits/gives information and provides advice/guidance.

Contribution to the Objectives


Work involves the analysis and research of a complete task with the recommendations affecting the
plans and management of the organisational element.

Work Environment
The work is normally performed in a Normal NATO office working environment / secure office
environment with artificial light and air (e.g. Bunker).

Benefit Package:
Monthly salary of € 7,281.00 (Tax free in the host country).
Daily Allowance of € 84.68 while working in Afghanistan.
Installation allowance of ½ initial monthly basic salary.
Start and End of Contract paid transportation from residence to theatre and return.
Two days of annual leave per month.
7 days "Leave from Theatre" plus reimbursement of travel expenses up to 1000 Euro for every 6
months spent in Theatre.
Medical Insurance from Cigna (including death and disability coverage), small fee charged plus 50%
of monthly premium covered by RS HQ.
Free accommodation in the camp.
Meals of good/reasonable quality available to purchase.
Laundry is at a nominal charge through the contracted laundry company.
Clothing Allowance of 400 Euro per year.
Medical and Immunization package prior to deployment.
