The features described in this document are implemented in the same way on macro, micro, and
LampSite base stations.
2 Overview
Special events, such as large gatherings, concerts, and sporting events, often result in sudden
and dramatic increases in traffic. On multi-carrier networks with preferred camping, such
increases in traffic usually lead to access congestion in preferentially camped cells and cause
key performance indicators (KPIs) to deteriorate. To alleviate access congestion and increase
the radio resource control (RRC) connection setup success rate, the Camping Strategy Switch
for Mass Event feature changes the network camping strategy from preferred camping to random
camping.
2.1 Definition
Preferred Camping Preferred camping is often used together with the service steering function.
When this strategy is used: A UE in idle mode preferentially camps on a cell delivering
contiguous coverage. This cell then becomes the UE's preferentially camped cell. When the UE
initiates an R99 service, the RNC instructs the UE to process the service in its preferentially
camped cell. When the UE initiates a High Speed Packet Access (HSPA) service, the RNC
instructs the UE to move to an inter-frequency co-coverage neighboring cell through the direct
retry or redirection procedure to process the service. This strategy preferentially guarantees
speech quality for R99 voice services.
Random Camping When random camping is used, UEs in idle mode randomly camp on cells.
This strategy maximizes capacity for multi-carrier networks.
2.2 Benefits
During special events, this feature balances loads across cells using different frequencies. In
addition, this feature increases the following items:

parameter settings into system information blocks (SIBs) to change the camping strategy applied
to cells 1 and 2 from preferred camping to random camping.
After the RNC includes the preceding parameter settings into SIB3, the Cell camp policy
switching state in heavy traffic domain value is Optimizing for cell 1 and Correlated
optimizing for cell 2. The domain values are obtained by running the DSP UCELLLCHK
command.
If cell 1 does not support blind handovers from cell 2 (BlindHoFlag(BSC6900,BSC6910) is set
to False), the RNC uses the RetryOptSwitch to control whether to configure cell 1 as the target
cell for directed retries or redirections from cell 2. If cell 1 supports blind handovers from cell
2 (BlindHoFlag(BSC6900,BSC6910) is set to True), the RetryOptSwitch does not take effect.
NOTE
l The RNC only includes the preceding parameter settings into SIB3, and the configuration data of cells
1 and 2 actually remains unchanged.
l The RNC will not include the preceding parameter settings into SIB3 for cell 2 if the
CELLADMINSTATE parameter of cell 2 is set to HIGHBLKPREP, MEDIUMBLKPREP,
LOWBLKPREP, or BLOCK, or if the DSSFlag(BSC6900,BSC6910) parameter of cell 2 is set to
Configured.
l When this feature is taking effect in a cell, the function of inter-frequency directed retry decision (DRD)
for service steering and the function of redirection during the RRC connection release phase fail. When
this feature stops taking effect, these functions resume.
4. Restores settings for the preceding parameters and includes restored parameter settings into
SIBs at 4:40 every day to resume the original camping strategy for cells 1 and 2.

When the Camping Strategy Switch for Mass Event feature is taking effect, the WRFD-020105
Potential User Control feature stops taking effect. When the Camping Strategy Switch for Mass
Event feature stops taking effect, the Potential User Control feature resumes. For details about

5 Network Impact
System Capacity
During special events, this feature increases the following items:
Network Performance
If there is a sharp increase in a network's traffic mainly due to downlink power resource
congestion, this feature increases the RRC connection setup success rate by 3% to 15% and the
radio access bearer (RAB) setup success rate for preferentially camped cells. The reason is as
follows:
After the congestion occurs, UEs continuously attempt to access the network and as a result
power consumption increases. After the network camping strategy changes to random camping,
the number of continuous access attempts decreases and therefore power consumption is
reduced.
If the sharp increase is mainly caused by SF code or (equivalent number of users) ENU resource
insufficiency, this feature cannot greatly increase the RRC connection setup success rate. This
is because the number of SF codes and the ENU do not increase after the network camping
strategy changes to random camping.
This feature cannot provide noticeable gains if the capability of a preferentially camped cell is
different from that of the corresponding non-preferentially camped cell, for example, a
preferentially camped cell supports only R99 services but the corresponding non-preferentially
camped cell supports HSPA services. The reason is as follows:
The two cells support different types of services. In this case, UE and service allocation between
the two cells cannot be balanced.
6 Engineering Guidelines
For example, cell 1 (a macro cell) is a preferentially camped cell, compared with cell 2 (another
macro cell). In the coverage area of cell 1, a micro cell is deployed. After the network camping
strategy is changed from preferred camping to random camping, blind-handover-based directed
retries from cell 2 to cell 1 will fail, resulting in a reduced directed retry success rate.

Retry Optimization Switch parameters for the cell.
Step 3 Run the RNC MML command ADD UCELLLICENSE and select the
CAMPING_STRATEGY_SWITCH check box under the FuncSwitch2
(BSC6900,BSC6910) parameter to activate the feature license for the cell.

On the SON Log window, query and synchronize the operating logs of the feature, including
feature activation time, effect time, and involved NEs, as shown in Figure 6-1.
6.3.6 Reconfiguration
Run the SET UCAMPSTRATFORMASS command to increase or decrease the values of the
Threshold for RRC Connection Setup Request and Threshold for Reject RRC Request Perc If
Congestion parameters to control the probability that this feature is triggered.
Step 2 Alternatively, run the RNC MML command MOD UCELLLICENSE and deselect the
CAMPING_STRATEGY_SWITCH check box under the FuncSwitch2
(BSC6900,BSC6910) parameter to deactivate the feature license.

When configuring the Camping Strategy Switch for Mass Event feature on the CME, perform a single
configuration first, and then perform a batch modification if required. Configure the parameters of a single
object before a batch modification. Perform a batch modification before logging out of the parameter setting
interface.
Set parameters on the CME according to the operation sequence in Table 6-1. For instructions
on how to perform the CME single configuration, see CME Single Configuration Operation
Guide.

instructions on how to perform a batch modification through the CME batch modification center,
press F1 on the wizard interface to obtain online help.
Run the SET UCAMPSTRATFORMASS command and change the values of the
IdleSintersearch(BSC6900,BSC6910) and SsearchHCS(BSC6900,BSC6910) parameters. The
new values will not take effect immediately. To enable the new values to take effect immediately,
run the MOD UCELLSELRESEL command for the IdleSintersearch(BSC6900,BSC6910)
parameter and the MOD UCELLHCS command for the SsearchHCS(BSC6900,BSC6910)
parameter.
