The Complainant submits this complaint to the Court and states that there is probable cause to believe
Defendant committed the following offense(s):

Charge: Kidnapping-To Facilitate Felony or Flight
Minnesota Statute: 609.25.1(2), with reference to:  609.25.2(1)
Maximum Sentence: 20 years or $35,000 fine, or both

Charge Description: On or about July 23, 2018, in the County of Ramsey, Minnesota, Ivan Dan Walker did
confine, or remove from one place to another, a person without the persons consent to facilitate the
commission of the felony of Criminal Sexual Conduct or flight thereafter.

Charge: Criminal Sexual Cond-1st Degree-Penetration  - Injury - Use Force/Coerce
Minnesota Statute: 609.342.1(e)(i), with reference to:  609.342.2(a)

STATEMENT OF PROBABLE CAUSE 7/25/2018 10:10:13 AM

On July 23, 2018, St. Paul Police Officers responded to an address on the 1500 block of Jessamine Lane
in St. Paul, Ramsey County, Minnesota.  The young male 911 caller reported that his mother’s boyfriend
may have killed his mother.

Police arrived and located a deceased female, later identified as SLB, DOB 11/14/1978.  She was in a
bedroom at the top of the stairs. She was on the bed on her side.  She had foam and mucus coming from
her nose.  A plastic straw was protruding from her nose.

Witnesses identified the deceased’s boyfriend as the defendant, Ivan Dan Walker, DOB 09/23/1984.  He
is from East St. Louis and met the deceased in November of 2017.  He stayed with the deceased and her
children at the Jessamine Lane address several nights a week.  He was not present at the residence when
police arrived.

Police encountered a 16-year-old female, YB-H, at the residence.  She was crying and shaking.  She said
that she is the deceased’s cousin and that she was visiting from out of state. She told police that the
defendant raped her several times and that he confessed to killing SLB.

In a follow-up interview, YB-H said that she was downstairs on the couch during the early morning hours of
July 23.  The defendant, the deceased, and her sons, ages 20 and 7, were upstairs.  The defendant came
downstairs, grabbed her by the neck and started choking her. She bit him on the hand between his
forefinger and thumb. He dragged her into the kitchen.  She screamed.  He began to punch her. He
ordered her to be quiet, or he “would have to kill you too.”  He said that he had “already killed SLB.”  He
said, “Nobody is going to help you.”  He forced her into the basement.  He penetrated her vagina and her
mouth with his penis. He ejaculated but not inside of her. He told her that he might have to kill her too.  She
pleaded with him and told him that she would not report the sexual assault. He sexually assaulted her a
second time in the basement.  She convinced him to allow her to use the bathroom upstairs.  She saw SLB
on the bed.  Her feet were purple.  She saw the defendant snort some cocaine with a straw from a CD
case.  He then placed the straw next to SLB.  He told her that he was going to make the death look like an
overdose.  He sexually assaulted YB-H a third time in the kitchen.

YB-H convinced the defendant that he should leave.  She promised that she would not report the sexual
assault.  He left the residence.  She went to the 20-year-old son’s bedroom and gave him a knife.  She told
him to call the police and lock his door.  She told him that the defendant killed his mother.  She locked the
home to the residence and waited for police.

A sexual assault examination documented tearing and redness to YB-H’s vaginal area; bruising under her
left eye; swelling to the left eye orbit; petechiae under both eyes and on the right side of the face;
subconjunctival hemorrhage at the outer left eye; bruising, swelling and abrasions on the underside of the
left upper lip; linear abrasions on the neck.

On July 23, 2018, at 1204 hours, police arrested the defendant near 7th Place and Minnesota in St. Paul. 
In a post-Miranda interview, the defendant denied any wrongdoing on July 23.  He denied that he was at
the residence during the evening of July 22 and the early morning hours of July 23.  He provided an alibi.

Police spoke to the alibi witness who did not confirm the defendant’s alibi.

Police obtained a search warrant for a physical examination of the defendant.  Medical professionals
obtained forensic samples from the defendant and documented four linear lines adjacent to each other on
his left hand and redness on the inside web of the left hand between the thumb and forefinger, the area
where YB-H said she bit the defendant.

Police interviewed the deceased’s 20-year-old son, who confirmed that he came home at about 2300
hours on July 22 and heard the defendant and his mother arguing in the bedroom.  Neighbors also placed
the defendant at SLB’s residence during the evening of July 22.

The defendant has a warrant out of St. Louis County, Missouri, for a parole violation associated with a
conviction for Robbery in the Second Degree.

The murder investigation is ongoing.

NOTICE: Pursuant to Minnesota Statute 609.49, subd. 1 (a) A person charged with or convicted of a
felony and released from custody, with or without bail or recognizance, who intentionally fails to appear
when required after having been notified that a failure to appear for a court appearance is a criminal
offense, or after having been released on an order or condition that the release personally appear when
required with respect to the charge or conviction, is guilty of a crime for failure to appear and may be
sentenced to not more than one-half of the maximum term of imprisonment or fine, or both, provided for the
underlying crime for which the person failed to appear, but this maximum sentence shall, in no case, be
less than a term of imprisonment of one year and one day or a fine of $1,500, or both.
