1 PROJECT OVERVIEW

PT. Pertamina Gas (Pertagas) plans to build new pipeline to support the plan of gas distribution for
fertilizer, by delivering gas sourced from Grissik Processing Plant heading to PUSRI Plant at
Palembang.

A pig launcher will be installed in Conoco Phillips area and power source especially for RTU will be
provided via solar cell. This pig launcher will be designed for intelligent pig. Liquid drain from pig
launcher will be collected using dedicated portable drum. Gas driven system will be provided to
operate SDV and fusible plug for fire detection.

The project location is the construction site of the new gas pipeline. Figure 1 of these locations can
be seen on the following map. Pipeline planned through 3 (three) route, i.e. Right of Way (ROW)
Conoco Phillips, ROW Pertagas and ROW Jalan Raya Palembang-Jambi. About 70 MMSCFD
(Future 126 MMSCFD) gas will be transferred ± 176 km via 20” pipeline and LBCV will be installed
along this pipeline.

The pipeline will be protected from corrosion with cathodic protection.

Instrument air will be used for SDV and control valve at Pusri area. Out of the fence of Pusri area
there are receiving facilities that consists of Pig Receiver, Slug Catcher, Air Instrument Receiver,
Fire Fighting devices and Gas Metering (ultrasonic type) will be constructed. Drain from the
receiving facility will be disposed periodically by vacuum truck. Venting from the facility will be
routed to safe area and existing vent/flare header. The required electrical power, fire water and
instrument air will be supplied from PT Pusri fertilizer plant.

2 OBJECTIVES

This document provides minimum requirement for direct buried optical fiber cable that the
CONTRACTOR SHALL furnish for all cables and termination equipment required to connect
metering facilities (Conoco Phillips facilities) to Remote Terminal Unit (RTU) (Pertagas facilities)
located in Grissik Area.

This document covers the fiber optic cable system required as a part of the Pembangunan Pipa
Gas Grissik - Pusri Project.

The CONTRACTOR scope is to supply, design, test and install continuous length direct buried
fiber optic cable.

CONTRACTOR shall be responsible to provide necessary equipment and other required tools for
Fiber Optic Cable installation.

CONTRACTOR shall be responsible to provide splicing chamber, direct buried box and other
material for splicing cable from the main eight (8) cores FOC.

CONTRACTOR shall provide necessary or required test equipment, tools and other equipment for
Fiber Optic Cable testing.

CONTRACTOR shall provide bulk, equipment or other necessary equipments that are required for
fiber optic installation.

CONTRACTOR shall be responsible to provide labor for performing all works, the labor shall have
capabilities to perform the work and have international standard for quality and experience.

The cable shall comply with the best suitable ITU-T G.654 recommendation revision C.

CONTRACTOR shall perform preconstruction survey and as-laid survey.

3 DEFINITION AND ABBREVIATIONS

4.3 Conflicts in Documents

Wherever conflicts or omissions between codes, specifications and contract occur, the most
onerous condition shall apply.

In the event of any conflict arising between this Specification and other documents listed
herein, refer comments to the PURCHASER/CLIENT for clarification before fabrication
commences. The order of precedence that applies is as follows:

5 GENERAL DESIGN

5.1. Cable Requirement

 The cable structure shall be rugged with compact dimension and suitable for long
distance repeater-less connection.
 Fibers shall be de-coupled from the cable structure.
 Steel or copper central tube shall be applied to provide a maximum protection for fiber
optic cable.
 Hydrogen ingression protection shall be applied to provide a maximum effectiveness
barrier against the hydrogen ingress for the fibers.
 The cable shall be protected with high tensile strength galvanized steel wire armored.
 Outer-sheathing or roving shall be applied to protect the armored wire surface during the
handling, transport and deploying the cables.
 Specification requires that an optical fiber cable shall have at least 20 years lifetime.
CONTRACTOR shall show the certificate or evident to comply this requirement.
 Detail requirement for Fiber Optic shall refer to Data Sheet - Instrument Cable (GRPU-
KRW-00-INS-DS-008).

5.2. Cable Specification


The specification listed in this section to be considered as minimum requirement.

5.2.1. Cable Construction


 Have eight (8) single mode fibers.
 All wavelength fiber operates between 1260 nm up to 1625 nm including 1310
nm and 1550 nm.
 Cable core interstices for anti water ingress requirement.
 The Fiber Optic cable shall be protected by dual polyethylene layer with steel
wire armored applied in between
 The fiber optic cable shall be completely isolated by non-metallic sheath in the
construction to prevent problems with AC currents from the inductions of leakage
of power transmission line.

5.2.2. Fiber Identification


 The color-coding scheme shall be an easy identification of the fiber cable. The
UV curable coding inks shall be applied to the whole surface of optical fibers.
The color shall have a brilliant, clearly distinguishable shade and transparent, in
order to apply Light Injection and Detection method during fiber splicing.
 The color coding for fiber identification shall follow the CLIENT standard.

5.2.3. Hydrogen Ingression Protector


 Hydrogen Ingress protection gel shall be used in order to provide sufficient long
term protection against the hydrogen ingression,
 The tube shall be filled with hydrogen Ingress protection gel to protect the fibers
and guarantee that the fibers are de-coupled from the tube and from the cable
structure.

5.2.4. Inner Sheathing


 A minimum thickness of two-mm high density inner sheathing shall be applied
around the aluminum tape.
 The high density sheathing shall be suitable for the tropical environmental and
mechanical condition in consideration with storage, installation, operation,
lifetime and recovery

5.2.5. Outer Armoring Wire Protection


A minimum thickness of 0.3 mm high tensile strength galvanized steel wire armored
shall be applied around the inner sheathing.

5.2.6. Outer Sheathing


 The cable shall be protected against mechanical abrasion during handling,
transportation and cable deploying.
 High density sheathing for the tropical environmental shall be used.

5.2.7. Cable Marking


 The printing shall be applied using a hot printing die with a marking foil. The
printing shall be clear, identifiable and durable to abrasion.
 The length shall be marked in the factory with each continuous and sequential
meters one interval along the cable sheath.
 The length making shall be applied in every 1.0 meters intervals along the actual
length of the fiber optic cable installed. The accuracy of the length marking shall
be at least 99 percent.

NOTE 1 - The attenuation coefficient values listed in this table should not be applied
to short cables such as jumper cables, indoor cables and drop cables. For example,
[b-IEC 60794-2-11] specifies the attenuation coefficient of indoor cable as 1.0
dB/km or less at both 1310 and 1550 nm. Attenuation coefficient at a wavelength
longer than 1625 nm (for monitoring purpose) is not well known. In general, the
attenuation increases as the wavelength increases, and it may show steep
wavelength dependence due to both macro- and microbending losses.

NOTE 2 - According to clause 7.2, a maximum PMDQ value on uncabled fibre is


specified in order to support the primary requirement on cable PMDQ.

NOTE 3 - Optical fibre cables with higher PMD coefficient can be used for systems
with less stringent PMD requirements.

5.4. Physical Characteristic


The cable specification shall meet the minimum requirement as follow:
 Operating Temperature Range shall : -10°C up to +70°C.
 Nom. operating tensile strength (measured under IEC 60794 standard at ≥ 8 m
length) ≥ 2.7 kN.
 Minimum bending radius shall be 20 times of cable radius or as per Manufacture
Standard.
 Refer to IEC 60794-1-E3, crush strength of fiber optic cable shall ≥ 3 kN.
 Refer to IEC 60794-1-E4, impact strength of fiber optic cable shall = 10 Nm.

5.5. Cable Accessories


Fiber optic Media Converter are designed to transmit 10/100 Mbps Ethernet signals over
fiber optic cable using Small Form-factor Pluggable (SFP) modules. The converter devices

can be used to transmit Ethernet data beyond the 100 m limit of copper-based media and
provides a secure, EMI/RFI free transmission path.

6 SYSTEM INSTALLATION

6.1. Installation
 Scope area for fiber optic cable installation starts from Metering (Conoco Phillips
facilities) to Remote Terminal Unit (RTU) (Pertagas facilities) in Grissik Area.
 Fiber Optic Cable shall be installed in one trench with piping and in accordance with the
specifications and internationally accepted construction practice.
 Installation of fiber optic cable shall be parallel following the piping route. Fiber optic
cable shall be proposed adequate installation for approval by CLIENT all along piping
way prior to execution of works.
 During installation of optical fiber cable, the standard of allowable safety values for
tension and bending shall be applied.
 CONTRACTOR shall propose the method of cable laying construction and equipment
proposed.
 CONTRACTOR shall have responsibility to terminate all cores of fiber optic cable in the
Optical Distribution Frame (ODF) and in Optical Termination Box that will be placed at IT
Cabinet.
 All materials installation up to the operation of optical fiber cable (ODF, Connector,
Fusion Splice, Enclosure, etc) shall be provided by CONTRACTOR. CONTRACTOR
shall provide design and install end cable cap at the end of cable to protect cable from
water and environment.
 Any cable damages during installation shall be replaced by the CONTRACTOR at no
cost to CLIENT.
 Available bending radius shall be 20 D (D =diameter of fiber optic cable) or as
manufacture standard in order to minimize the attenuation.
 CONTRACTOR shall provide all special equipment and tools that may be needed for the
installation of the fiber optic cable
 CONTRACTOR shall make detail specification for installation of the fiber optic cable in
the specific area, such as swampy area, river crossing, road crossing, cable crossing,
pipeline crossing etc.

 Minimum depth fiber optic direct buried refer to drawing Field Instrument, Cable Routing
and Junction Box Layout Grissik Area (GRPU-KRW-01-INS-DWG-002).
 Fiber optic installation should not be more than 4 km.

6.2. Splicing
 All cable termination shall be made by the use of a fusion splice. Mechanical splices
shall not be allowed.
 All splices including cable manufacturer splices shall be tested for mechanical integrity
and optical performance. The maximum loss in every splice shall not exceed 0.05 dB.
The fusion splicing machine shall be equipped with ability to estimate the splice loss.
 Loss measured by OTDR shall less than 0.1 dB.

6.3. Termination
 At each terminal equipment location, the ends of the fiber optic cable shall be terminated
into a fiber optic termination panel or optical distribution panel (ODF).
 All connectors shall be LC type with alignment sleeves made from ceramic or equivalent
material to ensure extended service life and low temperature coefficient.
 Connector insertion loss shall be 0.2 dB average and shall not degrade to worse than
0.5 dB for a minimum of 1000 insertion and removal.
 The termination panel shall be mounted in the ODF rack that will be placed beside the
fiber optic transmission equipment
 The fiber optic cable installed in ODF shall be supported and protected using cable rack
and trays.
 Every core of the cable, including all spare cores shall be terminated.
 All fusion splices shall be protected by mechanical shrink sleeves and organized in
splice tray within the ODF.

6.4. Splicing Chamber


 This Splicing chamber shall be designed to accommodate the spare of fiber optic cables
and other material such as closure, cable supports etc.
 Protectors inside and outside the Man Hole such as sand bedding, cable protection,
back fill material, and cover plate shall be applied to ensure the fiber is safe and to
protect the cable from any mechanical damage.

 CONTRACTOR shall make detail design for chamber.

6.5. Outdoor Storage


 The reels and cables shall be suitable for outside storage conditions with relative
humidity from 0-100 percent.
 The reels shall be closed for as low as possible intensity of UV-Light in order to minimize
the influence to the fiber optic cable.
 Each fiber shall be 100 percent attenuation tested by the manufacturer prior to shipping
to indicate conformance of shipped cable to requirements herein.

7 INSPECTION AND TESTING

7.1. General
 CONTRACTOR shall supply all calibration, test and simulation equipment that are
required to demonstrate the correct operation of the system. Certificates of the test
equipment shall be traceable to National and International Standards.
 All calibration, test and simulation equipment shall be made available for CLIENT use
during the factory acceptance testing, site commissioning site acceptance testing period.
Current test certificates for all calibration, test and simulation equipment shall be
supplied and included as part of the official test report.
 All test performed shall use 1550nm wavelength.
 All fiber optic cable optical performance testing shall be performed by the use of Optical
Time Domain Reflectometer (OTDR). The test shall be conducted in accordance with
the recommendation of IEC-62073-3 and EIAITIA 455-61.
 All cores of the cable shall be tested, including all spare cores.

7.2. Testing
 The cable shall be tested for optical performance at the factory prior shipment to site.
 The following factory test shall be carried out in accordance with IEC 60794-1 Optical
Fiber Cable Part- 1 :

5.2.1. Tensile Performance

the long operation period.

Cable elongation shall not be less than 3% and no strain occurred the fibres.

5.2.2. Repeated Bending

The cable construction shall withstand a minimum 5 cycles of bending within 40
minutes. The cable length shall be minimum 2 meters.

5.2.3. Torsion
The cable shall withstand at least 5 cycles of 90 degrees Torsion within 10 minutes.
The cable length shall be minimum 1 meters.

5.2.4. Crush
The cable shall resist crush test in which the cable sample crushed with 3000 N load
between two steel plate length 100 mm for 5 minutes.

5.2.5. Impact
The cable shall withstand the impact test when a 1 kg weight has been dropped
vertically from one meter height onto a piece of steel which transmits the impact to
the cable sample.
The number of impacts shall be minimum of 3 at 5 different locations

5.2.6. Temperature Cycle


The cable shall pass the temperature cycle test for the range between -10° C to 70°
C at least 3 cycles within 48 hours.

5.2.7. Longitudinal Water


The cable shall be longitudinal water tight by a way of a one-meter high of water
column test applied to one end of one-meter length of cable within 24 hours.
No water shall be detected at the other end at the end of test.

 Factory test shall be performed by VENDOR and shall be witnessed by CONTRACTOR


and CLIENT or representative. All testing and corrective work shall be recorded in
written and provided to CLIENT.
 VENDOR shall submit to CONTRACTOR a complete test schedule and FAT procedures
for the Factory Acceptance Test (FAT), at least thirty (30) days prior to the test being
performed, for CLIENT approval.
 CONTRACTOR shall obtain from the manufacturer records of all tests performance as
part of the manufactures standard factory testing and quality control procedures.
CONTRACTOR shall provide product certification of device and equipment, supplied by
manufacturers.
 Attenuation, by using OTDR, shall be performed after installation to ensure that
attenuation complies with ITU-T G654 Rev C recommendation.
 Upon completion of cable installation, CONTRACTOR shall perform total end-to-end
test;
 Total end-to-end test, by using power meter.
 Total end-to-end test, by using OTDR.

8 SITE INSTALLATION AND COMISSIONING

CONTRACTOR shall provide a detailed construction installation procedure. The procedure shall
have a detailed construction method for laying the cable. Detail of FO cable construction

installation procedure will be described in document Instrument Installation Procedure (GRPU-
KRW-00-CONS-PRO-026)

It shall be CONTRACTOR'S responsibility to store and handle the equipment prior to installation at
sites.

CONTRACTOR shall provide material installation required such as optical patch cords, fiber optic
connector and other FO cable accessories to interconnect the system with the fiber optic line and

other interface.

The commissioning shall follow procedures to be submitted not less than 30 (thirty) calendar days
prior to commencement of tests.

9 WARRANTY

The Fiber Optic Cable shall be provided with one (1) year warranty period under normal use and
service, beginning at the completion of 30 day performance test and issuing of the Certificate,
CONTRACTOR shall provide the personnel and equipment necessary to repair and or replace
equipment for maintenance and operation.

Up to the end of warranty period, CONTRACTOR shall provide a timely response to any fault on
the FOC at each site within 24-hours from when the problem is reported.

The warranty service shall also cover the replacement of defective parts and components without
any costs to the CLIENT.

CONTRACTOR shall be required to maintain a team on site to cover any failures during the SAT
and Commissioning Period, and shall also cover the replacement of defective parts and
components without any costs to the CLIENT.
