1 PROJECT OVERVIEW
PT. Pertamina Gas (Pertagas) plans to build new pipeline to support the plan of gas distribution for
fertilizer, by delivering gas sourced from Grissik Processing Plant heading to PUSRI Plant at
Palembang.
A pig launcher will be installed in Conoco Phillips area and power source especially for RTU will be
provided via solar cell. This pig launcher will be designed for intelligent pig. Liquid drain from pig
launcher will be collected using dedicated portable drum. Gas driven system will be provided to
operate SDV and fusible plug for fire detection.
The project location is the construction site of the new gas pipeline. Figure 1 of these locations can
be seen on the following map. Pipeline planned through 3 (three) route, i.e. Right of Way (ROW)
Conoco Phillips, ROW Pertagas and ROW Jalan Raya Palembang-Jambi. About 70 MMSCFD
(Future 126 MMSCFD) gas will be transferred ± 176 km via 20” pipeline and LBCV will be installed
along this pipeline.
Instrument air will be used for SDV and control valve at Pusri area. Out of the fence of Pusri area
there are receiving facilities that consists of Pig Receiver, Slug Catcher, Air Instrument Receiver,
Fire Fighting devices and Gas Metering (ultrasonic type) will be constructed. Drain from the
receiving facility will be disposed periodically by vacuum truck. Venting from the facility will be
routed to safe area and existing vent/flare header. The required electrical power, fire water and
instrument air will be supplied from PT Pusri fertilizer plant.
2 OBJECTIVES
This document provides minimum requirement for direct buried optical fiber cable that the
CONTRACTOR SHALL furnish for all cables and termination equipment required to connect
metering facilities (Conoco Phillips facilities) to Remote Terminal Unit (RTU) (Pertagas facilities)
located in Grissik Area.
This document covers the fiber optic cable system required as a part of the Pembangunan Pipa
Gas Grissik - Pusri Project.
The CONTRACTOR scope is to supply, design, test and install continuous length direct buried
fiber optic cable.
CONTRACTOR shall be responsible to provide necessary equipment and other required tools for
Fiber Optic Cable installation.
CONTRACTOR shall be responsible to provide splicing chamber, direct buried box and other
material for splicing cable from the main eight (8) cores FOC.
CONTRACTOR shall provide necessary or required test equipment, tools and other equipment for
Fiber Optic Cable testing.
CONTRACTOR shall provide bulk, equipment or other necessary equipments that are required for
fiber optic installation.
CONTRACTOR shall be responsible to provide labor for performing all works, the labor shall have
capabilities to perform the work and have international standard for quality and experience.
The cable shall comply with the best suitable ITU-T G.654 recommendation revision C.
3.1 DEFINITION

Wherever conflicts or omissions between codes, specifications and contract occur, the most
onerous condition shall apply.
In the event of any conflict arising between this Specification and other documents listed
herein, refer comments to the PURCHASER/CLIENT for clarification before fabrication
commences. The order of precedence that applies is as follows:

5 GENERAL DESIGN
The cable structure shall be rugged with compact dimension and suitable for long
distance repeater-less connection.
Fibers shall be de-coupled from the cable structure.
Steel or copper central tube shall be applied to provide a maximum protection for fiber
optic cable.
Hydrogen ingression protection shall be applied to provide a maximum effectiveness
barrier against the hydrogen ingress for the fibers.
The cable shall be protected with high tensile strength galvanized steel wire armored.
Outer-sheathing or roving shall be applied to protect the armored wire surface during the
handling, transport and deploying the cables.
Specification requires that an optical fiber cable shall have at least 20 years lifetime.
CONTRACTOR shall show the certificate or evident to comply this requirement.
Detail requirement for Fiber Optic shall refer to Data Sheet - Instrument Cable (GRPU-
KRW-00-INS-DS-008).

NOTE 1 - The attenuation coefficient values listed in this table should not be applied
to short cables such as jumper cables, indoor cables and drop cables. For example,
[b-IEC 60794-2-11] specifies the attenuation coefficient of indoor cable as 1.0
dB/km or less at both 1310 and 1550 nm. Attenuation coefficient at a wavelength
longer than 1625 nm (for monitoring purpose) is not well known. In general, the
attenuation increases as the wavelength increases, and it may show steep
wavelength dependence due to both macro- and microbending losses.

6 SYSTEM INSTALLATION
6.1. Installation
Scope area for fiber optic cable installation starts from Metering (Conoco Phillips
facilities) to Remote Terminal Unit (RTU) (Pertagas facilities) in Grissik Area.
Fiber Optic Cable shall be installed in one trench with piping and in accordance with the
specifications and internationally accepted construction practice.
Installation of fiber optic cable shall be parallel following the piping route. Fiber optic
cable shall be proposed adequate installation for approval by CLIENT all along piping
way prior to execution of works.
During installation of optical fiber cable, the standard of allowable safety values for
tension and bending shall be applied.
CONTRACTOR shall propose the method of cable laying construction and equipment
proposed.
CONTRACTOR shall have responsibility to terminate all cores of fiber optic cable in the
Optical Distribution Frame (ODF) and in Optical Termination Box that will be placed at IT
Cabinet.
All materials installation up to the operation of optical fiber cable (ODF, Connector,
Fusion Splice, Enclosure, etc) shall be provided by CONTRACTOR. CONTRACTOR
shall provide design and install end cable cap at the end of cable to protect cable from
water and environment.
Any cable damages during installation shall be replaced by the CONTRACTOR at no
cost to CLIENT.
Available bending radius shall be 20 D (D =diameter of fiber optic cable) or as
manufacture standard in order to minimize the attenuation.
CONTRACTOR shall provide all special equipment and tools that may be needed for the
installation of the fiber optic cable
CONTRACTOR shall make detail specification for installation of the fiber optic cable in
the specific area, such as swampy area, river crossing, road crossing, cable crossing,
pipeline crossing etc.

Minimum depth fiber optic direct buried refer to drawing Field Instrument, Cable Routing
and Junction Box Layout Grissik Area (GRPU-KRW-01-INS-DWG-002).
Fiber optic installation should not be more than 4 km.
6.2. Splicing
All cable termination shall be made by the use of a fusion splice. Mechanical splices
shall not be allowed.
All splices including cable manufacturer splices shall be tested for mechanical integrity
and optical performance. The maximum loss in every splice shall not exceed 0.05 dB.
The fusion splicing machine shall be equipped with ability to estimate the splice loss.
Loss measured by OTDR shall less than 0.1 dB.
6.3. Termination
At each terminal equipment location, the ends of the fiber optic cable shall be terminated
into a fiber optic termination panel or optical distribution panel (ODF).
All connectors shall be LC type with alignment sleeves made from ceramic or equivalent
material to ensure extended service life and low temperature coefficient.
Connector insertion loss shall be 0.2 dB average and shall not degrade to worse than
0.5 dB for a minimum of 1000 insertion and removal.
The termination panel shall be mounted in the ODF rack that will be placed beside the
fiber optic transmission equipment
The fiber optic cable installed in ODF shall be supported and protected using cable rack
and trays.
Every core of the cable, including all spare cores shall be terminated.
All fusion splices shall be protected by mechanical shrink sleeves and organized in
splice tray within the ODF.
7.1. General
CONTRACTOR shall supply all calibration, test and simulation equipment that are
required to demonstrate the correct operation of the system. Certificates of the test
equipment shall be traceable to National and International Standards.
All calibration, test and simulation equipment shall be made available for CLIENT use
during the factory acceptance testing, site commissioning site acceptance testing period.
Current test certificates for all calibration, test and simulation equipment shall be
supplied and included as part of the official test report.
All test performed shall use 1550nm wavelength.
All fiber optic cable optical performance testing shall be performed by the use of Optical
Time Domain Reflectometer (OTDR). The test shall be conducted in accordance with
the recommendation of IEC-62073-3 and EIAITIA 455-61.
All cores of the cable shall be tested, including all spare cores.
7.2. Testing
The cable shall be tested for optical performance at the factory prior shipment to site.
The following factory test shall be carried out in accordance with IEC 60794-1 Optical
Fiber Cable Part- 1 :
Cable elongation shall not be less than 3% and no strain occurred the fibres.
5.2.3. Torsion
The cable shall withstand at least 5 cycles of 90 degrees Torsion within 10 minutes.
The cable length shall be minimum 1 meters.
5.2.4. Crush
The cable shall resist crush test in which the cable sample crushed with 3000 N load
between two steel plate length 100 mm for 5 minutes.
5.2.5. Impact
The cable shall withstand the impact test when a 1 kg weight has been dropped
vertically from one meter height onto a piece of steel which transmits the impact to
the cable sample.
The number of impacts shall be minimum of 3 at 5 different locations

CONTRACTOR shall provide a detailed construction installation procedure. The procedure shall
have a detailed construction method for laying the cable. Detail of FO cable construction

It shall be CONTRACTOR'S responsibility to store and handle the equipment prior to installation at
sites.
CONTRACTOR shall provide material installation required such as optical patch cords, fiber optic
connector and other FO cable accessories to interconnect the system with the fiber optic line and

other interface.
The commissioning shall follow procedures to be submitted not less than 30 (thirty) calendar days
prior to commencement of tests.
9 WARRANTY
The Fiber Optic Cable shall be provided with one (1) year warranty period under normal use and
service, beginning at the completion of 30 day performance test and issuing of the Certificate,
CONTRACTOR shall provide the personnel and equipment necessary to repair and or replace
equipment for maintenance and operation.
Up to the end of warranty period, CONTRACTOR shall provide a timely response to any fault on
the FOC at each site within 24-hours from when the problem is reported.
The warranty service shall also cover the replacement of defective parts and components without
any costs to the CLIENT.
CONTRACTOR shall be required to maintain a team on site to cover any failures during the SAT
and Commissioning Period, and shall also cover the replacement of defective parts and
components without any costs to the CLIENT.
