1.0 PURPOSE

The purpose of this procedure is to describe the method for carrying out EIA
Studies for use by the division so as to impart effectiveness and uniformity to
these studies.

2.0 SCOPE

This procedure shall be followed for all the EIA studies carried out by the
division for various development/industrial projects.

3.0 REFERENCES

3.1 The Environmental Impact Assessment Notification dated 14th

September 2006 by Govt. of India (GOI), MOEF, New Delhi.
3.2 Guidelines for Environmental Impact Assessment, by GOI, Ministry of
Environment & Forests, New Delhi
3.3 Guidelines for Computing Ground Level Concentrations from
Continuous Point Sources

4.0 DEFINITIONS

Terms of Reference (TOR):

Scope of EIA study and methodology to be carried out.

5.0 METHODOLOGY & CONTROLS

5.1 The procedure for carrying out such jobs is described in following flow diagram.

Project Details
Identify project related information required for carrying out EIA study
(Job Engineer)
Coordinate with Client/Project/Originating Division/Department to
receive necessary information (Job Engineer/ Lead Engineer)

Preparation of Draft TOR

Assist client to fill the Form-I of MOEF given in the Notification dated
14th September 2006 (Job Engineer)
Prepare draft TOR and submit the same to client, for comments.
Incorporate the comments and assist the client in providing technical
clarifications for approval of the same by MOEF/SEIAA.

Baseline Data Collection/Specialized Studies

On receipt of approved TOR, develop Technical specifications for

baseline data collection and specialized studies by engaging Third
Party Agencies (Job Engineer/Lead Engineer) as per approved TOR.
Techno-commercial bidding document shall be prepared and floated
by Contracts to approved Third Party Agencies.
Coordinate with Client/ Contracts division for award of job to third
party (Job Engineer/Lead Engineer)
Furnish relevant project related information to the selected agency
(Job Engineer)

Prediction and Assessment of Impacts and Preparation of

EMP
Carry out prediction and assessment of impacts as per relevant
guidelines (Job Engineer)
Prepare Environmental Management Plan (Job Engineer)

Preparation of EIA Report

Preparation of EIA Report as per the applicable guidelines and client
specific requirements (Job Engineer)
Review of Draft EIA Report (Lead Engineer)
Approver of EIA Report shall ensure the following
o Verify items in the checklist, 5-1741-0040-C1
o Relevant and authorized reference documents are being
followed
o Overall system for the preparation of EIA Report has been
followed
Submit the Draft EIA Report to Client for comments
Review comments and incorporate appropriately/ discuss if necessary
(Job Engineer/ Lead Engineer)
Review relevant comments provided in public hearing proceedings
and incorporate the same. (Job Engineer/Lead Engineer)
