Sub: In principle approval for sanction of fresh power supply of 500 KVA Contract Demand with

With reference to the above subject, this office has processed the office note for approval of
sanction of fresh power supply of 500 KVA Contract Demand with 710 KW Connected Load on 33
KV level through 33 Regent Feeder from 132 KV MIDC S/s in respect of M/s Refkings Cott Soya
Pvt Ltd.
The Competent Authority viz Executive Director (Dist-II), MSEDCL has directed to confirm
line capacity, since line will have to carry total 16 MVA load. Further, directed to check whether
conductor in present condition can carry this load.

In this regards, the S.E. (O&M), MSEDCL, Jalna vide letter under reference No. (3) has
given clarification as below:-

1) Size of the conductor of 33 KV Regent Feeder is 0.1 Dog conductor & it is 20 years old
conductor.
2) Now existing load on conductor is 10 Amp. After connecting of 16 MVA load it is
capable for carrying the above load.
3) Load sanction Totaling 15000KVA is sanctioned to M/s Gajkesari Steel Alloys Pvt. Ltd.
vide letter no.10068 dt.03.05.2018 subject to payment of charges for converting the
33KV Regent Feeder as DDF feeder.
4) Now M/s Gajkesari Steel Alloys Pvt. Ltd has requested to release sanctioned 12000KVA
additional load (Totaling 15000KVA C.D.) on 33KV Regent Feeder without any
payment & said that in order to have DDF feeder he will make own dedicated feeder
within one year. As per provisions of SOP’2014, load up to 10000KVA is to be released
on 33KV Non express feeder; hence consumers above request cannot be considered.
5) The validity of the load sanction of M/s Gajkesari Steel Alloys Pvt. Ltd is for the period
of Six months only from date of sanction. Hence the load sanction in r/o M/s Refkings
Cott Soya Pvt Ltd cannot be sanctioned on 33KV Regent Feeder.
6) The work of 33 KV Matsyodari Feeder is carried out under DDF Scheme
7) Therefore the proposal is revised and the load sanction of M/s Refkings Cott Soya Pvt
Ltd is proposed on 33 KV Matsyodari Feeder subject to NOC as proposed by SE Jalna.
Proposal:-
In view of MERC’s Standards of Performance Regulations, 2014 clause 5.3 & their
provisions & MERC order dt 17/08/2015 in Case No. 138 of 2014, Connection may be sanctioned in
principally on higher voltage level (33 KV) through 33 KV Matsyodari Feeder provided that M/s
Refkings Cott Soya Pvt Ltd have to obtain NOC of M/s Matsyodari steel alloys subject to following
conditions:-

a. If the proposal is approved, the S.E. (O&M) Circle, MSEDCL, Jalna will work out the
estimate for works involved for sanction of power supply and its cost will be borne by the
consumer.
b. This sanction of 500 KVA load on 33 KV Matsyodari Feeder is subject to NOC of M/s
Matsyodari steel alloys. Proper protection arrangement is to be provided by the consumer to
avoid interruption to other part of HT line in case of break down at installation of the
consumer.
c. The undertaking for agreeing above condition should be submitted by the applicant before
release of load.

d. The sanction is subject to submission of undertaking by applicant to MSEDCL Circle

office, Jalna for execution of work under DDF & expenditure for release of connection
will be borne by applicant on non refundable basis. This undertaking will be scrutinized
at Circle level before release of load.

e. The CT ratio of metering shall be commensurate with the Contract Demand.

f. The metering shall be according to the specification as may be provided by Superintending

Engineer (O&M), MSEDCL, Jalna and Superintending Engineer (TQA), MSEDCL,
Aurangabad.

g. All the technical specifications for equipments and also the work carried out will be strictly as
per the regulations, rules, circulars, etc. of MSEDCL.

h. All the expenditure for release of such connection will be borne by consumer on non
refundable basis.

i. The specifications of the equipments and the monitoring of the work will have to be done
under the guidance of Superintending Engineer, (O&M) Circle and the necessary charges for
the same as may be applicable will have to be paid by consumer.
j. In case any concurrence/permission is required from the MSETCL, the same will have to be
obtained by the consumer.

k. MSEDCL will not be responsible for any delay or any issue arising while carrying out the said
work and the same will solely be completed by the consumer.
l. The Notarized undertaking for accepting above conditions will have to be obtained on stamp
paper of Rs. 200/- from the consumer.
m. Any increase or any additional expenditure if required, for any reason to release said load, the
cost will be borne by the consumer.
 n. The office note is submitted for fresh load of 500 KVA Contract Demand. However approval
for estimate if any may be obtained separately from the appropriate Authority.
o. There is no financial burden on MSEDCL for development of infrastructure to cater the load
of 500 KVA on 33 KV network.
p. Any additional or modification in work involved for sanction of load will be fully borne by the
applicant.
q. The applicant will abide to pay any other charges as may be leviable for this sanction by the
Competent Quasi Judicial/ Judicial or any other Statutory Authority.

The load detail of the prospective consumer in r/o M/s Refkings Cott Soya Pvt Ltd is on 33
KV level are as follows:-
