Outline of proposal for qualification – to include sector, proposed size and level of
qualification - assessment characteristics e.g. grading:
The Level 4 in Occupational Health and Safety Diploma would allow learners to demonstrate
competence in job-related skills in their particular area of work and expertise. It is designed to
provide students with the expertise – wherever in the world they may be working – required to
undertake a career as a safety and health practitioner.

This qualification is suitable for individuals who have achieved a Level 3 in Occupational Health and
Safety and individuals who are currently in employment as health and safety officers and who wish
to obtain a formal qualification.

This qualification covers areas such as promoting a positive health and safety culture, effective
communication systems and policy for health and safety information, developing and maintaining
individual and organisational competence as well as controlling risks and reviewing proactive and
reactive monitoring systems for health and safety. It also covers developing and implementing
emergency response, reviewing systems and procedures, and influencing and keeping pace with
improvements in health and safety practice. A detailed syllabus for the same has been attached.

The Level 4 in Occupational Health and Safety Diploma examination contains 200 multiple-choice
items with four possible answers for each unit. Only one answer is correct. Each item is
independent and does not rely on the correct answer to any other item. The data necessary to
answer items are included in the item or in a scenario shared by several items. The delegates score
would be based on the number of scored items they correctly answer.

On achievement of the qualification learners will have developed the level of competence which will
enable them to perform consistently, reliably and productively in their work role, and make a
positive contribution to their employment.

Purpose of qualification and proposed progression route (s):

Presently the examination method used by institutions are subjective. More focus is emphasis on
two aspects a) The written English language b) the examiners.

Today the internet is filled with unsatisfied delegates who have attempted and accredited health
and safety qualification that make upsetting reading. They feel the pain and anguish if they fail their
exams and have to repeat. This is mostly because outside that UK English is not the first language
hence there is a big gap in the student answering the question and the perception of the examiner
of what he perceives the answer to be. The records for the examiner held accountable in the event
of a mismarking have never been seen. In addition, the examiners hired have no accountability
since they are usually freelancers used to mark papers.

This qualification is intended to be recognized by IOSH for Graduate Member (Grad IOSH). As a
Graduate Member, the delegate can use the letters Grad IOSH after your name. All Graduates
would be required to maintain a CPD record.

Is the request for a regulated (on Ofqual register) or non-regulated qualification? (please
provide rationale for choice):

The request is for Ofqual regulated, in order to confirm competence in an occupational role to the
standards required.

Evidence of need e.g. labour market intelligence, learner demand – include size of potential
take up, whether they would be home students or overseas, where the delivery would take
place:

The qualification will e offered both in the UK and overseas. This Diploma qualification would be
offered through a structured study-based training programme, that combine the screening of
knowledge and understanding in written evaluations with practical application of learning in the
workplace.
