DEPARTMENT OF NATIONAL ZOOLOGICAL GARDENS
TREATMENT PLANT FOR HIPPOPOTAMUS AREA AT DEHIWALA ZOOLOGICAL
GARDEN

1. The Chairman, Departmental Procurement Committee (DPC), Department of National Zoological


Gardens now invites sealed bids from eligible and qualified bidders for the Construction of
Proposed Treatment Plant For Hippopotamus Area At Dehiwala Zoological Garden as described
below and estimated to cost Rs. 33.00 Million (excluding VAT).

The site is located in Dehiwala Zoological Garden. Works include construction of new treatment
facilities for the Proposed Hippopotamus area, within the particular localities.

Construction works will mainly comprise of earth work, concrete work, pipe laying,
waterproofing, pump installation, electrical works, testing and commissioning.

The Time for Completion for the whole of the Works shall be 120 Days.

2. Bidding will be conducted through National Competitive Bidding Procedure.

3. To be eligible for contract award the successful bidder shall not have been black listed and
shall meet the following requirements:

Registered with Construction Industry Development A u t h o r i t y (CIDA) for Water


Supply and Drainage Works - Grade C4 or above / Plumbing and Drainage Works – Grade
EM1.

4. Qualification requirements to qualify for contract award include:

Average annual turnover of construction work performed in the last five years shall be at
least Rs. 120.0 Million.

Successful completion as main contractor of a construction project of similar


nature and complexity with a project value at least Rs. 30 Million and completed within
05 months, or a higher project value completed within a proportionate time period,
completed during last ten years.

The minimum amount of liquid assets and/or credit facilities (after setting apart
for other contractual commitments) and exclusive of any advance payments which
may be made under this contract shall be not less than Rs. 20.0 Million.

5. Interested bidders may obtain further information from Director General, Department of
National Zoological Gardens, 251 2A/2B, Colombo road, Waththegedara Junction,
Maharagama (Tel.: 011-2896963, Fax: 011-2734542) and inspect the bidding documents
during normal working hours from 22/05/2018 until 11/06/2018.

6. A complete set of Bidding Documents in English language may be purchased by interested

bidders on submission of a written application to the Director, Department of National
Zoological Gardens at the above address from 22/05/2018 until 10/06/2018 from 09:00 hrs to
15:00 hrs upon payment of a non refundable fee of Sri Lankan Rupees Six Thousands (Rs.
5,200.00). The method of payment will be cash.

7. Bids shall be delivered in duplicate in the Tender Box made available at the office of the
Director, Department of National Zoological Gardens, 251 2A/2B, Colombo road,
Waththegedara Junction, Maharagama or sent by registered post addressed to the Director,
Department of National Zoological Gardens at the above address to reach him on or before 2.00
p.m on 11/06/2018. Late Bids will be rejected. Bids will be opened soon after closing in the
presence of the bidders’ representatives who choose to attend.

8. Bids shall be valid up to 09/09/2018.

9. All bids shall be accompanied by a Bid-Security of Sri Lankan Rupees Three Hundred and
Fifty Thousands (Rs. 350,000.00) obtained from a reputed commercial bank operating in Sri
Lanka or Construction Guarantee Fund and shall be valid up to 07/10/2018.

10. Pre-Bid meeting will be held at 10.00 a.m on 31/05/2018 at the office of Deputy Director,
Elephant Orphanage, Pinnawala.

(4.4) The qualification criteria is as follows:

4.4. a Bidders must be registered with the Construction Industry


Development Authority (CIDA) for Water Supply and Drainage
Works, Grade C4 or above / Plumbing and Drainage Works – Grade
EM1
4.4. b Average of the annual turnover of construction work
performed in the last five years shall be at least Sri Lankan Rupees
One Hundred and Twenty Million (Rs.120.0 Million)
4.4. c Successful completion as main contractor of a construction project
of similar nature and complexity with a project value at least Rs. 30
Million and completed within 04 months, or a higher project value
completed within a proportionate time period, completed during last
five years.
Recent documentary evidence obtained from Clients should be
attached as proof for the above, indicating project name, cost, project
duration, year of completion, gross floor area and number of floors.
4.4. d Proposals for the timely acquisition (own, lease, hire, etc.) of the
essential equipment listed in the Bidding Data clause 4.3:

4.4. f The minimum amount of liquid assets and/or credit


facilities (after setting apart for other contractual
commitments) and exclusive of any advance
payments which may be made under this contract
shall be not less than Rs. 20.0 million
The minimum amount of liquid assets available is
calculated as follows:

X = (A – L) – 0.2W + C

A = Current assets as given in the latest audited
financial statements,
L = Current liabilities as given in the latest audited
financial statements,
W= Outstanding contractual commitments as supported
by an affidavit as per Form "Affidavit for the
current commitments",
C = Project specific revolving line of credit given by a
bank as per Form "The Letter from the Bank for
Granting of a Revolving Line of Credit".

Any Bidder who does not have the minimum amount of


liquid assets calculated on the above basis, required
under Sub-Clause 4.2 of the Instructions to Bidders
(ITB) shall be treated as non-responsive.

Any Bid which has to be supported by a project specific


revolving line of credit, to meet the requirement of Sub-
Clause 4.2 of the ITB, but has not been supported by
that strictly according to the Form "The Letter from the
Bank for Granting of a Revolving Line of Credit" shall
be treated as non-responsive.

Forms for the “Affidavit for the current commitments”


and the "The Letter from the Bank for Granting of a
Revolving Line of Credit" are attached at the end of
Section 2 – Bidding Data.

4.4. g The value of work in hand at the time of closing of the


bid Including contract price of this Contract should not
be exceeding the CIDA registration value of the bidder.

4.4. h Even though the bidder meets the above qualifying criteria, they are
subject to be disqualified if they are discovered to have submitted
misleading or false documentation in proof of the qualification
requirements.

4.4. i Non submission or partial submission of the documents listed above


shall lead to rejection of the Bid as decided by the Employer.

(31.1) If the Procurement is within the authority limit of a MPC


(Ministry Procurement Committee):

After evaluation of Bids in accordance with the procedures described


under Clauses 25, 26, 27, 28, 29, and 30, the Employer will inform all the
bidders in writing the selection of the successful bidder and the intention
of contract award to such bidder. The unsuccessful bidders if they so
wish, within one week of such notice may make representation to the
Secretary to the Ministry at the address given below. Such representation
shall be self-contained to enable the Secretary to arrive at a conclusion
and a cash deposit to the amount given below shall be made. The
Employer may request the bidder who had made representation to submit
further evidence during the investigation of such representation. The cash
deposit will be forfeited unless the Employer changes the original contract
award decision in favour of the bidder who has made such representation.

(34.0) The amount of Performance Security is 5% of the Initial Contract Price.

(36.0) The entity for appointing the Adjudicator is the Construction Industry
Development Authority (CIDA).
Fees and types of reimbursable expenses to be paid to the Adjudicator
shall be on a case by case basis and shall be shared by the Contractor
and the Employer.

The minimum cover for insurance of the Works and of

Plant and Materials is 5% of the Initial Contract Price.

(b) Contractor’s Equipment


The minimum cover for loss or damage to Equipment is the
replacement cost
The Maximum deductible for insurance of Equipment is 0.2% of the
Initial Contract Price.
(c) Other Property
The minimum cover for insurance of other property (other than the
site) is Rs. 100,000/=

(d) Personal Injury or Death – Third Party and Employer


The minimum cover for insurance of personal injury or death for third
party and employees of the Employer and other persons engaged by the
Employer in the Works is Rs. 575,000.00 per person per event.

(13.2) (a) Personal Injury or Death – Contractor’s Workers and Staff


The minimum cover for personal injury or death, for the
Contractor’s workmen are Rs. 575,000.00 per person per event.
The minimum cover for Contractor’s employees other than
Workmen is Rs. 575,000.00 per person per event

(16.2) Add new sub clause 16.2 after sub clause 16.1 and extend to read as
follows:

The Contractor shall set out the Works in relation to the original points, lines
and levels of reference specified in the contract or as notified by the
Engineer. The Contractor shall be responsible for correct positioning of all
parts of the Works and shall rectify any error in the positions, levels,
dimensions or alignment of the Works.
The Employer shall be responsible for any errors in such specified or notified
items of reference; but the Contractor shall make reasonable effort to verify
their accuracy before they are used.
The Intended Completion Date for the whole of Works shall be 120 Days
(17.1) from the date of commencement

(21.1) The Site Possession Date shall be within 7 Days from Letter of
Acceptance

(27.1) The Contractor shall submit a programme for the Works within 14 Days of
delivery of the Letter of Acceptance.

(27.3) The period between Programme update is 30 Days.

(27.4) The amount to be withheld for late submission of a Programme is 2%


of the Initial Contract Price.

(34.2) Add new sub clause 34.2 after sub clause 34.1 and extend to read as
follows:
The Contractor shall submit the following samples / relevant information to
the Engineer for pre - construction review and approval in accordance with
the requirements of the bid.
a) Manufacturer’s standard samples of materials;
b) Samples specified (if any) in the Employer’s requirement; and
c) Additional samples instructed by the Engineer.

Each sample shall be labelled giving appropriate details of supplier,


manufacturer and the country of manufacture and intended use in the Works.
Samples shall be kept available on site during the construction period for
inspection by the Engineer at any time when he requires.

(35.1) The Defects Liability Period is 365 Days.

(39.2) Engineer may order variations up to a total cumulative value not


exceeding 10% of Initial Contract Price without Client’s prior approval.

work up to date every fortnight to the Employer’s Authorized

(43.1) Payments shall be adjusted for deductions for advance payments and
retention. The Employer shall pay the Contractor the amounts certified
by the Engineer within 14 Days of the date of each certificate. If the
Employer makes a late payment the Contractor shall be paid interest on
the late payment in the next payment. Interest shall be calculated from
the date by which the payment should have been made up to the date
when the late payment is made at the rate of interest of 1% over the
prevailing lending rate of the Central Bank to Commercial Banks.

(48.1) The retention from each payment shall be 10% of the certified work
done.

The limit of retention shall be 5% of the Initial Contract Price.

(49.1) The liquidated damages for the whole of the Works shall be 0.05%
per Day.

The maximum amount of liquidated damages for the whole of the Works
shall be 10% of the Initial Contract Price

(52.1) The Performance Security shall be 5% of the Initial Contract Price. The
Performance Security shall only be from a reputed commercial bank
operating in Sri Lanka or Construction Guarantee Fund.

Delete the last sentence of clause 52.1 and add following:

The performance security shall be valid until a date 28 Days beyond the
end of the Defects Liability Period

(58.1) As built Drawings and Schedules and the Operating and Maintenance Manuals
as required in the specifications, shall be submitted by the Contractor prior to 7
Days of the issue of certificate of completion.

(58.2) The Engineer shall with hold 5% of the initial Contract Price until the
submission of above stated documents.

The percentage to be applied on the value of works not completed, as the

CHAPTER 1 - GENERAL

1.1 Specifications to be used in respect of the present Contract

The following specifications published by the ICTAD/CIDA shall be used in conjunction


with these specifications.

1.2 Origin and quality of the materials

The origin qualities, characteristics, types, dimensions and weights, methods of testing,
marking, control and acceptance of materials and prefabricated products will conform to
these specifications and to the regulations of the CIDA.

The origin of materials and products relative to the works are subject to the approval of the
Engineer, before supply any at the site, to the maximum of forty five (45) days from the
notification of the Contract. The Contractor shall attach all useful test reports, samples and

references to his agreement application. The Contractor will not modify the origin of
materials and products without the authorisation of the Engineer.

1.3 Obligation of the Contractor towards the Engineer

Before beginning any work, the Contractor is required to declare to the Engineer any error,
omission or contradiction between the various plans, drawings and quantities of items to
be supplied by the Employer. He is supposed to have knowledge of the site conditions, the
difficulties of access and work management, and has to maintain in good condition of
service and operation of the roads, drains, works of any nature encountered in the
immediate vicinity of work.

The Contractor is also under the obligation to check the indications contained in this
document with which he must conform.

He will thus have in particular:

• To check all the layouts and elevation levels mentioned on the various drawings
and their compatibility,

• To make sure that there is no contradiction between the work description and the
drawings, or the various documents between themselves,

• To check the compatibility of the space allocated to the various works, and ensure
the work time resulting from their execution is always complied with,

• To check that the number of items proposed to be supplied by the Employer match
the quantities estimated during his own survey.

If the Contractor detects an omission or has a doubt, he shall immediately inform the
Engineer, who will decide on the procedure to be followed. Failure by him to mention it in
time to the Engineer, will lead him to assume the consequences of any errors, omissions or
undetected contradiction.

1.4 Work management

The site will be organised and work will be carried out according to the provisions of the
Civil Engineering Specifications (CIDA). The Contractor will submit to the Engineer the
work programme according to the provisions of this document. Moreover, he will submit
to the Engineer all the measures which he intends to take as regards safety on the work site
and signalling.

1.5 Documents provided by the Contractor

The General Conditions and Conditions of Particular Application of Contract include a list
of documents together with the checking time and delivery times. Within the time allowed,
the Contractor will provide the documents specified.

The Contractor will supply in particular:

 The programme of work

 Daily reports

 The site installation plan

 The Health and Safety Plan

 The as-built drawings

1.5.1. Programme of work

Within 14 days from the notification of the Contract, the Contractor will provide the
Engineer the programme of work. This will include in particular:

 The phasing of work,

 The work execution schedule and times estimated for the execution of each phase,
assuming that the sum of the times of each phase shall not be greater than the
completion period for the contract,

Moreover, he will indicate the critical tasks which determine the critical path and
highlight:

 The tasks to carry out in order to complete the work, and their sequence,

 For each task, the date scheduled for its completion,

 The critical tasks which condition the completion period of the work,

 The schedules of requirements for material procurement,

The list above is not exhaustive and the Contractor will provide the Engineer all
information which he considers useful for him to estimate the needs and to manage the
general condition of work.

It will define the estimated dates of interventions by the joint Contractors or


subcontractors.

During the work and at each weekly progress meeting, the Contractor will provide an
updated schedule, detailing work completed, those remaining and the estimated
completion dates. On this schedule, the critical items likely to influence the partial or total
times will have to be shown.

1.5.2. Site log book

A log book will be prepared by the Engineer. In this report will be regularly set out :

• The administrative operations relative to the execution and the supervision for
work, such as the work order, working drawing approvals, etc.

• Noted weather conditions,

• Results of the tests,

• Results of various measurements,

• Incidents or details of interest regarding the subsequent behaviour of the works, or


likely to give rise to special claim from the Contractor.

A detailed daily report established by a representative of the Contractor will be annexed


each day on which will be indicated, per work item :

• The schedules of work, the manpower and the qualification of the personnel, the
material present on the site and its work time, the duration and the cause of the
stoppages, the measured work carried out each day.

• Incidents on the building site likely to give rise to special claim from the
Contractor,

• All the instructions imposed by the Engineer in the course of site work.

The daily progress report will be signed each day both by the representatives of the
Engineer and the Contractor.

1.5.3. Site installation plan

Within 30 days from the notification of the contract, the Contractor will provide the
Engineer the following documents:

• The site installation plan,

• The proposed construction plant,

• Proposals for dumping area,

For each site, the zones reserved for the site installation will have to receive prior
agreement of the Engineer. The supply of the building site with electricity and water will
be the responsibility of the Contractor.

The Contractor will have to provide and maintain at the request of the Engineer a site
office, allowing periodic site meetings to be held as described in the contract data. In this
room, the Contractor or his representatives will permanently keep a complete specimen of
the contract documents and drawings in good condition, as well as the site log book at the
accessible for the Engineer.

1.5.4. Health and Safety Plan

Within 30 days from the notification of the contract, the Contractor will hand over to the
Engineer a specific Health and Safety Plan.

1.5.5. As-built package

The complete as-built package will be handed over at the latest on the same day as the
request for acceptance is notified by the contractor.

The contractor will supply one transparency sheet and 3 copies, 1 of which will be a
softcopy on CD ROM.

The contractor will hand over one draft copy of the documents so that the Engineer can
check the correctness of the information shown on these documents. These draft
documents will be handed over as far as possible as the works progress. The Engineer will
make known its comments within a maximum period of fifteen days from the receipt of
the draft document.

1.6 General site works

1.6.1. General Excavation

The entire area within the limits of earthwork as indicated shall be constructed to the lines,
grades, elevations, slopes and cross sections indicated on the drawings with added
allowance for the thickness of gravel base and paving where required. Slopes and drainage
features shall present a neat uniform appearance upon completion of the work and shall be
approved by the Engineer. Excavated materials meeting the requirement of fill materials
may be conserved for subsequent use or placed as earth fill immediately after excavation
upon approval of the Engineer. The suitability of all excavated materials for specific
purposes shall be determined by the Engineer. The Contractor shall not waste or otherwise

dispose of suitable excavated materials. All excavation shall be performed under the
limitations and requirements set out in the sections of this specification pertaining to
control of water.

1.6.2. Earthwork

The earthwork shall include all the work such as excavation of all materials of whatever
nature encountered, handling, hauling and compaction of required fill materials, disposal
of all excess excavated material, special shoring, bracing and protection work in deep
excavation, preparation of sub-grade, dewatering as necessary, protection of adjacent
property, backfill, surface reinstatement, and embankment to the lines and grades
indicated on the drawings.

1.6.3. Site Investigation

(1) General

The site on which work will be completed has been subjected of a ground survey (see
contour plan).In any event, the Contractor will be supposed to know the nature of the
ground, and will have to take all precautions which he considers useful for recognition of
the nature and the stability of the ground in which work is to be carried out.

The control of work is left to the appreciation of the Contractor. It is formally forbidden
for the Contractor to begin work of masonry or installation of pipes without having
received the approval of the Engineer following the inspection of the trench bottom.

The Contractor shall assume all responsibility for deductions and conclusions as to the
nature of the materials to be excavated, the difficulties involved, dewatering, and
maintaining the required excavations and of doing the work affected by the subsurface
conditions at the site of the work.Neither the Employer nor any of its Officers, the
Engineer or Consultant shall be liable for any loss sustained by the Contractor by or
deduced from said borings, samples, tests, and/or reports, and the actual conditions
encountered during the progress of the work. The Engineer or the Consultant may change
the design parameters slightly according to the subsurface condition after the excavation
of particular location. The modified drawings and other specifications would be submitted
by the Engineer or the consultant to carry out the construction.

(2) Levels to be Recorded

Before the surface of any part of the Site is disturbed or the works thereon are begun, the
Contractor is requested to carry out the detail topographical survey and shall take and

record levels of any such part, in the manner specified or as agreed with the Engineer.
Two working days prior notice is to be given to the Engineer so that the recording of
levels can be performed in the presence of the Engineer.

1.6.4. Rock and Hard Materials

For the purpose of this Contract, rock is defined a natural materials that is so hard that, in
the opinion of the Engineer, it cannot be removed by the ordinary methods of hand or
machine excavation without undue difficulty, or without preliminary work to break or
loosen the material by use of blasting impostors, or similar procedures.

Hard material is similarly defined as artificial material such as concrete that, in the opinion
of the Engineer, is so hard that it cannot be removed by the ordinary methods of hand or
machine excavation without undue difficulty or without preliminary work to break or
loosen the material.

Use of such preliminary procedures will not in itself justify rock or hard material
classification. The Contractor shall notify the Engineer as soon as he encounters rock or
hard material for which he intends to claim payment to permit an assessment to be made
as work proceeds.

1.6.5. Explosives and Blasting

The Engineer shall have power to regulate, restrict or prohibit blasting if in his opinion it
is necessary to do so for the safety of persons or property or to safeguard the works. No
blasting shall be carried out in any part of the Works without the permission in writing of
the Engineer. Such permission shall not absolve the Contractor from any of his obligations
or liabilities under the Contract and he shall take all necessary precautions including the
use of blasting nets to avoid damage, loss or injury to persons and to public or private
property.

(1) Responsibility

The Contractor shall be solely responsible for injury to persons, or property that may result
from his use of explosives, and the exercise of, or failure to exercise control on the part of
the Engineer shall in no way relieve him of responsibility for injury or damage resulting
from their use.

(2) Supervision

All blasting shall be done under the supervision of a competent blasting expert, and
subject to Sri Lanka regulations for blasting.

(3) Blasting Caps

If electric blasting caps are used, precautions should be taken to warn operators of radio
equipment to stop transmitting in any area in which blasting operations are in progress.

(4) Location

Explosives shall not be used within any distance that the Engineer may direct from
concrete placed in the Works, any existing structure, water main, electric cable, sewer,
conduit, or other service.

(5) License

The Contractor shall obtain the necessary licenses for the storage, transport and handling
of explosives and shall provide a store or stores suitable for explosives in accordance with
local regulations. The special security permission may require before any kind of blasting
and transportation of blasting materials to the site area. It is Contractor’s responsibility to
take necessary approval from relevant authorities. The Engineer will assist the contractor
in such situation arises.

1.6.6. Bracing and Shoring

Excavated surfaces too steep to be safe and stable if unsupported shall be supported as
necessary to safeguard the work and workmen, to prevent sliding or settling of the
adjacent ground, and to avoid damaging existing improvements. The width of the
excavation shall be increased if necessary to provide space for sheeting, Bracing, shoring,
and other supporting installations. The Contractor shall furnish, place and subsequently
remove such supporting installations.

1.6.7. Shoring with Sheet piling

Shoring with interlocking sheet piling is recommended in deep excavation marked in the
drawings. The Contractor shall propose the method of construction of piling and the
specification of sheet piles in detail to the Engineer’s approval.

1.6.8. Borrow Excavation

When the quantities of suitable surplus materials obtained from specific excavations are
insufficient to construct the specified fills, additional materials shall be obtained from
approved borrow areas. Borrow pits shall be excavated and finally dressed in a manner to

eliminate steep or unstable side slopes or other hazardous or unsightly conditions. The
extent and depth of borrow pits and the limits of designated borrow areas shall be
approved by the Engineer. The Contractor is responsible for the arrangement and payment
for all borrow material and the material selected shall meet the approval of the Engineer.

1.6.9. Disposal of Material

All surplus excavated material and materials arising from site clearance shall be disposed
by the Contractor to the tips provided by the Contractor and approved by the Engineer. All
requirements herein for the disposal by the Contractor of materials arising from Site
clearance or from excavations are subject to the applicable provisions of the Conditions of
Contract.

1.6.10. Excess Excavation

The Contractor at his own expense shall remove from the Site all materials residing from
excess excavation below that required for the foundation and bedding and shall make good
the same with such kind of all material or in such class of concrete as may be reasonably
required by the Engineer having regard to the circumstances.

1.6.11. Control of Water

The Contractor shall furnish, install and operate all necessary machinery, appliances, and
equipment to keep excavations free from water during construction and shall dispose of
water so as not to cause injury to private property, or to cause a nuisance or menace to the
public. Berm shall be provided to prevent surface water from draining into structural
excavations. Earth banks shall be suitably protected from damage by erosion during
construction. Any damage occurring shall be repaired by the Contractor at his expense.

1.6.12. Standard Earthwork Compaction Test Procedure

All compacted earth fill dry density shall equal or exceed the specified percentage as
determined by ASTM D1557, Method C. This method will be used to determine the
maximum dry density of each type of soil used in compacted fill, backfill, and
embankments and to measure the relative compaction at optimum moisture content of
compacted fills, backfill, embankment and sub-grades.

During the course of the work, the Contractor, under supervision of the Engineer, will
perform such tests as are required to identify materials, to determine compaction
characteristics, to determine moisture content, and to determine density of fill in place.

These tests performed by the Contractor will be used to verify that the backfill and fill
conform to the requirements of the specifications.

1.6.13. Testing

Testing will be performed by the Contractor or an approved testing laboratory selected by


the Contractor when, where, and as directed by the Engineer. The costs of all compaction
testing and other as stated above will be borne by the Contractor. The Contractor shall
adjust his operations so as to permit time to make tests, and shall excavate and fill such
holes as may be required for sampling and testing.

1.7 Access, site clearance and embankments

1.7.1. Access

The Contractor shall construct and maintain necessary haul and access roads within the
construction area as required completing all work. Upon completion of construction, all
haul or access roads, backfill, and disposal areas shall be dressed to provide drainage and
left in a slightly condition. The Contractor shall maintain existing public thoroughfares and
control dust, such that it not be offensive and that all public thoroughfares be effectively
signed, with flagmen present, to ensure the safety of all inhabitants.

1.7.2. Site Clearance

The entire site area shall be cleared and grubbed of all vegetation, including soil in the root
zone. All the existing structures, which need to be removed from the site, shall be
demolished and debris disposed. Any underground existing items, which are likely to
interfere with the work, shall be unearthed and removed. All deleterious material, such as
trees, brush, heavy vegetation, trash, broken concrete, large stones, etc. shall be removed
from the site area. All soil, rock or other materials unsuitable for use in a compacted
backfill, fill or as foundation materials, as determined by the Engineer shall be excavated
and exported from the site. Disposal of cleared material shall be approved by the Engineer.
All stumps, roots, and root clusters having a diameter greater than 25 mm shall be
removed to a depth of at least 500 mm for concrete structures and 300 mm for
embankment sites and other areas. In any case, flora which exhibits a re-growth potential
after grubbing to these depths shall be removed entirely. Such determinations shall be
made by the Engineer.

The Contractor shall verify any existing underground services, and after obtaining the
approval of the relevant authority, shall relocate such services elsewhere.

The Contractor shall also check the necessity of the relocation of any overhead electricity
or telecommunication cables or posts which will interfere with the construction work. If
such necessity arises, Contractor shall obtain the permission from the relevant authority
and get the relocation done.

Any expenditure involved in such relocation shall be borne by the Contractor.

1.7.3. Materials for the Construction of Earth Embankments and Site Grading

(1) Engineered Fill Materials

Furnish from sources approved by Engineer impervious soils free from trash, roots, sod or
other perishable materials. Rock particles larger than 150 mm in any dimension shall be
removed prior to compaction of fill. Excavated site soils meeting the requirements of
impervious embankment fill may be used for engineered fill as approved by the Engineer.
Certain areas within a larger designated excavation area may not be suitable for
embankment fill and such areas shall be rejected as embankment fill and be disposed of by
the Contractor.

(2) Site Grading Material

Existing site soils free from trash, roots, sod, or other perishable materials or as specified
for engineered fill material.

1.7.4. Embankment Filling and Structure Back-filling

All fills, embankments, and structure backfill shall be placed in dry areas and dry
excavations.

(1) Equipment

Use equipment for construction of fills and backfill that produces the specified
compaction, type and capacities as required and approved by the Engineer.

(2) Protection

Protect all working areas from damage by water or otherwise maintain site drainage at all
times, and keep water from standing on top of constructed fills and backfill. Heavy
equipment shall not be operated within 0.6 m of any structure and vibrating rollers within
1.5 m of any structure.

1.7.5. Foundation Preparation

Foundations for earth fill shall be stripped to remove all obstructions, vegetation, debris,
or other unsuitable materials. Except as otherwise specified, foundation surfaces shall be
graded to remove surface irregularities and shall be scarified and loosened to a minimum
depth of 100 mm. The moisture content shall be controlled as specified for engineered fill
and the surface materials of the foundation shall be compacted and bonded with the first
layer of earth fill as specified for subsequent layers of earth fill.

(1) Rock Foundations

All rock foundation and abutment surfaces shall be cleared of all loose materials by hand
or other effective means and shall be free of standing water when fill is placed. Pervious
rock foundations shall be excavated to 150 mm below finished grade shown on the
drawings and a lining shall be placed as specified herein. Fill immediately adjacent to such
rock foundations or not accessible with large compaction equipment shall be compacted to
the specified density by means of hard tamping or manually directed power tampers or
plate vibrators.

(2) Benching

Where slope of existing soils to receive fill exceeds 4:1, horizontal benches shall be cut to
key the new fill material to the existing soils. At least 600 mm of existing soil normal to
the original slope shall be removed and re-compacted as the new fill is brought up in
layers.

1.7.6. Construction of Fills and Embankments

Engineered fills shall be conducted where indicated or specified, and wherever fills are
required in areas to receive structures, using approved engineered fill material. Other fills
shall be conducted in the same manner using site grading fill materials or engineered fill
material. The material for the fill should have the same properties as those of the existing
bund material and should not contain any undesirable materials including clays, silts, peat
and other organic soils.

(1) Placement

Earth fill shall not be placed until the required excavation and foundation prepared has
been -completed and the foundation has been inspected and approved by the Engineer. Fill
shall be placed in approximately horizontal layers of thickness that can be uniformly
compacted by the equipment used but of maximum 200 mm loose thickness. Hand
compacted fill including fill compacted by manually directed power tampers, shall be
placed in a manner which will prevent damage to the structures and will allow structures
to assume the loads from the fill gradually and uniformly. The height of the fill adjacent to
a structure shall be increased at approximately the same rate on all sides of the structure.
Pond embankments shall be placed in a manner such that they meet the following
additional requirements.

(i) Distribution

The distribution of materials throughout each layer shall be essentially uniform and
the fill shall be free from lenses, pockets, streaks, or layers of material differing
substantially in texture of gradation from the surrounding material.

(ii) Hard Surfaces

If the surface of any layer becomes too hard and/or smooth for proper bond with the
succeeding layer, it shall be scarified parallel to the axis of the fill to a depth not less
than 750 mm before the next layer is placed.

(iii) Drainage

The top surface of all embankments shall be approximately level during construction
except that a crown or cross slope (super elevation) of not less than 2 percent shall be
maintained for effective drainage. Though not shown on the drawings, all finish
grade embankment to surfaces shall be finished with 2 percent crown or cross-slope
as applicable for the site drainage.

(2) Compaction

All engineered fills beneath structures shall be compacted to not less than 95% of
maximum dry density (proctor modified) including areas 1.5 m outside the structures area.
All other engineered fill shall be compacted to not less than 90% of maximum dry density.
All fill shall be moistened or aerated to control the moisture content to within 2% of
optimum and then compacted. Uniform moisture distribution shall be obtained by discing,
blading, or other approved methods prior to the compaction of the layer. If the top surface
of the preceding layer of compacted fill or foundation becomes too dry or wet to permit

suitable bond it shall be scarified and moistened by sprinkling or aerated to an acceptable


moisture content prior to the placement of the next layer.

(3) Structural Backfilling

Excavated or imported material that meets the requirements shall be used for engineered
fill material. Backfill shall be compacted by use of tamping or sheep foot roller or
mechanical tamper or other approved methods. Backfill material shall be brought to within
2% of optimum moisture content and shall be compacted in layers of depths compatible
with the equipment used. Flooding or jetting shall not be accepted unless approved by the
Engineer. Backfill shall be compacted to not less than 90 percent of maximum dry density.

1.7.7. Control of Water

(1) Drainage Provisions

Drainage ditches, diversions, and temporary pipes shall be provided as required to


maintain drainage off the work areas. Ditches and diversions shall be provided with cross-
sectional area at least equal to that of the intercepted watercourses, as approved by the
Engineer.

(2) De-watering

The Contractor shall perform de-watering as required so that all work of the Contract is
installed on dry areas and excavations, including without limitation the construction of
structures and underground piping.

(3) Monitoring

The Contractor shall establish at least one ground water level monitoring station at the site
which will be observed by the Engineer during the work located as directed by the
Engineer and consisting of acceptable shallow open tube piezometers. Also provide up to
four settlement gauges at the site at times and locations designated by the Engineer to
monitor settlement of new and existing facilities.

(4) Submittal

For record purposes only and not for review or approval, shop drawings and data shall be
submitted to the Engineer showing the intended plan for de-watering and recharging
operations. Locations and capacities of de-watering wells, well points, pumps, sumps,
collection and discharge lines, standby units, water recharge system, water disposal
methods, monitoring and settlement measuring equipment, and data collection and

dissemination shall be included. These shall be submitted not less than 35 days prior to
start of de-watering operations.

(5) Operation

De-watering systems shall be maintained in continuous operation until the involved work
is completed, including the placing and compaction of backfill materials in the dry
conditions.

CHAPTER 2 - CONCRETE AND RELATED WORKS

2.1 Concrete works

2.1.1. Scope of work

The Contractor shall provide all labour, equipment, materials and incidentals required to
furnish mix, transport, and place all ready-mixed and/or in situ concrete and install
miscellaneous related items including forms, sleeves, anchor bolts, inserts and embedded
items.

None of the requirements of this specification shall relieve the Contractor of his
responsibility to produce in the Works only sound, well compacted concrete free from
voids and cracks.

2.1.2. General provisions

Concrete shall be composed of Ordinary Portland Cement (as per SLS 107, 4th Revision)
OR Blended Hydraulic Cement (as per SLS1247, 1st Revision), fine aggregate, coarse
aggregate, water and admixtures, as specified for the work, except as otherwise authorised
in writing by the Engineer. Ready mix concrete shall be permitted, provided it can be
placed within the time requirements specified, and complies with all of the provisions
herein specified.

Reinforced concrete and workmanship shall conform to the latest revisions / editions of
following standards.

BS 8110 Framed building structures

BS 8007 Water Retaining Structures

BS 8004 Foundations

BS 5328 Specifying Concrete including Ready-mixed Concrete

All testing and inspection services required will be done at no additional cost to the
Employer at the field laboratory provided by the Contractor as instructed by the Engineer.
Methods of testing will comply in detail with the applicable ASTM “Methods of Test".

2.1.3. Submittals

Samples of constituents and of concrete as placed will be subjected to laboratory tests. The
Contractor will submit samples as directed by the Engineer. All materials incorporated in
the Works shall conform to the approved samples.

The Contractor shall design the concrete mixes for all classes of concrete as defined in BS
8110 and BS 8007 and submit his proposal together with the test results of the strength of
all classes of the concrete mix design for the approval of the Engineer. The design of the
concrete mixes and the concrete strength test shall be made in the field laboratory in the
presence of the Engineer's representative. The Contractor is responsible for all expenses
incurred in this process.

The use of ready-mixed concrete in any part of the Work shall require the Engineer’s
written approval. The Contractor shall satisfy the Engineer as to the sampling, trial
mixing, testing and quality of concrete of various grades shall apply to ready-mixed
concrete which shall be made and delivered in accordance with BS 5328.

Every additional facility, including transport, which the Engineer or persons authorised by
him may require for the supervision and inspection of batching mixing and transporting to
Site of ready-mixed concrete. Shall be provided by the Contractor at no extra cost to the
Employer.

Prior to any major concreting as instructed by the Engineer, the Contractor shall submit a
method statement furnishing all the relevant details including the plants he intends to use,
for the approval of the Engineer.

2.1.4. Quality

The Contractor shall furnish and place concrete as required by these Specifications. The
concrete to be produced and placed shall be of the highest quality and uniformity. The
Contractor, in all phases of his operations, will be subject to strict inspection to provide
concrete construction of excellent quality. Emphasis will be placed on the uniformity of
the concrete aggregate, water-cement ratio, consistency, air content, curing and
temperature control of the concrete at the time of placement in the forms.

Where screen sizes for concrete aggregates are shown in ASTM standard sizes, the
Contractor may utilise standard screens having metric dimensions closely approximating
these sizes as approved by the Engineer.

Consistency of the concrete as measured by the ASTM C143 "Slump of Portland Cement
Concrete", shall be as shown in Table 2.1.

No excessively wet concrete will be permitted and, if at any time, concrete of consistency
beyond the limits of Table 2.1 is delivered to the job, the Engineer may reject the concrete.
No additional water shall be added at any time (eg. While in transit) except that
established for the design. Failure to comply with this requirement shall be justification for
rejecting the concrete.

The actual acceptance of aggregates and mix design to produce concrete conforming to the
specific requirements shall be determined by means of prior laboratory tests made with the
constituents to be used on the work to achieve the specified objectives of strength and of
appearance as defined in 2.1.2 above.

The ratio between the fine and course aggregates shall be higher than 1: 1.5. The
proportion of constituents, and mix shall be in accordance with:

 BS 5328 & BS 8110 : Part I - 1985 for framed buildings

 BS 8007 - 1987 for water retaining structures.

Thirty days in advance of placing concrete, the Contractor should produce the method
statement and discuss with the Engineer the proposed time, sources of materials and
concrete mixes which he proposes to use. He shall furnish samples of aggregate and
cement for testing, deliver and test them at his own cost, and shall permit ample time for
the laboratory to develop a proposed design mix or to modify the design of the mix within
the limits of these specifications to achieve the finished results.

The limiting strengths, water-cement ratios and cement contents, as shown in Table 2.2
shall apply.

Sulfur resistant cement shall be used for all structures contact with both treated and
untreated waste water.

These cement contents apply to "controlled" concrete subject to specific inspection.

If, during the progress of the work, the Contractor desires to use materials other than those
approved originally, or if the materials from the sources originally approved change in
characteristics, the Contractor shall, at his expense, carry out new acceptance tests of
aggregates to establish new basic mixes and obtaining the approval of the Engineer prior
to use. Objectionable changes in colour of the structures shall not result from these
modifications.

The Contractor shall provide full time on Site a fully qualified Concrete Supervisor whose
duties shall include day to day supervision of the concrete constituents and the concrete
mixing, placing, sampling, testing and record keeping operations.

The Contractor shall ensure that his Concrete Supervisor is aware of the importance of
maintaining a uniform quality of concrete and that he is experienced in detecting
variations in quality and workability and rapidly correcting the same.

The Contractor shall carry out such tests as the Engineer may require checking the
proportions of the ingredients of any concrete being produced.

2.1.5. Compliance Testing

Designed mixes shall comply with specified limitations on materials and required
characteristic strengths and properties. Specified mixes (prescribed and standard mixes)
shall comply with specified material requirements only.

Material constituents shall be assessed by observing batching operations and examining of


batching records for constituents and associated weights. Individual assessments of mix
proportions shall be within ±5% of the values, or limits on values, required, and the mean
of any four consecutive assessments of cement content shall not be less than the specified
value.

All costs and all expenses in connection with the compliance testing of concrete, as
required by the Specification, shall be deemed to be included in and covered by the rates
for the supply and placing of concrete in the Bill of Quantities.

For designed mixes, characteristic strengths shall be assessed by works cube testing as
follows:

a) 6 nos. 150 mm test cubes shall be made from samples of concrete at the rate specified
in BS EN 206: Pt 1 or stipulated in this Specification. Cubes shall be made,
transported, cured and tested in accordance with BS 1881: Part 116.

b) 3 nos. cubes shall be tested at 7 days and three at 28 days. The average of the three
cubes strengths shall be taken as the test result.

The Engineer may vary the frequency of testing and/or the number of cubes scheduled if
the Engineer considers either additional tests are required or satisfactory results are being
obtained and fewer tests may be adequate.

Acceptability Criteria

Compliance with the specified characteristic strength shall be assumed if:

a) The average strength at 28 days determined from any group of four consecutive test
results exceeds the specified characteristic strength by not less than 3 N/mm 2, for
concrete of Grade 20 and above, and 2 N/mm2 for concrete below Grade 20.

b) The strength determined from any test result is not less than the specified
characteristic strength minus 3 N/mm2 for concrete of Grade 20 and above and
minus 2 N/mm2 for concrete Grade below 20.

Recording of Test Results

The results of all works tests carried out to control the quality of concrete and concrete
materials shall be recorded by the Contractor on forms agreed with the Engineer. The
Contractor shall supply to the Engineer three copies of each test result.

Unsatisfactory Test Results

Should any of the 28-day test results on concrete or concrete materials be unsatisfactory,
the Engineer may take one of the following actions at the Contractor's expense:

a) Instruct that the section, where 28-day test results are found unsatisfactory, be cut
out and replaced.

b) Instruct the Contractor to carry out works to ensure the soundness of the structure.

c) Accept the works at a reduced price. This option shall only be with the Employer’s
approval.

Following the failure of concrete to reach the required standard, the Contractor shall take
one or both of the following steps:

a) Alter the methods of making concrete so as to reduce its variability.

b) Alter the proportions of the concrete mix to increase its compressive strength, within
limits set out within the Specification or as determined in advance in negotiation
with Engineer.

2.1.6. Materials

(1) Cement

Cement shall be Ordinary Portland Cement to SLS 107, 4th Revision OR Blended
Hydraulic Cement to SLS 1247, 1st Revision. Air entraining cements shall not be used.
Cement brands shall be subject to approval of the Engineer. Rapid hardening cement shall
not be used without the approval of the Engineer.

(2) Coarse aggregate shall be crushed granite to BS 882.

(3) Fine Aggregate

Fine aggregate shall be natural river sand to BS 882 Marine aggregates shall not be used.

Materials from approved quarries shall be tested periodically for the following

(5) Water

Water shall be clean and free from injurious amounts of oils, acid, alkali, organic matter,
or other deleterious substances and shall comply with the requirements of BS 3148.
Potable tap water will normally fulfil these requirements.

When subjected to the mortar strength test described in ASTM C87, "Effect of Organic
Impurities in Fine Aggregate on Strength of Mortar", the 28-day strength of mortar
specimens made with the water under examination and normal Portland cement shall be
not less than the strength of similar specimens made with distilled water.

(6) Admixtures

Unless approved by the Engineer in writing, no admixtures shall be used.

Admixtures shall conform to ASTM C 494 or BS 5075 – Part 1. The Contractor may also
be required to use a retarding, or water reducing and retarding admixture conforming to
ASTM C494 and as approved by the Engineer, under conditions contributing to early set
of concrete, or when the temperature of concrete is 30°C or above, or when the time
between introduction of cement to the aggregate and placing of concrete exceeds 45
minutes. If admixtures are used, it will be at the Contractor’s option and at no additional
cost to the Employer.

Compatibility of all proposed admixtures shall be tested for compatibility with proposed
cement and aggregate in accordance with ASTM C494.

The amounts and types of additives used shall be as directed or approved by the Engineer
and may be varied by him according to the location of the work or for other reasons.

(7) Storage of Materials

(i) Aggregates

Aggregates shall be separately stored so as not to become mixed with one another and so
as to prevent contamination. Materials of similar grading but from different sources or
different types, shall not be stored together unless approved.

Aggregate stockpiles shall be provided with impervious beds laid to facilitate drainage,
and any adjacent roads shall be so formed as to prevent drainage to the stockpiles and bin
loading areas.

Aggregate stockpiles shall be covered by a structure or structures which shall remain in


position throughout the Contract and this cover shall effectively protect the stockpiles
from rain. For each size of aggregate, separate duplicate stockpiles shall be provided and
worked on alternate days to allow all aggregates to drain for at least 16 hours prior to use.

(ii) Cement

To protect cement from premature hydration after delivery, bulk silos should be
waterproof and internal condensation should be minimised. Paper bags should be stored
clear of the ground, not more than eight bags high and protected by a waterproof structure.
As significant strength losses begin after 4 weeks to 6 weeks of storage in bags in normal
conditions, and considerably sooner under adverse weather conditions or high humidity,
deliveries should be controlled and used in order of receipt.

Different types or brands of cement shall be stored separately.

(iii)Reinforcement

Reinforcement shall be stored on site either in racks or on a hard impermeable base so that
it remains straight and free from contamination. Any reinforcement which is likely to
remain in storage for a long period shall be protected from the weather so as to avoid
corrosion and pitting. If required by the Engineer, corroded reinforcement shall be
removed from site.

2.1.7. Mixing

Concrete shall be produced by equipment acceptable to the Engineer. Hand mixing will
not be allowed. Adding water in controlled amounts during the mixing cycle shall be done
only with the express approval of, and under the direction of the Engineer.

Concrete shall be mixed until there is a uniform distribution of the materials and shall be
discharged completely from the mixer before the mixer is recharged.

Site mixers shall be equipped with suitable charging hoppers and a water storage and
water measuring device, so constructed that some water will enter in advance of the
cement and aggregate when the mixer is being charged with a batch. The mixing water
measuring device shall have its adjustment locked in order to prevent tampering by
unauthorised persons.

The loss of materials during charging will not be permitted. At regular intervals the mixers
shall be cleaned of any hardened concrete which may have formed on the inside of the
drum.

2.1.8 Ready-Mixed Concrete

The use of ready-mixed concrete in any part of the Work shall require the Engineer's
written approval.

Contractor shall satisfy the Engineer on the following:

a. Materials used in ready-mixed concrete comply with the Specification in all


respects.

b. Manufacturing and delivery resources of the proposed supplier are adequate to


ensure proper and timely completion.

The specified requirements as to the sampling, trial mixing, testing and quality of concrete
of various grades shall apply equally to ready-mixed concrete.

Every additional facility, including transport, which the Engineer or persons authorised by
him may require for the supervision and inspection of the batching, mixing, testing and
transporting to Site of ready-mixed concrete shall be provided by the Contractor at no
extra cost.

Ready-mixed concrete shall be supplied from an off-site commercial ready-mix plant


approved by Engineer.

Each load shall be accompanied by a bond weigh master’s certificate listing:

(i) Type and strength of the mix being delivered

(ii) Quantity of each concrete ingredient.

(iii)Admixture quantity.

(iv) Water content.

(v) Slump.

(vi) Time of loading and departure from ready-mix plant.

Unless approved otherwise in advance of batching all concrete of single design mix for
any one day's pour shall be from a single batch plant of a single supplier.

a. Ready-mix concrete shall conform to BS 5328.

b. Transit mixers equipped with automatic devices for recording the number of
revolutions of the drum shall be used.

c. No water shall be added during transporting to site or at the site.

d. Each mixer truck shall arrive at the job site with its water container full.

In the event that water container is not full of concrete tests give a greater slump than
acceptable, the load shall be rejected.

Shade temperature and concrete temperature shall be recorded at the point of discharge of
the mixer and at placement for each load of concrete delivered to site.

8. Maximum and minimum temperatures and wet bulb temperatures shall be recorded
daily.

9. Perform slump tests in accordance with BS 1881 at the site of pour for each load
delivered to site.

Concrete installation shall proceed only above satisfactory verification of slump test
results.

2.1.9 Transporting

When the mixture is very far from the placement location slump, temperature and the time
shall be recorded frequently on each and every truck road transporting concrete at the
mixture and the point of the placement.

When a truck mixer or agitator is used for transporting concrete to the delivery point,
discharge and placing shall be completed within 1.0 hour, or before 250 revolutions of the
drum or blades, whichever comes first, after the introduction of the cement to the
aggregates. Under conditions contributing to early initial set of the concrete, or when the
temperature of the concrete is 32°C or above, a time less than 45 minutes will be required.

When non-agitating hauling equipment is used for transporting concrete to the delivery
point, discharge and placing shall be completed within 0.5 hours after the addition of
cement to the aggregates under normal circumstances and not more than 15 minutes under
conditions contributing to easy initial set of the concrete, or when the temperature of the
concrete is 30°C or above.

If the above time conditions as to discharge and placing of concrete after introduction of
cement cannot be met, the Contractor may be required to use a retarding or a water
reducing and retarding admixture. The use of a retarding admixture will be according to
ASTM C494 and must be approved by the Engineer, and no extra cost to the Employer.

2.1.10 Field tests

Sets of three field control test specimens will be selected at random by the Engineer during
the progress of the work, in conformity with ASTM C31, "Making and Curing Concrete
Compressive and Flexural Strength Tests Specimens in the Field". The total number of
specimens taken on the project may average one set per 20 cubic meters per class of
concrete and in general not less than one set of specimens will be taken on any day that
concrete is placed. The Contractor shall be responsible for the expenses in taking and
transporting the concrete specimens to the laboratory.

The results of the testing shall be conforming to the recommendations given in BS 8007:
1987 “British Standard Code of Practice for design of concrete structures for retaining
acquires liquids.”

When it appears that the laboratory cured specimens will fail to conform to the
requirements for strength, the Engineer shall have the right to order changes in the
concrete sufficient to increase the strength to meet these requirements. The strengths of
any specimens cured on the job are intended to indicate the adequacy of protection and
curing of the concrete and may be used to determine as to when the forms may be
stripped, shoring removed, or the structure placed in service. When in the opinion of the
Engineer the strength of the job cured specimens are excessively below those of the
laboratory cured specimens, the Contractor may be required to improve the procedures for
protecting and curing concrete.

The Contractor shall provide for all costs in the making of such tests including allowing
free access to the work for the selection of samples, providing moist storage facilities for
specimens, affording protection of the specimens against injury or loss through his

operations, and furnishing material and labour required for the purpose of taking and
testing samples.

Slump tests shall be made in the field by the Contractor as and when instructed by the
Engineer in the presence of the Engineer's representatives.

2.1.11 Inspection and control

The preparation of forms, placing of reinforcing steel, embodiment items, conduits, pipes,
and sleeves, batch mixing, transportation, placing and curing of concrete shall be subject
to the inspection of the Engineer, as well as the testing in the laboratory.

2.1.12 Concrete appearance

Concrete for every part of the work shall be a homogeneous structure which, when
hardened, will have the required strength, durability and appearance. Form work, mixtures
and workmanship shall be such that concrete surfaces, when exposed, will require no
finishing.

When concrete forms are stripped, the concrete surfaces when viewed in good light from 6
meters away shall be pleasing in appearance, and shall show no visible defects.

2.1.13 Form Work

Forms shall be used for all concrete work, including footings. Forms shall be so
constructed and placed that the resulting concrete will be of the shape, lines, dimensions,
appearance, and to the elevations indicated on the drawings and conforming to ACI 347,
"Recommended Practice for Form work". Whenever so instructed by the Engineer, the
Contractor shall submit shop drawings and calculations for form work and temporary
works at no additional cost to the Employer. For visible faces of all structural and non-
structural elements shall be provided with fair faces using absolutely smooth formwork
surfaces.

Forms of all cast-in-place concrete shall be made of wood, metal, or other approved
material. Wood forms shall be constructed of sound lumber or plywood of suitable
dimensions free from knotholes and loose knots. Plywood shall be sanded smooth and
fitted with tight joints between panels. Metal forms shall be of an approved type for the
class of work involved and of the thickness and design required for rigid construction. All
exposed concrete shall be formed with metal or plywood forms.

Edges of all form panels in contact with concrete shall be flush within 0.8 mm and forms
for plane surfaces shall be such that the concrete will be plane within 2 mm each 4 meters.
Forms shall be tight to prevent the passage of mortar, water or grout. Forms shall generally
be constructed as that the finished concrete conforms to ACI 117 "Standard Tolerance for
Concrete Constructions and Materials".

Before form materials are reused, all surfaces that have been in contact with concrete shall
be thoroughly cleaned, all damaged places repaired, all projecting nails withdrawn, and all
intrusions or protrusions smoothed.

Form ties encased in concrete shall be designed so that after removal of the protecting
part, no metal shall be within 25 mm of the face of the concrete. That part of the tie to be
removed shall be at least 12 mm in diameter or be provided with a wood or metal cone at
least 12 mm in diameter and 25 mm long. Form ties in concrete exposed to view shall be
of the cone-washer type. Through-bolts or common wire shall not be used for form ties.

Before placing concrete, the Engineer may inspect the forms, as to condition, cleanliness,
joint preparation, and ascertain that all reinforcement and embedded items are adequately
supported in the proper location. This inspection shall not relieve the Contractor of his
responsibility for the adequacy of the forms or for the completeness and accuracy of
embedded items.

2.1.14 Concrete placing and compacting

(i) Placing

Exterior concrete slabs shall be pitched or crowned to prevent ponding and facilitate
drainage. Unless otherwise permitted, the work shall be so executed that a section begun
on any day shall be completed in daylight of the same day.

Transport of concrete from mixer to place of final deposit shall be done as rapidly as
practical by methods which prevent the separation of ingredients and displacement of
reinforcement, and which avoid re-handling. No partially hardened concrete shall be
deposited.

Free fall of concrete shall be limited to 500 mm. In case this free fall cannot be maintained
by the delivery hose of the concrete pump or the skip bucket, tremie pipe of diameter less
than 100 mm shall be used. As far as practicable, pipe shall be kept full of concrete during
placing and their lower end shall be kept buried in the newly placed concrete. After initial

set of the concrete, the forms shall not be jarred and no strain shall be placed on the ends
of reinforcement bars which project.

Chutes, hoppers, spouts, and other equipment shall be thoroughly cleaned before and after
each use. The water and debris shall not be discharged inside the form.

"Cold Joints" are to be avoided, but if they occur, are to be treated as bonded construction
joints by using epoxy to the approval of the Engineer. The application of the epoxy shall
be as recommended by the manufacturer.

At construction joints the surfaces of the concrete already placed shall be thoroughly
cleaned of foreign materials and laitance, and weak concrete shall be roughened with
suitable tools to expose a fresh face. At least two hours before and again shortly before the
new concrete is deposited, the joints shall be saturated with water. After glistening water
disappears, the joints shall be given a thorough coating of cement grout mixed to the
consistency of a very heavy paste. The surfaces shall receive a coating at least 5 mm thick,
well scrubbed in by means of stiff bristle brushes wherever possible. New concrete shall
be deposited before the cement grout dries.

In thin sections such as wall panels concrete shall be placed using suitable hoppers, spouts
with restricted outlets, or otherwise, as required or approved by the Engineer.

(ii) Compacting

Concrete, during and immediately after depositing, shall adequately be compacted by


means of suitable tools. Internal type mechanical vibrators shall be employed to produce
the required quality of finish. Vibration shall be done by experienced operators under
close supervision and shall be continued sufficiently to produce homogeneity and
optimum consolidation without permitting segregation of the solid constituents. All
vibrators shall be supplemented by proper wooden spade paddling approximately adjacent
to the forms to remove included bubbles and honeycomb. All vibrators shall operate at not
less than 10,000 vibrations per minute (170 Hz) and be of adequate capacity. At least one
vibrator shall be available for every 8 cubic meters of concrete placed per hour. In
addition, one spare vibrator in operating condition shall be on the site. Particular care shall
be taken in the regions of water-stops.

Vibration shall be applied at the point of deposit and in the area of freshly deposited
concrete. The vibrators shall be inserted and withdrawn out of the concrete slowly. No
poker holes shall be left after withdrawal of vibrator. The vibration shall be of sufficient

duration and intensity to thoroughly compact the concrete, but shall not be continued so as
to cause segregation. Vibration shall not be continued at any one point to the extent that
localised areas of grout are formed.

Concrete slabs on the ground shall be well tamped into place. Foundation material shall be
wetted, tamped, vibrated, and rolled until thoroughly compacted prior to placing concrete.

Concrete shall be deposited continuously in layers of such thickness that no concrete will
be deposited on concrete which has hardened sufficiently to cause the formation of seams
and planes of weakness within the section. If a section cannot be placed continuously,
construction joints may be located at points as provided for in the drawings or as approved
by the Engineer.

2.1.15 Curing and protection

The Contractor shall protect all concrete work against injury from the elements and
defacement of any nature during construction operations.

All concrete, particularly exposed surfaces, shall be treated immediately after concreting
or cement finishing is completed, and shall be provided with continuous moist curing for
at least 7 days, regardless of the ambient air temperature. Walls and vertical surfaces may
be covered with continuously saturated burlap, or by other approved means; horizontal
surfaces, slabs, and other items shall be ponded to a depth of 1.2 cm and kept continuously
wet with the use of sprinklers.

Finished surfaces and slabs shall be protected from the direct rays of the sun to prevent
checking and crazing.

2.1.16 Placing concrete

2.1.16.1 Placing concrete in hot weather

Care shall be taken to prevent rapid drying and plastic cracking of newly placed concrete.
When the ambient temperature in the forms is more than 32°C or when so directed, the
temperature of the concrete as placed shall not exceed 32°C. The Contractor shall make
precautions to reduce the temperature of concrete by mechanical refrigeration using ice as
a part of mixing water or alternative method acceptable to the Engineer. The fresh
concrete shall be shaded as soon as possible after placing, and curing by use of fog spray
shall be started as soon as the surface of fresh concrete is sufficiently hard. The Contractor
shall comply with the recommendations of ACI 305, "Hot Weather Concreting".

2.1.16.2 Placing Concrete during rain

Concreting shall not start during time of heavy rainfall. When directed by the Engineer to
continue placing concrete during times of rainfall, the Contractor shall protect the work by
covering to prevent water collecting in pools or washing the concrete surface. Only
sufficient area shall be uncovered at a time as will permit the deposition of one load of
concrete.

2.1.16.3 Removal of forms

The period of time elapsing between the placing of concrete and the striking of form work
shall be approved by the Engineer after consideration of the loads likely to be imposed on
the concrete, and shall in no case be less than the period shown below:

Stripping of formwork within the time limits listed above does not relieve the Contractor
from his responsibility for any damage arising from removal of formwork before the
structure is capable of carrying its own weight and any incidental loading.

2.1.17 Water tightness of concrete structures

All concrete structures designed to retain or convey liquids, or having floor slabs below
outside grade, shall be tested for water tightness by the Contractor before backfilling or
commissioning. Structures shall free from leakage of external or internal water. Units shall
be filled to maximum operating level as shown on the drawings. Tests shall be conducted
under the direction of the Engineer and any noticeable leaks shall be repaired by the
Contractor in an approved manner and if necessary, the tests shall be repeated until water
tightness is assured.

2.1.18 Failure to meet requirements

Should the strengths shown by the test specimens made and tested in accordance with the
above provisions fall below the values given in 2.1.5, the Engineer shall have the right to
request necessary changes in proportions to apply to the remainder of the work. As

evidenced by core and/or load tests, the Engineer shall have the right to request
strengthening or replacement of those positions or portions of the structure which fail to
develop the required strength. The cost of all such core borings and strengthening or
concrete replacement required because strengths of test specimens are below those
specified, shall be entirely at the expense of the Contractor.

When the tests on control specimens of concrete fall below the required strength, the
Engineer will permit check tests for strengths to be made by means of typical cores drilled
from the structure in accordance with ASTM Methods C42, "Obtaining and Testing Dried
Cores and Sawed Beams of Concrete", and C39 "Compression Strength of Moulded
Concrete Cylinders". In case of failure of the latter, the Engineer, in addition to other
recourses, may require at the Contractor's expense, load tests on any slabs, beams, piles,
pile caps, and columns in which such concrete was used. Load tests need not be made until
the concrete has aged 60 days.

Slabs or beams, under load test, shall be loaded with their own weights plus a
superimposed load of 0.4 times design dead load plus 6.6 times design live load. The load
shall be applied uniformly over the portion being tested in an approved manner and left in
position for a 24 hour period and the deflection must not exceed the value :

If the deflection exceeds "D" in the above formula, the concrete shall be considered faulty
unless within 24 hours after removal of the load, the slab or beam under test recovers at
least 75 percent of observed deflection.

2.1.19 Construction and expansion joints

(1) Construction Joints

A construction joint is defined as a joint in the concrete introduced for convenience in


construction at which special measures are taken to achieve subsequent continuity without
provision for any relative movement.

The Contractor shall submit to the Engineer for his approval, as soon as practicable after
the commencement of the Work and not less than one week before the commencement of
concreting, shop drawings showing his proposals for placing concrete on which the
position and form of all construction joints and lifts shall be shown. No concreting shall be
started until the Engineer has approved the method of placing, the positions and form of
the construction joints and the lifts.

The construction joints shall be so located as not to impair the structural strength of the
completed structure. The position of construction joints and size of formwork panels shall
be so co-ordinated that where possible the line of any construction joint coincides with the
line of a formwork joint and that in any case all construction joint lines and formwork
joint lines appear as a regular and uniform series.

Concrete placed to form the face of a construction joint shall have all laitence removed
and the coarse aggregate exposed prior to the placing of fresh concrete. Form retarder may
be used to achieve easy removal of the surface concrete with the prior approval of the
Engineer. The laitance shall be removed and the coarse aggregate is exposed by “green
cutting” -spraying the concrete surface with water under pressure and brushing while it is
still green.

Expansion joints are defined as all joints intended to accommodate movement between
adjoining parts of a structure, special provision being made where necessary for
maintaining the water tightness of the joint. Expansion joints shall be formed in the
locations and to the detailed dimensions indicated on the drawings. Joints where noted on
the drawings shall be provided with PVC water stops, joint filler and joint sealer as
specified in the drawings or in another section of this specification.

The Contractor shall submit to the Engineer for his approval, as soon as practicable after
the commencement of the Work and not less than three weeks before the commencement
of concreting, details of his proposals for the installation of water stops. These shall show
where joints are to be located and details of the intersections and changes of direction to a
scale that shows the position of any joint, or shape of any moulded section.

Flexible water-stops shall be fully supported in the form work, free of nails and clear of
reinforcement and other fixtures. Damaged water-stops shall be replaced and during
concreting care shall be taken to place the concrete so that water-stops do not bend or
distort.

2.1.20 Field control

The Contractor shall advise the Engineer of his readiness to proceed, at least 24 hours
prior to each concrete placement. The Engineer will inspect the preparations for concreting
including the preparation of previously placed concrete, the reinforcing and the alignment
and tightness of the form work. No placement shall be made without the prior approval of
the Engineer.

2.1.21 Sleeves, pipes, and other items

The Contractor shall place no concrete until reinforcing steel, pipes, conduits, sleeves,
hangers, anchors, and other work required to be built into the concrete have been inspected
and approved. All water and foreign matter shall be removed from the forms and
excavation. All subgrade below slabs and footings shall be approved by the Engineer
before placing concrete.

2.1.22 Equipment bases

All steel levelling and bearing plates, machinery and other equipment, bearing on concrete
surfaces, shall be bedded on non-shrink grout and where necessary, core holes for anchor
bolts shall be fully grouted with non-shrink grout. The grout bed shall not be placed until
the member has been aligned, levelled, plumbed and finally secured in position.

The exact dimensions for all equipment bases will depend on the dimensions of the actual
equipment furnished. No payment change will be allowed if the dimensions are different
from those shown on the drawings.

2.1.23 Non-shrink grout

To aid strength and bonding of multiple layer application of grout the Engineer may order
the use of non-shrink additive as follows :

mortar and concrete mixes, shrinkage shall be counter-acted and basic qualities improved.
The Contractor shall demonstrate to the Engineer that the product has successfully been
utilised on similar projects for a minimum of five (5) years. Preparation of surfaces, mix
proportions, application procedures, and precautions shall be followed in strict compliance
with the manufacturer's directions.

For very heavy (generally formed) applications, the Engineer may order the addition of
pea gravel, passing a 3/8" screen but retained on a 1/4" screen, to the mixture with the
proportions modified as follows :

In case where coarse aggregate is employed in multiple layers on exposed faces, the final
1.2 cm shall be composed of the 1:1.5 grout without coarse aggregate.

2.2. Concrete reinforcement

2.2.1. Scope of work

The Contractor shall provide all labour, materials, equipment and incidentals required to
furnish and install all steel bars, steel wire, and steel supports required for the
reinforcement of concrete as shown on the drawings and specified herein.

2.2.2. Shop drawings

The Contractor shall submit bar bending schedules for reinforcing steel prepared in
accordance with BS 4466. Engineer’s review and approval of shop drawings will apply to
the sizes, locations, types of bars and dimensions of bar lap splices only. Dimensions
shown on the shop drawings are the responsibility of the Contractor and Engineer’s
approval of shop drawings shall not constitute approval of dimensions therein.

2.2.3. Materials

Unless otherwise specified or required, the design, materials, workmanship and erection
shall conform to the requirements of BS 8110 and BS 8007.

Reinforcing steel shall conform to BS4449:

• Hot rolled mild steel 250 N/mm2 denoted as “R”

• High yield steel (hot rolled or cold worked) 460 N/mm2 denoted as “T”

The high yield steel shall be deformed bar type 2.

Welded Steel Wire Fabric shall conform to BS 4483.

The Tie Wire shall conform to BS 4482 – 1.6 mm black annealed mild steel.

Representative samples of all reinforcing steel that the contractor proposes to use in the
Works must be submitted, before the work commenced, to the Engineer for his written
approval. Manufacturer’s certificates which shall be submitted shall clearly state place of
manufacture, all relevant details of composition, manufacture, strength and other qualities
of steel.

2.2.4. Fabrication

Reinforcement shall be accurately fabricated to the dimensions indicated on the drawings.


Particular care shall be exercised not to have stirrups oversized in order to maintain proper
coverage of concrete. Stirrups and tie bars shall be bent around a revolving collar having a
diameter not less than two and one-half times the minimum diameter of the bar. Bends for
other bars shall be made around a pin having a diameter not less than 6 times the minimum
diameter except for bars larger than 25 mm diameter, in which case the bends shall be
made around a pin of 8-bar diameter. All bars shall be bent cold. Bars reduced in section
or with kinks or bends not shown on the drawings will not be accepted.

2.2.5. Handling materials

Reinforcement shall be stockpiled at the site of the work with bars of the same size and
shape fastened in bundles with metal identification tags, giving size and mark, securely
wired on. The identification tags shall be labelled with the same designations as shown on
submitted bar schedules and shop drawings. The Contractor shall submit the mill certified
report of test for each shipment of reinforcing steel to the construction site. The
certification shall contain the results of chemical and mechanical tests required by the
Specification.

All bars shall be stored off the ground and shall be protected from moisture and be kept
free from dirt, oil, or injurious contaminants.

2.2.6. Installation

No reinforcing bars shall be welded either during fabrication or erection without prior
written approval from the Engineer. If the Engineer approves the welding of reinforcing
bars, the Contractor shall submit a sample of a welded piece together with test results of its
strength which shall be not less than such reinforcing bar. Any bars that have been welded,
including tack welds, without such approval shall be immediately removed from the work
when instructed by the Engineer.

Before being placed in position, reinforcement shall be thoroughly cleaned of loose mill
scale, dirt, and other coatings that reduce or destroy bond using sand blasting. Where there
is delay in depositing concrete after reinforcement is in place, bars shall be re-inspected
and cleaned where necessary.

All accessories such as chairs and chair-bars are an integral part of the reinforcement and
shall be furnished and installed in sufficient quantity to satisfactorily position all steel in
accordance with 8110 “Code of Practice for Designs of Reinforced Concrete Structures”
or ACI 315, “Manual of Standard Practice for Detailing Reinforced Concrete Structures.”

Except as otherwise indicated on the drawings, reinforcement shall be installed with


clearance for concrete coverage in millimetres as follows :

Footing bottoms 45 mm

Formed surfaces in contact with soil or 45 mm


exposed to the weather or water

Columns, beams and walls 40 mm

Top and Bottom steel of interior slabs 30 mm

Top and Bottom steel of internal Stairs 30 mm

Top steel in reservoir slabs 40 mm

Bottom steel in reservoir slabs 40 mm

Interior face of walls 40 mm

All slab reinforcing shall be supported on concrete cubes or wafers of the correct height.
Wafers shall contain soft steel wires embedded therein for fastening to reinforcing. Wafers

shall have a minimum compressive strength equal to that of the concrete in which they are
to be placed, and shall have been cured as specified for concrete. Masonry units will not
be permitted for supporting steel in bottom mats or elsewhere. Alternate methods of
supporting bottom reinforcement for slabs and beams not exposed to the weather (such as
plastic chairs, but not plastic tipped wire) may be used only if specifically approved by the
Engineer.

Reinforcement for vertical surfaces (beams, columns, walls) shall be properly and firmly
positioned away from the forms at all points by approved means.

In no case shall any reinforcing steel be covered with concrete until the amount and the
position of the reinforcement have been checked by the Engineer and his permission given
to proceed with the concreting. The Engineer shall be given at least three days notice of
the availability of the set reinforcement for checking.

2.2.7. Straightening steel

Reinforcing steel shall not be bent or straightened in a manner that will injure the material.
Any use of such injured reinforcing steel will not be permitted.

2.3. Concrete finishes

2.3.1. Scope of work

The Contractor shall furnish all labour, equipment and incidentals necessary to finish cast-
in-place concrete with fair faced surfaces at visible faces of all structural and non-
structural elements. The finishes herein specified apply to the surface finish of cast-in-
place concrete as it is to be the final finished work, and no additional covering such as
plastering will be received.

2.3.2. Work specified elsewhere

Concrete finish for pre-cast concrete elements is specified in "Pre-cast Concrete". Painting
of concrete, architectural finish coverings, roofing, damp proofing and waterproofing are
specified elsewhere. Repairs to existing concrete as required to make it suitable for
bonding to new concrete or if it is to remain exposed are specified herein.

2.3.3. Cement plastering

(1) General

Plastering shall consist of Portland cement plaster applied to the limits and lines indicated
on the drawings. The thickness indicated on the drawings is the minimum thickness

required and additional thickness will be required to provide for any unevenness in the
masonry surface. In the event the average complete plaster thickness over an area in
excess of 5 square meters will exceed 5 cm, a galvanised wire reinforcing square mesh of
weight not less than 1.4 kg/sq. m shall be attached to the masonry and plastered into base
coat. Before plastering all grounds and corner bends shall be firmly secured in place.
Concrete masonry and brick surfaces shall have sufficient roughness to provide proper
bond and shall be dampened by brushing or spraying with clean water followed by a
primary coat of Portland cement. Where the finished plastering is to be greater than 2
cm thick it shall be applied in two coats, a base course not less than 1.5 cm thick and a
finish coat not to exceed 1.5 cm thick.

The base coat of plastering shall be of a mix proportion of 350 kg of cement, and one (1)
cubic meter of medium sand. The finish coat shall be in the proportion of 280 kg of
cement and one (1) cubic metre of medium sand. Leaner mixes shall only be allowed with
the permission of the Engineer. The sand shall be clean, durable particles, free from
injurious amounts of organic matter and shall conform to the limits of ASTM C144,
“Aggregate for Masonry Mortar.”

2.3.4. Other surfaces

All exposed edges shall be chamfered as specified on each side unless otherwise noted on
the drawings. Care shall be exercised to prevent rounding these edges or obliterating the
bevel line when removing the forms or doing any other work adjacent thereto.

2.3.5. Cleaning

All exposed concrete surfaces and adjoining work stained by leakage of concrete shall be
cleaned.

2.4. Concrete joints

2.4.1. Scope of work

The Contractor shall provide all labour, material, equipment and incidentals required to
furnish and install all joints in structural concrete as detailed on the drawings and specified
herein. Included are the materials required to complete expansion, contraction and
construction joints including water-stops, fillers and sealant.

2.4.2. General requirements

(1) Water Stops

All vertical and horizontal expansion joints in concrete slabs and peripheral walls of
structures and conduits conveying or containing liquid shall have water-stops, unless
specifically noted otherwise on the drawings. This requirement does not apply to
construction joints.

(2) Suppliers

All concrete jointing elements herein specified shall be furnished by a supplier that can
give satisfactory evidence to the Engineer that they are capable of supplying the quantities
for the schedule required and has an organisation that is knowledgeable in the installation
of these systems. A competent representative of the supplier shall instruct in the
installation of these systems.

2.4.3. Installation

Water stops for all joints shall be continuous around all corners and intersections. Splices
shall be made in accordance with the manufacturer's recommendations, subject to the
approval of the Engineer.

Particular care shall be taken to correctly position the water-stop during installation and
prevent it being moved or distorted by the concrete placement.

CHAPTER 3 - PIPING

3.1.1.2. Materials

Unless otherwise specified, pipes shall be rigid, unplasticised polyvinyl chloride


conforming to SLS 147:2013, or DIN/EN 1452 - 1.

Pipes shall be furnished in standard laying lengths of 6 m and shall be grey in colour.

Pipes shall be designed for a minimum working pressure of not less than 6 kgf/sq. cm or 6
bars for PNT 7 (type 600) pipe, and 10 kgf/sq.cm or 10 bars for PNT 11( type 1000) pipes
at a temperature of 29 °C. All fittings shall have the same characteristics and strength as
the connecting pipes. Fittings shall be confirm to BS 4346 Part 1 and Part 2.

Fittings made of polyvinyl chloride shall be manufactured by a heat injection moulding


machine or extruded machine. Fittings fabricated by heat-fusion or solvent-cement
technique are not acceptable.

3.1.1.3. Joint

Unless otherwise specified, joints for underground pipe 110 mm and larger shall be push-in
type using rubber gaskets.

Unless otherwise specified, joints for underground pipe and bends of 90 mm and 63 mm
shall be welded using solvent cement. Other fittings of 90 mm and 63 mm shall be push-on
type using rubber gaskets.

Unless otherwise specified, joints for all exposed pipes and for pipes smaller than 63 mm
shall be welded using solvent cement.

All joints shall be designed to have the same characteristics and strength as the connecting
pipe.

(i) Push-in Type

The pipe ends shall be integral bell-end type at one end and plain end at the other end. The
bell-end section shall be designed by the manufacturer.

One neoprene gasket shall be furnished with each standard length of pipe and fitting.

The neoprene rubber gasket shall be manufactured in conformity with BS2494, or ASTM
F477, or DIN/EN 681 – 1.

(ii) Welding Type

The bell-end section shall be designed by the manufacturer.

Solvent cement shall be confirm to BS 4346 Part 3 or SLS 935, 1991. Solvent cement shall
be mixed in strict accordance with the manufacturer's instructions. Any impurities in the
cement shall be a cause for rejection. Data on the pot life of the solvent cement shall be
approved by the Engineer.

(iii) Flanged Joint

Flange joint shall be flange adoapters as to confirm to BS 4346 Part 2:1970 or DIN/EN
1452 - 3.

3.1.1.4. Coating

Fitting made of cast iron shall be coated internally with non-toxic epoxy resin of not less
than 100 microns (4 mils) and externally with coal tar epoxy of not less than 200 microns
(8 mils) after the hydrostatic test has been carried out.

3.1.1.5. Testing

Pipe and fittings shall be tested in accordance with DIN/EN 714, or DIN/EN 715 or
equivalent.

Each standard length of pipe and each fittings shall be tested under an internal hydrostatic
pressure of not less than 12 kgf/sq. cm for the duration of 60 seconds.

The Contractor shall furnish copies of certificates of tests carried out for quality control
during manufacture of the pipe in accordance with Section 7.2 of SLS 147:1983 and
Appendices A to E of BS 3505:1986 and shall if required by the Engineer undertake such
additional tests as he considers necessary.

3.1.2 Ductile Iron (DI) Pipes and Fittings

3.1.2.1 General

(i) Scope of Work

The Contractor shall supply ductile iron pipes and fittings in accordance with the specified
herein, including all jointing materials.

3.1.2.2 Manufacture

(i) General

Ductile iron shall conform to the material specification given in one or more of the
standards listed in Clause 1(ii) except for the requirements stipulated herein. The pipe and
fittings shall be manufactured in accordance with one or more standards listed in Clause 1.
(ii) or any other national standard which is equivalent or superior to those quoted above
except as stipulated herein.

(ii) Mechanical Properties

The mechanical properties of pipes and fittings shall be as follows:

Minimum Tensile Strength 420 N/sq. mm

(iv) Fitting Compatibility

The Contractor shall supply the fittings manufactured by the same manufacturer of pipes,
using the same kind of material and compatible standards.

The Contractor shall also ensure the dimension compatibility of pipes, fittings and
couplings.

(v) Joints

Joint types shall be meet the following requirements.

 Flexible Joint (Push-In Joints)

Except where flanged joints are required, standard pipes and fittings for pipelines of
ductile iron shall be supplied with push-in socket and spigot joints similar to joint
type A.1 illustrated in BS 8010: Part 2 : Section 2. The material of the joint rings use
shall be in accordance with the requirement of BS 2494:1990 type W.

Where pipes and fittings are not available with this type of joint, they shall be
supplied with mechanical type flexible joints of the bolted gland type. Glands, bolts,
and nuts for mechanical joint shall be of ductile iron having the same mechanical
properties as the fittings.

 Flange Joint

PN 16 pressure rated flanges shall be flat faced and shall conform to the
requirements of BS 4504 Part 1 (or to ISO 2531 or BS EN 1092 or equivalent DIN
standards which are compatible with BS 4504 Part 1 for the same nominal diameters)

The flanges of all fittings including Tees shall be integrally casted with the fitting.
The flanges of Flanged pipes may be screwed, welded or integrally cast with the pipe
unless otherwise stated. “Welded” means that the flanges should be welded to the
pipes at the point of manufacture under factory conditions, with inspection agency
certification.

All bolts to be supplied with flanges shall be of high tensile steel to the approval of
the Engineer. Flanged joints shall be complete with all nuts, bolts, gaskets and two
washers per bolt. Protection of all bolts, nuts, washers etc. and the joint as a whole
shall be covered with Denso or equivalent paste, primer, mastic, tape and PVC or
polyethylene outer wrapping.

Gaskets for flanges shall be inside bolt circle type, with dimensions complying with
BS 4865 Part I, and be manufactured from material complying with BS EN 1514, BS
2494 : 1990 Type W listed in the Directory of the Water Research Centre, UK or
equivalent.

 Restrained Self Anchoring Joints

The design of restrained joints shall comply with BS 8010, ISO 10804-1 or
equivalent.

 Slip-on Coupling and Flange Adapter

Bolted sleeve type couplings, stepped couplings and flange adapters may be used for
connecting plain ended steel, ductile iron, grey iron, uPVC and other rigid or semi-
rigid pipe materials, subject to approval of each type by the Engineer. Couplings,
etc. shall be designed and manufactured in accordance with AWWA C219 "Bolted,
Sleeve-type Couplings for Plain-end Pipe" except that elastomeric gaskets shall
comply with BS 2494 Type W and or BS EN 681-1.

Couplings included in this section will effect a connection between two pipes of
either the same pipe materials, or of two different pipe materials, at the same

nominal bore. Couplings and flange adapters shall be manufactured from one of the
following materials:

Gaskets shall be of elastomeric conforming with the requirements of BS 2494 Type


W. Gasket shall have a hardness rating of 80IRHD to prevent gasket extrusion at the
bottom tolerance of the fitting. All gaskets shall have identification to detail size
range, mould number compound and year and quarter of manufacture.

Nuts, bolts and tee bolts for fasteners shall be manufactured from alloy or carbon
steel conforming to BS 970 Part 1 grade 070 M20.

Bolts shall be restrained against rotation by means of "D" shaped necks, which will
locate in similar "D" shaped holes in the end rings to facilitate single spanner
operation. Washers shall be provided to prevent damage to the coating of the
fittings.

(vi) Length of Straight Pipes

Length of straight pipes shall conform to the requirements in ISO, BS, or AWWA to
be applied. Pipes longer than specified may be used in accordance with the
recommendation of the manufacturer. However, it shall be the sole responsibility of
the Contractor to examine the difficulties he is likely to face in transporting, storing,
handling and installing such longer length pipe. While ordering the pipes the
Contractor shall ensure the possibility of negotiating the horizontal and vertical
bends as shown in the drawing.

Three percent of all straight pipes shall have applicable external diameter to the
joints for full length of barrel and shall be suitable for usage by cutting at sites. Such
pipes shall be clearly marked.

CHAPTER 4 - ELECTRICAL WORKS

4.1. General

4.1.1. Scope of Work

The Contractor shall carry out the design, supply, delivery, erection, connection, testing and
commissioning of all the equipment and material for a completely 230V, 1 Phase electrical
power distribution system for the proposed sewerage treatment plant the installation shall
include but not necessarily be limited to the following major components:

(a) Main Distribution Board with Central Motor Control Panel and Earthing

(b) Automatic / Manual Motor Control System

(c) Wiring of Electrical System

All types of fittings, materials, painting and finishes shall be approved by the Engineer prior to
installation.

Where reference is made to certain manufactures' products and items identified by registered
trade marks, this has been done for the sole purpose of defining and establishing standards of
quality and performance and not with the intention of restricting the procurement of material or
fitting to a particular manufacturer.

Electrical Items (MCB, RCCB, MCCB etc.) without and accredited agent in Sri Lanka shall not
be accepted and guarantee cards (Fans etc.) should be provided from Accredited agent when
necessary.

4.1.2. Site Conditions

All equipment shall be tropicalized and suitable for prolonged operation in tropical site
environmental conditions indicated below.

Ambient temperature : 320C

Average relative humidity : 80%

4.1.3. Drawings

Positions shown in the bid drawings for electrical equipment and cables are approximate and
actual position shall be decided at the site, and shall be marked on the Contractors shop
drawings.

4.1.4. Experience of Contractor

Work shall be carried out by an experienced electrical contractor who has previous experience
in similar projects and shall have necessary tools, equipment and experienced staff for
high/medium voltage electrical installation and testing.

4.2. Main Distribution Board with Central Motor Control Panel

Before manufacture is commenced the Contractor shall provide detail shop drawings including
the layouts and wiring diagrams of the panel board for approval by the Engineer.

Dimensions of the panel board shall be fit into the space allotted and it shall be suitable for the
intended purpose. The height shall not exceed 2000 mm.

4.2.1. Standards

The Panel Board and associated equipment shall be manufactured to the relevant current
International Eletro technical Commission (IEC) Standards as indicated below:

IEC 947 : Low voltage switchgear and control gear

IEC 947-1 : General rules

Other requirements shall be as specified in section 6.2.2. - 6.2.10. in this document,


schedules and drawings.

4.2.2. Construction of Enclosure

The enclosure of the main panel board shall be constructed not less than 2.0 mm thick cold
rolled electro galvanized sheet steel with powder coated. The construction shall be of robust
design, capable of withstanding the mechanical, electrical and thermal stresses under all
working conditions, including fault condition.

Finished panels shall be without sharp edges and all exposed screws, bolts and similar
fastenings shall be smooth surfaced and protectively plated to prevent rusting. Access doors
and covers shall incorporate sealing gaskets.

Adequate diameter holes and gland plates shall be provided for securing all incoming and
outgoing cables. Gland plates shall be removable and shall be of adequate size for the particular
cables to be terminated, using mechanical type compression glands to BS 6121 with moisture
proof seals. In incoming circuit, where two cables are connected in parallel to form the
incoming feeder, the two cables shall be separately glanded.

All outgoing cables should terminate from cable terminating compartment. Therefore cable
terminal blocks for connect outgoing cables should be provided.

4.2.3. Installation

The main panel board shall be mounted on top of and bolted to a concrete plinth. The panel
shall be mounted as generally shown on the drawings.

4.2.4. Bus bar

Horizontal triple-pole and neutral bus bars shall be provided. Bus bars shall be of 99.99% pure
copper material. Bus bars shall have the same cross-sectional area and the configuration of the
bus bars, bus bar supporters and bus bar mounting arrangement shall be tested to a short time
withstand current 25kA for 0.1s.

4.2.5. Moulded Case Circuit Breakers

Moulded Case Circuit Breakers (MCCB’s) shall be of four-pole or triple-pole or as specified. It


shall comply with IEC 947-2 and shall be totally enclosed in a moulded casing formed from an
insulating material. The construction of the casing shall be capable of withstanding the
appropriate rated short circuit current and reasonably rough use without fracture or distortion.

The operating mechanism shall be of the quick-made, quick- break, trip-free type with the
speed of operation independent of the operator. The mechanism shall be designed to operate
all poles simultaneously during opening, closing and tripping conditions. The breakers shall be
operated by a toggle unless otherwise specified.

The breakers shall be provided with thermal bi-metallic elements for an inverse time-current
trip characteristic to protect against sustained overloads and instantaneous magnetic trip
elements for short circuits protection.

Thermal trips shall be adjustable. A single adjustment shall ensure the setting of all poles in a
multi-pole breaker simultaneously.

4.2.6. Arrangement of Component Parts

Panel board shall include all necessary components and accessories to form a complete
assembly. Components and accessories shall be firmly fixed in position in the panel board and
shall be assembled in such a way that it shall be possible to remove or replace any component
parts and to carry out cable connection from the front. Ample space shall be allowed for
cabling and terminal arrangements.

All internal wiring shall be carried out neatly and shall wherever possible be housed in wiring
trunking forming an integral part of the panel board. MCCB, MCB, relays, fuses etc. shall be
arranged neatly in a row or rows. All components shall be totally concealed. Only the toggles
of MCCB shall be protrude through cover plate of the panel board.

All live terminals and components within the panel shall be shielded in such a manner as to
prevent inadvertent contact with them. All live terminals and components mounted on panel
doors shall be shrouded such that contact can only be made after removal of the shroud.

Labels or other means of identification shall be provide for every item of panel board and
associated equipment to indicate the purpose of the item. The labels shall be fixed at the front
cover of the panel board or at the inside face plate.

4.2.7. Earthing

A copper earthing bar complying with BS 1432 sized to withstand the short time current of the
switchboard shall be securing fired to and extend the full length of the switchboard and be
connected to an earthing terminal at each end. All metal work (other than current carrying
parts) shall be bonded to the earthing bar and provision shall be made for bonding the
armouring and metal sheath of incoming cables.

4.2.8. Provision for spare Ways

Panel board shall be provided with at least 2 Nos. of 4 pole spare ways for future expansions.
Each spare way shall be blanked off with a suitable blanking plate having a finish comparable
to that of the panel board.

4.2.9. Inspection, Testing and Commissioning

The panel board shall be completed in all details and installed at the site before inspection and
testing. The contractor shall give adequate notice of completion to allow for this inspection to
be made.

The testing shall include all tests necessary to prove that the panel board is entirely suitable for
the purpose and operational tests of all equipment including interlocks and protection devices,
with stimulation of all external circuit functions.

Two copies of the draft As-built drawings shall be submitted 14 days before the commissioning
date, for the approval of the Engineer. On receipt of the Engineer’s approval, As-built drawings
in the final form shall be furnished in three (03) copies on or before the commissioning date.

Upon satisfactory commissioning the Engineer shall authorise the taking over and will issue the
appropriate certificate in accordance with the Condition of Contract.

4.3. Automatic control systems

4.3.1. Control Systems, Generally

Automatic control system shall includes mainly submersible pumps and other control
devices shown on drawings, specified or necessary to perform specified functions. Control
devices shall be connected up and complete so as to perform the functions indicated and
operate in the required sequence All control equipment for the specified installation shall be
of proven makes and supplied by a reputed established agent in Sri Lanka.

For panel mounted controllers individual permanently mounted instruments may be


furnished or a single instrument may be mounted on each panel and provided with suitable
switching means to permit connecting the instrument to any controller on the panel.

Controllers and other equipment may be either surface or flush mounted, except that
equipment must by flush-mounted if the manufacturer regularly offers it in either flush or
surface-mounting and it would project more than 125mm if surface-mounted.

4.3.2. Central Manual Control Panel

Central supervisory and control equipment specified for the sewerage treatment plant shall
be mounted on a central control panel. Equipment shall be flush-mounted. Wiring shall be
on the rear of the panel, which shall be enclosed in one or more sheet metal cabinets or
cubicles.

Where graphic representation is required, broad areas representing machinery and floor plan
outlines shall consist of coloured plastic or metal sheets cut or moulded to the required
outlines and permanently bonded to the panel. Pipes, control lines and other details shown
in outline only shall be similarly represented by applied coloured plastic or metal strips or by
grooves approximately 3mm wide cut in the panel to a depth of not less than 0.5 mm and
enamelled or lacquered in colour.

In lieu of applied outlines as specified above, graphic representations may be printed


directly on the panel face by the silk screen process or other equally clear and permanent
process and protected by a securely sealed transparent plastic facing sheet. Graphic
representation may also be applied to the rear of the transparent plastic facing instead of to
the panel front.

4.3.3. Diagrams

Catalogue data on control equipment, submitted as required by specification, shall include


complete schematic control diagrams. Diagrams shall show a large scale outline of each
motors, pumps system etc., with control devices correctly located thereon and piping and
wiring shown.

After the control diagrams have been approved, the Contractor shall furnish to the Engineer
for use in the operating manuals one additional set of prints of the schematic control
diagrams and one additional set of reproducible prints, equivalent in clarity to ink tracings.

Diagrams furnished for inclusion in operating manuals shall include both the schematic
diagrams and additional detail piping and wiring diagrams showing all colour coding,
terminal numbers and other means of identification.

One set of schematic control diagrams, on which additional operating instructions, motor
control data etc., have been marked shall be prepared by the Contractor. He shall frame
these diagrams under perspex and post them in readily visible location near the equipment.

4.4. Cables, and Wiring of Electrical System

4.4.1. General

The cables shall be sized to comply with the regulations for Electrical Installations published
by the Institution of Electrical Engineers, London, except where specified sizes of cables are
shown on the drawings or detailed elsewhere in the Specifications or Schedules.

Applicable colour coding shall be as follows:

4.4.2. Feeder Cables

Feeder cables from the Main Distribution Board shall be of XL insulated, PVC sheathed
unarmoured copper conductor multi-core cables and shall be of 600/1000 volt grade
complying with BS 5467 or IEC 60502. Instead of a 4-core cable, 4 Nos. of XLPE insulated,
PVC sheathed single core cables are acceptable.

Cable sizes shall be as indicated in the drawings and /or bill of quantities.

4.4.3. Underground Cables

Cables installed outdoors such as outdoor lighting circuit cables shall be of XLPE-insulated
PVC sheathed steel wire armoured copper conductor multi-core cables and shall be of
600/1000 volt grade complying with BS 5467.

4.4.4. Cables – Installation

Cable routes are indicated on the drawings for bid purposes but exact final routing shall be
agreed with the Engineer / Consultant.

All work shall be carried out by the Contractor who is to include for the supply and
installation of all cables, supports, steel work racks and making all necessary terminations.
The cables shall be installed and tested in accordance with the appropriate Clauses of BS
7671 (IEE Regulations).

Cables shall at all times be handled with care and every effort made to avoid damage.
Unloading, rolling to position and mounting of cable drums shall be carried out efficiently
and carefully in the recognised manner and cable shall be pulled from the top of the drum
and twisting shall at all times be avoided.

The Contractor shall take particular care to avoid damage to other services which may run
adjacent to or across the route of the cables being installed.

All cables shall be firmly and adequately supported from cable hangers for the whole oftheir
length except where they run through pipe ducts, cable trays or buried direct in the ground.

Except for terminations at a factory made switchboard, distribution board or item of


switchgear, no joints shall be made between lengths of cable.

4.4.5. Cable Glands

The cables shall be terminated at the equipment served by a mechanical type, brass cable
gland conforming to BS 6121. For armoured cables, the gland shall be complete with

armouring clamp suitable for bonding the armouring to the unit served, by means of 25 mm
x 3 mm copper tape and the bonds shall be carried out at the time of making the joints.

4.4.6. PVC Conduits

Conduits which are concealed in building wall plaster and used for internal lighting and
power installation shall be rigid, round PVC tubing conforming to BS 4607 (Metric).

The conduit shall be of sufficiently large section and so arranged with draw-in boxes to
allow either an easy draw-in or out of any or all of the cables which must not exceed the
number set out in the appropriate table of the I.E.E. Wiring Regulations.

The conduit system shall be a continuous and effective means of protection for the wiring.
The conduit shall be laid as far as possible in straight lines. The conduit is in no part to be
under mechanical stress. Exposed PVC conduits will not be allowed.

CHAPTER - 5 MECHANICAL WORKS

5.1. Standards of Application for Materials and Equipment

This section specifies the requirements for design, manufacture, shop testing, delivery to
site, erection, commissioning, site testing and hand over the material, equipment, plant and
services and maintenance for treatment plant.

All characteristics of material and equipment to be incorporated in the works shall


conform to the latest applicable standards of BS, J1S, IS or DIN. The contractor may
propose equivalent standards and specifications, materials or equipment which shall be
in every respect equal to or better than that specified. If the contractor proposes
equivalent standards and specifications, the contractor shall state the exact nature of the
change and shall submit, complete standards and specifications, information and data on
the materials and equipment for the approval of the engineer.

5.2. Submersible pumps

The contractor shall supply, install and handover in good working condition the duty and
standby entirely Stainless steel vertical submersible pumps complete with valves, gauges
and fittings construct for handling a mixture of water, sand, sludge and other small
particles on wet installations. The pump shall be of non-clogging type impeller design,
allowing free passage of solids up to the size of 50 mm 80mm. The pumps and
accessories shall be installed at the locations shown in the drawings.

Electrically powered vertical direct driven, duty and standby pumps shall be installed.

To reduce pressure pulsation in the pipe, the delivery manifold shall be fitted with
cushioning chamber of suitable capacity.

All pumps shall be connected to the automatic control system. Also all pumps shall be
capable of being started and stopped manually by selector switch in the pump control
panel. Motor shall have flow switchers and protect from over load running.

Motors shall be designed for operation on single phase, 50 Hz, 230V or three phase, 50
Hz, 400V supply system and shall be enclosure class to IP 68. Insulation shall to Class
F. Motors shall be continuously rate and shall comply with the appropriate parts of BS
5000.

The delivery pipes of the main and standby pumps shall be connected to a common
manifold with valves and gauges. The pumping set shall be complete with delivery
manifolds, isolating valves, non-return valves, test-cocks, flow switch, pressure switch
and frame mounted control panel, all fitted on a combination bed plate. The control
panel, which shall be dust and damp proof to IP 65 shall incorporate all the necessary
switches, isolators, starters, indicator lamps, fuses, relays and wiring for automatic
operation right up to the pump motors and controls in the manifolds. Protection against
running dry shall be provided. Motor cooling shall be independent from the water level.

High rupturing capacity fuses shall be provided and they shall be capable of,

(a) Protecting the cable connection to the motor

(b) Carrying the stalled current of the motor for a period of not less than 75% of the
period during which such a current would cause the motor windings to fail.

All electrical equipment shall be fully tropicalized and suitable for use in ambient
temperatures up to 40 0C and relative humidity varying between 70% and 90% over any
24 hours period. The control cubicle shall be protected against entry of dust, vermin and
insect.

Where control or main circuits are protected by fuses, two complete sets of spare fuses
shall be supplied in a fuse holder provided for that purpose within the cubicle. The
control panel shall incorporate the following alarm/ status indications.

(a) A rise/fall in water level in the system which is intended to initiate the automatic
starting/off of the pump set

(b) The starting of a pump

(c) The failure of the power supply to the pump sets on any phase

Voltage free contacts shall be wired and terminated in a connector block within the
pump control panel and clearly identified.

The pump shall employ two independent mechanical shaft seals running in an oil
chamber. The lower seal shall prevent the pumping fluid from entering the oil chamber
and the upper one for stopping the oil from entering the motor compartment. The sealing
rings of the mechanical seals shall be of tungsten carbide or other superior materials
suitable for the rotating speed and system pressure.

Ball and roller type bearings shall be well scaled and oil/greased lubricated -for-life.
These bearings shall have metric dimensions and conform to BS ISO 10317. Special
bearings and imperial size bearings are not acceptable.

Stainless steel wire rope and clamps with resilient felt shall be supplied to the power and
control cables. The clamps shall be used for holding the cables onto the wire rope by
which the weight of the cables is to be evenly taken up. The stainless steel wire rope
shall be held at high level for retrieval of the pump and cables altogether.

Where specified in the Particular Specification, a dedicated guide rail lifting system for
raising and lowering of the pump set shall be supplied. The guide rail lifting system shall
include guide rails, pump set pedestal discharge elbow, holding down bolts, lifting chain
and all mounting brackets.

An attachment anchor shall be designed to the pump set discharge flange for engaging to
the connecting flange of the pedestal discharge elbow while lowering the pump set. The
mating part of the pedestal discharge elbow and the discharge flange of the pump shall
truly align and form a perfect match without the requirement of bolting. The weight of
the pump set shall be supported by the pedestal. No portion of the pump set shall rest on
the floor. Scaling at the discharge connection shall be accomplished by metal to metal
contact of machine faces or a suitable gasket. Leakage of pumping medium from the
discharge connection during operation of the pump shall not be accepted. When the
pump is lifted, it shall be easily detached from the pedestal discharge elbow.

Lifting chain shall have safe working load not less than the weight of the pump set. The
lifting chain shall comprise closed lifting rings at its ends. The lifting ring at the lower
end shall attach to the lifting eye or handle of the pump by shackle(s) whereas the upper
ring shall normally be hung onto the guide rail mounting bracket. Certificate of test and
thorough examination of the lifting facilities in compliance with statutory requirements
shall be supplied with the equipment. Typical arrangement of the rail lifting system is
shown in drawing.

Manufacturer shall provide pump characteristic curves including Head (H) curve, Efficiency
(Ƞ) curve, Horse Power (HP) curve and Net Positive Suction Head (NPSH-R) curve. It
should mention the shut-off head of the pump in the Head curve itself. Difference between
shut-off head and the head at Duty Point shall be greater than the 10 % of the head at duty
point. Otherwise pump shall be rejected.
Difference of flow rates between Duty Point (DP) and Best efficiency Point (BEP) shall be
lesser than 10 % of the flow rate at Duty Point. Otherwise pump shall be rejected.

Pumps shall be selected for an overall efficiency of not less than 60%. General frequency of
pump shall be 50 Hz and frequency of inlet power supply shall be kept within the range of
40- 60 Hz.

Test for pumps shall be done accordance with the standard of ISO 9906:1999 and tests shall
be done for each and every pump.

5.3. Submersible Aerator

The contractor shall supply, install and handover in good working condition entirely
Stainless steel vertical submersible aerators complete with all fittings construct to
furnish air from atmosphere to mix with wastewater in aeration/aerobic tank. The aerator
shall be self-aspirating to avoid additional blower to pump air. However additional
blower shall be provided for deep water aeration. The aerators/blowers and accessories
shall be installed at the locations shown in the drawings. Air intake pipe with suitable air
flow device shall be provided for aerator, if it is not provided separate blower. This will
depend on the water depth and suppliers catalogue.

All aerators shall be connected to the automatic control system. Also all aerators shall be
capable of being started and stopped manually by selector switch in the pump control
panel.

Motor shall be designed for operation on single phase, 50 Hz, 230V or three phase, 50
Hz, 400V supply system and shall be enclosure class to IP 68. Insulation shall to Class
F. Motors shall be continuously rate and shall comply with the appropriate parts of BS
5000.

The control panel, which shall be dust and damp proof to IP 65 shall incorporate all the
necessary switches, isolators, starters, indicator lamps, fuses, relays and wiring for
automatic operation right up to the pump motors and controls in the manifolds.
Protection against running dry shall be provided. Motor cooling shall be independent
from the water level.

High rupturing capacity fuses shall be provided for aerators as mentioned under
“Submersible pumps. All electrical equipment shall be fully tropicalized and suitable for
use in ambient temperatures up to 40 0C and relative humidity varying between 70% and
90% over any 24 hours period. The control cubicle shall be protected against entry of
dust, vermin and insect.

Submersible aerator shall be have proper air seal mechanism, which prevents pressure on
the shaft seal during its operation.

Stainless steel wire rope and clamps with resilient felt shall be supplied to the power and
control cables. The clamps shall be used for holding the cables onto the wire rope by
which the weight of the cables is to be evenly taken up. The stainless steel wire rope
shall be held at high level for retrieval and cables altogether.

Where specified in the Particular Specification, a dedicated chain with support or a


special system shall be provided for rising and lowering of the aerator. Lifting chain
shall have safe working load not less than the weight of the aerator. The lifting chain
shall comprise closed lifting rings at its ends. The lifting ring at the lower end shall
attach to the lifting eye or handle of the aerator by shackle(s) whereas the upper ring
shall normally be hung onto the support or concrete slab. Certificate of test and thorough
examination of the lifting facilities in compliance with statutory requirements shall be
supplied with the equipment. Typical arrangement of the rail lifting system is shown in
drawing.

Material of the aerator and its parts shall be stainless steel to ensure the durability. Anti-
wicking cable entry shall be provided to protect water intrusion through the cable
conductors. Motor protection device shall be there to protect motor from overload and
devise shall be there to protect mechanical seal from abrasive particles.

Manufacturer shall provide air flow rate – water depth curves at standard condition. Also
manufacturer shall provide all dimensions and specifications.
Noise level produced from aerator shall be conforming to the CEA noise level standards. It
shall introduce silencer for the aerator to assure non disturbance for the occupants nearby.

5.4. Centrifugal Pump

Pumps shall be of the non-overloading, centrifugal, back pull-out type. Pumps shall
generally be of the horizontal end suction type or equivalent. Casings of horizontal end
suction pumps shall be designed for a working pressure of 10 kg per square cm or 1½ times
the actual discharge pressure, whichever is greater. Casings of Vertical Inline pumps shall be
designed for working pressure of 5 kg per square cm or 1½ times the actual discharge
pressure, whichever is greater. Pressure classification of flange connection shall correspond
to casing working pressures.

Pumps having discharge connections larger than 75mm and operating at more than 20
metres total dynamic head shall be provided with casing wearing rings. Rings shall be of
bronze, chrome iron, nickel iron or the composition suitable for the individual application.

High points of pump casings shall be provided with air vent cocks. Cocks shall be extended
outside of any insulation. Low points of casings shall be provided with valved drains and
inlet and outlet connections shall be provided with properly located gauge tapings. Each
removable casing part weighing over 10kg shall be provided with a lifting eye or lugs of
ample strength. Casing brackets of vertically-split pumps equipped with stuffing boxes shall
be arranged to form drip pockets. A drip pipe shall be run from each drip pocket and
terminated with an approved air gap over the nearest drip funnel or floor drain.

Impellers shall be bronze and shall be dynamically balanced. Impellers of pumps having
40mm and larger discharge connection shall be fully enclosed and hydraulically balanced.
Shafts for pumps with stuffing boxes shall be stainless steel, monel metal or shall be carbon
steel with sleeves of bronze, chrome iron or nickel iron extending through the stuffing
boxes. Shafts shall be provided with water slingers where stuffing boxes are used.

Bearings for close coupled pumps shall be of the ball or roller type. Bearings for all other
pumps shall be either ball or roller bearings, or ring oiled or wool packed sleeve bearings
with ample oil reservoirs. Thrust bearings shall be of either the ball or roller type. Bearings
shall be effectively sealed to prevent loss of oil and entrance of dirt or water.

Stuffing boxes shall be deep enough for not less than 4 rings of packing and shall be have
bronze glands. Glands for horizontally-split case pumps shall be split. Pumps of 40mm size
and larger operating with a suction lift shall be equipped with bronze lantern rings and
external or internal water seal connection with needle valves.

Packing shall be suitable in all cases for the service required with proper consideration of
water pressure, temperature, temperature changes and sediment carried in the water.
Mechanical seals may be provided in lieu of stuffing boxes where recommended and
guaranteed by the pump manufacturer for the particular service involved.

All pumps, other than close coupled pumps, shall be provided with suitable flexible
couplings. Couplings shall impose no restriction on normal end play or expansion. Suitable
coupling guards shall be provided.

Each flexible coupled pump shall be provided with a cast iron or fabricated steel bedplate of
ample size to hold both pump and motor in correct alignment. Pump and motor shall be
accurately aligned when running at normal temperature. Bed plates of horizontally split
pumps shall have raised lips and drain connections. A drain pipe shall be run from each
drain connection and terminated with an approved air gap over the nearest drip funnel or
floor drain.

The bedplate shall be mounted on a reinforced concrete foundation block of a weight at least
equal to the weight of the pump. These concrete foundation blocks shall be poured in a steel
pan of a shape conforming to the shape of the bedplate. The concrete foundation block shall
be supported in neoprene vibration isolating pads, sized for 2 mm static deflection. Each
isolation pad shall be sized correctly for its share of the load. The isolation pads shall be
mounted on concrete sub-bases. These sub-bases will be made by the Contractor according
to details to be supplied by the pump manufacturer.

If possible all pumps are to be supplied by one manufacturer. Pumps shall be selected for an
average efficiency of not less than 60%.

5.5. Gate Valve

All valves shall be new, of approved manufacture, or as approved. Samples of valves


proposed for use shall be submitted for approval.

All valves shall be placed in accessible positions for operation and repairs. The
connections between each valve and adjacent piping or equipment shall be made either
with a flange.

The valves and glands shall be designed to withstand without leaks, the system pressures
whether the pumps are in operation or not.

Each isolating valve shall be provided with a means for attaching a strap so that the hand
wheel may be secured in any desired position to prevent unauthorized use.

A purpose-made strap of leather or reinforced plastic material not less than 12mm wide
nor less than 2mm thick and a small non-ferrous padlock to secure the two ends of the
strap shall be supplied with each valve.

Alternative means of securing the valves against unauthorized use may be offered.

Isolating valves shall be full way gate valves and shall be fitted to the 80mm, 100mm
and 150mm pipes. All valves shall be of cast iron. Castings shall be of good quality,
clean and smooth and free from scale or falls.

Samples shall be submitted for approval prior to purchase.

5.6. Testing and Commissioning

Bidders shall submit with their bids, a complete proposal with time schedule for testing and
commissioning of the system. The program shall include a trial operation of all main
equipment with any necessary adjustments to ensure that the system is working correctly.
The contractor shall provide all instruments and equipment together with commissioning
engineers and adequate assistance for carrying out the commissioning and testing activity
which shall be done in accordance with the recommendations of relevant Standards. If any
portion of the works fails to pass the tests, the contractor shall, at his own expense carry out
such alterations or replacements as are required to the satisfaction of the Engineer. The
Engineer shall be at liberty to call for further commissioning when such alterations have
been completed to their satisfactory. The contractor shall provide commissioning spares at
his own expense.

Spare parts earmarked for maintenance shall not be used during this period.

5.7. Submissions

The Contractor shall submit for approval the following documents and samples in quantities
as indicated:

5.6.1 Shop Drawings

Shop drawings for all mechanical equipments, valves, supporting structures, electrical
circuits and wiring diagram and any other drawings necessary for fabrication and installation
of the system shall be submitted by the contractor for the Engineer’s approval.

5.6.2 Technical Literature of Equipment

Technical literature of all equipment proposed to be used in the system inclusive of


dimensional drawings, capacity, tables, test reports and other relevant information shall be
supplied in triplicate for the Engineer or determine the adequacy and suitability of the
equipment for system.

5.6.3 Maintenance & Operating Manuals

Maintenance and operating manuals of all equipment supplied shall be furnished in triplicate
with detailed wiring of the equipment and instructions of the regular maintenance of the
equipment. Frequency of lubrication and specifications of the lubricants recommended shall
also be provided. All manuals should be printed, and ring bound with.

5.6.4 Samples

Samples of all materials to be supplied under the contract shall be supplied to the Engineer
for approval. Such samples shall be kept with the Engineer until completion of the Works
and same will be released to the Contractor on completion of work. The items of supplies
used for the project shall be at least equal in quality to the approved sample.

5.6.5 As-Built Drawings

On completion of the installation, the Contractor shall prepare a set of As- built drawings
incorporating any changes made to the original design and drawings, which drawings shall
represent an accurate description of the installed systems. These drawings shall be bound
with covers in to an album and handed over to the Engineer.

5.8. Handing over Documents

The final handing over documents to be submitted by the Contractor on completion of the
installation shall comprise the following:

(a) Operation and maintenance manuals (3 copies)

(b) Commissioning sheets (3 copies)

(c) Test reports (3 copies)

These documents in required number of copies specified should be supplied to the Engineer
within 30 days on issue of taking over certificate.

5.9. Training of Owner's Staff

Bidders shall submit with the bid, a full proposal of the recommended training necessary for
the owner's personnel to attend to routine testing, maintenance service and minor repairs
including an indication of the duration of such training.

The number of persons required to be trained shall be determined jointly by the Engineer,
and the Contractor.

The scope of training shall include on-site training and such training shall be prior to hand-
over of the system. Technical training and system operation instructions to the owner's
personnel shall also be provided during the commissioning and performance tests phases of
the system.

System operation instructions shall be given by an experienced and competent representative


of the Contractor who is thoroughly conversant with equipment installed.

CHAPTER - 6 MISCELLANEOUS WORKS

6.1. Miscellaneous Metal and Pipes

6.1.1. Scope of work

The Contractor shall furnish all labour, materials, equipment and incidentals necessary to
supply and install all miscellaneous metals, pipes, concrete anchors and ornamental iron
required and as shown on the drawings.

6.1.2. Welding work

Where stainless steels are welded, this shall be carried out using chromium-nickel austenitic
or other compatible electrodes for manual metal arc welding to B.S. 2926: 1984. Care shall
be taken to avoid distortion during welding or damage to or discolouration of surrounding
finished surfaces. All welds shall be carefully ground and polished as required to blend the
weld in with the surrounding metal.

6.1.3. Non-Ferrous Metal Work

6.1.3.1. Brass, Bronze and Copper

At the joints of different floor finishes, and at doors in the absence of threshold units, unless
otherwise specified, brass dividing, strips 30 x 3 shall be set vertically in the joint with strip
anchors 20 x 2 x 250 long at 300 c/c, fixed to the sub floor.

6.1.3.2. Ductile Iron Pipe Works

All Ductile Iron pipes, fittings, accessories and their joints for sewerage applications shall
conform to BS EN 598:2007 and all Ductile Iron pipes, fittings, accessories and their joints
for water pipe lines shall conform to BS EN 545:2006.

All Ductile Iron pipe works shall be carried out in compliance with British Standards 545
:2006 and “ICTAD Specification for Water supply, Sewerage and Strom water Drainage
works”. (Publication No. SCA /3/2)

Ductile Iron pipes classification K9 shall be used for socket & spigot pipes and flanged
pipes. Classification K12 & K14 shall be used for Ductile Iron fittings.

In addition ‘Internal protection for pipes and fittings’ shall be coated with sulfur resistant
cement mortar lining. (including blast furnace slag cement).

6.1.3.3. PVC Pipe Works

All the PVC pipes shall comply with Sri Lankan Standard 147:1993 and Joints and Fittings
for use with uPVC pipes shall comply with SLS 659 of 1993 or BS 4346 Part I and II :1970.

PVC pipe works shall be carried out in compliance with “ICTAD Specification for Water
supply Sewerage and Strom water Drainage works”. (Publication No. SCA /3/2)

6.1.4. Gates

Steel gates shall be in accordance with the details shown on the drawings. Locking devices
for gates shall be as detailed. All materials shall be shop primed and finish painted in
accordance with sub-section "Painting".

6.1.5. Chain Ink Fencing

Chain link fencing shall conform to BS 1722: 2003.

6.2. Metal fabrication

6.2.1. Scope of work

This section specifies the workmanship standards applicable to the various phases of metal
work fabrication, the methods and precautions for erection of metal structures and machines
to insure conformance with the specifications and miscellaneous requirements incidental to
the work.

6.2.2. Workmanship

(1) General

Material shall be thoroughly straightened by methods that will not result in injury, except
that sharp kinks or bends in members to be straightened will be a cause for rejection.
Finished members shall be free from kinks or bends. Shearing shall be accurately done, and
all portions of the work neatly finished. Corners shall be square and true, unless otherwise
shown on the drawings. Where re-entrant cuts cannot be made by shearing, a rectangular
punch may be used. Re-entrant cuts shall be filleted, unless otherwise approved by the
Engineer, Bends, except for minor details, shall be made by approved dies or bending rolls.
Where heating is required, precautions shall be taken to avoid overheating the metal and it
shall be allowed to cool in such a manner as not to destroy the original properties of the
metal.

Dimensions shall be measured by means of an approved calibrated steel tape of the same
temperature as the structure at the time of measurement. Unevenness of plate work shall not
exceed the limitation of standard mill practice as specified in the British Constructional
Steelwork Association Ltd. "National Structural Steelwork Specification for Building
Construction.

An allowable variation of 1 mm is permissible in the overall length of members with both


ends milled, Members without milled ends, which are to be assembled to other steel parts of
the structures, shall not deviate from the dimensions shown on the drawings by more than
1.8 mm for members 10 meters or less in length, and by not more than 3 mm for members
over 10 meters in length.

(3) Camber

Unless otherwise specified, joists having spans of 12 meters or greater shall have minimum
cambers as given in the table at the end of this section. Reverse camber in any joists in
excess of 1/1000th of the span shall be a cause for rejection.

6.2.3. Welding

Welding shall be in accordance with the Standard Code for Arc and Gas Welding in
Building Construction of AWS and shall only be done where shown, specified, or permitted
by the Engineer. All welding shall be done only by welders certified as to their ability to
perform welding in accordance with locally accepted testing requirements. The AWS Code
will be used as guide.

Damage to galvanised areas shall be thoroughly cleaned by wire brushing and all traces of
welding flux and loose or cracked zinc coating removed prior to painting. The cleaned area
shall be painted with two coats of zinc oxide-zinc dust paint conforming to the requirements
of American Federal Specification MIL-P-15145.

6.2.4. Flame cutting

Low-carbon structural steel may be cut by machine guide or hand guided torches instead of
by shears or saw. Flame cutting of material, other low carbon structural steel, shall be
subject to approval and where proposed shall be definitely indicated on shop drawings
submitted to the Engineer. Where a torch is mechanically guided, no chipping or grinding
will be required except as necessary to remove slag and sharp edges. Where a torch is hand
guided, all cuts shall be chipped, ground, or machined to sound metal except where material

is to be welded, in which case burrs and rough edges only shall be removed. Where the torch
is mechanically guided, flame gauging will be permitted in preparation for welding.

6.3. Galvanising

6.3.1. Scope of work

The Contractor shall furnish all labour, materials, equipment and incidentals necessary to
galvanise all materials specified or shown on the drawings. Materials shall be galvanised by
the hot dip or electro depositing process, unless noted otherwise.

6.3.2. Workmanship

The zinc coating shall adhere tenaciously to the surface of the base metal. The finished
product shall be free from blisters and excess zinc, and the coating shall be even, smooth,
and uniform throughout. Machine work, die work, cutting, punching, bending, welding,
drilling, thread cutting, straightening and other fabricating shall be done as far as is
practicable before the galvanising. All members, nuts, bolts, washers and appurtenances
shall be galvanised before a structural unit is assembled. All uncoated spots or damaged
coatings may be cause for rejection. Repair of damaged coatings will be at the discretion of
the Engineer.

Products that are warped or distorted to the extent of impairment for the use intended, shall
be rejected.

All material shall be provided without embitterment. Workmanship shall conform to ASTM
A143, "Practice for Safeguarding Against Embitterment of Hot Galvanised Structural Steel
Products and Procedure for Detecting Embitterment.

6.3.3. Test coupons

Test coupons, for determining the quantity and quality of the galvanising, shall be of such
size and shall be wired to the materials to be galvanised before immersion so as to represent
the amount of coating deposited on the finished product.

Non-destructive tests for uniformity of coating may be ordered to be made with a magnetic
instrument in accordance with ASTM E376, "Measuring Coating Thickness by Magnetic
Field or Eddy Current (Electromagnetic) Test Methods". If tests are ordered by the
Engineer, they shall be paid by the Contractor with no additional cost to the Employer.

6.3.4. Cleaning

After the shop work has been completed and accepted all material shall be cleaned of rust,
loose scale, dirt, oil, grease, and other foreign substances and pickled. Particular care shall
be taken to clean slag and spatter from welded areas. Pickling shall be completed in such a
manner to ensure the total removal of all acid, prior to galvanising.

6.3.5. Galvanising

(1) Plates and Shapes

All plates and shapes shall be galvanised after fabrication. After being cleaned, all materials
shall be zinc coated (galvanised) in accordance with ASTM A-123, "Zinc (Hot-Galvanised)
Coating on Products Fabricated from Rolled, Pressed and Forged Steel Shapes, Plates, Bars
and Strip" or BS 729 - " Hot dip galvanised coatings on Iron and Steel articles". Where
members are of such lengths that they cannot be dipped in one operation, great care shall be
exercised to prevent warping. Finished compression members shall not have lateral
variations greater than 1/1000 of the axial length between the points which are to be
supported laterally. Finished tension members shall not have lateral variations exceeding 3
mm for each 1.5 meters of length. Sharp kinks of bends will be a cause for rejection of the
material. All holes in material shall be free of excess swelter after galvanising.

No machine or shop work, die work, punching, or grinding, will be allowed after
galvanising.

(2) Hardware

Bolts, nuts, washers, lock-nuts, and similar hardware shall be galvanised in accordance with
ASTM A-153, "Zinc Coating (Hot Dip) on Iron and Steel Hardware". Excess swelter shall
be removed by centrifugal spinning. The Contractor shall submit samples of bolts and nuts
for approval. Nuts and tapped holes scheduled for galvanising shall be oversized tapped or
re-tapped prior to galvanising. Tapping or re-tapping of threads after galvanising will not be
permitted.

(3) Assembled Products

Galvanising of shop fabricated items shall be the hot-dip zinc process, after fabrication. All
assembled products shall be assembled and prepared in accordance with ASTM A385,
"Practice for Providing High Quality Zinc Coatings (Hot Dip) on Assembled Products".

Following all manufacturing operations, all items to be galvanised shall be thoroughly


cleaned, pickled, fluxed and completely immersed in a bath of molten zinc. The resulting
coating shall be in accordance with ASTM A386, "Zinc-Coating (Hot Dip) on Assembled
Steel Products". The coating shall have an average weight of 550 grams per sq. m unless
noted otherwise. The testing of zinc coat shall be in accordance with ASTM A386.

(4) Pipe

Galvanising of pipe shall be in accordance with Section 2.7 of BS1387, "Steel Tubes and
Tabular Suitable for Screwing to BS21 Pipe Threads".

6.3.6. Straightening

To minimise straightening, all work shall conform to ASTM A384, "Practice for
Safeguarding against War page and Distortion During Hot-Dip Galvanising of Steel
Assemblies".

All plates and shapes which have been warped by the galvanising process shall be
straightened by being re-rolled or pressed. The material shall not be hammered or otherwise
straightened in a manner that will injure the protective coating. If, in the opinion of the
Engineer, the material has been harmfully bent or warped in the process of fabrication or
galvanising, such defects shall be cause for rejection.

6.4 Aluminium External Doors, Windows and Frames

6.4.1 Appearance and Detailing

The details of anodised Aluminium windows would show certain types of sections, which
have not been calculated for strength. The Contractor may submit alternative sections which
he proposes to use, with his Tender, subject to approval by the Employer, although closed
(box) sections will be given preference in selection and a width of 50 mm or more for
external window frames shall be adhered to.

6.4.2 Special Requirements and Applications: Windows and Frames

The Windows shall be fabricated and installed according to the drawings. The Contractor
shall modify the Window design to the approval of the Employer to enable cleaning the
windows from inside the Building. The Windows shall be capable of resisting structurally
all probable dead and live loadings, including those arising from wind forces.

The air-infiltration factor of windows in the elevations, as outlined by the ASHRAE


Standards shall be 0.16 or less; performance of windows shall otherwise be in accordance
with BS 4873: 1986.

The design of windows shall permit free movement of air from the exterior environment into
the intermediate spaces between the window frame and ventilator to achieve pressure
equalization.

Transoms and mullions, complete with all necessary coupling screws and nuts, etc., shall be
supplied and bedded in mastic on assembly in the factory or at the Site so as to fill
completely all interstices between components.

Self-tapping screws securing the clamping rail fixing the glazing and panelling to be of
stainless steel.

The Window frames shall be of fluorocarbon-coated Grade 6351, T5 aluminium alloy.

The Windows shall be glazed with clear float glass and fitted with approved high-quality
stainless steel Hinges, Fittings and Fasteners.

Hardwood sub-frame cills and jambs where specified shall be protected by guard plates,
folded cill drip sections and angles from 2 thick anodised Aluminium sheet.

6.4.3 Aluminium doors and door frames

Shall be formed from extruded Aluminium sections of alloy and anodised in an Anolok
colour to match the external windows.

Shall include glazing and infill panels when shown on drawings.

Shall be complete with all hinges, lock, doorstops and other ironmongery and furniture as
shown on drawings, described in door schedules or as the function requires.

External doors shall be fully draught proofed and waterproofed all round by means or rubber
or neoprene strips contained in a suitable housing or frame detail, and to be complete with a
waterproof threshold detail.

Where a door is fitted into an external window special care shall be taken to ensure
compatible detailing and a neat, draught proof and waterproof installation.

6.4.4 Aluminium Cladding Panels

Cladding Panels unless otherwise specified shall be of solid 3mm thick aluminium sheet (BS
N4 or AA5005, Temper H24 or H34).

Stiffeners shall be provided in order to limit deviations from flatness to less than 2.5mm in
1.2 m measured in any direction within any Cladding Panel

Aluminium for the Top Claddings, Soffit Flashing and Roof Flashings shall be of the same
material and thickness as the Cladding Panels

All exposed aluminium surfaces shall be finished with an approved Fluorocarbon coating of
uniform colour or colours, as ordered by the Employer.

6.5. Glass and Glazing

Glass for windows shall be 6mm thick float clear glass of approved manufacturer.

All glass breakage during shipping, storage, handling, cutting, transporting to Site, installing
and maintaining up to the issue of the Taking-Over Certificate shall be replaced at the
expense of the Contractor.

All neoprene materials, including compression and roll-in gaskets used in glazing shall be
extruded, high quality, ozone and UV-resistant, cured, elasto-meric neoprene compounds
with Duro-meter hardness profiles and design parameters, lengths and locations, all as
recommended in writing by the glass manufacturer. All neoprene materials shall have
smooth, neat exposed surfaces.

All windows shall be made watertight to the same exposure levels as specified for the
Claddings. The sealants shall be of the quality of Dow-corning 791PS Silicone Glazing and
Building Sealant or an approved equivalent.

Shims shall be provided wherever the range of adjustment of the element/s involved is
inadequate to achieve the specified tolerances in the finished installation. Shims shall be U-
shaped and slotted, and shall extend over the whole of the bearing surface.

The Contractor shall ensure that the supplier of the Sealants provide written conformation of
the suitability of the selected materials to be used in conjunction with all the substrates
involved - Fluorocarbon Coating, Glass, AISI 316 Stainless Steel and possibly Masonry or
Tiling and shall provide the requisite back-to-back guarantee.

6.6 Ironmongery

6.6.1 General

For details of Ironmongery refer door and window schedules.

Any discrepancies or conflict between the information contained in the Schedules,


Drawings, and Bill of Quantities and this Specification shall be reported to the Employer for
a decision.

The omission of information either from the Specification or from the Ironmongery
Schedules does not free the Contractor from his obligation to supply and install all
ironmongery for all doors, windows, gates, grilles, shutters, hatches, etc., as may reasonably
be considered necessary for the proper functioning of the items concerned, whether or not
described on Drawings, Schedules or in this Specification.

6.6.2 Quality

All ironmongery shall be new, of best quality, and obtained from an approved manufacturer.
Construction, finishes and security in the case of cylinder locks, shall be of the highest
quality normally supplied by the manufacturer.

The Bidder shall submit with his Tender sufficient information in the form of catalogues,
drawings and/or illustrations to indicate fully the range of ironmongery which he intends to
use, for approval by the Employer. Samples of each type of lock, door closer, handle,
hinge and all other ironmongery mentioned in these Specifications shall be submitted as
soon as practicable after commencement of the Works to the Employer for approval.

Any damaged items, items not reaching the quality standards of approved samples or items
incorrectly installed shall be replaced, and/or properly installed and any damage made good,
all at the Contractor’s expense.

6.6.3 Installation and Handing-Over

All ironmongery shall be installed and fitted according to the instructions of the
manufacturer.

Before the start of painting works all locks, handles, etc., shall be carefully removed
numbered and stored, and replaced before handing-over. Ironmongery which cannot be
removed shall be covered by linen tape for protection against damage and paint splashes.
This tape shall be removed for the pre-handing-over inspection and the ironmongery
cleaned.

Before final handing-over, all locks and movable parts shall be checked and left in sound
working order.

6.6.4 Locks and Keys

Locks in the main shall be mortise and cylinder locks as Specified in the Door Schedules.

Sliding doors shall have mortise and cylinder locks with hook bolts, claw bolts or clutch
bolts.

Where double doors are also fire check doors, they have a 25 rebate at the meeting of the
doors. Locks for such doors shall have rebated fore ends to match.

Fore ends and striking plates are to be of stainless steel (st.st.) in the case of timber and MS
doors and frames; stainless steel in the case of st.st. doors; matching anodised Aluminium
(anod. al) on anod. al. doors.

All lock cases shall be of Galvanised mild steel.

Each lock shall be provided with 3 Nos. Nickel-plated keys wired together and each clearly
labelled with a laminated plastic or Aluminium, identification tab with the door number or
name engraved on it.

All mortise cylinder locks shall form part of a flexible master keying system consisting of
one grandmaster for the whole building and servant keys for individual locks.

6.6.5 Hinges and Pivots

Generally, fixed pin butt hinges are to be used unless otherwise stated in the Door and
Window Schedules.

Washer hinges shall be used on all doors heavier than 25 kg. The washers to be stainless
steel, phosphor bronze or nylon. The nylon washers are not to be used on doors heavier than
50 kg, on fire check doors, or on external doors.

Doors lighter than 30 kg shall have a minimum of 1 pair, butt hinges 102 long, unless fitted
with a door closer, in which case 1½ pairs butt hinges shall be fitted. Doors between 30 and
50 kg shall have minimum of 1½ pairs butt hinges 102 long. Doors heavier than 50 kg and
all bullet-proof doors shall have 2 pairs butt hinges at least 102 long.

Aluminium doors below 50 kg shall have Aluminium hinges; above 50 kg, on fire doors,
and on doors fitted with bullet proof glass shall have stainless steel hinges. Galvanised MS
doors shall have stainless steel hinges fixed with st.st. self-tapping screws to pre-drilled
holes in the frame. Stainless steel doors shall have st.st. hinges. Timber and plywood doors
shall have st.st. hinges, unless otherwise specified.

6.7 Powder Coating

Powder coating on Aluminium shall be of thickness not less than 80 micron and conform to
the requirements of AAMA 605.2.90.

The subcontractor shall prepare three (3) samples of size 200mm x 150mm aluminium sheet
in each of the recommended colours for selection of one or more by the Employer. All
samples shall be securely identified. In order to reduce problems of matching and
maintenance, non-metallic satin finishes would be preferable, but the Subcontractor’s
proposal will be given due consideration.

The final colour/s of the coating and the degree of the gloss shall be selected by the
Employer very probably, but not necessarily, from the proposals made by the Contractor.

All powder-coated surfaces shall have a good quality protective film applied as soon as
possible after painting. This film shall not be removed until the installation of the Claddings
is completed in its entirety.

A - GENERAL NOTES

Bidders are requested to see that no page is missing, nor duplicating and that all TRADES
are carried to the SUMMARY of the Bill of Quantities.

The bill of quantities shall be read in conjunction with the Conditions of Contract, Technical
Specifications, Drawings and the method of measurement described in this document. General
directions, descriptions and specifications of work and materials are not necessarily repeated nor
summarized in the bill of quantities. References to the drawings and relevant sections of the
Technical Specifications shall be made before entering prices against each item in the bill of
quantities.

Drawings, Specifications and Bill of Quantities and all other documents are complementary and
if any item is included in any of them, it shall deem to be included in all.

Amendments shall not be made to the Bill of Quantities with the bid without the authority,
in writing, of the Engineer’s Representative.

Extent of Work
The extent of work as provided in this Bills of Quantities shall consist of the following:

Estimated Quantities in the Bill of Quantities


Quantities in the Bill of Quantities are estimated and shall not be considered as accurate for the
purpose of procurement of materials and for the quantity of work to be carried out as per the
drawings.

Materials
All materials, equipment supplied shall be new, unused without any defects.

All materials, equipment and accessories stated herein shall be the best of their respective kind
and shall comply with the requirements of the relevant Standards, Specifications or equivalent
where such exists. In all cases of permanent work specifications, model nos., makes etc.,
and other technical data shall be approved by the Engineer before an order is placed, and all
materials, equipment, accessories and spares etc., supplied shall correspond in quality with the
approved samples. The Engineer will exercise the right to reject all such items not complying in
quality with the standard of the approved items and all costs incurred by this rejection shall be
borne by the Contractor. All such rejected items shall be removed from the site. The Contractor
shall provide the necessary details to the Engineer regarding the dates and sources of obtaining
such items.

Method of Measurement
The principles as given in the Sri Lanka Standard 573 (1st Revision 1999) Method of Measurement
of building works shall be generally applicable.

The final quantities shall be computed net using dimensions from the drawings, relative to Existing
Ground Levels as per the agreed drawings persuading to the Conditions of Contract, except where
clearly stated otherwise under individual items in the drawings and the BOQ. No allowance shall
be made for bulking, shrinkage or waste.

Inspection of Site
Bidder is requested to visit the site to acquaint themselves with all existing conditions, and with the
nature and extent of work to be done under this contract as no extras will be allowed on the plea of
want of information due to neglect of their part in this regard.

Trade Name
Where reference is made to certain manufactures' products and items identified by registered
trademarks, this has been done for the sole purpose of defining and establishing standards of quality
and performance and not with the intention of restricting the procurement of material or fitting to a
particular manufacturer. Any other materials equipment and accessories or equivalent may be used
provided that the characteristics of type, quality, and appearance finish, method of construction
and/or performance is not less than specified and provided also that the approval is first obtained, by
the Engineer.

Rates
The rate for each item must be comprehensive and must include for complying in all respects with
the requirements of the aforesaid Specifications, these Pricing Preambles, and cover all obligations
under the Contract, and all matters and things necessary for the proper construction, completion and
maintenance of the Works. No claim for additional payment will be entertained due to any error or
misunderstanding by the Contractor of the work involved.

The rates and prices entered in the Bills of Quantities shall be the all- inclusive value of the
completed work and shall have taken full account of all requirements and obligations, covered by
all parts of the contract, including the following - unless expressly stated otherwise:
i. All setting out and survey works including in - survey and out - surveys
ii. Preparation and submission of detailed shop drawings, as built drawings, working drawings,
Operations and Maintenance Instructions as and when required by the Engineer.
iii. Temporary works
iv. Complying with any limitations and constrains on the use of the site

v. Dealing with the existing flow of water from any source including ground water, sewage and
so forth.

vi. The effect on the phasing of the Works or any element of the Works to the extent set forth or
reasonably implied in the documents on which the Bid is based.

vii. Locating and taking measures for the support and full protection of pipes, cables and other
apparatus during the progress of the Works, obtaining written consent of appropriate
authority to interrupt the service or supply and for keeping the Engineer informed of all
arrangements he makes with the owners of privately owned services or supplies and Public
Authorities as appropriate.

viii. General obligations, liabilities and risk involved in the execution of the Works set forth or
reasonably implied in the documents on which the Bid is based.

ix. Land required for tips and stockpiles including all costs for obtaining any necessary licenses
and approvals.

x. Allowance for phasing requirements of works, effect on programming of the works of all
traffic diversions and construction activity associated with diversion or installation of
services.

xi. For all restrictions on working due to inclement weather or weather related conditions,
shipping movements and working operations within the site.

xii. For working alongside and liaising with other Contractors working on the same site.

xiii. Attendance and transport for surveys, sampling and testing, carried out by the Engineer.

xiv. Performing all sampling and testing which are required to be carried out by the
Contractor, and supplying results of such tests.

xv. Providing required material delivery certificates.

xvi. Complying with environment statutory requirements, obtaining necessary permissions,


licenses etc. from relevant Municipal Council and/or any other relevant authority under
which particular item of work is to be executed, and providing relevant documentation
for the same, unless otherwise included in the Preliminaries;

xvii. Labour and all connected costs;

xviii. The supply of materials, goods, storage and all costs connected therewith including haulage,
taking over of materials and goods supplied by others, storage, carriage, freightage,
returning packing, hoisting or lowering, placing and compacting of materials and goods in
position, including usual auxiliary material etc., replacing work, goods or materials
damaged, broken, lost or stolen until the issue of a Certificate of Completion;

xix. Preparatory works and setting out of particular item;

xx. Plant and equipment unless otherwise included in Preliminaries;

xxi. Handling of materials and working in situation where there is very restricted working space

xxv. All other incidental works and necessary works which are not described in the BOQ, but
described in the aforesaid specifications and or shown in the drawings for the proper
completion of the relevant items of work;

xxvi. Establishment charges, overheads and profit.

xxvii. All necessary scaffolding work including supply, erection and dismantling.

If the Bidder fails to price any items in the Bill of Quantities then the cost of the work under such
items shall be held to be spread over and included in the prices given against other items of work.

Analysis of Rate
Bidders shall submit an analysis of rates for any item or items if called upon to do so by the
Engineer in the event of a dispute. The Engineer’s assessment shall be the final.

Samples
Rates of all items shall be inclusive of providing specifications, model nos., maintenance manual,
makes, technical information, catalogue and literature, when requested by the Engineer for approval.
No extra payments will be allowed for submission of the same.

Nature of the Work


Bidders are strictly advised to inspect the site and acquaint themselves regarding:
1. Extent and nature of the work to be done.
2. Site conditions.
3. Storage facilities etc.,
4. Transport facilities etc.,
5. Weather conditions in the area.
6. Limitation of working time
7. Transport and handling materials etc., and
8. Security and limitation due to security conditions
9. Status of areas adjoining to work.
10. Access to the site.

Dimensions
All the dimensions for the items stated in this Bills of Quantities, drawings or specifications should
be checked at the site by the Contractor prior to commencing all such work. In the event of any
discrepancies, the Contractor is advised to inform the Engineer for necessary instructions.

Value Added Tax (V.A.T)


Unit rates shall not include Value Added Tax (V.A.T.). The Bidder shall provide his estimated
V.A.T. component separately together with the detail calculation at the Grand summary as shown.
The Employer shall pay V. A. T. to the Contractor on submission of his invoice based on the
payment certificates issued by the Engineer.

Discount
If the bidder is anticipating to give any discounts, it shall be mentioned separately in the space
allocated in the summary of Bill of Quantities. Provisional Sums shall not be considered when
calculating discount.

Rate only
Items in the Bill of Quantities where “Rate only” is specified shall be priced as required for a unit
quantity of that item and shall not be carried to the total of Bill of Quantities.

Fix only
The expression "fix only" used in these Bills of Quantities means that the Contractor shall provide
the following facilities:
a) Fixing with all necessary accessories and the like.
b) Supplying full size templates, giving and marking dimensions and taking responsibility for
their accuracy.
c) Getting in, protecting, handling, distribution, placing in position and assembling as required.
d) Casing up and protection, including clearing away protection on completion of the works
including Sub- Contractor works.
e) Full cost of replacement of any item which are damaged, broken, lost or stolen after the
acceptance of the items from the supplier or Employer and until handing over the complete
Works.
f) Other necessary and usual facilities and documentation.

Supply only
The expression "supply only" used in these Bills of Quantities means that the Contractor is to
provide for everything in connection with such Items except fixing in position.

Provisional Sum
Payments for all provisional items shall be as per actual measurements of work done at site. The
contractor is advised to keep proper records for such items with the approval of the Engineer.
Provisional Sums have been allowed in the Bills of Quantities, which have to be spent wholly or in
part as requested by the Engineer.

Prime Cost
With the items in the Bills of Quantities where “Prime Cost” sum indicated, that provides an
indication of price range of the quality of materials expected by the Employer. It shall be given for
the estimation purpose only. Escalation cost is not included with the prime cost indicated in the
BOQ and it represents the market price relevant to that material during the bidding period.

The unit and lump sum prices


The unit and lump sum prices of the Bill of Quantities (referred to as the Contract Rates) shall,
except in so far as is otherwise provided for under the Contract, be deemed to cover all obligations
set out in the Contract, and all matters or things necessary for the proper completion and
maintenance of the Works, and shall be fixed and binding upon the Contractor.

Unit prices when applied to the quantity of work performed under the Contract shall, and other
sums specifically determined under the provisions of the Contract, constitute full remuneration to
the Contractor under the Contract.

Metric and Imperial Conversion


Wherever imperial and /or metric units has been referred, it shall be considered with correct
conversion from one to other as relevant

Metric units are used throughout the Bill of Quantities for measurement purposes unless otherwise
indicated. Abbreviations used in the Contract are as follows:-

Day Works
A Day-Works schedule is included in the document for use when a work is executed on a day-work
basis in accordance with the General Conditions of Contract. Work shall not be executed as day-works
except by the written order of the Engineer. Please also refer to the Notes under the Day Works
Schedule.

Labour
Payment in respect of labour used in the execution of the day works shall be at the hourly rate stated
in the Day-work Bill. Separate payment shall be made in respect of the amount of wages of the
Contractor’s Site Supervisory, Administrative Staff or other minor categories of labour not listed.

The inserted rates for labour shall cover all bonuses, statutory charges and all other charges and
costs in respect of or incidental to the employment of the said labour, except only the cost of
materials and Constructional Plant. The rate shall also include the costs in respect of portable tools
such as picks, shovels, barrows, trowels, ladders, hand-saws, buckets, trestles, hammers, chisels and
all items of a like nature, which for the purpose of work executed on a day-work basis shall not be
considered as Constructional Plant.

Materials and Goods

Payment in respect of materials or goods used in the execution of work on a day-work basis shall be
net cost of materials or goods plus the required percentage addition stated in the Appendix to tender.
The “net cost of materials” means the net cost of such materials or goods delivered by the supplier
to store or stockpile on the Site.

The stated rate shall cover the costs of taking delivery and putting into the store or stockpile, usage
of any minor tools/equipment not listed under plant and equipment, storage, overheads and all other
charges and costs in respect of or incidental to the procurements and handling of such materials or
goods.

The costs of taking the materials from the store or stock pile on site to the place where they are used
shall be paid for at the appropriate day-work rates for labour and Constructional Plant.

Constructional Plant
The inserted rate for Constructional Plant shall be paid for the plant when actually employed
directly in the execution of the work on a day-work basis, excluding any travelling time, associated
movement on the site with a prime mover or idling hours. The rate shall include the following:
a) The cost of Constructional Plant including maintenance and spares, fuel and fuel
distribution, oil grease, and any other consumables.
b) The cost of crews, operators/drivers and attendants.
c) All overheads, profits and other costs associated with the plant being required to work on a
day-work basis.

B – TRADE PREAMBLES
1. PRELIMINARIES

A list of general preliminary items is given in this Bills of Quantities. The Bidder shall include their
prices for total preliminary work in their quote.

TEMPORARY SERVICES

The Contractor shall provide and maintain temporary services necessary for the execution of the
Works under the Contract. The Contractor shall make applications and install such services in
accordance with the regulations and requirements of the relevant authorities.

The Contractor shall be responsible for all costs and charges in connection with the installation,
alteration, shifting, adapting use and maintenance of such services. On completion of the Works, the
Contractor shall disconnect such services, which are no longer required by him and or the
Employer and clear away all traces.

Power
The Contractor shall apply and pay for the required power and install temporary electrical installation
for the Works, site office, Engineer’s and Consultant’s Offices, Stores, labour huts, yards and site
lighting and testing for mechanical and electrical services done by others.

A stand-by Generator, with adequate capacity, should be made available by the Contractor at the site
for use in an emergency and or during power failures. The cost of supplying, installing running and
maintaining of the stand-by generator shall be borne by the Contractor.

Water
The Contractor shall apply and pay for the continuation of temporary water supply connection to the
site and construct storage tanks with adequate capacity, together with the necessary internal temporary
PVC distribution system including an overhead tank at an adequate elevation, water pumps as may be
required and providing taps, valves, etc. in order to provide water for the Works, for drinking
purposes, and also for washing, bathing and sanitary facilities required by the Contractor’s workmen,
the Employer, and the Engineer’s staff.

Communication
The Contractor shall provide temporary telephone facilities to the Engineer’s office.

The Contractor shall provide telephone, fax facilities and other communication facilities to his site
office as required by him. The Contractor shall be responsible for applying for connections and paying
all charges for installation, rental, shifting and adapting same from time to time as may be required
maintenance and the calls taken by him.

HEALTH, SAFETY AND ENVIRONMENT

The Contractor shall provide and maintain the following safety measures in accordance with the
regulations and requirements stipulated by the relevant Statutory Authorities.
i. Safe working conditions
ii. Safe means of access and exit.
iii. Safety systems for Plant, Machinery and Equipment.
iv. Appropriate safety equipment required at the site and yards such as protective
hoarding, safety nets, helmets, sign boards, Welding Masks, Safety Belts, etc to the
workmen and others engaged in the Works.
v. Safety nets, safety canopies, safety signs, platforms and other measures ensuring
safety of workmen and other engaged in the Works.
vi. All measures ensuring the health and workmen including satisfactory welfare
facilities, working conditions and environment.

Safety signs should be in the Sinhala, Tamil and English languages.


A comprehensive first aid box shall be made available at the site office by the Contractor and he
shall ensure that at least three of his staffs are trained in first air measures.
All costs in connection with safety and health shall be borne by the Contractor.
Workmen shall be available at the site to clean and maintain all areas to be in good hygienic conditions
including toilets, wash areas, kitchen.
Contractor shall supply adequate drinking water, soap, detergent throughout the period of construction.

ACCESS TO SITE

The Contractor shall acquaint himself with the traffic flow on main roads leading to the site and
the restrictions imposed by the Authorities in respect of certain types of vehicles permitted to use
such roadways. The Contractor shall organize and plan movement of materials and equipment to the
site take into consideration the factors effecting such movements in order to minimize delays and
disruptions to work caused by traffic congestion, restriction etc.

The Contractor shall be responsible for maintaining, keeping clean, repairing and rectifying
damaged roads, footpath and pavements.

If damages are caused to existing roadways due to the Contractor’s operations, they shall be made
good to the approval of the Engineer or the Authorities concerned. All costs in connection therewith
shall be borne by the Contractor.

SITE OFFICE AND FACILITIES TO CONTRACTOR


The Contractor shall construct, maintain and dismantle on completion of the Works, a temporary site
office of 20' x 15' size, including staff rest room & toilets and other facilities including telephone and
facsimile facilities, electricity and water services for the Engineer's and Contractor's site management
staff in accordance with the plans prepared by the Contractor and approved by the Engineer.

The Contractor shall construct, maintain and dismantle on completion of the Works, temporary
buildings for workshops and stores of 20' x 20' size, for perishable materials. Buildings shall be
constructed in accordance with the plans prepared by the Contractor and approved by the Engineer.

The Contractor shall construct, maintain and dismantle and removal on completion of the Works, of
temporary buildings for Workers' rest room of 15' x 20' size, including wash areas with electricity and
water services in accordance with the plans prepared by the contractor and concurred by the Engineer.

Separate 10' x 6' sized temporary toilet facilities shall be provided to Workers including temporary
septic tank and necessary sanitary appliances.

SITE SECURITY
The Contractor shall provide all necessary fencing, hoardings, watching and lighting for the
security of site and safeguarding the Works. The shelters, guard house and other facilities to be
provided for the watchmen to do their duty in an efficient manner. Altering shifting and adapting
same from time to time shall also be the responsibility of the Contractor. All costs in connection
with this shall be borne by the Contractor.
Contractor shall employ security personnel on full time basis (only night duty) throughout the period
of construction and provide for necessary security lighting.

UNDERGROUND SERVICE LINES, ETC.

The Contractor shall obtain relevant information about the underground drainage lines,
telecommunication and electrical services lines, etc. from the relevant authorities. However, it is the
responsibility of the Contractor to examine, investigate and satisfy himself as to the actual location
and correct levels of the said existing service lines. Neither the Employer nor the Engineer shall be
responsible for the reliability and acceptability of records and information obtained by the Contractor
from the said Authorities.

SITE NAME BOARD AND WARNING SIGNS

The Contractor shall prepare and erect a site name board and warning signs as directed and approved
by the engineer. The site name board shall be 2.0x1.5 m. The height of the board above ground level
and the supporting structure shall be as directed by the Engineer. The warning signs shall be
erected along both access roads as directed by the Engineer.

TEMPORARY WORKS

The Contractor shall submit to the Engineer details, particulars, drawings, etc. of all temporary works
necessary for the Works for letters information. The Engineer reserves the right to call for technical
justification of the Contractor’s proposals and to order any necessary modifications. But the
Contractor shall be solely responsible for the stability and safety of all temporary works and for the
quality of the permanent works resulting from the Temporary Works eventually adopted.

INSPECTION OF SITE

Particular Attention

All the dimensions given in the drawing should be checked at the site by the Contractor prior to
commencing all work. In the event of any discrepancies, the Contractor shall inform the Engineer and
request instructions well in advance and prior to commencing work.

PROGRAMMING OF THE WORKS

Master Programme and Records

The Contractor shall furnish in duplicate to the Engineer the Programme and particulars called for in
the General Conditions of Contract. The Programme shall be in the form of a critical path network
with explanatory notes, capable of being monitored and updated continuously during the progress of
the Contract. The Programme shall show inter alia:

i. The dates of possession and the completion named in the Appendix to the Conditions
of Contract.
ii. The dates as determined or proposed for procurement, delivery to site of materials,
commencement and completion of erection or installation of work in all trades and the
labour force involved.
iii. The dates by which the Contractor requires information from the Engineer.

The following shall be considered in preparing the Programme and Master Programme and revisions
there to mainly due to reasons when the site at a constrained location and security
requirements.
i. Inadequate storage facilities on site

ii. The eventual necessity of multi-shift working and/or working during week-ends or Public
holidays to overcome the above restraining circumstances.

Failure to consider the above implications, which are neither necessarily in the given order of priority
nor to be considered as complete shall not entitle the Contractor to claim for additional time or extra
costs whatsoever.

The critical path network or other similar network shall describe major plant allocations and
requirements and major site operations.

Each month throughout the construction period the Contractor shall submit to the Engineer further
copies of the Programme marked up to show the progress to date together with any revision of the
programmes. These shall be submitted one week before the monthly site progress meetings.

In the event of the Contractor failing to prepare and complete the Critical Path Network and
Works Programme as described above within four weeks of the award of this Contract or such
extended time as approved by the Engineer.

Daily Returns

The Contractor shall supply by 12 noon on every working day the following daily returns as may be
required by the Engineer.

A list of the labour employed on the previous day specifying the number employed in
each trade, including expatriate labour. (summary of labour and Plant required weekly)

Particulars of all materials and goods delivered off-site and on-site.

Monthly Progress Report

The Contractor shall submit to the Engineer not later than the 5 t h working day of every month a
Progress Report for the previous month which shall include the following items and information:

The marked Programme submitted at the previous Monthly Site Progress Meeting
amended (if necessary) to indicate agreed revisions

Weather conditions (daily rainfall, temperature, humidity etc)

Summary of construction Plant on-site and off-site including dates of arrival and
departure of items.

Summary of principal materials and manufacturers items placed on order and delivered
to the sites.

DRAWINGS OF TEMPORARY WORKS AND METHOD OF ERECTION

As early as possible after acceptance and in accordance with the approved Programme the Contractor

QUALITY, STANDARD AND PROGRESS

Contractor shall submit progress reports including photographic records and other schedules included
in the CIDA publication-Guidelines for effective construction Management (CIDA/CM/01) relevant to
contract administration as directed by the Engineer.

Contractor shall submit all preparing samples for testing of Materials, Goods etc, as stipulated in the
specification, obtaining test reports and submitting the same to the Engineer.

Contractor shall submit the shop drawings, bar schedules etc. for Engineer's approval.

Unless otherwise specified the Contractor shall deliver to the Engineer As-built drawings with one
"A1" size transparency sheet and three "A1" size Blue print copies for each category and submitting
soft copies in latest CAD version. Drawings of the sewage, treatment plants, wetlands, seepage beds,
and sewerage renovation work Etc. All drawings, documents and manuals shall be to a standard
format. All drawings shall be to the size required by Engineer.

The Bid shall be deemed to include the cost of the preparation, supply and delivery of all drawings,
instruction manuals, transparent copies on polyester and information and copies thereof which the
Contractor is required to provide under the terms of the Contract.

ANNOYANCE TO NEIGHBOURS

No work in any trade shall be carried out in such a manner as to cause any nuisance to patients,
adjacent owner’s tenants or the public.

2. DEMOLITIONS

1. The Bidder is advised to visit the site and inspect the type and extent of demolishing work to be
done prior to pricing these items. It is the contractor's responsibility to do all demolishing,
dismantling and removing etc., without any damages to any existing work to be retained. Any
damages to such structures are to be rectified with no extra cost to the Employer.

2. All useable materials in demolished parts shall be a property of the Contractor and all debris to be
disposed away.

3. Necessary approvals to be obtained from relevant authorities prior to disposal of demolished parts
and debris.

4. Prior approval to be obtained from the Engineer regarding the type and capacities of the
equipment to be used in each type of demolishing. Only the selected, approved equipment will
be allowed to use for this project to minimize vibration, noise and any structural effect to existing
work within the site and surround.

5. The Contractor shall take all precautions to avoid dust, sound and any nuisance to neighbours and
carry out all demolishing with the approval of the requirements of the relevant authorities.

6. Rates for demolishing shall include for carrying out all work with equipment suitable to the
nature of this work on an approved method. All precautionary measures to be done to the
approval of the Engineer prior to commencement of any demolishing work to avoid damage to
workers, outsiders, existing services, adjoining properties, public services and to minimize dust,
noise and disturbance to others etc.

Unless otherwise measured separately rates for demolition shall include for:

a. Removing debris

b. Providing temporary shoring

c. Grubbing up existing foundation

d. Disconnecting and shifting of existing services.


e. Making good to work disturbed

3. EXCAVATION AND EARTH WORK

1. All work under this section is measured net with no allowance for increase in bulk or working space

2. The Contractor shall be responsible for the design and execution of the excavation and earthwork
support methods where necessary, which is subject to scrutiny by the Engineer. However,
scrutiny by the Engineer shall not in any way relieve the Contractor of his responsibilities and
duty regarding care of work.

3. Depths of all excavations are measured from the immediate existing ground level.

4. Where a compacted earth fill is specified or indicated in drawings it shall mean approved granular
fill of imported material, or selected excavated material.

5. Dewatering shall mean disposal of surface water and ground water collected or found in
excavated areas which is likely to adversely affect the Works.

6. Disposal of ground or surface water shall be done by any accepted method, with the least
inconvenience to the public and in accordance with relevant local government regulations.

7. Excess excavated material shall be the property of the Contractor, who is responsible for disposal
of such material at a location off or within the site as quickly as possible, as directed by the
Engineer.

8. Rates for compacted earth fill, granular fill and gravel and sand beds shall include for finishing
sub-grade to slopes and falls, depositing in layers, levelling, blinding, and machine or hand
packing to form vertical or battered or level faces, and for forming sinking where required.

9. The contractor is obliged to remove any remaining debris and or parts of foundations, slabs and
the like remaining underground which would interfere with the proposed works.

10. The Contractor is advised to examine the soil report available with the Engineer for the type of
soil encountered at the site during the investigation.

11. The Contractor is required to inspect the site in order to acquaint himself with the conditions of
the site and subsoil condition prior to preparing his Bid.

12. The Contractor shall obtain all detail information from the relevant authorities in compliance with
relevant acts, by laws and regulations to excavations and earth work supports.

13. The Contractor shall submit samples and obtain test certificate as required in the contract or as
directed by the Engineer.

14. The Contractor is required to obtain prior approval from the Engineer for earthwork supports to
sides of excavations, before commencement of the work.

15. Area of shoring / earth work supports will be measured from the commencing level of excavation
to the bottom level of excavation.

Rates for Excavation and Earthwork shall include for the following unless expressly specified
otherwise:-

a. Accepting site as found and preparing site to a condition suitable for proper execution of the
Works;

b. Excavating, filling and compacting by whatever means are necessary manually or by machine, in
any type of ground or on concrete slab, except in rock requiring blasting.

c. Trimming and keeping sides plumb, keeping clean and consolidating bottom of excavations and
formed earthwork structures and compacting bottom of excavations to the required density.

d. Any necessary additional work required under the Works and any additional excavation required
for working space and the like and necessary earth work supports.

e. Any additional trimming or filling in small quantities required under the Work, provided, specified
or approved unless otherwise measured separately ;

f. Fixing, maintaining in position and removing of earthwork supports.

g. Keeping all excavated areas free from surface / ground water by pumping or other approved
method.

h. Making good all disturbed work including public roadways, pavements etc.

i. Preparation of earth surfaces to the specified levels and profiles to receive concrete.

Excavation in rock
Hard Rock
The Bidder shall provide the Rate Only for this item. The bidder at the time of preparing the tender
shall ascertain the prevailing laws and regulation as to the legal requirements of blasting rock and
shall allow in his prices accordingly.

Hard rock required blasting


Rates for excavation in rock requiring blasting shall include for:-

a) Obtaining all necessary permits and taking precautionary measures during blasting operation.

b) Complying with all regulations and instructions issued by relevant government or local
government authorities.

c) Additional Insurance cover; if necessary.

Sledding and stock piling excavated rock etc. as directed by the Engineer.

Note:- For the purpose of measurements, percentage of voids in stock pile shall be taken as 20% the
volume considered for payment shall be the gross volume of stock pile X 0.80

Earth work support


a) Provisional quantities of earth work support (planking and strutting) are given in the BOQ.
b) Payment for planking and strutting will only be considered on actual quantities of work executed.
The Contractor shall obtain the prior approval of the Engineer before carrying out any alternative
method of earth work supports than specified in the Contract.

4. CONCRETE, FORMWORK AND REINFORCEMENT

4.1 Concrete

1. The concrete used throughout this construction shall confirm to the requirements stated in the
Specifications. Unless otherwise approved by the engineer ready mixed concrete from an approved
manufacturer shall be used in the work.

2. Ready mixed concrete used shall conform to relevant specification provisions.

3. Formwork and necessary reinforcement shall be priced with concrete if separate items are not
provided for such in the Bills of Quantities.

Rates for concrete shall include for the following unless expressly specified otherwise:-

a) Obtaining ready mix concrete, where necessary, as per specifications, and obtaining
test report from the manufacturer.
b) Transporting, admixtures, handling, pumping / hoisting and placing at any height or depth.
c) Packing and tamping around reinforcement, including vibrating.
d) Mixing, hoisting / lowering, placing in position and packing around reinforcements,
site mixed concrete.
e) Vibrating and curing as specified.
f) All necessary stop boards, construction joints etc.
g) Finishing to slopes and falls and cross falls prepare surface ready for screed or
paving where necessary including cutting to sizes and temporary supports to form
necessary grooves.
h) Water bars / water stops where necessary.
i) Making good after removal of form work.
j) Making provisions, in concrete to fix any fixtures required under the work.
k) Making provisions, leaving openings, sleeves for all pipe work and making good around
openings.
l) Rates for plain concrete blinding beds shall include for any necessary formwork at
edges for the extra width of concrete which may be required in lieu.
m) Concrete strength testing as specified.
n) Expansion joints as required or as shown in the drawings / as per the specifications.

4.2 Reinforcement

1. It is the responsibility of the Contactor to calculate the actual requirement of reinforcement


based on Construction Drawings, before placing the purchasing order.

2. Where high-yield steel is specified, steel conforming to specifications may be used. The
Contractor shall, if required, submit a certificate of origin and compliance with the requirement of
related standards to the satisfaction of the Engineer. Such certificate shall be obtained from an
Independent laboratory at the contractor's own cost.
3. Mesh reinforcement or other steel shall conform to the relevant standards and the Contractor shall
obtain prior approval from the Engineer.
4. Standard length of reinforcing bar for the purpose of measurement shall be 6.0 m.
5. Payment for bar reinforcement shall be to the nearest second decimal places of a tonne (t).

Rates for reinforcement shall include for the following unless expressly specified otherwise:

a. Rolling margin;

bending, holes, notching, tying wire, distance blocks, chairs, hangers, tying at laps and for the cost
of materials in laps. (Laps will not be measured separately);

h. Aligning and supporting in position during concreting;

4.3 Formwork

Formwork shall be capable of achieving the specified finish.

1. Formwork shall include for all temporary or permanent forms moulds required for casting the
concrete in-situ and all the temporary construction required for supports.

2. Formwork for the structural works shall be of approved quality timber, Plywood, or steel or any
other approved materials.

3. Refer relevant specification provision for the full description of formed finishes.

4. Formwork shall be properly designed and strictly as described in the specifications for the
particular type of concrete surface finish and it should be sufficiently strong and grout tight.

Rate for Formwork shall include for the following unless expressly specified otherwise:-

a. Fabricating, setting up and erection at any height or depth and striking off and cleaning, preparing
for reuse and removing of formwork;

b. All necessary props, joists, struts etc., incidental items and materials such as nails, screws anchors
hooks etc for formwork at any level, including additional propping, strutting and supporting decks;

c. Formwork in narrow widths and small quantities; for setting up, strutting and supporting at any
height;

d. Unrecoverable formwork;

e. Coating with form oil, sprayed plastics or lining;

f. Rubbing down and making concrete surface good after removal of formwork;

g. Sealing of joints to avoid leaking of cement grouting;

h. Cleaning the surface before concreting (removing dirt, saw dust etc.)

4.3 Precast Concrete

Where Pre-cast Concrete elements are used, rates for same shall include for the following unless
expressly specified otherwise: -
a. Casting with all necessary concrete, Formwork and reinforcements including forming pockets and
the like and filling of such pockets, providing lifting hooks or other devices to the approval of the
Engineer;

b. Loading, transporting to site, unloading, handling and stacking;


c. Hoisting to any height or depth including providing any lifting holes or other devices to the
approval of the Engineer, erecting and fixing in position as specified, building in, including
bedding and jointing in mortar / concrete as required, and any necessary strutting and supporting;
d. Complying with requirements of the relevant Preamble clauses;
e. High tensile wires, wedges, spacers, grill plates, etc. in case of pre-stressed concrete units and
labour in connection therewith;
f. Testing pre-cast units, if required.

5. MASONRY WORKS

1. Random rubble masonry work in wetland construction shall include for necessary footings etc.

2. Where masonry walls are unsupported laterally and the panel area is greater than 12 m2, then
stiffener beams and columns shall be introduced as per specifications and typical details to the
approval of the Engineer. Concrete, form work and reinforcement in stiffener columns and beams
will be measured separately.

Rates for Masonry work shall include for the following unless expressly specified otherwise:-
a. Straight cutting and wastage;
b. For providing sleeves where necessary and making good;
c. Bonding ends of new walls or existing walls and bonding of different types of walls together;
d. Providing suitable flexible sealants to joints at masonry walls to RC structure;
e. Providing GI or stainless steel anchors netting to fix with RC work;
f. Concrete and Form work in stiffener columns and beams (these will not be measured and paid
separately but will be deemed to be included in the brick work rates);
g. Building at any level or height, additional labour required, transporting, hoisting all cutting,
bonding at angles and intersections, building into or against adjacent work, wedging and pinning
up;
h. Necessary cutting required in walls which are not multiples of brick size;
i. Sampling and testing of bricks and brick work as per specifications and or relevant standards;
j. Filling cavities with cement sand mortar where necessary.
k. All necessary scaffolding work including supply, erection and dismantling.

6. WATERPROOFING

Rates for waterproofing work shall include for the following unless expressly specified otherwise:-

a. Executing waterproofing work strictly as per manufacturer's instructions and for carrying
out work through manufacturer's accredited agents or licensed specialist contractors.

b. Cleaning and preparing surface to be waterproofed where necessary and application of


waterproofing materials as per specifications/manufacturer's instructions and to the best practice.

c. Cleaning and preparing surfaces to be free from dust, cement laitance, grout deposits and repair
honey combs, P-cone holes, construction joints with non shrink, high strength repair grout etc.

d. Curing the application for 3 – 5 days.

e. 25mm thick protective screed all as per specification and drawings.

f. Providing product samples, finished specimen areas etc, if required by the Engineer.

g. Fair edges, rounded edges, drips, arises and angle fillets etc., forming internal and external
angles, additional layers of reinforcing fabric and or flexible membrane at expansion
joints and at junctions between horizontal and vertical surfaces.

h. Working around parapets and other vertical surfaces rising from the slab, rain water outlets etc.

i. Complying with industrial regulations and requirements of relevant authorities.


j. Forming or chasing grooves rebates etc, where necessary and turning waterproofing materials
into chases and pointing as specified.
k. Forming internal and external angles, bonding blocks and the like.
l. Lining to rain water outlets, cesspools, brackets, collars around existing structures and the like.
m. Cutting to line and jointing new to old asphalt.
n. Protective screed ground and rules.
o. All necessary scaffolding work including supply, erection and dismantling.
p. Testing after completion, rectification (if any), and providing guarantees as specified.

Note: Rate for Waterproofing treatment over slab shall include 1:3 cement sand levelling (min 10
mm thick) screed, 50 mm thick Grade 25 (20) concrete protection layer on top of sump slab.

7. WALL FINISHES

Rates for Wall finishes shall include for the following unless expressly specified otherwise:-
a. Temporary rules, screeds grounds etc. for racking out joints of brick/block work and hacking
concrete surface for forming key;
b. Forming joints between different surfaces and expansion joints;
c. Forming arises and stopping against joinery work, metal work etc.;
d. Making good or tile cutting to any required shape or size around pipes, sanitary fittings and
fixtures;
e. Cutting and waste of tiles or other wall finishing materials;
f. Pointing to match tiles as approved;
g. Preparing surfaces for finishing or bed/backings;
h. Moulded and chamfered edges, rebated edges, splayed edges, round edges, grooves etc.;
i. All moulding work, plaster bands, decorative work in connection with plastering and finishing;
j. All necessary scaffolding work including supply, erection and dismantling;
k. Cleaning and polishing of tiles after completion;
l. Providing samples and obtaining necessary approvals as and when required by the Engineer.
m. Provide and obtain necessary approvals for the expansion joints if any
n. Protection of the completed work until the work is properly handed over to the Employer.
All narrow widths, small areas, columns, vertical surfaces of beams, edges of slab, lintels etc if not
measured separately, will be measured with the main items.

8. PAINTING

1. All paint material shall be of quality acceptable to the Architect and shall be from a manufacturer
approved by the Engineer.
2. All surfaces to receive paint shall be well cleaned and smoothened as specified and the prepared
surface shall be approved by the Engineer before applying paint.
3. Cavities and uneven surfaces in plastered areas shall be filled with gypsum or other suitable
approved filler material and allowed to set, and sand papered to give a smooth and even surface.

Rates for painting shall include for the following unless expressly specified otherwise:-

a. Applying specified number of coats of approved type and quality primer and finishing coats of
paint;

b. All necessary scaffolding work including supply, erection and dismantling;


c. Preparation of surfaces, cleaning down;
d. Smoothing, knotting, stopping etc.;

g. Providing samples and specification of all paints to be used in the works;
h. Preparation of approved plastered wall surfaces before applying paint;
All narrow widths and small areas if not measured separately will be measured with the main items.

9. ALUMINIUM AND METAL WORK INSTALLATION

General
Shall be formed from extruded Aluminium sections of alloy and anodised in an Anolok colour to match
the external windows.

1. Shall include glazing and infill panels when shown on drawings.


2. Shall be complete with all hinges, lock, doorstops and other ironmongery and furniture as shown
on drawings, described in door schedules or as the function requires.
3. External doors shall be fully draught proofed and waterproofed all round by means or rubber or
neoprene strips contained in a suitable housing or frame detail, and to be complete with a
waterproof threshold detail.
4. Where a door is fitted into an external window special care shall be taken to ensure compatible
detailing and a neat, draught proof and waterproof installation.

Rates for Aluminium and Metal Doors & Windows shall include for the following unless
expressly specified otherwise:
Measuring the sizes of openings at site and preparing Shop Drawings / Working Drawings before
fabrication commences.
a. All necessary welding materials, cutting to length bending and shaping as required buffing
all visible welds smooth and even for fabricating work delivery, handling, hoisting, jointing,
polishing and fixing in position.
b. Form exposed connections with hairline joints, which are flush, and smooth using
concealed fasteners wherever possible. If exposed fasteners are unavoidable use counter
sunk flat head screws or bolts.
c. Raking and curved cutting where necessary.

d. Normal edges are deemed to include with the glazing.


e. Sub frames in aluminium
f. All necessary ironmongery such as hinges, lock, hooks etc., of approved quality.
g. All glasses in partition, doors, windows etc.
h. Supply and fixing of the system to masonry / concrete wall, floor or ceiling inclusive of
all approved materials, components fasteners, fixtures, locks and hardware
i. Providing all necessary scaffolding.
j. Maintaining an approved protective coating until practical completion.
k. Removing protective coating, Cleaning down both sides and making good all damages.
l. Testing of all Aluminium units for water infiltration after and during installation.
m. Measuring the sizes of openings at site and preparing Shop Drawings before
fabrication commences.
n. Supplying necessary documents certifying the Aluminium components and the glass with
respect to:

i. Source and country of manufacture.


ii. Country of Origin.
iii. Conformity to Specifications.
iv. Conformity to System offered.
v. Conformity to the product offered.

o. Furnishing an acceptable guarantee for the system and the installation for a period of ten years
from the date of practical completion and hand over. The format of the guarantee should be
submitted with Bid.
p. Appropriate beadings, sealant, screws, nails, washers etc.
q. Protection of the completed work until proper handing over to the Employer.

10. SEWERAGE AND DRAINAGE WORKS

1. All PNT 7 unplasticized polyvinyl chloride (uPVC) pipes used in the plumbing installation must
conform in every respect to the requirements of the SLS 147 of 2013 or BS 4514.
2. Where reference is made to certain manufacturers' products and items identified by registered
trade marks, this has been done for the sole purpose of defining and establishing standards of
quality and performance and not with the intention of restricting the procurement of material or
fitting to a particular manufacturer.

3. All types of fittings, materials, painting and finishes shall be approved by the Engineer prior to
installation.
4. The contractor shall arrange factory visit training of staff, demonstration.
5. The contractor shall submit shop drawings for the approval of the Engineer where required, prior
to commencing work.
6. Contractor shall prepare and submit three set of “As-Built Drawings” and “preparation and
maintenance manuals of equipment” with two sets for the client and one set for the Engineer.
7. All samples shall be provided for the approval of the Engineer prior to purchase of material.
8. The work comprises of labour and materials necessary to all appliances and fittings and
joining them to the respective mains in a manner directed by the Engineer.
9. The Contractor shall supply a certificate stating that each item supplied has been subjected to
the tests laid down in the specifications and conforms to the specifications and regulations of
all the statutory authorities, in all respects.
10. The contractor is responsible for obtaining necessary authority approvals for the design,
equipment and installation and obtain approval and compliance from the Local (Municipal) and
other Regulating Authorities before commencement of the installation, during and after
completion of the installation.
11. The Contractor shall comply with the relevant standard as given under the specifications and
with the regulations of the Local Authorities.
12. The Contractor shall ensure that all fittings and accessories indicated in the drawings and
specifications include all pipe fittings and attachments, valves, gauges, switches, pumps and all
such accessories as per the relevant standards for the proper functioning of the system and
should not be limited to those given and indicated in the Plumbing Drawings.
13. “Excavation and Filling trenches” item which is given in the BOQ shall be measured in linear
meter. Rate shall include for excavation, sand bedding, and filling with approved sand,
necessary shoring, dewatering, compacting and preparing surface, backfilling with excavated
material, disposal of surplus excavated material all as per work in order and as depicted in the
drawing.
14. Bidder is advised to strictly refer the drawings when prepare the rates for the items in the
BOQ, Such as manholes, catch pits, oil trap, silt trap, delay tank, and precast soakage pit... etc.
All costs in connection with those items shall be borne by the Contractor.

Rates for Drainage Work shall include for following unless expressly specified otherwise:

(a) Laying of pipes to falls and gradients

(c) All pipe specials such as bends, junctions, elbows, tees etc. (unless separately given in the
BOQ)
(d) Necessary jointing materials i.e rubber rings, solvent cement etc, specified fillings for
pipe beddings etc.
(e) All costs associated with provision of all holes (cutting or forming), mortises, openings,
Chasing of brick, cement block or concrete walls, columns, beams etc. and necessary
hangers and clips, for fixing to soffits etc. and making good all works disturbed.
(f) Necessary screws, nails, sockets, connection back nuts standard pipe fixing or supporting
clips, saddles, brackets, holder bats, straps.
(g) Connecting different types of pipes.
(h) Testing, commissioning and disinfection after completion.
(i) Connection to sides of manholes etc.
(j) Providing sleeves etc., when pipes pass through walls, foundations etc.
(k) Giving notices, obtaining permits, paying fees, liaison with local authorities (Central
Environmental Authority etc.). (all legitimate payments will be paid by the Client)
(l) Necessary scaffolding work including supply, erection and dismantling.
(m) Painting of all surfaces of exposed pipe work.
(n) Protecting the works, all necessary hoardings, and barricades.

10. ELECTRICAL INSTALLATION

1. Work shall be carried out by an experienced electrical contractor who has had
previous experience in similar projects and shall have necessary tools, equipment and
experienced staff for Electrical installation and Testing.
2. All imported products and fittings shall have the country of manufacture and the
specification number marked distinctly.

Rates for Electrical works shall include for the following unless expressly specified otherwise:-
a. All cutting, short lengths and small quantities.
b. All joints in the running length and all connections with providing everything necessary for
jointing.
c. All considerations arising from the specification.
d. All necessary conduits, conduit boxes, cables, fittings, screws, nails, clips, Saddle, brackets,
junction boxes, straps, 3 core flexible cables, ceiling roses, GI chains, fan hooks and the like.
e. Conduit is deemed to include bedding, cutting, screwing, jointing, forming holes, draw wires
and cables, components for earth continuity.
f. Pipe sleeves through walls.
g. Assembling component parts.
h. Cleaning off all protective wrappers and leaving ready for use.
i. Leaving all equipment, etc., clean and in full working order.
j. Draw wires ‘in empty conduits
k. Consulting and co-operating with other trades.
l. Giving notices, obtaining permits, paying fees etc.
m. Provision of shop drawings and circuit diagrams including conduit layout drawings etc.
n. Labelling switch and distribution boards and other equipment.
o. Providing samples of switches and other fittings.
p. Earthing the installation
q. Testing installations as required by the Engineer and submission of certificate of conformance
of Electrical Installations to IEE regulations by a Chartered Electrical Engineer registered
with the Ceylon Electricity Board.
r. Submitting charts/ lists indicating the country of origin and performance of all equipment
offered.
s. Cabling and conduiting shall be inclusive of all sleeves, joints, etc., as required to connect the
incoming supply to the Main Distribution Board.

MECHANICAL INSTALLATIONS

The rates for mechanical installations shall include for the following:

a. All considerations arising from the specification.


b. Complying with the relevant Standard as specified in the specification and with the regulations of
the local authorities.
c. Testing and commissioning as required.
d. Chipping concrete / Masonry work where necessary.
e. Applying paint to all exposed faces of pipe work as directed.
f. Submitting charts/ lists indicating the country of origin and performance of all equipment offered
and providing two (2) copies of as – built drawings on completion of the said works.
g. Submission of shop drawings as directed.
