AGAINST GAME COMMISSION DEPUTIES
CALLS DECISION TO INTRODUCE CONTROVERSIAL AMENDMENT

Bill Neff write-in candidate for the Pennsylvania 13th District Senatorial seat has issued the following statement
regarding Senator Gib Armstrong's last minute introduction of a Senate Amendment that would essentially strip
Pennsylvania Game Commission Deputies of their authority. Kristian Armstrong, son of Senator Armstrong, pled
guilty the day before his father introduced the amendment on July 2, 2008, to several charges issued by a game
commission deputy in December.

"I was extremely disturbed to read about Senator Armstrong's attempt to limit the power of the Pennsylvania
Game Commission Deputies." Neff said.

"Two issues surrounding this incident deeply trouble me. The first would be the appearance of impropriety.
Senator Armstrong has stated that he waited to take action until after his son's case with the Game Commission
had ended. While Senator Armstrong's motives may have been purely honorable, 'perception often becomes
reality'. The Senator's actions were so extreme that they appear to be highly questionable, giving the appearance
of being personally motivated--even if that's not the case. This perception of impropriety has left many of the
Senator's constituents deeply disappointed by his apparently questionable actions. I feel that when he saw the
impact this amendment was having on his district he should have immediately withdrawn it."

"The second issue is that if this proposed amendment is not an abuse of power, then it is an example of extremely
poor judgment. Stripping these deputies of their powers would essentially undermine their positions so much it
may be necessary to eliminate them. Who would take on the additional workload? Would it be necessary to hire
employees to fill some of these positions at more expense to taxpayers?" Neff said

Bill Neff continued "I have not seen anything that indicates to me that these people are non-essential. If they
were, then the Senator, who has been in office in excess of 20 years, had a responsibility to his constituents, to
seek their elimination years ago. Unfortunately the correlation between Senator Armstrong's son's situation and
the sudden realization of the deputy's dispensability seems suspect."

"I would like to point out that there was already pending legislation in the House of Representatives (HB2285)
which addressed this very issue in a much more reasonable manner." Neff said. State Representative Bryan
Cutler, whose district partially sits inside the 13th Senatorial District, is the author of HB2285 and has been
working directly with all the stakeholders to compose legislation that would provide maximum protection while
maintaining a high level of effectiveness.

"I would like to assure all of the 13th District residents that I will not treat any constituent differently from another
even if they are my family or friends. Additionally I will work closely with the other officials such as the State
Representatives in my area to stay aware of any legislation they may have that is pending so we do not duplicate
our efforts." Neff said.

"If we want true reform in our state government, we must hold our public officials accountable for their decisions. I
ask my challengers in this race to join me in publicly rejecting Senator Armstrong's actions and to actively work to
prevent similar incidents in the future." Neff said.
