Objectives of LSB

 To regulate and control the licensing of land surveyors and


all matters pertaining thereto

 To provide leadership in the upholding and advancement


of the survey and mapping profession
Personal direction and
supervision of surveys

 Every title survey shall be made under the


immediate personal direction and field
supervision of a licensed land surveyor and in
strict accordance with these regulations.

 A licensed surveyor shall not employ more


than three field assistants and two articled
pupils at any one time:

Provided that when he does not employ any


articled pupil he may employ four field
assistants instead of three.
Personal direction and
supervision of surveys

• Every field assistant employed by a licensed land surveyor


shall be registered with the Board by the licensed land
surveyor who employs him. The licensed land surveyor
shall notify the Board when any such field assistant ceases
to be employed by him.

• The Board may, from time to time in its absolute discretion,


require a Licensed Land Surveyor to submit to the Board a
full confidential report containing any particulars in relation
to a field trainee, field assistant, articled pupil or graduate
employed by a Licensed Land Surveyor.
Personal direction and
supervision of surveys

• Any person who applies for registration as a field


assistant shall produce evidence acceptable to the
Board that he has:

* passed the First Departmental Examination of the


Department of Survey or the Technician
Examination conducted by the Land Surveyors
Board; or

* been a field trainee with five years field title survey


experience and passed Paper VIII (Computations)
and Paper IX (Field Practice) of the First
Departmental Examination of the Department of
Survey; or

• Any person who applies for registration as a field


assistant shall produce evidence acceptable to the
Board that he has:
* obtained the Diploma in Land Surveying from the
University of Technology Malaysia, or the MARA Institute of
Technology; or

* obtained a Certificate in Land Surveying from Ungku


Omar Polytechnic or the Kuantan Polytechnic and is thereby
eligible for registration as a field assistant after having been
registered as a field trainee for one year and has been
recommended by the Licensed Land Surveyor who employs
him as being a fit and proper person for the purposes of such
registration; or
Personal direction and
supervision of surveys

• Any person who applies for registration as a field


assistant shall produce evidence acceptable to the
Board that he has:

* obtained a Diploma or First Degree in Land


Surveying from any of the Institutions or Universities
mentioned in regulation 8(1) and (2).

• An applicant for registration as a field


assistant shall submit proof of his Malaysian
citizenship.
Existing survey data to be obtain

Before commencing a survey for title,


every licensed land surveyor or his
representative shall:
– consult the records of the Survey Department
or of any other authority to which he may be
directed by that Department

– obtain therefrom all relevant information


available which may be necessary to effect the
survey, and

– obtain from the Survey Department the lot


numbers to be used in connection with the
survey he is to carry out, and shall not use other
lot numbers without the express sanction of the
Chief Surveyor.
Deposit of field notes

1. On completion of a title survey of such a


nature that a survey plan thereof is not
required to be lodged with the Survey
Department under the provisions of the
principal Ordinance the licensed
surveyor responsible for the survey shall,
notwithstanding, supply the Chief
Surveyor with such field notes, diagrams
and information as the latter may
request

- Supply of information by the surveyor.

2. The licensed land surveyor shall supply all


information obtained by him in the field
relative to the property under survey in
the field notes and plans prepared for
submission to the Survey Department
Compliance with Chief Surveyor’s requirements.

1. The licensed land surveyor shall comply promptly with


any requisition made by the Chief Surveyor in respect
to any survey he has made.

2. If compliance with such a requisition has not been


made, or a satisfactory reason for non-compliance
therewith given, within twenty-eight days of a
notification having been posted by registered mail to his
last known address, the matter may be reported to the
Board.
Fees and method of payment.

1. Every licensed land surveyor making a title survey shall charge fees as
prescribed in the Thirteenth Schedule hereto.
2. The fee shall be deposited with the Board by the client before the title survey is
carried out

3. (a) In respect of a title survey of not exceeding ten lots, the Board shall pay to the licensed
land surveyor eighty-one percent of the fee, after retaining one percent of the fee for
administrative purposes, on completion of the title survey and upon deposit into the
Survey Department of the relevant documents and a claim for payment of the fee; and
shall pay the balance of eighteen percent of the fee either within a period of three
months from the date of such deposit or after the survey plan has been approved by the
Surveyor-General or other person authorised by him, whichever is the earlier

(b) In respect of a title survey of exceeding ten lots, the Board shall, after retaining one
percent of the fee for administrative purposes, pay to the licensed land surveyor, in such
sums and manner as the Board may determine during the progress of the work and
upon a claim for payment, sixty percent of the fee on completion of the field work; and
shall pay a further twenty-one percent of the fee upon deposit into the Survey
Department of the relevant documents, and a claim for payment of the fee; the balance
of eighteen percent of the fee shall be paid either within a period of three months from
the date of such deposit or after the survey plan has been approved by the Director-
General of Survey or other person authorised by him, whichever is the earlier.
Fees and method of payment.

4. Where a title survey has been commenced by a licensed land


surveyor and completed by another licensed land surveyor or
surveyors the payment of the prescribed fee due in respect of the
title survey shall be calculated on the portion of work completed by
each licensed land surveyor accordingly

5. In the event of any dispute as regards payment by


apportionment, the aggrieved licensed land surveyor shall
submit a statement in writing to the Board setting out the
grounds upon which his claim is based and if the Board fails to
settle the matter by mutual agreement, it shall appoint an
arbitrator to arbitrate in accordance with the provisions of the
Arbitration Act, 1952.
Duty of licensed land surveyor to complete title survey.

 A licensed land surveyor shall carry out and complete the


title survey for which the fee has been deposited under
regulation 99(2) within six months from the date of allocation
of lot numbers by the Survey Department or within such
extended period as the Board may allow
 Where the title survey has not been carried out or completed
within the period specified in sub-regulation (1) or within the
extended period allowed by the Board, the Board may
suspend such licensed land surveyor from practice for a
period not exceeding three years.
 The Board may, in any case refered to in sub-regulation (2),
order the title survey to be carried out and completed by the
Survey Department or another licensed land surveyor and
the fee shall be paid in accordance with the provisions of
regulation 99.
CODE OF PROFESSIONAL CONDUCT

 Every licensed land surveyor shall observe and be guided by the


following provisions of the Code of Professional Conduct:
• every licensed land surveyor shall order his conduct so as to uphold the
dignity, standing and reputation of the profession
• every licensed land surveyor shall not improperly canvass or solicit
professional employment nor offer to make by commission or otherwise
payment for the introduction of such employment
• every licensed land surveyor may only exhibit plates and signs at his place
or places of business exhibiting his name, titles and profession and may
only advertise for a period not exceeding three months the commencement
of practice in any new place or formation or dissolution of a partnership;
• every licensed land surveyor other than employees of statutory bodies
shall, for making a title survey, be remunerated by the fees payable by his
client under rule 99(1);
CODE OF PROFESSIONAL CONDUCT

 Every licensed land surveyor shall observe and be guided by the


following provisions of the Code of Professional Conduct:
• every licensed land surveyor shall not, directly or indirectly, attempt to supplant
another licensed land surveyor nor shall he intervene or attempt to intervene in
or in connection with survey work of any kind which to his knowledge has already
been entrusted to another licensed land surveyor nor shall he review or take over
the work of that other licensed land surveyor acting for the same client, until he
has either obtained the consent of that licensed land surveyor or has been
formally notified by the client that the engagement of that licensed land surveyor
with the work has been properly terminated;
• every licensed land surveyor shall not assume or consciously accept a
position in which his interest is in conflict with his professional duty
• every licensed land surveyor shall not maliciously injure or attempt to
injure, whether directly or indirectly, the professional reputation, prospects
or business of another licensed land surveyor
CODE OF PROFESSIONAL CONDUCT

 Every licensed land surveyor shall observe and be guided by


the following provisions of the Code of Professional Conduct:
• every licensed land surveyor shall not without the concurrence of the
Board enter into professional partnership with any person other than a
Professional Engineer in Private Practice, a Registered Architect, a
Registered Surveyor or a Licensed Land Surveyor
• every licensed land surveyor who is an employee of a statutory “
body shall undertake only survey work of that statutory body;
• every licensed land surveyor shall comply promptly with any request
or query made by the Board in respect of his professional work or
conduct;
• no licensed land surveyor shall have more than one branch office
without a resident licensed surveyor. Licensed land surveyors who
at present have more than one branch office are required to take
appropriate action within six months from date of this notification in
the gazette.
OBJECTIVE OF RISM

• The Institution is established for the following objectives:


 to secure the advancement and facilitate the acquisition of
that knowledge which constitutes the profession of a surveyor,
namely the art, science and practice of:-
a. collection, distribution, storage, analysis, processing,
presentation and maintenance of geographic data or
geographic information;
b. surveying for the registration of title to land;
c. providing financial appraisal of real property development,
determining cost and economics of design, technical
auditing and advising on construction contracts;
d. contract and financial management of construction
projects including measurement and valuation of
construction works;

• The Institution is established for the following objectives:

 to secure the advancement and facilitate the acquisition


of that knowledge which constitutes the profession of a
surveyor, namely the art, science and practice of:-

e. determining the value of all description of landed property


and of various interests therein;
f. managing and developing estates and other business
concerned with the management of landed property;
g. selling (whether by private treaty, auction or otherwise)
buying or letting, as an agent, real or personal property or
any interest therein;
OBJECTIVE OF RISM

- building inspection and control recommending for


integrity and compliance to building laws and
managing building performance; and
- surveying the building fabrics and components,
condition of buildings, services and safety
requirements and advising on their maintenance,
alteration, improvement and conservation of
buildings and insurance requirements.
• to promote the general interests of the profession
and to maintain and extend its usefulness for the
public advantage.

 The membership of the Institution consists of


the following classes:
(a) Honorary Fellow
(b) Fellow
(c) Member
(d) Associate
(e) Graduate
(f) Probationer
(g) Technician
(h) Student .
MEMBERSHIP OF PEJUTA

• The Association has the following objectives:

• a) To foster, preserve and enhance the status, prestige and integrity


of the profession of Land Surveying through the promotion and
encouragement of ethical practices by strict compliance with the
code of professional conduct among members of the Association.

• b) To create and increase awareness in the community of the role


and contribution by Authorised Land Surveyors in national
development.

• c) To raise the levels of technical, professional and management


expertise among members of the Association by promoting continual
professional development, the upgrading and updating of skills,
knowledge and instrumentation.
MEMBERSHIP OF PEJUTA

• The Association has the following objectives:

• d) To provide information and advice on any matter pertaining to the


Land Surveying profession in general and to the practice of
members of the Association in particular.

• e) To enter into any arrangements with any person, firm, company,


institution of higher learning, professional bodies or Authority for the
advancement and benefit of the Association.

• f) To take any actions that are incidental to or contribute towards the


attainment of any or all of the objectives and to extend the
Association's usefulness for the public's advantage.
