Re: Invitation for Technical Committee
EIA for Proposed Resort Hotel at Les Salines, Rivière Noire
Sir,
We refer to your correspondence dated 5th of July 2018 inviting 3 members of Rezistans ek Alternativ (namely Kugan PARAPEN,
David SAUVAGE and Stephan GUA) to appear before a Technical Committee with respect to the EIA for proposed Hotel Project at
Les Salines, Rivière Noire by Beachcomber (New Mauritius Hotels Ltd).

In view of the above, Rezistans ek Alternativ welcomes the decision of the Director of Environment/EIA Committee to establish a
Technical Committee on this highly controversial project and will willingly delegate the invited members to appear before the
Technical Committee in the name of Rezistans ek Alternativ. To recall, the aforementioned individuals submitted in the Public
Comments with respect to the EIA for proposed Resort Hotel al Les Salines, Rivière Noire on the 19th of January 2018.

Given the perception out in the public that the Government of Mauritius has colluded with the promoter by constructing an access
road without proper EIA process for a project which is still to receive its EIA License, Rezistans ek Alternativ is seeking clarifications
from the Chairperson of the Technical Committee Mrs Sin Lan NG YUN WING to ensure that the audition of its members before that
said committee is done in the fairest and most democratic manner.

To that extent, we request the following:

1. A detailed agenda of the Technical Committee to be communicated at least 7 working days before the representation is
due
2. The list of participants in the Technical Committee, as well as that of the respective organisations they represent, at least 7
working days before the representation is due
3. The ability to record the exchanges at the meeting using an audiovisual recording device

We would also appreciate if the Chairperson of the Technical Committee could attend to the following:
1. The ability for us to invite someone who will potentially have a complementary knowledge on an agenda item
2. Submission of minutes of meeting, if any, of previous sittings of the EIA Committee and a summary of their findings, if any
3. The stand of the EIA Committee on the Public Comments submitted by Kugan PARAPEN, David SAUVAGE and Stephan
GUA on the 19th of January 2018
4. The ability for members of the media to attend the session
5. The ability for members of the general public to attend the session
