AERODROME (QUALIFICATION) BRIEFING

OVERVIEW
High terrain rising very rapidly close to the AD, which generates wind variations and turbulence.
The AD at Madeira has been engineered out of the side of a hill with a single RWY with orientation
05/23. Terrain rises rapidly inland to the W and NW of the AD to over 6000 ft within 9NM.

This CCI should be read in conjunction with the LIDO charts. In particular, AOI 1 details Portugese
CAA requirements which must be complied with.

Approach, Landing and Take-off by a qualified Commander or by a Captain under training.

The commander must be qualified in accordance with OMD.

DESCENT, APPROACH AND LANDING


Descent below 8200 ft is only permitted in VMC or if the aeroplane's position is positively
established. Reduce speed to minimum clean speed before reaching ABUSU is recommended. Note
that the sector MSA to the E is well below the highest ground (6109 ft) to the W.

The APCH starts at the ABUSU holding pattern for cloud break to circling minima. The circling APCH
to RWY 05 is made SE of the AD over the sea. Due to the proximity of high ground relative to the
VOR/DME and the AD, the 3000 ft contour being only 7NM to the West and the highest ground 6109
ft 12NM to the W, accurate tracking, height keeping and speed control are essential throughout the
descent and APCH.

The Wind Limitations for landing and takeoff displayed on nav charts are mandatory. Departure from
these limitations will be reported to the Portuguese CAA.

Note: Approach wind limitations are predominantly based on the touchdown anemometer (but may
be based on the Rosario or MID anemometer when the wind is from certain directions). When the
wind is approaching limits, check that the wind is given from the correct datum point prior to making
a decision to commence the approach or hold/divert. Takeoff wind limits are published on AOI 4, and
are predominatly based on the MID anemometer.

Full availability of the APCH lights during HN is required.

General APCH technique:

Some non-normal conditions e.g. single engine landings, flap malfunctions, hydraulic failures and Flight
Crew incapacitation may dictate that an alternate AD is used.

Landing Flaps should be selected prior to the visual glideslope, passing the FUN VOR for RWY 23 or prior
to GELO for RWY 05.

RWY 23:
The initial visual APCH over the FUN VOR should be flown with Landing Flaps. Visual APCHs to RWY 23
may only be initiated from overhead VOR/DME FUN.Do not descend below MDA(H) before the 3.0°PAPI
glideslope is intercepted. Be aware of the high ground and obstructions very close in, to the right. The RWY
slopes down 0.52%. Turbulence may be expected. Be prepared for up and downdrafts close to the
threshold. It is vital not to allow the aeroplane to descend below the 3°PAPI glideslope or drift North of R236
FUN particularly at night or in reduced visibility due to terrain N of the extended RWY 23 centreline.
The phrase “Straight in APCHs not authorised from Funchal VOR to RWY 23”should be interpreted as
“When flying the circling VOR DME RWY 23 or Circling NDB RWY 23 APCHes, do not maneuver to join the
RWY extended centerline until the VOR/DME or NDB (as appropriate) has been passed.”

RWY 05:
A right hand circuit over the sea, as per the VOR DME 05 (Visual) Chart 7-90. The aeroplane should be
maneuvered so that it APCHs point GELO (the white banana packing shed) at a shallow angle to avoid
large turns close to the high ground where turbulence can be expected and onward to follow the curved
lighting system with sequenced flashing lights.

It is important to follow the 3°PAPI Glidepath as closely as possible. The PAPIs have been offset to the right
of the centreline to aid glideslope tracking. The right hand PAPI is not visible on short finals due to the
offset. The initial portion of RWY 05 has a 1% upslope;be aware of the unusual visual perspective that this
creates. Differences in windspeeds of more than 5 kts between Rosario and Tower anemometers may be
used to indicate possible turbulence on finals. Note: Do not drift N of the curved APCH lighting system.
Should a Go-around be required having passed the MAP and before FUN D6.7 then turn LEFT onto
heading 138°to intercept FUN R-172 and follow the standard Missed APCH. Should a Go-around be
required having commenced the turn onto finals or on final APCH then turn RIGHT onto heading 138°to
intercept FUN R-172 and follow the standard Missed APCH.

RUNWAY, TAXIWAY AND AERODROME FACILITIES


The first part of RWY 05 has a pronounced up-slope.

TAKE-OFF AND DEPARTURE


When turbulence, windshear or downdrafts are reported use FULL T/O THRUST- ASSUMED TEMP
T/O NOT PERMITTED.
All other conditions: use standard OPT/TOperf calculations.

The PF for takeoff shall be a FNC qualified Captain, or Captain under training to operate into FNC.
[TOM] Use NADP2 and Improved Climb ON for all takeoffs. [TOM]
[TOM - 737] Use flaps 5,10 or 15 for takeoff. [TOM - 737]
[TOM - 757/767/787] Use flaps 5 or 15 for takeoff. [TOM - 757/767/787]

SPECIAL CONSIDERATIONS
Special (simulator) training required before operating to LPMA

Although FNC has area radar, all APCHs are procedural and short delays due to other traffic are
common.
Crews should be particularly vigilant about the transition to instruments when departing FNC at
night;the visual illusion with an immediate turn can be disorientating with lights on the sloped ground
creating a false horizon, which may lead to overbanking.

A Commander can operate at night provided be has previously operated and become familiar with
Maderia airport during daytime.

[BLX/TOM] Diversion fuel should normally be carried for Porto Santo (PXO). If this AD is not
available, then fuel should be carried to use Tenerife South (TFS). In addition, [BLX]It is
recommended to carry15 minutes of hold fuel [BLX], [TOM] 10 minutes of extra fuel will be added to
the OFP [TOM] for possible delays or additional APCH requirements. It may be preferable in
adverse conditions to land at Porto Santo, then contact Madeira to identify potential improvements in
the conditions at Madeira.[BLX/TOM]

Operation
Crew Requirement
Initial experience
To operate at Madeira AD, PIC must have MNM 200HR as Captain on the concerned type of ACFT before
completing initial training.
Recent experience
To operate at Madeira AD, PIC must have performed on the last 6 months:
- 1 LDG and TKOF, or
- a flight simulator training comprising a LDG and TKOF on each RWY, on a simulated adverse weather
condition or
- a line training flight to AD comprising a LDG and TKOF, assisted by a qualified instructor.
Line training
No line training required if flight simulator used is level D. If level C flight simulator is used, line training
must be performed with one LDG/TKOF at Madeira AD with an instructor on right hand seat.
Additionally, the operator must establish and accomplish a training program that must be approved by
the Portuguese Civil Aviation Authority.
Turbulence
Attention should be paid to wind direction indicators located on S side of RWY, near each touchdown
area. They will reflect unexpected wind changes. Occasionally they will indicate wind from opposite di-
rections.
LDG RWY 05: Wind differences higher than 5KT between Rosario and MID anemometer may indicate
TURB on final.
LDG RWY 23: Severe TURB may occur over THR at low ALT with winds from S and W sectors.
Headwind or nearly so will cause "weak" TURB.
Wind of 15KT from sector 020°-050° will cause "moderate" TURB.
Wind of 15KT or even less from sector 300°-020° will cause "severe" TURB.
Downdrafts are to be expected near THR RWY 05/23.
Report any TURB and/or windshear to TWR immediately.

Warnings
VOR/DME FUN unusable: BTN R240-310 beyond 20NM below 9000ft.
VOR/DME SNT unusable: BTN R070-170.
BTN R195-250 beyond 10NM below 9000ft.
AD located on plateau on east coast of Madeira Island. Rapidly rising, high terrain close to AD. Wind varia-
tions, TURB, severe windshear and microbursts may occur.
Birds in vicinity of AD. Bird scaring is carried out by gas canon, activated daily SR/SS.
Wildlife personnel AVBL daily between 0830-1800.
ARRIVAL
Speed
Unless otherwise advised by ATC, speed adjustment under radar CTL on ARR in accordance with the
following:
- MAX IAS 280KT between FL245 and FL100.
- MAX IAS 250KT at and below FL100.
- MAX IAS 220KT at and below FL70.
- MAX IAS 200KT at and below 4000ft.
- MAX IAS between 180KT and 160KT when established on final APCH segment.
- Thereafter 160KT until 4NM from THR.
Additionally, ATC may REQ specific speeds for accurate spacing.
Comply with speed adjustments as promptly as feasible within own operational constraints.
Advise ATC if change of speed is required for performance reasons.

Straight-in APCHs from VOR to RWY 23 NA.
All LDGs are to be made in VIS COND.
Visual APCH
RWY 23: Stay slightly left of R237 from FUN VOR/DME until PAPI and TDZ in sight due to high terrain.
Warning
LDG Wind limitations: See IAC.
At night the hills (Pico do Facho - lighted) on your right to RWY 23 may be confused with mist.
PAPI on RWY 05 right side not visible on short final.

Pilots are advised to select MAX power on TKOF in the presence of TURB or downdraft reports.
TKOF RWY 05:
- After TKOF start right turn as soon as practicable to avoid high ground on left side.
TKOF RWY 23:
- After TKOF start left turn as soon as practicable,to avoid high ground on right side.
- With westerly winds, tail windshears may be expected. Anemometer readings reported by TWR at
the end of RWY and at Rosario may indicate this possibility.
Start-up/Push-back
Contact TWR 10min prior to start-up with the following information:
- Call sign
- Stand number
- Cruising level
- ATIS code
ENG start-up is only allowed after push-back manoeuvre with ACFT positioned in breakaway area.
Push-back from A01 and A02 must be coordinated with Airport OPS and with follow-me assistance.

Visual TKOF Wind Limitations
MAX 2min mean wind speed values indicated by the mid anemometer:
300-010 20KT with no gust limitations.
020-040 RWY 05: 25KT with no gust limitations.
120-190 RWY 05: 25KT with no gust limitations; RWY 23: 20KT with no gust limitations.
Note: The limitations above do not supersede any Operators or ACFT OPS Manual (AOM) limitations
if these are more restrictive.
With west winds, tail windshear may be expected.
