GRC is a small but growing niche organisation offering a unique approach to atrocity crimes
and other violations of international law. Our “root and branch” philosophy combines
innovative full-spectrum accountability strategies, expertise in evidence-gathering in conflict
settings, and building the capacity of States to implement international humanitarian and
human rights standards. We also offer expertise in complementary areas such as business and
human rights, legislative reform, prevention of modern slavery (including human trafficking)
and environmental law. GRC advises governments, corporations and individuals to address
urgent human rights issues.

GRC exists both as a British limited liability partnership (LLP) as well as a not-for-profit
Foundation registered in the Netherlands. GRC is headquartered in The Hague, with a further
permanent office in Kyiv and other ad hoc field offices around the globe.

Head of Operations

GRC is seeking an experienced development practitioner to manage and coordinate its


increasing thematic and regional portfolio. In that role, the Head of Operations will be
required to lead or contribute to a number of other areas of corporate management including
business development, preparation of tenders and budgets, development of corporate strategy,
promotion of new donor partnerships, marketing and communications, corporate due
diligence and human resources. The Head of Operations will also be required to manage
specific projects. The successful candidate will report to GRC’s Managing Partners and will
be based in The Hague but will be required to travel from time to time.

Duties will include:

- Lead the execution of GRC’s business development: contribute to GRC’s overall


strategic development including developing strategies for entering new markets;
oversight of GRC’s communications strategy; liaising with donors and developing
strategies for advancing new donor and stakeholder partnerships; and representing
GRC at events;

- Preparing tenders: searching for and preparing tenders; building budgets; compiling
workplans and log frames; and conducting risk assessments;

- Management of GRC’s international projects’ portfolio: coordinate and assure quality


of delivery of all of GRC’s international projects; act as point of contact for client
liaison across all projects; develop and administer processes for efficient resource
management; under responsibility of the Managing Partners, oversee GRC’s financial
management; lead on GRC’s own corporate due diligence, including the periodic
review and adjustment of GRC’s policies (including risk management,
complaints/grievance mechanisms, gender sensitivity and human rights); lead human
resources.

- Management of discrete programmes, as required: assume day-to-day management


role for specific projects as required; developing work plans, log frames and key
performance indicators; drafting reports for donors; undertaking or, as appropriate,
commissioning risk assessments; budget management; client liaison; human resources;
quality assurance.

Essential experience/attributes:

- Broad experience in team and project management, budget management and resource
development, strategic planning and capacity building, ideally in the justice/rule of
law sector, including in FCAS;

- Successful record of bid writing and budget building with a range of different donors,
ideally in the justice/rule of law field;

- The management and independent development of donor and stakeholder


partnerships;

- Excellent drafting and reporting skills, in English;

- Independent work as well as working as part of a team;

- Developed IT skills;

Evidence of the following experience/attributes will be considered an asset:

- Background in law including criminal law, human rights law, IHL/ICL, public
international law, anti-corruption, modern slavery and human trafficking, business and
human rights;

- Monitoring and evaluating (M&E) projects of all sizes, particularly using innovative
techniques to measure impact level change;

- Website development and use of social media in a corporate communications role;

- Proficiency in another language, particularly Arabic or French;

- Gender subject-matter expertise/ developing gender-sensitivity policies; and

- Corporate strategic development.

TERMS AND CONDITIONS

The successful candidate will be contracted for a period of 12 months, with the possibility of
extension, depending on satisfactory performance and continued funding availability. Salary
will be competitive and commensurate with experience.
