The tiles of the other ‘parts of this series are listed in clause 2, In some CEN member countries, legislative requirements concerning the formaldehyde emission of ‘wood-based panels exist. In Austra, the law requires that wood based panels shall not be put on the market if their formaldehyde concentration exceeds 0,1 ml/m? Clause 1: Partcleboards, plywood and other types of ‘wood:-based panels bonded with a formaldehyde ‘emitting resin may as a maximum emit an amount of formaldehyde corresponding to an equilibrium ‘concentration of 0,15 mg formaldehyde air by testing in a climate chamber. Clanse 2: In the absence of evidence that the requirements of clause 1 are fulfilled, panels may only be used ifthe free formaldehyde content does not exceed 25 mg/00 g dry matter of board. For applications like walls, ceiling, flooring, doors and equipment, the panels shall be post treated in accordance with methods approved by the Danish Ministry of Housing, Posttreatment can be omitted for panels applied in non-human occupational reas. Research and development in resins and board anufactaring technology very soon changed the basis of these provisions. Consequenty, in 1982, the Ministry ‘of Housing and the Danish Control Organization for Wood Based Panels, Trepladekontrollen (TP), agreed to reduce the limit value of formaldehyde content to 10 mg/100 g dry matter of board, corresponding to ‘lass El of the German formaldehyde regulations, ETBRichtine, April 1980, In October 1991, the test methods (Prifverfahren fir Holzwerkstoffe) in relation to the German Hazardous ‘Materials Regulation (Gefahrstoffverordnung) were submitted. The formaldehyde requirements laid down {in these regulations were adopted by the Danish Control Organization for Wood Based Panels (TP). Quality assurance for production Section 2 ‘Anyone who manufactures wood-based panels shall censure that the raw boards do not give off more formaldehyde than: 1) 0,13 mg/m? of air when tested according to the ‘Swedish Standard SS 270236, issue no. 1,1 January 1988; or 2) which can definitively be ensured not to exceed this emission limit value in an equivalent. ‘harmonized standard for emission testing on ‘wood-based panels. Quality assurance for import Section 3 ‘An importer of wood based panels shall either be able ‘to show that the manufacture of his boards fulfils the requirements as in section 2, or he shall have a quality assurance system which is approved by a certification ody and which at least fulfs the requirements of 1SO 9008 and which assures that the boards fulfil the ‘requirements in section 2, first paragraph (KIFS 1998:3). Other quality assurance Section 4 Anyone who, in the course of business activities, offers ‘wood:-based panels for sale shall ensure that the boards fulfil the requirements in these regulations and, ‘on request, give evidence of this (KIFS 1993:3). Section 5 Anyone who, in the course of business activities, ‘manufactures, imports or offers for sale interior fixtures and fittings made of wood-based panels shall ‘ensure that the boards fulfil the requirements in these regulations and, on request, give evidence of this, (EIFS 19983) Page 8 EN 622-1: 1997 Prohibition against sale etc. Section 6 Boards that do not fulfl the requirements in section 2 may not be offered for sale, transferred or used in the course of business activities (KIFS 1983:3), Other testing methods Section 7 For in-house inspection and supervisory inspection ‘such testing methods that correlate well with the method referred to in section 2 may be applied (KIFS 19933) Inspection by national testing organizations Sections 8 and 9 Sections 8 and 9 have been abrogated by KIFS 199333 Exemptions Section 10 ‘The National Chemicals Inspectorate (Kemikalieninspectionen) may grant exemptions from ‘these provisions if there are particular reasons for doing so.
