MONITORING, MEASUREMENT, ANALYSIS & EVALUATION

ISO 14001:2015, Clause 9.1


The organization shall monitor, measure, analyse and evaluate its environmental performance, by
determining:
• what needs to be monitored and measured;
• the methods for monitoring, measurement, analysis and evaluation, as applicable, to ensure valid
results;
• the criteria against which the organization will evaluate its environmental performance, and
appropriate indicators;
• when the monitoring and measuring shall be performed;
• when the results from monitoring and measurement shall be analysed and evaluated.

The organization shall:


• ensure that calibrated or verified monitoring and measurement equipment is used and
maintained, as appropriate.
• evaluate its environmental performance and the effectiveness of the EMS.
• communicate relevant environmental performance information (internally, externally).
• retain appropriate documented information as evidence of the monitoring, measurement,
analysis and evaluation results.

Evaluation of compliance
The organization shall establish, implement and maintain the processes needed to
evaluate fulfilment of its compliance obligations, by:
• determining the frequency that compliance will be evaluated;
• evaluating compliance and take action if needed maintain knowledge and
understanding of its compliance status.
• maintaining documented information as evidence of the compliance evaluation
result(s).

ACTUAL AND POTENTIAL NONCONFORMITIES (ISO 14004:2010)

Examples of such situations can include:


• system performance:
1) failure to establish environmental objectives and targets;
2) failure to define responsibilities required by an environmental management system, such as
responsibilities for achieving objectives and targets or for emergency preparedness and response; and
3) failure to periodically evaluate compliance with legal requirements.
• environmental performance:
1) energy reduction targets are not achieved;
2) maintenance requirements are not performed as scheduled;
3) operating criteria (e.g. permitted limits) are not met.

Methodological approach is needed in solving nonconformities!!!

ISO 14004:2010
For assessing compliances, processes that are used are:
• a) audits,
• b) document and/or records review,
• c) facility inspections,
• d) interviews,
• e) project or work reviews,
• f) routine sample analysis or test results, and/or verification sampling/testing, and
• g) facility tour and/or direct observation.

CONTROL OF RECORDS (ISO 14004:2010)


Records should include:
a) information on compliance with applicable legal requirements and other requirements to which the
organization subscribes,
b) details of nonconformities and corrective and preventive actions,
c) results of EMS audits and management reviews,
d) information on environmental attributes of products (e.g. chemical composition and properties),
e) evidence of fulfilment of objectives/targets,
f) information on participation in training,
g) permits, licences or other forms of legal authorization,
h) results of inspection and calibration activity
i) results of operational controls (maintenance, design, manufacture).

CONTROL OF RECORDS (ISO 14004:2010)

• Records provide evidence of the ongoing operation and results of the environmental
management system.
• A key characteristic of records is that they are permanent and are, typically, not revised.
• The effective control of these records is essential to the successful implementation of an
EMS.
• The key features of environmental record control include means of identification, collection,
indexing, filing, storage, maintenance, retrieval and retention.

CLAUSE 9.2 INTERNAL AUDIT


The organization shall conduct internal audits at planned intervals to provide information on whether
EMS:
• a) conforms to:
1) the organization’s own requirements for its environmental management system;
2) the requirements of this International Standard;
• b) is effectively implemented and maintained.

The organization shall:


• establish, implement and maintain internal audit programmes, including the frequency, methods,
responsibilities, planning requirements and reporting of its internal audits.
• consider the environmental importance of the processes concerned, changes affecting the organization
and the results of previous audits.

INTERNAL AUDIT PROGRAMME

The organization shall:


• define the audit criteria and scope for each audit;
• select auditors and conduct audits to ensure objectivity and the impartiality of the
audit process;
• ensure that the results of the audits are reported to relevant management.

The organization shall retain documented information as evidence of the


implementation of the audit programme and the audit results

• conclusions on the continuing suitability, adequacy and effectiveness of the EMS;


• decisions related to continual improvement opportunities;
• decisions related to any need for changes to the environmental management system,
including resources;
• actions, if needed, when environmental objectives have not been achieved;
• opportunities to improve integration of the environmental management system with
other business processes, if needed;
• any implications for the strategic direction of the organization.

MANAGEMENT REVIEW, ISO 14004:2010


• Documented information of management review can include copies of meeting agenda items, lists of
attendees, presentation materials or handouts, and management decisions recorded in a memo to file,
reports, minutes, or tracking system.
• Each organization can decide for itself those who will participate in the management review.

Typically:
• environmental staff (who compile and present the information),
• managers of key units (whose operations include significant environmental aspects or who are
responsible for key EMS elements, such as training, records, etc.),
• top managers (who evaluate the performance of the EMS , identify improvement priorities, provide
resources, and ensure that follow-up is effective).
