This is reference to your letter F. No. 394/0812017- Cus(AS) dated 26th July 2018
regarding the above mentioned subject.
Keeping in view of the risks and threat to safety of manned aircraft and strategically
important establishments, DGCA vide public notice dated 7th October 2014 has restricted non-
Government agencies, organizations and individuals from launching civil Unmanned Aircraft
Systems (commonly known as drones) until regulations comes into effect.
Finalisation of Civil Aviation Requirements (CAR) on civil use of RPAS is under process
which will be notified on DGCA website after the approval of competent authority. Until then the
public notice mentioned above will be effective.
Further, it may be noted that the above mentioned public notice does' not restrict
operation of UAV/ UAS by Government Organizations. This office is is3uing'no-objection for
operation of UAS by Government organizations / PSUs on case- to- case basis subject to
approval of Ministry of Home Affairs, Ministry of Defence and Airports Authority of India.
Regarding the disposal of seized UAVs/ UAS/ RPAS, the matter is beyond the purview
of this office to decide. However, this office appreciates view of CBEC regarding utilisation of
seized UAS by authorities under MHA, MoD, Science & Technology, etc. Nbvertheless, those
Govt. Organisations/ Institutions may require to obtain no-objection from DGCA for operation of
civil UAS until public notice dated 7th October,2014 remains effective.
