to include public health and safety considerations, and
for other purposes.

1 Be it enacted by the Senate and House of Representa-


2 tives of the United States of America in Congress assembled,
3 SECTION 1. SHORT TITLE.

4 This Act may be cited as the ‘‘Stop Harmful Dis-


5 charges Act’’.

1 SEC. 2. MANAGEMENT OF THE CENTRAL AND SOUTHERN

2 FLORIDA SYSTEM.

3 (a) IN GENERAL.—The project for Central and


4 Southern Florida authorized by Section 203 of P.L. 80-
5 858 (62 Stat. 1175), as amended, is modified to include
6 public health and safety as the primary consideration for
7 all authorized project purposes. Such authorized project
8 purposes shall include—
9 (1) flood control;
10 (2) navigation;
11 (3) water supply for agricultural irrigation, mu-
12 nicipalities, industry, and Everglades National Park;
13 (4) regional groundwater control, and salinity
14 control;
15 (5) enhancement of fish and wildlife; and
16 (6) recreation.
17 (b) PUBLIC HEALTH AND SAFETY.—For the pur-
18 poses of this Act, the term ‘‘public health and safety’’ is
19 defined as follows:
20 (1) Managing Lake Okeechobee and the Central
21 and Southern Florida system—
22 (A) to minimize the potential of toxic
23 cyanobacteria blooms; and
24 (B) prevent discharges containing
25 cyanobacteria or related toxins into the St.
26 Lucie and Caloosahatchee watersheds and other

1 areas where such cyanobacteria or related tox-
2 ins will cause or exacerbate public health risks.
3 (2) Ensuring the integrity and stability of the
4 Herbert Hoover Dike.
5 (3) Maintaining all provisions of applicable
6 State and Federal water quality laws, policies and
7 regulations.
8 (4) Ensuring necessary water volume and qual-
9 ity reaches the Everglades National Park, Florida
10 Bay and Caloosahatchee Watershed to restore the
11 natural habitat.
12 (c) MODIFICATION OF OPERATIONS.—The Secretary
13 of the Army shall modify operations of all current project
14 elements to ensure that public health and safety shall be
15 the prime consideration for the operating regimes of these
16 various elements.
17 (d) MASTER OPERATIONAL MANUAL.—The Sec-
18 retary of the Army shall update or develop a Master Oper-
19 ational Manual, in cooperation with the State of Florida,
20 to ensure that all of the various existing operational
21 project elements of the Central and Southern Florida
22 project shall be managed as a system to protect public
23 health and safety. As new elements are completed and
24 added to the project, the Master Operational Manual shall
25 be updated to include the new features.

1 (e) STUDY.—The Secretary of the Army, in conjunc-
2 tion with the National Academies of Sciences, shall under-
3 take a study of the legacy of pollution and nutrient loading
4 as well as the impacts of soil amendments that contribute
5 to nutrient uptake that have occurred to Lake Okeechobee
6 from current and past operational regimes. The study
7 shall include—
8 (1) the components of the nutrient load and soil
9 amendments, and how this nutrient loading is and
10 will continue to impact Everglades restoration ef-
11 forts; and
12 (2) proposed solutions to ameliorate the impacts
13 of this pollution to downstream watersheds.
14 (f) SCOPE.—Nothing in this section shall be con-
15 strued to alter or amend—
16 (1) the Water Rights Compact between the
17 State of Florida and the Seminole Tribe and the
18 Miccosukee Tribe;
19 (2) the Miccosukee Tribe’s access to water; or
20 (3) the schedule for completion of the Central
21 Everglades Planning Project or Central Everglades
22 Restoration Plan projects authorized on or before
23 December 31, 2018.

1 (g) AUTHORIZATION OF APPROPRIATIONS.—There
2 are authorized to be appropriated such sums as are nec-
3 essary to carry out the provisions of this Act.
