Meeting Proper:

Chairperson’s Report

Chairperson Sindayen reported on the budget cut on education. According to him, the UP Charter provides that there should
be an additional 100Million to the University Budget five years after its centennial. The Chairperson called on the body to
unite all the committees to unite on a single call demanding for a higher budget for education. Besides this, he requested that
everyone involve the students in the UP President selection given that there is a need for the USC to register the needs of the
student in the UP President selection.

He asked the body to try to answer the question regarding budget cut on what the USC can do and how the USC can lobby and
further create public pressure.

Besides this, he noted that this September triggers the beginning of the two big events of the USC: University Job Fair and the
UP Fair.

1) UP Fair

The Chairperson manifested his intent to appoint the head of the UP Fair and the heads of the different committees as
provided by the USC Constitution. 2 According to him he will appoint two days from the date of the last GA which is
Wednesday, September 22, 2010. His basis for choosing the UP Fair Head would be the performance of the USC members
during this semester. Due to the late convening of the AdHoc Committee, Chairperson Sindayen also noted that he and Vice-
Chairperson Agudo (Former UP Fair Head) will temporarily oversee the bidding and awarding of the organizations who want
to be night-handlers using last year’s bidding mechanism while the UP fair Ad-hoc is still on the planning stage.

Councilor David noted that, usually, the fair committee is also the one who drafts the bidding rules among others so if the
Chairperson would handle the bidding, that would strip the adhoc off one of its functions.

Vice-Chairperson Agudo responded that the publicity could begin now for night-handlers but the bidding can commence three
days after the choosing of the heads to give the heads ample time to decide and meet on the bidding rules.

Chairperson Sindayen once again announced that he will inform the body of who the UP Fair Head will be along with the
members of the UP Fair Ad Hoc this Wednesday: Program Head, Logistics Head, Booth Head, Security Head, Publicity Head,
and Finance and Marketing Head. He will talk to those that he has chosen to inform them of the things that they need to do
for the fair.

Councilor Borja proposed that the whole body be given an equal chance to head the Fair and that the chair decide on a more
objective basis such as a proposal from all those who are interested to be part of the AdHoc committee. Vice-Chairperson
Agudo seconded this proposal.

Chairperson Sindayen proposed this calendar for the forming of the Ad-Hoc:

Vice-Chairperson Agudo informed the body of the function of each committee to help those interested to head the Fair. In a
nutshell, the Program Committee is in charge of the Bands, facilitate and help the night handlers; The Marketing and Finance
Committee in charge of getting funds and sponsor and disbursement for the fair; Logistics Committee for the permits and
Letter delivery, procurement; and for Publicity to reach the largest number of students; for the Booth Committee in-charge of
the booth rental and awarding of booth to the organizations; and for Security to ensure the safety of the event.

At this point, College Representative Dominguez inquired on the nature of Adhoc Committees in the House Rules and the
power of the Chair to solely appoint the members.

Councilor Borja read the exerpt from the House Rules on the appointing of Adhoc Committee members:

Rule II, Sec.1c: Ad Hoc Committees are those created by the Council Chairperson or the Council, at any time during
the course of the Council’s term, to perform specific functions for a specific, limited period of time

Rule II, Sec.2b: Chairpersons of Ad Hoc Committees shall be appointed by the Council Chairperson, with the consent
of the body, which consists of a vote of simple majority by the Council.

Councilor Garcia noted that the House Rules cannot be beyond the Constitution which gives full power to the Chairperson to
decide on these matters. According to her, the reason why we don’t tamper the constitution is because this is approved by
the University Students via a referendum. She requested that the body not strip the chairperson of his rights to appoint.
Treaty making as the House Rules does not invalidate the power of the Chairperson.

College Representative Cruz, with regard to the time frame of the Fair proposal, inquired if it would be possible to move it
given the more urgent concerns and projects that the USC has over the weekend i.e. Athlete’s Feat and the Rock and Rage.

College Representative Martirez noted that the preparation for the UP Fair is press for time already and that to move it would
be to further limit the timeline of the Fair. She also inquired on the differences of the proposal and the conflict with the plans
of those who will run for head.

Chairperson Sindayen said upon the meeting of the Fair Committee, they must settle this differences and come up with a
comprehensive Fair plan.

Councilor Ibaviosa arrived at this point: 7:48PM

Other concerns for the UP Fair:

- With regard to the differences of the bidding procedures of the Fair Head and that which the Chairperson and Vice-
Chairperson will use, the differences will be reconciled during the first meeting of the Fair Committee.

- The Resolution of last year’s USC with regard to banned organizations still holds.

Vice-Chairperson’s Report
1) NUSP Congress: The other university councils upheld the same resolution with the USC of UPD drafting stands on
similar issues as the MRT-LRT Fare Hike, HLI, ROTC, and the Budget Cut. The good things about the congress is that
even the private institutions have campaigns on the budget cut and their schools’ budget for education via a call for
transparency with regard tuition allocation. Even the private institutions are calling to their administration to stop the
increase of fees every year and since these private institutions have student representation in their decision making
body, the increase of fees are being hindered. They asked for the support of the USC UPD on how to maximize their
campaigns given the limited democratic space that they have.
2) NUSP Election is this Saturday already at the College of St. Benilde, 1PM.
3) First One Hundred Days Campaign: The LCC is currently re-convening the technical working group to start assessing
PNOY based on the approved criteria of the LCC. PNOY’s first one hundred days will be this October 8, where a press
conference will be held at either Malcolm Theater or CM Recto, 1PM. Currently, the working group is gathering data
for resources.
4) UP President Selection Forum this Friday, 1-5PM at the Nismed Auditorium. It would be best for the USC and its
committees to forward the student agenda that day. Given that this forum is administration initiated, there is very
limited publicity so the USC was encouraged to encourage students to participate and attend. The USC is also
prohibited from endorsing any candidate for UP President.
5) Rock and Rage: Everyone was tasked to help publicize the event since it’s this Friday already, 6PM at the Katipunan
Bar. The ticket price is 150Php, free flowing food and drinks. The councilors were tasked to sell a minimum of two
tickets to get a free entrance to the event.

Secretariat Committee Report by Councilor Tin Borja

1) Volunteer Corps Final Project is a USC-Volunteer Corps Bonding scheduled before the end of the first semester. Other
details will be forwarded via SMS.

2) Calendar and Bulletin Board: The calendar and bulletin board of the USC will be redesigned for the second semester
with sturdier materials given that they always seem to be dismantled.

3) Rummage Sale: The Secretariat Committee will be cleaning up the TREC Area to be able to hold a rummage sale with
the clothes in the TREC Area. Others will be donated to the CRAW Committee for the Community Fair

4) October 18: Grand Clean Up Day of the USC

5) Planners: Old and New: The old planners of the USC are for sale for only 20Php. Besides this, the Secretariat
Committee also manifested its desire to tie-up with the Ways and Means committee to help sell the new planners.
This is because the committee is hoping that the sales from the planners may be used to buy new equipments for the
USC. Councilor David and Borja decided to work on the planners together.

6) Committee Calendar for the Second Semester and Semester Evaluation Forms will be uploaded in the groups before
the next GA.

Ways and Means Committee Report by Councilor Nico Ibaviosa

1) The Ways and Means Committee has decided to remove the UP Alumni Credit Card from its project given its lack of
feasibility and given that the Alumni Association is also planning the same thing.

2) Other Projects of the Committee include:

a. Brand Sale on the 3rd Week of November. Target Date: November 23-26.

b. Merchandise Sale: The Ways and Means Committee will release umbrellas, jackets, and planners for the
Second semester.

c. Raffle: A Month-long Laptop and IPOD Raffle starting November 12-December 10 as the Grand Draw. The
plan is to give out 400,000Php in prices from the ticket sales. The plan is to sell 8,000 tickets in and outside
UP at 80Php each. The committee is estimating sales of 5,000Php to break even. The proceeds of the raffle
will go to the dormitories. Projected profit being 240,000Php.

d. Dilimall Lauch: November 16. Visit dilimall.randalism.com to get a preview of how its going to look.

Finance Committee Report by Councilor Richard Estrella


1) Vouchers: The vouchers will be forwarded to Chairperson Sindayen tomorrow for signing. The Finance Committee
took a long time to fix the vouchers because it had to double check if the receipts were aligned with the reports of the
committees. The reimbursed fund will be allotted to the Release of the Mass Media’s Oblation.
2) 10AM, September 21, 2010: Grand Finance Auditing Part 1.
3) 20,000Php debt: 8,000Php has been returned already. The remaining 12,000Php will be returned by the end of
September.
4) Budget Proposal forms for the 2nd Semester will be uploaded before the next GA. The budget deliberations will start
as early as 2nd week of October.
5) Financial Statement for the first semester will be forwarded to the Philippine Collegian.

Mass Media Committee Report by Councilor Gem Garcia


1) Oblation will be sent to the printer already. Councilor Garcia noted that she will be monitoring the distribution of the
Oblation to ensure maximum distribution given the expenses needed to circulate it. The contents and final draft will
be uploaded in the groups.
2) Website: Councilor Garcia said that she’s having problems in creating a user account so she can’t approve everybody
else yet. She’ll target the release for the second semester given that it’s too late in the semester already to still launch
it.
3) Derail is also inviting the USC to join the fight against the MRT-LRT Fare Hike. The USC’s commitment will be to enjoin
organizations to help by gathering signatures.

Basic Student Services Committee by Councilor Ezie Mariazeta

1) Pending Projects:

a. DORM Grievance Desk

b. Dormitory consultation with Kalayaan Dormitory and Kamagong tomorrow, 7-9PM

c. Annual University Blood Drive, UHS Conference Room tomorrow, 8AM-4PM; Target is 200 bloodbags so
the USC will be giving away fliers at the AS tomorrow 11:30-1

d. Dagdag bawas Forum: Dagdag 2 Taon, Bawas Budget sa Education,1-4PM at the College of Education

e. September 23: Forum on Public-Private ownership, Rm 308 at the PNG Room, CBA, 11:30-2. Tie-up with
the UP Debate Society.

f. Grand Pa-Bluebook of the Academic Core scheduled this September 28-30. It was suggested that the call
of the USC regarding budget cut and the fight for the greater state subsidy and the USC logo be stamped
on each bluebook.

g. Committee Meeting: September 22, 5:30PM

h. University Job Fair tie-up with Office of Counseling and Guidance

i. Tie-up with two Student Councils on the basis of performance: Engineering Student Council and
Economics Student Council and one organization which is the Advertising Core.

1. College Representative Go manifested that he is still not sure if the School of Economics
Student Council will be open to the idea of a tie-up given that the council usually
supports the Career Assistance Program with the BASC. He will however relay it during
their GA.

2. Councilor Estrella recommended that JPIA be included in the tie-up organization.

ii. The members of the Job Fair ad-hoc are Councilor Ibaviosa for the Ways and Means Committee,
Committee on Organizations, Fraternities, and Sororities for maximum publicity and the league
of college councils given that during the initial meeting with OCG they really want to tap the
local college councils. The working team is limited to prevent free-riding.

iii. Currently, for the project will divided as follows: 40% will go to UP, the remaining 60% will be
divided: 40-20, 40 to the OCG and 20 to the participating organizations. The USC will try to
coordinate a 30-30 divide since most of the manpower will be coming from the organizations
anyway.

c. Alliance of Concerned Dormers Friendship Games last September 11 and 14: Succesful, just finished.
Dormers were really competitive.

1) Continuing Events:
a. Tambayan Application is still in progress. Deadline for Tambayan Application is on October 15.
b. Thatorg.com: All USC Members were reminded to create their thatorg.com account.
c. SMASH UP tie Up: 2nd wave of publicity will start this week.
d. Organization Hopping and Consultation:

Sports, Fitness , and Health by College Representative Gelo Flores


Athlete’s Feat update:
Target is 600 participants but currently we only have 200 runners from the Varsity Office, 50 runners from CHK
classes, and 53 registrants. The committee requested the body to help with the publicity.
To those who are interested to volunteer as marshalls, the call time on Sunday is 3AM.
Everyday, there will be a 5:30-7:00 Publicity jog for the event c/o the Mass Media Committee.

College of Statistics Report by College Representative Bravo

1) SPSS Seminar held today. The Statistics Student Council forwards their thanks to the CSSPSC for providing food and
helping invite for the Seminar
2) Opening of Exhibit Tomorrow and Ribbon cutting to kick of the Statistics Week
3) Wednesday: Grand Pakain and Launching of Website, 11:30-1
4) Thursday: Skewed Pair, 6PM at the Balay kalinaw with free food for the first 30 to arrive.

Update on Campaigns and Other Invites:

1) Invite from the OSR: UP System Wide Coordinated Action against budget cut, 4-6PM this September 22 as build up for
the September 24 NUSP National Sectoral protest action against budget cut on Mendiola.
2) September 24: BOR Meeting, 9-12. On the Same day: UP Presidentiables Forum at the NISMED Auditorium. The USC
enjoins everyone to hold a mass action during the forum to show that the student movements on campus are keeping
the selection process in check.
3) September 27: Earliest hearing on budget at the House of Representatives.
