No municipal violations alleged in the complaints filed by Anna Marie Clausen, Pat Barlament,
and Todd Kennedy - all filed within a 24 hour period on November 19, 2016 - were ever
validated.
The State of Wisconsin Safety and Professional Services Review Board dismissed the Safebuilt
complaint against Garski as well as a supplemental complaint filed by Village of Mt. Pleasant.
The state declared they both presented insufficient evidence of wrongdoing.
Garski’s $6,215 citation imposed against him by the Village of Mt. Pleasant in November 2017,
was dismissed by Judge John Knuteson and Garski was found not guilty on September 13,
2018.

Anna Marie Clausen and Sam Wahlen filed four separate requests for public records pertaining
to President Garski with Mt. Pleasant Interim Village Administrator Tim Zarzecki within a 24 hour
time period on January 19, 2017. Wahlen followed with three additional requests pertaining to
Garski over the next two weeks. Seven requests in total.
Wahlen’s request for President Garski’s campaign finance records were fulfilled through the
2015 election against Mark Gleason. In 2017, Garski filed as an “exempt” candidate by not
raising or spending more than $2000. As an exempt candidate, Garski was not required to file
campaign finance reports - making Wahlen’s request for campaign donations and expenditures
for 2017 improper.
In Wahlen’s request for investigation against President Garski filed with the Racine County
District Attorney’s office and District Attorney Tricia Hanson, he accused Garski of a host of
allegations stemming from his open records requests - including campaign finance violations.
None of Wahlen’s allegations were upheld or validated by the Racine County District Attorney or
the State of Wisconsin Department of Justice.

In the complaint filed by Mt. Pleasant Village Clerk Stephanie Kohlhagen against President
Garski and Village Trustees Jon Hansen, Gary Feest and Ken Otwaska with the Village of Mt.
Pleasant and the EEOC - no record of reparative compensation or wrongdoing exists.
According to Mt. Pleasant Village records, Kohlhagen received the same raise increase as other
village staff for the period stipulated in her complaint.

The Village of Mt. Pleasant Police Report states that several young adults or adolescents could
be seen running in the street past DeGroot’s home in the video footage provided by DeGroot.
Their investigation says that upon returning back from the direction they came, a single egg was
tossed on to DeGroot’s driveway.
