QURBANI PROGRAM IN THE PHILIPPINES

In partnership with World Assembly of Muslim Youth (WAMY) - Philippines Office, an international, non-stock,
non-for-profit, and non-governmental youth organization with an independent legal personality, Pertubuhan
Kebajikan Serantau Muslim also known as Serantau Muslim, the organization of the Regional Muslim Welfare
based in Melaka, Malaysia recently extended humanitarian works in the Philippines.
An effort was made possible through QurbanMudah.com project for Qurbani Ibadah Program 2018. The
project’s main objective is to serve the Muslim minority across Southeast Asia by providing Qurban meat to the
needy and marginalized communities. The Philippines is known to be the only Christian dominated country in
Asia and it is the second largest Christian country in the world. This makes it all other faiths in the nation as the
minority including Islam.
Muslim-Filipinos are among the minority in the Philippines which only comprises of 12-15% of the general
population. However, with the continual growth of Non-Muslims embracing Islam or the Revert (Balik-Islam)
communities around the country, the percentage are expected to grow significantly in the coming years. In shaa
ALLAH. Aside from being the minority, the Muslim-Filipinos also known to the local as the Moros (although the
term Moro is referring to the Tripartite group of the native inhabitant of Mindanao which includes Indigenous
Peoples or Lumad, Christian Settler and the majority Muslim Settler), have been struggling to address social
injustices for several years. Such struggles aroused from visible poor infrastructure development, increasing
rate of poverty, poor economic and education, and very low percentage of other social development indicators.
With that in mind, Serantau Muslim in its goal to serve the minority and the less privilege, have identified
Zamboanga City and the Municipality of Matanog in the province of Maguindanao as the two city and
municipality beneficiaries of this year’s Qurbani Ibadah Program which was held from 21-24 August 2018. The
said locations were selected by WAMY Philippines Office based on the necessity of the recipients and the
practical implementation with its local partners.
The team of Serantau Muslim arrived at Ninoy Aquino International Airport Terminal 3 on 20 August 2018
comprised of six (6) delegate, with Ustaz Mohd Hakim Mohd Nor, the Secretary of the organization, as the team
head. They were received by WAMY Philippines staff at the airport and accompanied them for a night check-in
at Pasay area in Metro Manila. The next day, they departed to Zamboanga City, where a team of policemen
from the Regional Police Security and Protection Unit – Philippine National Police Region 9, have escorted and
secured (after ALLAH SWT) the team from arrival on 21 August 2018, where Serantau Muslim delegate and
WAMY Philippines team have prayed Public Congregational Prayer of Eidl Adha at RT Lim Boulevard, until the
departure the following day on 22 August 2018. The Security Team have been very effective in providing the
security and speedy movement across the city of Zamboanga.
There were more or less 4000 families have benefited from 46 slaughtered cows. Those beneficiaries were
mostly affected during the 2013 Zamboanga Siege and are now relocated in Transitory and Relocation Sites
where life and survival remain a struggle for many. There are five community beneficiaries in the Relocation
Sites which includes Phase 1, 2 and 3 of Villa Vista, Asinan Relocation Sites and Barangay Layag-Layag. In
addition to these beneficiaries are the recently affected fire victims of Barangay Labuan and Cawit. The
operation went smooth with the aid of WAMY Philippines’ local partners such as the Youth Da’wah for Peace
(YDP) and Shababu Nurul Islam, where both have provided manpower assistance and financial allocation for
logistics and mobilizations.
In the afternoon of the 2nd day of Eidl Adha, the team departed to Cotabato City and were received by the staff
of Municipality of Matanog with a Police Security personnel from Philippine National Police Region 12. After
checked-in at the hotel accommodation, the team headed to the Municipality of Matanog, an hour away to the
city, for a courtesy call with the Municipal Mayor. The Local Government Unit of Matanog, served as partner
institution in the implementation of Qurbani Program in Maguindanao, which is a closed partner of WAMY
Philippines in various programs and projects in the country. A brief discussion was held after dinner, and all set-
up for the next day program.
On 23rd August 2018, 45 cows were slaughtered at the Municipal Town Hall of Matanog. Whilst another 5 cows
were slaughtered the next day. The program coincided with the Municipal’s 43rd Founding Anniversary. Thus,
the Qurbani Program became official Schedule of Activities in the week-long celebration of the town, covered
on local and national television and radio programming. The distribution of the meat per directed by the good
Honorable Mohammad Ali Guro, Mayor of Matanog, was determined by the number of residents in their eight
(8) barangays. The Barangay Chairmen and their representatives were present to claim the meat after
slaughtering for their respective communities. Due to the lengthy distance of each barangay to the Slaughter
Area, the team were not able to pay visit for the general distribution. Instead, the Amanah was entrusted to
their barangay representatives. Nonetheless, there was one nearby barangay where the team have visited and
personally distributed the meat to the beneficiaries. An estimated total of 6000+ families benefited from the 50
cows slaughtered in the Municipality. The said LGU was of great help in providing security, manpower and
financial counterpart in the successful implementation of Qurbani Program.
