HISTORICAL BACKGROUND

Creation and Establishment

Barangay Holy Spirit was created with the passage of Batas Pambansa No.546 and enacted by the
BatasangPambansa on April 10, 1982 as sponsored by Assemblyman Rogelio Quiambao.

The Barangay territorial jurisdiction segregated from Barangay Old Balara, which then covered TandangSora up to
what is now Barangay Commonwealth. Originally, the barangay land covers about 453 hectares with about 79,000
population based on survey preceeding its creation.

The barangay is bounded at the North – Northeast by Fairview, East by Commonwealth, South by Batasan Hills,
South – Southwest by Old Balara and West by Culiat and Pasong Tamo.

The name of the barangay was taken from the name of the first parish church established in the barangay which is
the Parish Church of the Holy Spirit located at BF Homes, Holy Spirit, Quezon City. From then on the barangay was
called and known as Barangay Holy Spirit.

Upon its creation, the first Officer – in – Charge was designated in the person of Kagawad Edilberto Aquino,
assisted by designated Kagawad Domingo Cañero and Kagawad Fernando Alejos.

During the first Barangay Elections in 1989, Fernando Alejos was elected Barangay Chairman with the following
Kagawads in descending ranking :Kgd.Felicito A. Valmocina, Kgd.Geronima V. Espino, Kgd.Alexander Sales, Kgd.
Edilberto Aquino, Kgd.Bert Espinosa, and Kgd.DomingoCañero.

However, with the sudden death of Chairman Alejos, Felicito A. Valmocina assumed the helm of leadership as
Barangay Chairman in 1992. Hence, the rise of a new and dynamic leader who started the shaping of a progressive
community.

THE BEGINNING OF THE BARANGAY

ChairmanFelicitoValmocina assumed leadership with the barangay in a very depressed condition. The original seat
of barangay government was originally in a small rented 3x2 meter space at San Simon St. Doña Juana. Almost all
streets, except major roads and that of subdivisions were in a dismal state.

Residents walked in ankle deep mud during rainy seasons and dusty during summer. Street were all unlighted
hence, crimeswere high. Households could hardly afford electric connections. No source of potable water except
deep wells and rationings. Socio-economic conditions among those in the depressed areas remained poor.
Squatters which comprised 80% of the entire population remained squatters. Even the barangay government were
in quandary of directions.

THE VISION, THE MISSION, THE TRANSFORMATION

Assuming the position of Barangay Chairman, Mr.Valmocina laid down the blueprint of his vision embarked on his
mission and gradually transformed Barangay Holy Spirit into not only a progressive but model barangay.

Chairman Valmocina initialled a massive community upgrading program. Convincing the 51st Engineering Brigade
of the Philippine Army, he pushed for the widening of the major roads leading to the interior parts of the barangay
such as the far Inter-neighborhood Rd. known today as Holy Spirit Drive, the opening and widening of the Republic
Avenue- Sto.Niño Rd., BF Rd., and the Opening of the Sampaguita Avenue – Nawasa Line Road.

While the upgrading of roads, streets, and public right of ways were being undertaken, Chairman Valmocina
started the building of a new and bigger barangay hall to bring better and improved basic services to the
constituents, From the small space at San simon St., found a suitable site at a vacant but deep open area at Isidora
Hills Subdivision Invoking the monetary Subdivision Act, he asked for the City Mayor’s concurrence and secured
the space. With the assistance of the 51stEng’g Brigade, the thrust of then City Mayor Ismael A. Mathay, and
through OplanBayanihan headed by Chuck Mathay, Chairman Valmocina caused the dumping of almost 3,000
truckloads of filling materials into the open area, transforming the grassy 3 hectare open area into the site of the
present barangay government complex.

THE SEAT OF GOVERNMENT

The present seat of barangay government is found in Faustino St., Isidora Hills, Holy Spirit, Quezon City. It was
completed in 1997, renovated in 2007, and at present under-going another face liftand structural expansion to
accommodate newly created departments and offices that will provide more efficient and effective services to the
people of the barangay.

The Barangay Government Complex is hosting the following structures;

1. GusalingKapayapaan at Katarungan housing the BSDO-Legal-Lupon offices.

2. Executive Building housing the Offices of the Chairman, Offices of the Kagawad and Committee
Secretarial, the Session Hall, Public Library, Conference Hall, Treasurer’s Office, Veterans Health Center.

3. GusalingPangkabuhayan or Livelihood Skills Training Center

4. Basketball Covered Courts and Tennis/Volleyball Courts

5. Bayanihan Building housing the NHA-NGC office in support to land awarding program, Livelihood Products
Display Center and Employees’Canteen.

6. NGO support groups on children’s welfare:

a. Haliging Bata Foundation, Inc.


b. UnangLingapKapwa Philippines, Inc.

Aside from the Government complex , Chairman Valmocina established and built a three ( 3 ) storey Barangay
Annex Building in San Simon St., bringing services nearest to the constituencies.

Another satellite office building was built in Republic area.

INFRASTRUCTURE DEVELOPMENT

The trust and confidence of the Mathay Administration paved the way to accelerate the infrastructure
development of the entire Barangay ChairmanValmocina conceived a partner government arm known as OPLAN
Bayanihan Assuming the position of Executive Director with Chuck Mathay as Chairman, which implemented
infrastructure developmental programs not only in Barangay Holy Spirit but in all barangays of District II.

OPLAN Bayanihan fast-tracked all development thrusts. The Bayanihan approach to project implementation saved
government millions and millions of pesos in construction costs.

Barangay Holy Spirit was a major recipient of these projects bonanza. Firstly, the Barangay Government Complex
started to become reality. Roads were asphalted, drainage improved, basketball courts were constructed and later
roofed.

Barangay Holy Spirit had an unprecedented infrastructure development in 2004 when it became a recipient of
about P152 million worth of infrastructure projects consisting of 37 road concreting projects which were all
completed by year 2005. This continued in the succeeding years with the construction new school building in Doña
Juana Elem.School and Holy Spirit Elem.School, the construction of new high schools: Holy Spirit National High
School and Judge Feliciano Belmonte Sr. High School, the construction of Barangay Day Care Centers, and the
establishment of the new Betty Go Super Health Center.
GOOD GOVERNANCE

Chairman Valmocina has set his sights on bringing better and improved services to his constituents. By activating
participation of leaders of various community-based organizations, has launched the model for participatory
management style in barangay administration by conducting area meetings and dialogues, people’s assemblies
and mobilizations. The Puroks were re-organized, strengthened and given strong support to tackle the peace and
order problems, supported by Volunteer Tanods and NGO’s such as Pastoral Council, Homeowners Associations,
TODA,vendors, etc.

To set the direction of his vision straight to the target objectives, Chairman Valmocina tapped the services of
various technocrats which he called the Performance Team to concretize the blue-print of highly developed urban
barangay. He and the Performance Teamachieved a high percentages of infrastructure development.

In 1999, the Valmocina Administration found a strategy to increase its local income to carry out its programs and
projects by utilizing the “SUYOD BUWIS”Campaign through effective collection of revenues via levies, taxes, fees
and charges in addition to its IRA.

It was realized by having a thorough inventory of business establishments and other taxable source of income
within the barangay. With the help of a Barangay Tax Ordinance, mobilization of Barangay Tanods, and a computer
data base, business establishments were enforced to secure first a Barangay Clearance from the Barangay and pay
corresponding fees before business permits can be applied from the city government . With its no no-sense
implementation in 1999, 92% of business establishments have complied with the Barangay Tax Ordinance and the
barangay its tax collection by 300% compared to previous collections.

AWARDS AND ACCOMPLISHMENTS

Barangay Holy Spirit is known nationwide for its Waste Management System. The barangay became independent
from the city government in terms of garbage collection with six 6 dump truck in 2004.Due to the effective
Ecological Waste Management System of zoning, segregation, composting and utilization of compost at the
“Gulayan at Bulaklakan”Barangay Holy Spirit won awards :“CLEANEST AND GREENEST BARANGAY IN METRO
MANILA”in 1997 and “BRONZE MEDAL in the NATIONWIDE SEARCH FOR MODEL BARANGAY IN ECOLOGICAL
WASTE MANAGEMENT SYSTEM” in 2004.

Through the other programs and projects undertaken by the barangay government and the dynamic leadership of
Chairman FelicitoValmocina, Barangay Holy Spirit garnered other awards such as :

- Modelong Barangay from GMA Network Inc., News and Public Affairs in 1999
- Model Barangay from ABS-CBN
- Most Child – Friendly Barangay during the 9th Barangay Celebration, Q.C in 2003.
- Best Barangay in Fiscal Management 9th Barangay Day Celebration, QC. In 2003;
- Best Barangay on Anti-Drug Abuse Program, Serbisyong Bayan (SB) Awards during the 11th Barangay Day
Celebration, QC. In 2005;
- Best Barangay Nutrition Committee, Serbisyong Bayan (SB) Awards during 12th the Barangay Day
Celebration in 2006; and
- Awards of Excellence to LuponTagapamayapa for Highly Urbanized Cities in 1999, in 2000, in 2001, and in
2006.

LAND ACQUISITION : SQUATTERS TO LAND OWNERS

Valmocina set his sight on the plight of those people residing in the depressed areas of the barangay or the illegal
dwellers or known as Informal Settlers which constitute almost 80% of the entire land area of the barangay and
the constituencies as a whole. He aimed to provide these informal settlers with peace of mind through security of
tenure in their occupied lots.
He organized a Technical Working Group (TWG) which worked on the basic framework or guidelines, and
coordinated with the National Government Agencies towards the implementation of the LAND FOR THE LANDLESS
PROGRAM through the Community Mortgage Program (CMP) for private titled illegally occupied land and PHASE-
LAD for government illegally occupied land. These Informal Settlers were organized per specific area into a
Homeowners Associations. Land were awarded to qualified beneficiaries under the 24-36,54 square mater options
for CMP and 35 – 60 sqm. For PHASE-LAD upon passing the affordability requirements under the following Mode
of Payments:

1. Contract to Sell (CTS) = 5, 10, 15 years to pay with 6% interest


2. Deed of Absolute Sale/Cash Payment/Full Payment

With the full support of the national government agencies and city government, titles have been awarded to now
almost 70% of those residing in the government land under the PHASE-LAD, and almost 60% of those residing in
the privately titled land under the CMP.
